debt service payments and inter-jurisdictional obligations such
as Metro.
“Those costs don’t give us much room to play with and
historically [they’ve] been difficult to achieve substantial
savings from,” Gray said. “That leaves us approximately $3.8
billion from which to find remaining savings.”
He said that from those funds, about one-fourth would
go to pay for the salaries of District employees in the public
schools system, police department and fire and emergency
medical services. Another 25 percent would go to pay salaries
for other District employees, and yet another 25 percent would
go toward matching the District’s Medicaid and public charter
school funding.
A final 25 percent, he said would most likely “go for
everything else.”
Gray further explained that more than 80 percent of the
District’s local revenue comes from property taxes, sales taxes
and income taxes. “And as we’ve already seen, the economic
slump we’ve been in has resulted in lower than expected
revenue,” he said, adding that in recent years officials have had
to concede that fee and fine increases are not effective as long-
term solutions to increasing the District’s revenue. And that
meant the District would not raise significant revenue unless it
targets one or more of its tax sources.
Still, he insisted, given the economic burden already borne
by D.C. residents and businesses, his administration would
not ask them to pay any tax increases without first assuring
them of the necessity and that the budget has been adequately
scrutinized for alternatives.
Turning his attention to the capital budget, Gray said that
since 2002, outstanding debt in that area has more than doubled,
going from $3.5 billion at that time to $7.1 million as of this year.
Ward 1 Councilman Jim Graham said he had no explanation
for the city’s budget woes and that he was not aware of the
deficit figures referenced by Gray.
“The only numbers I heard about was $175 million we’re
dealing with now,” Graham said. “I don’t know what to make
of the new figures…it’s news to me.”
Graham said the Council is awaiting guidance from Mayor
Adrian Fenty’s administration on how to work out the current
deficit.
Former Ward 5 Advisory Neighborhood Commissioner
Kathy Henderson said one of the ways the city could
immediately strengthen its coffers is by enforcement. That
covers a slew of concerns, but namely out-of-control rental
properties, lowering resources spent for police services and
adhering to guidelines in granting liquor licenses, she said.
“In doing so, they would actually provide money
into the District’s budget and they would also strengthen
neighborhoods,” Henderson said. “I feel Mr. Gray is capable
of doing his job undertaking the tasks before him, but I would
also encourage him to look at the function of every agency
and those that do not fulfill their mandate for serving this city
should have their budgets reduced.”
The District’s Office of the Chief Financial Officer refuted
Gray’s assertion that the city’s deficit was driven by a lack of
prioritizing. “Not at all,” CFO spokeswoman Natalie Wilson
said. “The economy is driving revenues down and expenses
continue to rise.”
Wilson also said the situation is not as bleak as Gray
suggests. “He is correct [that] the District is facing tough
financial challenges. However, our financial condition is better
than most jurisdictions… [and] we will balance our budget
every year, as we traditionally have.”

Fair and Balanced
Budgetary Reform
As a senior member of the
Joint Economic Committee,
I have been giving close
attention to the work of the
National Commission on
Fiscal Responsibility and
Reform – and, especially, to
recent suggestions made by
the Commission’s co-chairs,
former Republican Sen.
Alan Simpson and Erskine
Bowles, former chief of staff
to President Clinton.
Needless to say, the
Congressman work of this important
Elijah Cummings Commission has not been
easy. President Obama and
the Commission deserve credit for moving forward with a
difficult national discussion about how best to achieve a more
fiscally responsible plan for our nation.
Having given credit where credit is legitimately due, I also
must acknowledge my deep concerns about some of the policy
choices that the Commission’s co-chairs have suggested.
We must not allow ourselves to become distracted from the
more serious and immediate goal of re-creating the balanced
budget that President Clinton left our nation. In this vein, the
Commission co-chairs’ basic error is their failure to connect the
major causes of our deficits with the areas in which budgetary
reform is most warranted.
We should not confuse the specific and more limited
challenge of extending the long-term solvency of Social
Security with the broader need to change the overall spending
and revenue patterns of our nation.
Our historic and unshakable commitment to our aging and
disabled workers is not causing our Federal budget deficit.
For that reason, among others, cutting Social Security benefits
should not even be considered as a general deficit solution.
Social Security functions with its own revenue stream and
payment policies. Long-term solvency can be assured by
focused and relatively modest future adjustments that do not
require reductions in Social Security benefits. One option
would be to increase the earned income that is subject to Social
Security taxes beyond the current $106,800 wage cap.
Nor are our general budgetary problems principally the

We, the American public,
hold it as an article of faith
that those responsible for
devising and implementing
public policy have our best
interests at heart. Our best
minds are hard at work,
striving to make the world
a better place. Our elected
officials are dedicated to
protecting our freedoms,
increasing our prosperity, and
securing justice for all.
What, then, is the public
to assume when, in spite
Joseph C. Phillips of the best efforts of our
most brilliant thinkers and
politicians, freedoms erode,
prosperity decreases, and for a great many, justice seems
elusive? Surely, sinister forces must be at work.
Let us take for an example the nation’s system of public
education. For years, American taxpayers have been sold on
a triad of public policy fixes for public education. In order to
improve student performance, state and federal governments
must dedicate a greater portion of their budgetary dollars to
education; class sizes must be reduced, and there must be
greater oversight by the federal government. So fervent is the
belief in this holy trinity of education, that to even ponder
the efficacy of the federal Department of Education is seen as
heresy. Any politician who attempts to curb the unrestricted
flow of tax dollars to public schools is accused of not wanting
to “invest in education.”
And yet, increases in spending have not resulted in a
corresponding increase in student achievement. Studies have

calculate how much you can afford relative to your overall

more than 1.5 percent of annual income on holiday expenses.
Consider:
• Will your savings cover a few months’ expenses in case
of a layoff, unexpected medical bills or another financial
emergency?
• Can you pay off all holiday-related bills within a couple of
months?
• Do you already struggle to pay your monthly bills?
• Would you need to suspend retirement savings to buy
gifts?
Scale back. Examine how much you’ve spent in past years
and look for areas to trim. Consider: gifts for family, friends

While we seriously examine our budget
and work to get our fiscal house in order,
it is neither fair nor economically prudent
to balance our budget on the backs of
America’s children, veterans or working
families.
Where, then, should our examination
begin?
A significant portion of our current
deficits can be traced to our failure to pay
currently for two wars, tax cuts for our
wealthiest citizens and the Medicare drug
plan.
Unless we can find a way for the rest of the world to pay
more of the cost, we must transform the era of America’s
overseas nation-building into a more modest (and peaceful)
pattern of engagement.
With respect to federal tax policy, most experts agree that tax

cuts for the middle class stimulate our economy. In this way, it
can be argued, middle class tax cuts are more than “paid for.”
However, it is far from clear that extending the Bush-era tax
cuts for the most affluent of our citizens (as the Republicans are
insisting) would produce a similar benefit in fiscal terms. To
the contrary, tax cuts for the wealthiest among us that are not
“paid for” are budget busters unfair to future generations.
As to paying for the Medicare Prescription Drug Plan
that our seniors so desperately need, President Obama and
congressional Democrats have already taken the lead. During
the past two years, we began the long-term process toward
general fiscal balance by addressing the increasing strain that
shown that over the last 50 years, student proficiency in math
and English has shown little improvement even as spending
and federal government oversight has increased and class
size has decreased. Given the brilliance and dedication of our
public servants, the failure of significant academic gains to
materialize, in spite of billions spent on education, can only be
the devil’s work.
And if you are a Black man, the devil must, indeed, be
working overtime.
Information recently culled from the National Assessment

for Educational Progress, based on national math and reading
tests given to students in the fourth and eighth grades, revealed
some rather disheartening results. According to the New York
Times, the report paints a picture for Black males that is, “even
bleaker than generally known.”
In 2009, math scores for Black boys lagged behind those of
both Hispanic boys and girls, and Black males fell behind White
boys by an average of 30 points, which is interpreted as three
academic grades. Black males drop out of high school at a rate
twice as high as White males and their SAT scores are on average
104 points lower. In short, the report shows that Black males fall
behind academically early on and never regain ground.
These are not students failing because they do not have
access to the Internet or don’t have Olympic-sized swimming
pools. The sad fact is that the report demonstrates that middle-
class Black boys are scoring about as well as poor White boys.
These are students who are not proficient in the basics of math
and English.

Get organized. Once you’ve determined your overall
holiday budget, make a list or spreadsheet with columns for:
• Everyone you need to shop for – relatives, friends,
coworkers, service providers, etc.
• Spending limits and gift alternatives for each person.
• How much you actually spend on each gift. (Overspending
on one present means trimming somewhere else.)
• What you gave each person – to avoid giving them the
same thing next year.
• What each person gave you. That way, you won’t
accidentally “re-gift” something to the same person.
• Other expenses (decorations, etc.)
Gift cards. If you give gift cards, several changes were made
to laws governing these cards. For gift cards sold on or after Aug.
22, 2010, the Credit Card Accountability, Responsibility and

rapidly rising health care costs place on our economy.
Without Republican cooperation, we enacted landmark
healthcare reforms that, alone, are expected to reduce our
federal budgetary deficits by more than one trillion dollars over
the next 10 years.
We also enacted financial
regulatory reforms that will
help to prevent predatory
mortgage practices and end the
Wall Street recklessness that
triggered the Great Recession.
Now, we Democrats must be
unafraid to declare to the new
House Republican majority, “You must end your tendency to
borrow, spend and, then, complain about borrowing.”
Americans are prepared to share the pain for everyone
that balancing our national budget will entail. However, we
also must insist that this national challenge be overcome in an
honest and socially equitable way.
This, in my view, is the fair and balanced approach to
lasting budgetary reform.

The social cost of this failure is not to be underestimated.
Half of these students will drop out of high school; lacking
a high school diploma and being functionally illiterate will
qualify them for manual labor, which is steadily in the decline.
They will join the ranks of the chronically unemployed;
many of these men will make a life hustling on the streets and
eventually become involved in the criminal justice system.
Criminal records will make these men more unemployable,
which will make it even more unlikely that they will have
the financial means to support the children they father. It is a
hellish cycle that will repeat
generation after generation.
Ronald Ferguson, director of
the Achievement Gap Initiative
at Harvard, says, “There’s
accumulating evidence that there
are racial differences in what kids experience before the first
day of kindergarten.” Ferguson gives voice to something that
many of us have long suspected: how well children perform in
school depends, to a great extent, on the kind of training they
receive in the home.
Battling the dark forces aligned against our children may
necessitate the asking of some uncomfortable questions. For
instance, is the continued academic under-performance of
Black boys the result of a failure of the educational system?
Or, is the issue rooted in Black culture?
Of course, we can always avoid the discomfort of those
questions and continue to rely on the original thinking of our
best and brightest. In response to the chilling figures presented
in the report, the authors have come up with the original idea of
urging Congress to “appropriate more money for schools.”

spirit it’s obvious she
enjoys winning, but really,
she’s here for the good

and it’s better than being
home alone all the time,”
said Spears, who lives by
herself but frequents the
center.

seniors—especially during

Easy Holiday Dishes

Everybody loves to eat all those home cooked holiday
dishes and treats, but most of us don’t have time to spend
days toiling over a hot stove.
Rest assured, you don’t need to make everything from
scratch to create a great holiday meal. Guests won’t
notice if you use some off-the-shelf ingredients (and if
they did, they won’t hold it against you). For example,
instead of dinner rolls from scratch, buy ones that you
just heat in the oven.
You can also use packaged items like soups, stocks
and even pre-made stuffing, and simply add your own
personal touches to make your dishes distinctive. Add
some dried cranberries here or some chestnuts there and
it becomes your homemade specialty.
And easy doesn’t have to equal unhealthy. Glory

tender, approximately 20 minutes.
3. Remove from heat; stir gently; season with salt
and pepper. Serve immediately. (Makes 4 servings,

1 egg
1 tbsp water
½ of a 17.3-ounce package Pepperidge Farm Puff
Pastry Sheets (1 sheet), thawed
½ cup apricot preserves or seedless raspberry jam
1 3 cup dried cranberries
¼ cup toasted sliced almonds
1 (13- to 16-oz) Brie or other soft cheese round
1 package (13 oz) crackers
1. Heat the oven to 400 degrees. Beat the egg and
water in a small bowl with a fork.
2. Unfold the pastry sheet on a lightly floured surface.
Roll the pastry sheet into a 14-inch square. Spread the
preserves on the pastry to within two inches of the edge.
Sprinkle with the cranberries and almonds. Place the
cheese in the center of the pastry. Fold the pastry up over
the cheese to cover. Trim the excess pastry and press to
seal. Brush the seam with the egg mixture. Place seam-
side down onto a baking sheet. Decorate with the pastry
scraps, if desired. Brush with the egg mixture.
3. Bake for 20 minutes or until the pastry is golden
brown. Let stand for 45 minutes. Serves 12.

people have by this time
of life secured a tenured
position, engendered
palpable and comfortable
working relationships
with peers and pretty
much settled in to wait
for retirement age –
whatever Social Security

“I remember the long
lines stretching around
the building with people
standing for hours to apply
for unemployment,” she
said. “And the cards that
had to be mailed in or
taken in every week or
two.”
There are two ways of
filing now; by phone and
by Internet.
“No people involved,”
Thompkins said. “Just your
computer. You used to have
to show documentation
of everything to whoever
processed your claim.” And
the system works quickly
with a snail mail response
within days of filing,
Thompkins said.
“The Division of
Unemployment Insurance
doesn’t track the rates of
50+ workers filing claims
versus younger workers,”
said Shannon Davis,
public affairs specialist,
Department of Labor,
Licensing and Regulation’s
Office of the Secretary.
“I was told that about 45
percent of claims are made

‘Kam’s Kapsules’: Weekly Film Previews

Faith, Music and Mayhem Reign in New Arena Stage Play

Washington, D.C.’s Arena Stage celebrates the opening of
the intimate, 200-seat Kogod Cradle Theatre with a new stage
production written by award-winning poet/playwright. Every
Tongue Confess, written by Marcus Gardley and directed by
Kenny Leon, centers around a string of church burnings in the
South and the emotional uproar that follows.
The play takes place in Boligee, Ala., in the summer of
1996 and follows one church whose members are deeply
affected by the rash of hate crimes encroaching on their town.
Some members are afraid to attend, but others – like Mother’s
Sister (Phylicia Rashad), Missionary (Crystal Fox), Brother
(E. Roger Mitchell) and Elder (Eugene Lee) – rely on their
unwavering faith.
The opening scene takes place in Mother Sister’s church
with a riveting musical performance from the Missionary,
Brother and Elder. Amid the singing, clapping, shouting and
metaphorical references to the sweltering Alabama heat,
Elder smells something burning – the church. With no escape,
Elder decides he’d rather not die with secrets and begins to
divulge memories that involve murder and a covert interracial
relationship.
Here begins one of many tightly interwoven subplots. Elder
introduces Benny Pride (Autumn Hurlbert), a White teenage
girl who witnesses the murder of her mother, Bernadette
(Leslie Kritzer). Bernadette met her demise due to an accident
at the hands of her longtime lover, Bobby (also played by
Mitchell), who is Black.
The tragedy leaves Benny with a social worker, Tender
Meeks (also played by Fox), who carelessly leaves the shaken
girl with Stroker Pride (Jim Ireland), the father she never

After retiring, she went full
force with her second love, Mary
Kay, where she continued to
be one of their committed
beauty consultants.
During one of her many
career paths, she met and fell
in love with Clarence Bell
over 40 years ago. The pair
enjoyed a long and happy life
together.
Alberta accepted Christ
on May 5, 1996, at Mt. Sinai
Baptist Church. She found
comfort in the word of God
and praise and worship. She
enjoyed traveling with her
senior group and was working
toward joining the missionary
ministry.

Good Counsel Captures 2nd Straight Title

From 2003 to 2008, no football team in the Washington
Catholic Athletic Conference (WCAC) was better than the
DeMatha Stags. The Hyattsville, Md. natives had controlled
the conference, winning six consecutive titles in dominant
fashion.
But their streak came to an abrupt halt last season when
Olney, Md.’s Good Counsel Falcons knocked them off 14-7
in the WCAC title game. Looking to start their own run,
Good Counsel made it two straight championships over
DeMatha, beating them 42-3 at Navy-Marine Corps Stadium
in Annapolis on Nov. 21.
Good Counsel built a 21-3 halftime lead behind quarterback
Zach Dancel’s three first half touchdowns, including a 61-yard
run which gave Good Counsel their first lead at 7-3 with just
under three minutes left in the first quarter.
Dancel then passed for his next two scores, finding Stefon
Diggs on a screen pass. Diggs broke free for 50 yards, and the
pair ended the half with a 30-yard touchdown hookup.
Good Counsel opted for the ground attack to open the
second half as Dorian O’Daniel and Wes Brown ripped off
scoring runs of 18 and 14 yards to give the Falcons a 35-3 lead
at the end of the third quarter.
Dancel and Diggs then put the final touches on their 2010
championship when the pair hooked up for one last score with
just over a minute left in the final quarter. Winners of four in a
row coming into the game, it wasn’t just the win that opened
eyes for many of the fans in attendance—Good Counsel’s
control of the game from start to finish left much of the
DeMatha faithful shaking their heads.
“I didn’t know what it was going to be like,” Diggs said
about his team’s margin of victory. “Every time we play
DeMatha, it’s kind of shaky…you don’t know what’s going to
happen.”
After ripping through the conference for much of the
decade, it was a resounding wakeup call for DeMatha (9-
3). The Stags won their regular season matchup against
Good Counsel 31-28, but Good Counsel (10-2) was playing
shorthanded at the time, going without starting running back
Brown who missed the game with an ankle injury.
With Brown back in the mix, Good Counsel marched
through the 2010 campaign as the best team in the conference
while leaving DeMatha with a host of questions.
“We’re going to be fine, we’re DeMatha,” coach Bill
McGregor said. “The expectations are very high; we’ll just
come back, regroup and go from there. That’s all we can do.”

coach Niki Geckeler.
The coach said she
was also impressed with
the production from the
young players on her team,
including sophomore
Curley-Payne and redshirt
sophomore Saadia Doyle,
perhaps the two best scorers
on the team. Doyle finished
with 19 points and five
rebounds against Loyola,
while Curley followed with
11.
Geckeler will continue to
call on her young players as
they prepare for a six-game
road trip, including tough
games against Louisiana
State University and Lehigh
Nov. 27-28.
Geckeler is optimistic they
can win both games.
“We’re young,” she said.
“Anything can happen.”
