CHAPTER I:

THE PROBLEM AND ITS SETTING

According to The Department of Education (DepEd) has expressedits support for the no-
homework policy bills proposed by lawmakers at the House of Representatives.DepEd, in a
statementreleased on Wednesday, August 28, said the measures would “enable learners to have
more quality time with their parents, family, and friends by limiting the homework [and]
assignment to a reasonable quantity on school days and by eliminating the same during
weekends.” It said the policy would allow students to “find balance between their academic
development and personal growth by having ample time for enjoyable activities with family.” As
stated, the Department of Education in the Philippines claim that this policy allows students and
learners to spend more quality time with their family which then leads to an enjoyable childhood.
Background of the Study

Based on the researchers’ findings, homework causes arguments, stress and pressure on
the students. The OECD's (Organisation for Economic Co-operation and Development)
education director, Andreas Schleicher, says extra hours are linked to better results. "You teach
one hour of science more per week and you will see that reflected in higher average scores," he
claimed. The education director stated that if you teach more, the scores of the students will
definitely increase more and it will definitely show. Not only have that, but the presentation of
the increasing scores of the students definitely reflected on their improvement and the
advantages of the implementation of the No Homework Policy.

Another article by Josh Becker was written on July 3, 2018 about the Finnish educational
system. “Finland says their system works on trust. Rather than overloading children with work
when they are home, Finnish parents trust that the teachers will give the children all the
education they need while they are at school.” Meaning that the system that is being followed by
the citizens, most of the times, rely on trust rather than success. Finnish parents believe that
teachers are giving their children the appropriate information that they should be learning rather
than information that may not be helpful in their lives. Considering that Finland has actually
implemented this policy and apparently are claimed to have the best education in the world since
2015. Since the Finnish stated that, many other individuals that work for the government
departments in the education category, they should also take that into account and possible
consider it.

Harris Cooper, a professor at Duke University who has been studying the effects of
homework for 30 years, disagrees. He thinks all kids should be doing homework, but the type of
homework can differ depending on level of development. According to AP, his research found
that homework is much more effective for middle and high school students than it is for
elementary-age kids."Homework is like medicine. If you take too little, it does nothing. If you
take too much, it can kill you," Cooper declared, "You've got to get the dose right, and if you do,
it can do wonders." The professor believes that homework is definitely unavoidable, but teachers
should give a bit of consideration to students and hand these assignments out gradually and not
all at once.
Statement of the Problem

This study aims to determine the perspective and opinions of the students at St. Clement
Academy on the “No Homework Policy”. Not only the policy itself but their opinions on
homework and how and when these assignments should be assigned to the students and the
possible benefits of the “No Homework Policy” itself. The researchers that will conduct the
study aim to answer the following questions:

1. Does homework affect the physical health of the students?


2. Is homework a factor that contributes to the development of mental disorders among
students?
3. How should homework be handed out?
4. Does homework affect the proper sleeping hours of many students?
5. Does homework help improve the grades of the students?

Scope and Delimitation

This study focuses on the effect of no homework policy in grade 7 to 12 students. The
data collection will be conducted to 10% of the total population in grade 7 to 12 students of St.
Clement Academy who will represent the population. The study would be done through the
utilization of questionnaire to the students as a survey and reference. Although it delimits that the
study may not be able to generalize the whole student population.

Significance of the Study

The significance of the study is to disseminate proper information of the effect of the
possible implementation of no homework policy to the grades and behaviour of the students. It
also may serve as additional information that could possible serve as background research or
study to many other students that are searching for this type of information. The study’s goal is
to further prove and show the possible advantages of this specific policy that based on the
findings of other schools as well.
