Design and Build MEP and Rigging Services for EagleBurgmann Project

EagleBurgmann is inviting qualified D&B MEP and Rigging Contractors to submit a proposal to
provide site MEP Engineering, Building and Rigging Services for a new plant of Steel Manufacturing
in the Town of Queretaro, Qro, Mex. It will be a standalone rigging process from EagleBurgmann’s
current location in Cuautitlan Izcalli to its new location in Parque Industrial Queretaro (223.70 km).

PROPOSAL INFORMATION:

Responders are to provide the following information.

I. Project Scope
A. Describe Scope of Service to be provided.
1. General Conditions.
2. Design Services.
3. Construction Services.
4. Allowances.
5. Inclusion and Exclusions.
B. Description of equipment and materials to be provided.
C. Description of CAD software to be used for designing.
D. Alternate proposals and details if applicable.
E. Any other information to convey scope of services to be provided.

II. Schedule of Values


A. Schedule of Values template has been provided separately. Is mandatory to use the
order of the template and each bidder should break down all line items showing
Quantities and Unit Prices. Always prevent the use of LOT´s in the Quantity column.
Please submit this document in Excel format (make sureexcel formulas are correct).
B. Provide allowances for alternate proposals.
C. Present Direct Cost broken down, percentage of Indirect Cost and Profit. Soft Cost
must be included.

III. Project Team


A. Contractors project team description and qualifications.
1. Project Manager is to have a minimum 10-year experience with this type of
project and to have the knowledge of local construction practices.
2. Knowledge of the local area, permitting, building and environmental
requirements.
3. Ability to create a strong working relationship throughout all phases of
design and construction with EagleBurgmann representatives.
B. Subcontractor listing as well as proposed self-performed activities.
IV. Project Schedule
A. Strategies to expedite project delivery are encouraged. The project schedule
provided in this RFP is for reference in milestone only, each bidder should provide
their proposed Project Schedule breaking down the Construction sub activities as
they consider necessary.
V. Contractors Construction Environmental, Health and Safety
A. Bidders must submit their own Environmental, Health and Safety manual and
procedures.
VI. Construction Contract
A. Letter of acceptance of the terms and conditions as per Construction Contract
template provided.

CONTRACTING:
EagleBurgmann is expected to enter into a “Lump Sum Contract for Design, Engineering and
Construction” with a Not Exceed Price with the successful firm. Bonds as well as applicable insurance
policies will be required.

SELECTION PROCESS:
Considerations for contractor selection will include demonstrated understanding of the financial
strength of the company, references, project scope, competency of the cost estimate, strength of
project team, experience with similar projects and proposed strategies to expedite project delivery.
The selected firm will be notified with an E-mail letter, and upon successful contract negotiation,
the selected firm is expected to begin design work by November 15, 2019.

CONFIDENTIALITY:
General media interaction will not be made without prior expressed approval of EagleBurgmann.
Non-Disclosure Agreement shall be signed by Successful Firm.

PROJECT DESCRIPTION / DESIGN NARRATIVE:


All information below is for reference only, final specifications will be defined during Engineering
and Design reviews, Issue for Construction Specs and Drawings mandate at any time.

PROJECT DESCRIPTION:
The project consists mainly in relocating a Manufacturing Plant from its current location in
Cuautitlan Izacalli to a new location in Parque Industrial Queretaro (Queretaro City). There is also a
small Service Center currently in Queretaro City that needs to be relocated to the same new
facilities. Includes develop of engineering and construction of MEP to receive actual and new
equipment and machinery.

There will be other areas, within these spaces for a production offices, mezzanines for warehouse
and compressors, canteen and kitchen.
SCOPE OF SERVICES:
The Rigging firm will enter into a contract with EagleBurgmann for site civil, environmental,
structural and MEP engineering design; construction document production; permit application
assistance; and site and building construction. The Rigging Company will be working with a local
Construction Management (CM), Company / Owners Representative contracted directly with
EagleBurgmann.

Listed below are the responsibilities by Rigging Company:

I. Design and Permit Services


A. Design Phase
1. Formalize project programming, scope of work, timeline and budget
2. Building code analysis and review
3. Complete design in accordance with applicable codes
4. Complete design interference checking meetings with design team and document
report findings to all parties
5. Complete construction documents.
6. Collaborate with the development of technical studies, calculations and plans
necessary to complete files and manage procedures. The management will be
carried out by third parties. The corresponding payments will be made by
EagleBurgmann.

B. Construction Cost Estimating


1. Develop complete construction cost estimates for Final design phase
2. Request and incorporate value engineering suggestions if necessary

C. Construction strategy development and oversight


1. Develop construction strategy to minimize impact to manufacturing operations and
expedite project schedule

II. Construction Phase Services


A. Construction and Construction Oversight
1. Compliance with EagleBurgmann Environmental, Health and Safety manual and
procedures.
2. Day-to-Day general construction site management including on-site progress and
quality communication to CM.
3. Respond to requests for information and change orders requests.
4. Comply with all tests required by the Contract Documents, and record test
procedures and test results. If the work does not conform to the contract
documents, determine if special inspection or testing is required and coordinate
implementation of an engineered solution
5. Maintain a logbook of activities at the site, including weather conditions, nature and
location of Work being performed, verbal instructions and interpretations, and
specific observations. Record any occurrence or Work that might result in a claim
for a change in project budget or schedule.
6. Maintain records at the construction site in an orderly manner, including
correspondence, transmittal logs, Contract Documents, Change Orders,
Construction Change Directives, reports of site meetings, Shop Drawings, Product
Data and similar submittals; supplementary drawings, color schedules, samples and
requests for payment; and names, addresses and telephone numbers of the
Contractors, Subcontractors and principal material suppliers.
7. Assure that no portion of the Work requiring Shop Drawings, Product Data or
Samples is commenced before such submittals have been approved by the
appropriate EagleBurgmann Design Professional (to be further clarified in the
Contract).
8. Maintain record copy of the Drawings, Specifications, Addenda, Change Orders and
other Modifications at intervals appropriate to the stage of construction to ensure
up-to-date records.
9. Maintain a list of visitors, their titles, and time and purpose of their visit.

B. Financial Monitoring
1. Prompt submittal of all project invoices and applications for progress payments.

III. Building Occupancy and Contract Close-Out


A. Building Occupancy and Operations Staff Training
1. Facilitate activities to allow operating staff to become familiar with the facility.
Deliver Operations and Maintenance Manual of major facility systems and
equipment.
2. Coordinate building opening schedule with construction completion and Owner’s
equipment installation.
B. Contract Close-Outs
1. Provide general construction contract closeout documentation including technical
and financial project record information
2. Provide record copy of the Drawings, Specifications, Addenda, Change Orders and
other Modifications; review; and reconcile as-built documents}
3. Provide CAD files and electronic copies of project documents. (Essential to be
compliant with EagleBurgmann CAD standards.)

PROJECT SCHEDULE:
The project schedule milestones for construction completion is as follows, the Rigging Company will
elaborate the schedule considering the design process, construction process and moving process
accordingly with the following milestones:
 Engineering Start: November 28, 2019
 Construction: December 16, 2019
 Moving: March 23, 2020
Project Schedule template will be added as an attachment to be fulfil accordingly and based on the
high-level dates described above.

Respondents are encouraged to propose strategies to expedite project delivery.
