1. The projects involving clearance under Coastal Regulation Zone Notification,1991 shall submit with
the application a C.R.Z map duly demarcated by one of the authorized agencies, showing the project
activities, w.r.t. C.R.Z (at the stage of TOR) and the recommendations of the State Coastal Zone
Management Authority (at the stage of EC). Simultaneous action shall also be taken to obtain the
requisite clearance under the provisions of the C.R.Z Notification, 1991 for the activities to be located
in the CRZ.
2. The projects to be located within 10 km of the National Parks, Sanctuaries, Biosphere Reserves,
Migratory Corridors of Wild Animals, the project proponent shall submit the map duly authenticated
by Chief Wildlife Warden showing these features vis-a-vis the project location and the
recommendations or comments of the Chief Wildlife Warden-thereon (at the
Stage of EC).
3. All correspondence with the Ministry of Environment & Forests including submission of application
for TOR/Environmental Clearance, subsequent clarifications, as may be required from time to time,
participation in the EAC Meeting on behalf of the project proponent shall be made by the authorized
signatory only. The authorized signatory should also submit a document in support of his claim of
being an authorized signatory for the specific project.
Annexure – I
Prepared for:
a. Micrometeorology
Continuous micrometeorological data will collected for one season recording parameters such as: ambient
temperature, wind speed and direction, relative humidity, rainfall and cloud cover.
Representative secondary data for study area from nearest IMD station will also be collected.
c. Water Environment
Water quality data shall be collected through primary sampling of ground water and surface water sources
located within the study area in ONE season. A total of 8-10 samples shall be collected from different
sources representing surface and groundwater resources in the area. The samples were analyzed to
establish the following:
• Physical parameters:
pH, Temperature, Conductivity, Turbidity & Color
• Chemical parameters:
Alkalinity, Total Dissolved Solids, Total Suspended Solids, Salinity, Oil & Grease, Dissolved
Oxygen, Chlorides, Total Hardness, Calcium, Magnesium, Sulphate, Fluorides, Nitrate, Iron,
Phenolic Compound, COD, BOD, Phosphate, Anionic Detergents, Heavy metals like Copper,
Mercury, Barium, Cadmium, Selenium, Arsenic, Cyanide, Lead, Zinc, Chromium, Aluminium &
Manganese
• Bacteriological parameters:
Total Coliform, Faecal Coliform
e. Traffic Volume
Information will be collected on traffic volumes for roads connecting the project area, if required.
f. Noise
Noise quality will be monitored and reported.
g. Sediments, if applicable
A total of 3 sediment samples will be collected and analyzed for parameters such as pH, conductance,
TOC, NPK, Na, Ca, Mg, Cu, Zn, Cr, Pb, Cd and Benthic Fauna
i. Socio-Economic Environment
Secondary information on socio-economic parameters within 10 km radius of the project site will be
collected with respect to demography such as households, population, villages and tehsils/taluka
population distribution, literacy levels, employment pattern, primary health care facilities available,
scheduled castes, scheduled tribes, and transport, communication and welfare facilities.
j. Cultural Environment
Information will be collected on existence of historical, religious and cultural monuments of regional,
national and international or archaeological importance located within the study area.
a. Impact Identification
The preliminary identification of the potential impacts will be carried out based on the understanding of the
project gained during the scoping exercise and field visit. An environmental matrix linking various project
activities with environmental and socio economic issues will be developed to formally present an overview
of its impacts indicating cause-effect relation.
b. Impact Prediction
Quantitative prediction would be carried out for air and noise quality status. The widely accepted Industrial
Source Complex (ISC3) Short Term Model will be used after an inventory of air pollutants from the stacks
is reported.
Based on the above, a plant level emergency management plan will be drafted which would subsequently be
integrated with the Emergency/Disaster Management Plan. The resources in terms of equipments and staffing
required for acquiring control on a potential emergency situation will also be dealt as a part of the chapter.

The draft EIA report will be further finalized by incorporating comments and views obtained from different
stakeholders during the Public Consultation and through letters/ representations before submission to the
Appraisal Committee. Annexed to the report, there would also be the notes and proceedings of the public
hearing, list of references and other relevant documents, photographs etc.

This report is to seek environmental Clearance for installation of 3X600MT mounded storage
bullets for storage of LPG to meet the demand with bottling capacity of 60 TMTPA and 7 days
coverage at Jabalpur LPG Bottling Plant.
The gas leak detection, fire prevention and control system at Jabalpur LPG Bottling Plant shall
be the latest and comply with the OISD norms. All LPG storage vessels, cylinder storage/ filling/
repair sheds, LPG Pump House and TLD shall be fully covered by medium velocity water spray
system. This Bottling Plant will also cater to the non-domestic LPG demand, Bulk LPG and
Auto LPG demand of Jabalpur and surrounding districts. The Bottling Plant is estimated to cost
120.27 Crores.
LPG is a mixture of commercial butane and commercial propane having both saturated and
unsaturated hydrocarbons. LPG marketed in India is governed by Indian Standard Code IS-4576.
LPG is in vapor form at ambient temperature but is normally maintained in liquid state by
application of moderate pressure or reduction in temperature. The power supply to the terminal is
from Madhya Pradesh State Electricity Board during emergency DG sets will be used for
emergency purpose only. The water required for the terminal operation such as fire water,
domestic water shall be sourced via pipeline from reservoirs located within the IGC Maneri
Area.
No significant emissions are anticipated from the proposed project activities which are used only
during emergencies. Emissions from the DG sets shall be vented out through exhaust as per
statutory norms and will be monitored. Fugitive emissions from project activity are envisaged
and adequate control measures will be in place. Solid waste viz. Hazardous solid waste & non
hazardous solid waste generated in terminal will collected, segregated and disposed of through
authorized agency as per Hazardous waste rule. The project has adequate safety & fire fighting
systems in place to control any toward incidents. These systems are in line with the requirements
of OSID.
The project will require manpower of 63 personnels during operation phase. Local manpower
will be preferred during construction phase. The proposed project will be completed in
approximately 36 months from the date of approval, environmental & other statutory clearances,
whichever is later. The total cost of the proposed project is around 120.27 Crores.

2. Introduction
M/s Indian Oil Corporation Ltd has decided to set up a LPG Bulk Storage & Bottling Facility
(Indane Bottling Plant) at Plot No 1 at within Sector “B-1(P&H)”, at Industrial Growth Center
Maneri, District: Mandla, Madhya Pradesh.
LPG from IOCL Bhopal, BPCL Bhitoni, GAIL Guna and HPCL Maneri will be received through
bullet trucks & stored in mounded bullets of capacity 3 x 600MT (total 1800MT). LPG will be
pumped from storage bullets to filling shed where cylinders will be filled prior to dispatch
through road.
The current proposal has been submitted to Ministry of Environment, Forests & Climate Change
for issuance of Environmental Clearance for the bulk LPG storage (1800MT) and the LPG
throughput of 60 TMTPA through 2 LPG Filling Stations / Carousels.

There will be no chemical process involved and the operation carried out will be receipt of LPG
in Bulk form in road tankers, storage in mounded bullets and filling of LPG into cylinders using
carousel and associated systems.The cylinders filled will be checked for quality and then
dispatched. In the proposed LPG Bottling Plant the storage will be pressurized form in mounded
storage. The mounded storage will be in 3 bullets of 600 MT each with a total capacity of 1800
MT. The system of mounded storage has been recognized as one of the safest form of storage of
LPG.
Nature of Project:
Jabalpur Bottling Plant shall operate strictly as a storage & packing facility for LPG. No by-
products /additional products are generated / manufactured during the operations. Hence, the
present proposal is classified under Schedule 6(b) & Category ‘B’ according to EIA
Notification 2006 & subsequent amendments.
3. Site Information
• Infrastructure
For establishment and successful operation of Jabalpur Bottling Plant, it is imperative to ensure
availability of the following infrastructure:
Rail/ road accessibility;
Availability of water and proximity to source;
Availability of land;
No populated city in vicinity;
Power evacuation plan; and
Environmental consideration.

• Connectivity
The project site is approximately 20 km from NH-30 and 4.5 km from SH-22. The nearest
railway station is Jabalpur Railway station at approximately 38.1 km. The nearest airport is
Jabalpur Airport (38.2 km).
• Environmental Setting
The Environmental Setting in 10 km radius of project site is presented in Table-2.

The proposed project will be carried out in the IGC Maneri, Dist: Mandla. Hence, no alternate
sites were considered for the project. The land use is industrial and has been allotted to M/s
IOCL on lease for 30 years. The allotment letter has been provided as Annexure III.

4. Project Description
The capacity of the Bottling Plant at Jabalpur will be 60 TMTPA to start with. There will be no
chemical process involved and the operation carried out will be receipt of LPG in Bulk form in
tank trucks from the sources namely IOCL Bhopal, BPCL Bhitoni, GAIL Guna and HPCL
Maneri. The storage shall be in mounded bullets and filling of LPG into cylinders using carousel
and associated systems. The cylinders filled will be checked for quality and then dispatched. In
the Proposed LPG bottling plant the storage will be pressurized form in mounded storage. The
mounded storage will be in 3 bullets of 600 MT each with a total capacity of 1800 MT.
The Site Layout is as shown in the Figure-1 and detailed Site Layout is also provided as
Annexure IV.

Process flow diagram is shown in Figure-2. The process involved can be divided into 4 Stages:
Transport and handling through piping system, handling techniques, specific equipment used and
standard operating procedures etc. the details are given below:

5. Need for Project Activity
Liquid LPG is a clean fuel and is extensively used as cooking fuel in India. Due to increase in
urbanization and improved quality of life the demand for its consumption is increasing. In order
to increase its new customer base and to serve the existing customers in a better way M/s Indian
Oil Corporation Ltd. are augmenting their existing bottling plants and setting up new plants.
With the present LPG Bottling facilities in Madhya Pradesh, IOCL is unable to meet the growing
demand of LPG in the State.
The current demand of packed LPG is about 400 TMTPA in the state of Madhya Pradesh for the
year of 2014-15. The demand is being met by 3 no. of LPG Bottling Plants at Bhopal, Guna and
Ujjain with a bottling capacity of 360 TMTPA and the balance is met with hospitality
arrangement with other OMCs.
The project demand up to 2018-19 is expected to increase by 500 TMTPA. The increase in
demand is being met by capacity augmentation of existing LPG bottling plants and scouting for
land for grass root projects for LPG BP in the state.
In view of the foregoing, IOCL has proposed for provision of 3 nos of mounded bullets with 600
MT capacities each near Jabalpur within IGC Maneri. The Bottling Plant is estimated to cost
120.27 crores.

6. Environment Control Measures
• During construction phase there will be fugitive emissions due to movement of equipment
at site, dust emitted during the leveling, grading, earthworks, foundation works and other
construction related activities. These impacts will however, be marginal and temporary in
nature.
• Periodic LDAR survey shall be carried out to detect & control such measures.
• Septic tank along with soak pit will cater the sewage load. Sewage from the administration
building will be routed to the septic tanks followed by soak pits and the sludge generated
from the septic tank will be dried and used as manure for green belt area. No increment in
sewage load and hence the Septic tank Capacity is envisaged with the proposed expansion
project.
• The DG sets are acoustically insulated resulting in reduction of noise as per limits
prescribed by State Pollution Control Board. The exhaust pipes from DG sets are taken
above the building as per State Pollution Control norms.
• No process / manufacturing involved. Hence no solid waste generated.
• All conditions & pre-requisites of water and air consents together with certificate to handle
hazardous products issued by State Pollution Control Board shall be strictly adhered to.

7. Fire & Safety Measures

MEDIUM VELOCITY SPRAY SYSTEM:
This sprinkle system is provided in the operating areas of hazardous areas of plant like al sheds
involving filling, storage and operation on cylinders, tank lorry decantation shed, expose flanges
of mounded storage, LPG pump house, etc., as per the specifications given in OISD 144 / 150.
Adequate storage of fire water in exclusive above ground tanks is maintained as per the fire
water calculation. There is a fire water pipeline system which is constantly kept pressurized with
a minimum of 7 kg per centimeter square using jockey pumps which start and stop automatically
at preset pressures. The fire water pipeline is connected to the MV spray system through deluge
walls where an air water balance is maintained. The MV Spray system is equipped with a
quartzoid bulb fire detection system. When the temperature reaches 79º C the bulb will be burst
releasing the air water balance at the deluge valve and thereby starting the sprinkling of water.
This will reduce the pressure in the pipeline which will start the fire water pumps. Thus the
entire system of fire protection is automatic. In case of actuation of sprinkler either by bursting
of quartzoid bulb, or operating sprinkler manually, all plant machineries will trip electrically,
electric siren will be sounded , fire engine will be started ,all remote operated valve in liquid
LPG line will be closed and emergency light will be activated ( At night). This system is called
Interlocked Shut down System.
MUTUAL AID –
IOCL LPG Bottling Plant Jabalpur shall make Mutual Aid agreement with neighboring
industries.
All LPG storage Vessels, Cylinder Storage/ Filling/ Repair Sheds, LPG Pump House, TLD are
fully covered by medium velocity water spray system.
The fire water system in the plant designed to meet the highest fire water flow requirement of a
single largest risk i.e., Filling Shed plus 288 Cu.M/Hr. for operating 2 Nos. Fire water Monitors/
Supplementary Hose requirements.

8. Project Justification, Schedule and Cost
The proposed project shall yield following benefits:
• Maintain continuity in supply of LPG gas cylinders to the consumers through distributors
and quality of services to the consumers.
• Ease in availability of filled LPG cylinders during crisis period.
• Help to overcome the scarcity of bulk LPG due to huge gap between demand and supply.
• Increase safety measures for hazard detection and prevention system.
• Storage of LPG in Mounded Bullet is intrinsically and technologically proven safe device
• Possibility of BLEVE is ruled out in case of storage of LPG in mounded bullets.
The Bottling Plant is estimated to cost Rs 120.27 crores and the proposed project is
estimated to be completed within 30 months after obtaining all the regulatory clearances.
