Dear Governor Anoatubby:

The State of Oklahoma is offering an extension to all current gaming compacts between tribes and the State in
order to allow us the necessary time to negotiate. An extension will also alleviate any questions or concerns that lenders,
employees, entertainers, vendors, and patrons have concerning whether the Class III gaming activities at the casinos are
legal as of January 1, 2020.

My desire is to put this extension in your hands as soon as practicable so that you and your governing council will
have the time to consider your response and hopefully execute and submit the signed extension and required supporting
materials to the Secretary of the Interior by December 30, 2019. I also wanted to put this in your hands today, in advance
of the tribal meeting in Tulsa on Thursday, December 19, 2019, so that you could discuss the same with your fellow tribal
leaders, should you attend and should you wish to discuss the same.

You will note that the extension simply extends the date referenced in Part 15B of the compact to August 31, 2020
(rather than January 1, 2020). No other change was made to Part 15B. As stated, I believe this will allow us time to meet
in person, discuss our positions, understand one another, and reach an agreement that will benefit your tribe and the State
for the foreseeable future.

The Extension of the Compact attached hereto is the same Extension being offered to all tribes – and you will note
it contains blanks for the name of the tribe and the execution date of the original compact. If you are agreeable to the
Extension, I am asking that you either (a) fill in the name of your tribe and the date of your original compact, sign 2
copies and return to our office (upon receipt of which I will sign and return a copy to you), or (b) respond to this email
with your agreement to the extension, at which time we will complete the document for you, and I will sign and return 2
copies to you for signature and return. As you may know, Federal Regulations require tribes to submit extensions of
compacts to the Secretary. The State is willing to work with your tribe to timely submit the proposed Extension jointly or
on behalf of the tribe, with tribal authorization, along with the required tribal resolution and State certification.

Because of the legal uncertainties that will exist on January 1, 2020, it is imperative that this Extension is signed
and returned to us, or you have indicated your willingness to sign – no later than Monday, December 30, 2019. You may
respond to this email, or send your signed Extension, or raise any questions with our General Counsel, Mark Burget at
Generalcounsel@gov.ok.gov.
