and called 9-1-1 at 6:16 PM.

In additional discussions with Mr. Adkins, it was learned that on Wednesday afternoon at around 2:30
PM power was lost to the entire park. Since Barn 2 contained sensitive temperature animals the staff put
several propane fueled and kerosene fueled heaters in the barn.

According to Mr. Adkins, Mr. Guerra also disconnected the electric for the propane fueled forced air
furnace and hooked it up to a portable generator in an attempt to get the furnace running. However, the
generator would not run properly and could not power the furnace.

Mr. Adkins advised that between 4:00 PM and 4:30 PM the power to the park was restored and the
furnace electric was re-attached to the electrical panel and put back into service.

Mr. Adkins explained that all the temporary heaters that had been brought into Barn 2 were then turned
off after the power to the park came back on.

It was later learned from Mr. Adkins that in addition to the forced air furnace, that pen #2 and pen #3
that were being used for swine, had two electric heaters in each pen. pen # 2 heaters had been in place
for an extended period of time. The two original heaters in pen #3 stopped working and on the Friday
before the fire Mr. Adkins and Joe Collins, Maintenance, installed two temporary space heaters in
preparation for the red river hogs that were being delivered Tuesday.

In my conversation with Mr. Adkins and Mr. Collins about the space heaters, it was learned that one of
the heaters was used and the other had been purchased new. Both heaters were attached to the ceiling of
pen # 3 with wire and metal wire ties. A hole was drilled through the metal ceiling of the pen and both
110-volt power cord for the heaters were passed through the hole into the loft above and plugged into
the same extension cord. The extension cord was then plugged into a duplex outlet in the loft.

Mr. Collins was able to provide an exemplar extension cord for examination. The extension cord had
triangle end with three outlets. The plug for the cord was grounded. The cord was between 18”-24” in
length. Photographs of the extension cord were taken.

The box for the new heater was examined. The heater was a Rohs Model # DQ1702, 120-volt, 12.5-
AMP space heater. The instructions on the box in part advised that heater was to be placed on the floor
and not plugged into an extension cord. The older heater could not be identified.

Contact was then made with Kyle White and John Holtcamp, Zoo Keepers. Both Zoo Keepers had been
in Barn 2 on the morning of the fire caring for the animals. When they entered the Barn at 7:35 AM the
interior lights were already on. Neither of them noticed anything out of the ordinary during their time in
the barn.

I then spoke with Mr. Guerra. In brief, it was learned that as part of his maintenance job he does most of
the electrical repairs. He is not a licensed electrician.

Mr. Guerra confirmed that on Wednesday morning he installed a new Tork brand digital timer in Barn2.
He said he set the timer to come on at 7:30 AM and turn off at 5:30 PM. He advised that he had
installed the same brand and model of timer in the past and had not had any difficulty.

Mr. Guerra advised that in September 2019 he turned off the breakers for both hard wired heaters in pen

3 because they stopped working. He also “Tagged Out “the breakers so no one would turn them back
on.

On Wednesday afternoon when the power went out to the park, Mr. Guerra explained that he
disconnected electric for the furnace by removing the 12-gauge solid copper wire from a 20-AMP
breaker and the neutral wire in the electrical panel. He then connected them, using wire nuts, to the
stranded wires of an extension cord he had cut the plug off of.

Mr. Guerra then plugged the extension cord into the portable generator and attempted to power the
furnace. However, the generator would not run properly and the furnace did not work. When the power
to the park was restored, he reconnected the furnace wires to the electrical panel and it began to work
normally.

While viewing the recorded surveillance systems the following pertinent events were noted:
