Introduction

To be a contractor and undertake a contracting job, a person or company is required to register and
obtain the following certificates.

1.Construction Industry Development Board (CIDB) – to allow the contractor to undertake


construction jobs based on registered Class/Grade. The certificate is issued by CIDB.
2. SPKK (Sijil Perolehan Kerja Kerajaan) or Government Procurement Working Certificate –
allow contractors to participate in government projects that they are qualified for. The certificate
is issued by CIDB.
3. STB (Sijil Taraf Bumiputera) or Bumiputera Status Certificate – allow contractors to participate
in government projects which are allocated for Bumiputera contractors only. The certificate is
issued by Bahagian Pembangunan Kontraktor & Usahawan (BPKU)
4. Registration with other agencies/corporation e.g. TNB, Telekom, JKR, UTM, Petronas, SPAN
– allows local contractors/suppliers to participate in procurement activities of the respective
agencies. The certificate is issued by the relevant agencies.

A contractor applying for registration is advised to read the terms of the Registration Requirements

Construction Industry Development Board (CIDB)
Construction Industry Development Board (CIDB) was established under the Construction
Industry Development Board Act (Act 520) and among their functions are to promote and
stimulate the development, improvement and expansion of the construction industry.
Objective-
To develop the capacity and capability of the construction industry through the enhancement of
quality and productivity by placing great emphasis on professionalism, innovation and knowledge
in the endeavor to improve the quality of life.
Vision
To be an esteemed organization that delivers construction excellence in Malaysia.
Mission
To regulate, develop and facilitate the construction industry by inculcating professionalism in
delivering quality, productive and sustainable built environment
Functions

 Construction industry development board was established under the construction industry
development board act 1994 (act 520) to regulate, develop and facilitate the construction
industry towards achieving global competitiveness.
 The board advises the federal and the state governments, as well as other stakeholders on
matters affecting or connected with the construction industry.

 To promote and stimulate the development, improvement and expansion of the


construction industry;
 To advise and make recommendations to the Federal Government and the State
 Government on matters affecting or connected with the construction industry;
 To promote, stimulate and undertake research into any matter relating to the construction
industry;
 To promote, stimulate and assist in the export of service relating to the construction
industry;
 To provide consultancy and advisory services with respect to the construction industry;
 To promote quality assurance in the construction industry;
 To encourage the standardization and improvement of construction techniques and
materials;
 To initiate and maintain a construction industry information system;
 To provide, promote, review and coordinate training programs organised by public and
 Private construction training centres for skilled construction workers and construction site
supervisors;
 To accredit and register contractors and to cancel, suspend or reinstate the registration of
any registered contractor; and
 To accredit and certify skilled construction workers and construction site supervisors
Pusat Khidmat Kontraktor (PKK)

It also known as the Contractor Services Center in English term. It established on June 30, 1981.
Formerly known as Pusat Penyelarasan Khidmat Kontraktor-Kontraktor Bumiputera
(PUSAKABUMI). PKK is a contractor’s services center for registered Government contractors.
Its main objective is to provide assistance to Bumiputera contractors who would like to tender
for public sector projects. PKK classifies contractors by classes F to A.

The objectives of the company are: -

 Provide Federal Road network that can generate economic and enhance the quality of
life.
 Ensure the implementation of development projects is on schedule, cost and
specifications as well as high quality.
 Providing construction industry environment and professional services that is conductive
in order to contribute to economic growth and international competitiveness.
 Build and strengthen entrepreneurs in the construction industry.

Vision: -

To be the organizations pioneer in the development of the infrastructure and spur industrial
development to be more competitive in the global market.

Mission: -

 Ensure that infrastructure development is planned, implemented and maintained in an


efficient and high quality.
 Develop, expand, and strengthen the country’s construction industry and competitive
professional services in the global market.
 Ensure the development of the capacity and capability of contractors, professional and
construction sector was conducted in accordance with national policy.
Function: -

 To plan and coordinate national infrastructure projects;


 To conduct and monitor infrastructure development projects;
 Coordinate and monitor all departments and agencies under the Ministry of Works;
 Providing consultancy services to Government agencies;
 Regulating private highways;
 Developing the construction industry;
 Improve the skills of the workforce in the construction industry;
 Monitor the maintenance of the Federal roads;
 Operate and monitor the maintenance of a privatized Government building;
 Assist in annocing federal road reserves under Section 62 of the National Land Code;
 Declaration of all Federal roads, including expressways under the Federal Roads Act
1959;
 Determination of Bumiputera status in carrying out Government projects;
 Federal Roads (Private Management) Act 1984; and
 Toll Act (Roads and Bridges) 196
Conclusion

The construction industry is one of the major growth drivers to the economy of Malaysia.
Agencies such as Construction Industry Development Board (CIMB) and Pusat Khidmat
Kontraktor (PKK) provide a system that helps to monitor, regulate, coordinate and develop the
construction industry with each agency having their own objectives, vision, mission and
functions. It also provides fair competitions and opportunities among contractors to obtain
tender.

With proper proceeding given by the agencies, client able to fully trust the services given by
contractor he or she chosen. The client also able to receive the quality service he or she expected
based on the categorization.
