First of all, the researchers would like to acknowledge their deep sense of gratitude to

Architect Cherry Rose Acebedo,uap Instructor of Architecture and Allied Discipline Department,

Eastern Visayas State University for her encouragement and support. The researchers would

also like to express their special thanks to the Family who welcomed them in their humble homes

Abstract

Housing refers to the construction and assigned usage of houses or buildings collectively,

for the purpose of sheltering people. Housing projects are usually intended for the low income

families and/or families that are victims of typhoons.

This study is to analyze the improvements that is needed in the Housing project. And how

will the researchers comply immediate solutions according to the existing problems that Greendale

Residence is facing right now, together with the goal to help the end users/ family to have a better

living.

The case study/ research will tackle only the problems the Greendale is facing right now.

The general objective of the study is to identify the problems in Greendale and give a proper

solution according to the standards of building a housing projects and improve it for a better quality

of living.
CHAPTER 1

Introduction

Background of the Study

Home is an important place to feel good, a place to gather with family or friends and for

moments of restful retreats. It is the place where one lives permanently, especially as a member of

a family or household. Home is where the whole family safe and secured against the environment

and surroundings. Everybody has the right to feel at home.

As the rapid growth of population of the country, the economic growth is also increases

and as well as the number of homeless families. For about 106,651,922 people ended in 2018 and

with an increase of about 1,731,922 people compared to 2017. This is one of the major problem

of the country all throughout the year.

In Tacloban City, being a 1st class highly urbanized city in the Philippines and serves as

the regional center of the region of Eastern Visayas. The city is also an autonomous from the

province of Leyte, although it serves as its provincial capital.

Tacloban as a city and sole capital of Eastern Visayas region is increasing in terms of

economic development. With that, the city also is increasing when it comes to its population. From

2015 census, the city population reaches for about 242,089. In this case, an increasing number of

homeless families and illegal settlers that the government is dealing with.

Due to the rapid growth of population of the city the government conducts many programs

to deal with the certain problem. one of the program that the government approved is Housing
Programs. A housing program that is not free but with a proper guideline by many mutual fund

agencies to own their house through housing loans which they offer.

Housing programs in which the government have been proposed is an absolute solution for

the needs of the people or family of the city. a program in which all the units are affordable and

expected to be safe from all form of harm. This allows the people most especially the illegal settlers

and homeless families to have finally their own house and start making a new life for the better of

their settlement. //

This research is all about the improvements that is needed in Greendale Residence, and

how will it affect the quality of living in Greendale. This study contains useful data and information

regarding the current situation and problems that the residences are facing of. The method used to

assess the existing problem of the said residences is through field survey. The researchers, with

due further research, would likely come up an immediate solution according to the current

problems in the housing project.

Statement of the problem

Housing project are where the low income families and/ or homeless family allocated. It is

a common sense/ understandable to give it a proper planning in order to organize every family and

give them a better quality of living.

The following are the identified problems:

 Drainage system

 Light posts
 Sidewalk from main entrance

 Drop off and waiting shed

 Lack of MRF

 Security in phase 3 is not well implemented (housing accessories have been taken. This

happen because some of the owners do not occupy the unit because for some reason.)

 Security and safety is not consistent.

 Chapel

 Water supply is limited. By schedule

 Lack of open spaces.

 Some unit encroached towards sidewalk (some family did not acquire permit before

extending their units.)

 Some owner of housing unit let their house be rented by other family.

 This housing project doesn’t have a perimeter fence.

 Water pumps don’t function well.

 Garbage collection one or two weeks only (also it is not consistent).

 They do not have a proper function hall.

 Some unit in phase 3 are not finish yet.

 Setbacks are not consistent because they build first the housing unit instead of road

networks.
Scope and Objective of the Study

The scope of this study mainly focuses on Greendale residence. Although there are many

key problems in this housing, some are not really a problem. That is why the general objective of

the study is to identify the problems in Greendale Residence and give a proper solution according

to the standards of building housing projects and improve it for a better quality of living.

 To identify the current problems in Greendale

 To provide possible solution for the following problems

Significance of the Study

The main beneficiary of this study are the residents of Greendale Residence, the researchers

will help them to find what’s best for their place and give possible solutions for the current

problems and issues. It may give the public a sustainable, comfort and safeness environment. This

study will also help the builders such as engineers, architects, and urban planners in widening their

knowledge and expertise to their profession and likewise the researchers will also benefit from this

study as a guide and learn knowledge.


PART 2

Literature Review

Background

Greendale Residences 1 Brgy. San Isidro (Suhi) Tacloban City is one of the housing project

in Tacloban City after the typhoon Haiyan (Yolanda) on 2013. Greendale Residences 1 which is

composed of 3 Phases and has a total of 459 housing units that was supposed to be finished on

April 17, 2017. Some of the houses have already been occupied with 279 completed and 93

substantially completed out of 459 units.

This Decree aims at regulating the sale of subdivision lots and condominiums and

providing penalties for violations thereof. It prescribes the power of the National Housing

Authority on regulating the real estate trade and business and matters regarding the registration of

projects.
Data Collection

Convenience sampling was applied to create a sample size in the population. Two types of

data collection method were used in order to obtain two types data that is needed for this study.

First is the qualitative data through observation method. Second is the quantitative data by

conducting an interview method by using an unstructured questionnaire with an open ended-

questions. The photographs were taken directly from the barangay itself during the field survey to

demonstrate the existing condition in Greendale Residences Barangay Suhi, San Isidro Tacloban

City and the surveys were conducted via telephone interview due to some circumstances.
PART 3

Methodology

In this chapter, the methods that has been used in the collection of data will be discussed

accordingly. It explains the research design, sampling techniques, data collection methods, and the

instruments that’s been used. The evaluation has been carried out using two systems of data

collection techniques, field survey and literature review. The observation method, literature review

and interview method are used to collect both qualitative and quantitative data.

Observation Method

This method allows for the study of the dynamics of a situation, frequency counts of target

behaviors, or other behaviors as indicated by needs of the evaluation. In manner of providing good

source of additional information about a particular group can use video to provide documentation.

The data captured during the observation can include objective as well as subjective information,

as it is possible for observers to accurately record the amount of time taken to perform particular

activities and the errors that they make in use. A comprehensive field survey of the existing

conditions and problems on the housing project area of Greendale Residence barangay Suhi, San

Isidro was conducted in this study.

Interview Method

This method of collecting data involves presentation or oral-verbal stimuli and reply in

terms of oral-verbal responses. In this study, due to short budget and the distance between the
place of the study, the researchers decided to conduct the survey by using this method. The

instruments used in collecting the data are the unstructured questionnaires that has an open ended

questions where the respondents may create their own response.

Ocular Inspection Method

An ocular inspection was conducted to know the day-to-day lifestyle of all the residents in

Barangay Suhi, San Isidro, Tacloban city. And to identify the problems that hinders their daily

living of every residents and to make actions by having a concrete solution that could benefit the

community in particular.

The data obtained was analyzed collated and integrated. Based on the gathered data, the

researchers discovered that there are many problems at Greendale Residence. Namely, the lack of

light posts in every blocks. Don’t not have a proper sidewalk from main entrance. Don’t a proper

drop-off and lack of waiting shed. The water supply distribution of every household are limited

because of the daily scheduled time. And there are few water tanks and some of the residents

cannot access easily. The water pumps also don’t function well. The security of the Greendale

Residence is not consistent. Lack of open spaces in case of emergency and playgrounds for the

children to play. Some of the units in Greendale residence encroaches towards the sidewalk, and

some of the family did not required to get a permit before extending the frontage nor the rear side

of the unit. Some units in Phase 3 are not yet finished due to lack of government’s budget. The

said housing project doesn’t have a perimeter fences where unwelcome guests can easily enter at

Greendale residence. The garbage track would only collect every two times a week. And lastly,
the setbacks are not consistent because they first build the housing unit before the road networks

of the housing project in Greendale Residents.

PART 4

Results

Conclusion

Having this many problems the Greendale subdivision is facing right now, it is a quite

hindrance to the quality of living of the end users, thus this case study was conducted. The general

objective of the study is to identify the problems in Greendale and give a proper solution according

to the standards of building a housing projects and improve it for a better quality of living.

Despite the problems mentioned earlier, one of the main cause of this problem also are the

people/ end users itself, because they are already used to the kind of living as what it is now.

Although some of the families and/or families by cluster in the subdivision conducted meetings/

assemblies for their concerns regarding to those kind of problems, sometimes their concerns have

provided a solution but it takes too long to be address, so they are just waiting for action even if it

is too long and also they remain contented.

Through the comprehensive site survey and interview method that the researchers had

conducted they were able to inspect and identify the current status/problems Greendale which was

stated already in chapter 1. The surveyed data that has been collected was able to help the

researchers to pinpoint what the Greendale lacks and what it is that needs improvement, thus, the

researchers were able to come up solutions and recommendations that may aid to the improvement

of the Greendale and to the quality of living of the end users. Moreover, the literature has showed

what are the importance of the Housing projects that was proposed by the researchers in addition

to their solution and how will it affect to the quality of living of the end users.
Recommendations

Below are recommendations given by the researchers:

 Regulate the contractors/subcontractors to meet the desired schedule to finish the

remaining units/projects.

 Impose regulation/rules to the proper waste disposal and cleanliness

 Regulate the garbage collection on schedule and consistent.

 Implement proper safety and security within the subdivision.

 Regulate water supply distribution and schedule.
