SITE OF THE PROJECT


1 THE SITE

1.1 The site of Project Highway shall include land, buildings, structures & road works
as described in Annex - I of this Schedule - A

1.2 An inventory of the Site including land, buildings, structures, road works, trees
and any other immovable property on, or attached to, the site shall be prepared
jointly by the Authority Representative and the Concessionaire, and such
inventory shall form part of the memorandum referred to in clause 10.3.1 of the
agreement.

1.3 Additional land required for toll plaza, Traffic Aid post, medical aid post and
vehicle rescue post or for construction of works specified in the Change of Scope
Order issued under clause 16.2.3 of this Agreement shall be acquired in
accordance with the provisions of Clause 10.3.6 of this Agreement. Upon
acquisition, such land shall form part of the Site and vest in Authority.

1. Site

The site of project highway is a section of National Highway No. 209 (new No 83)
from Existing km 79.090 to km 125.300 in the State of Tamil Nadu and comprises
the land, carriageway and structures described herein.

3. Carriageway

The existing road of the Project Highway NH-209 is 2 Lane carriageways with
paved shoulders in rural/ urban. Majority of the stretch is observed with paved
shoulders. The stretch is also having 4 lane carriageways at few locations,

DEVELOPMENT OF THE PROJECT HIGHWAY

1. Development of the Project

Development of the Project shall include construction of the Project highway as


described in this Schedule-B and in Schedule-C.

2. Four-Laning

2.1 Four laning shall include Construction of the Four Lane Project Highway as
described in Schedule- B and Schedule – C.

2.2 Four Laning shall be completed by the Concessionaire in conformity with the
Specifications and Standards set forth in Schedule – D.

Annex – I
(Schedule – B)

Description of the Project

1 Width of Carriageway for Four Lanning

1.1 Four lane divided Carriageway shall be undertaken. The paved carriageway
excluding median shall be in accordance with the typical cross sections as
indicated and referred to in Appendix B I of this Schedule B.

1.2 Provided that the width shall be adjusted to fit into appropriate plans and cross
sections developed in accordance with Schedule-D to accommodate all the
features of four laning described herein.

1.3 The entire cross sectional elements shall be accommodated in the available/
proposed ROW. If required, suitable retaining structures shall be provided to
accommodate the highway cross section within the available/proposed ROW and
the same shall not constitute a Change of Scope, save and except any variations
arising out of a Change of Scope expressly undertaken in accordance with the
provisions of Article 16.

1.4 Except as otherwise provided in this Agreement, but subject to the provisions of
Annex-II of this Schedule-B, the width of the paved carriageway shall conform to
Clause 1.1 above.

2 Project Facilities

Project facilities shall be constructed in conformity with Annex-I of Schedule- C.

3 Specifications and Standards

The Project shall be constructed in conformity with the Specifications and


Standards specified in Annex-I of Schedule-D.

4. Other Features of four-laning

4.1 Cross Section

The project highway Cross sections should follow IRC: SP: 84-2014, “Manual of
Standards & Specifications for Four Laning of Highways on Public Private
Partnership” with modifications in typical cross sectional elements as per
Appendix B I of this Schedule B.

4.3 Alignment Plan and Longitudinal Section

An alignment plan and vertical profile of project highway is given at Appendix BII
in soft copy. The minimum FRL given in enclosed drawing shall have to be
achieved by Concessionaire. Based on site/design requirement, the
Concessionaire may, however, improve/upgrade upon the alignment plans and
profiles as indicated in Appendix B-II and raise the finished roadway level (FRL)
with approval from the Independent Engineer within the available Right of Way.

There is a stream at 100+460 (approach of LVUP at 100+130) and Canals at


107+436 and 112+320 (approaches of VOP at 107+422 and Flyover at 112+270
respectively), which are crossing the project road at ridge/summit portions of
alignment and cross roads are also present. By proper regarding of stream/canals
on either side through cutting, the FRL of the project can also be reduced which
may result in economy. Hence, at these locations, the minimum FRL is relaxed to
that extent. For the above locations innovative improvements can be made by
Contractor at his cost by coordinating with state irrigation department, including
approvals. Concessionaire has to get the designs and drawings approved by
Independent Engineer/NHAI. Any variations in cost incurred due to this proposal
specified in this Schedule-B shall not constitute a Change of Scope, save and
except any variations in the length arising out of a Change of Scope expressly
undertaken in accordance with the provisions of Article16.

4.4 Bypass and Realignment

4.5 Service Road/Slip Road

Service/Slip Roads shall be provided in lengths indicated in Appendix –B IV.

4.6 Type of Shoulder and Footpath

(a) Paved/ earthen shoulders shall be provided as per the Typical Cross Section men-
tioned in Appendix B I of Schedule B. The footpaths shall be designed as per
IRC:103-2012 “Guidelines for Pedestrian Facilities” duly incorporating the Guide-
lines issued vide Ministry’s circular No. RW/NH-33044/28/2015/S&R(R) dated 17th
June 2015.

4.7 Six Lane Stretches

4.8 Proposed Right of Way (PROW)


The details of the Proposed ROW are given in Appendix B VI.

4.9 At Grade Intersection

At grade intersections shall be provided as per locations specified in Appendix-


BVII for major and minor intersections.

4.10 Type of Pavement

(i) Type of Pavement:

Flexible pavement shall be provided for the entire project highway including by-
passes, Realignments, bus bays, truck lay byes, Slip roads and Service roads ex-
cept toll plaza location. Rigid Pavement shall be provided for Toll Plaza location.

(ii) Pavement design


Notwithstanding anything to the contrary contained in this agreement or the
Manual, the design of the pavement shall be carried out in accordance with Sec-
tion 5 of the Manual subject to minimum design requirement as detailed below
keeping in view of the stage construction. Further, as per Ministry Circular No.
RW/NH-35072/05/2018-S&R(P&B) dated 24.08.2018, only VG-40 Grade of the bi-
tumen shall be used for DBM layers and modified bitumen (using poly-

Design of Rigid pavement at toll plazas shall be carried out in accordance with
Section 5 of the Manual subject to minimum design traffic based on initial traffic
of 2052 CVPD in the year of completion of construction. However, minimum crust
having composition of 280 mm PQC, 150mm DLC and 150 mm GSB with a de-
bonding separation layer between DLC and PQC of polythene sheet having a min-
imum thickness of 125 micron shall be provided.

iii) Design Requirements

Shall be as specified in the Manual.

4.11 Grade Separated Intersections

The grade separated intersections shall be as provided as given at Appendix-B VIII.

4.12 Utility Structure

The details of the Utility Structure are given in Appendix BIX.


4.13 Underpasses/Elevated Structures/Flyover/Overpasses

Flyover, Elevated Structure, Grade Separated Structures, Interchanges, Vehicular


underpass, Light Vehicular Underpass and Overpasses shall be provided at location
given at Appendix-BX

Pedestrian/cattle underpass and foot-over bridges shall be provided at location


given at Appendix-BXI.

4.14 Major bridges

Major bridges as listed in Appendix BXII shall be provided, widened,


reconstructed or extended.

4.15 Minor bridges

Minor bridges as listed in Appendix BXIII shall be provided, widened,


reconstructed or extended.

4.16 Culverts

Culverts shall be provided, widened, reconstructed or extended as listed in


Appendix-BXIV.

4.17 ROB/RUB

Details of ROB/RUBs to be provided are given at Appendix BXV.

4.18 Slope protection

The side slope shall be protected by using suitable slope protection measures
wherever required along project highway as per Manual.

4.19 Utilities
Provision for accommodating utilities shall be made both overhead as well as
underground wherever required as per IRC 98.

4.20 Rainwater Harvesting


As per Ministry of Environment and Forests Notification, New Delhi dated
14.01.1997 (as amended on 13.01.1998, 05.01.1999 & 6.11.2000), the
construction of Rain water, harvesting structure is mandatory in and around Water
Crisis area, notified by the Central Ground Water Board. The provision of rain
water harvesting shall be executed as per requirement of IRC SP: 42 and IRC SP:
50.

4.21 Type and Width of Median

The type and width of the median shall be as per typical cross-section mentioned
in Appendix B I of this Schedule B.

4.22 Location of Footpath and drains

Drain cum footpath shall be provided as per TCS given in Appendix B I of this
Schedule B.

4.23 Provision for extra widening at sharp curves

Extra widening to the carriageway shall be provided at sharp curve locations as


per Manual requirements.

4.24 Protection Work

Protection works shall be done as per manual.

4.25 Change of Scope

The length of structures and bridges specified hereinabove shall be treated as an


approximate assessment. The actual lengths as required on the basis of detailed
investigations shall be determined by the Concessionaire in accordance with the

Note:

i) Width is excluding Median gap and the gap between Main Carriageway & Service Road.

ii) Location and span are indicative. Exact location may be decided in consultation with Authority/IE and the same shall not constitute a
Change of Scope, save and except any variations arising out of a Change of Scope expressly undertaken in accordance with the provisions of
Article 16.

iii) Span arrangement mentioned above is tentative and may be changed based on innovative design of structure, latest construction
techniques and aesthetics of structures. The span lengths mentioned are bare minimum and should not be reduced. The actual lengths as
required on the basis of detailed investigations shall be determined by the Concessionaire in accordance with the Specifications and
Standards. Any increase in the lengths specified in this Schedule-B shall not constitute a Change of Scope, save and except any variations in
the length arising out of a Change of Scope expressly undertaken in accordance with the provisions of Article 16.

iv) Repairs and rehabilitation of all existing major bridges/minor bridges shall include but not limited to general cleaning of bridge and area
around bridge, restoration of slopes and protective works, removal and relaying of existing wearing coat, repair and replacement of
drainage spouts, construction of new crash barriers in place of old railing, providing of new expansion joints and bearings in place of old
ones wherever required and repair and rehabilitation of damaged concrete, if any, and providing floor protection with rigid and flexible
apron and embankment slope protection if any etc. to the complete satisfaction and as per directions of Independent Engineer/Authority.
All the repairs and rehabilitation works shall be carried out as per standards and manuals.

v) In Case of culverts proposed for widening/repair as per details above, the same shall be re-constructed if the design shows that these are
unsafe for design loads. No change of scope shall be considered in such cases.

vi) Bridges which are not proposed for widening /Reconstruction shall be retained and repair rehabilitation to done and maintained.

slopes and protective works, removal and relaying of existing wearing coat, apron &
quadrilateral pitching to be done for all existing culverts, cracks to be sealed in head
walls and return walls and repair and rehabilitation of damaged concrete if any etc. to
the complete satisfaction of Authority/Independent Engineer. All the repairs and rehabili-
tation works shall be carried out as per standards and manuals.

4. In Case of culverts proposed for widening/repair as per details above, the same shall be
re-constructed if the design shows that these are unsafe for design loads. No change of
scope shall be considered in such cases.

5. Culverts which are not proposed for widening /Reconstruction shall be retained and re-

(i) The proposed span arrangements of the ROBs are tentative and subject to change as per availability of railway boundaries/ requirements

solar panels conventional lighting shall be provided by Concessionaire.

(iii) All Toll Lanes to be equipped with Hybrid ETC equipments as per NHAI
circular No. NHAI/13013/2016-17/CO/Hybrid ETC/112716 dated 08-02-2018.
2 lanes on each side shall be full ETC lanes.

(iv) Minimum medium speed Weigh in Motion (WIM) devices shall be provided in
all toll lanes at Toll Plaza Location. In addition to WIM, Static weigh Bridge
(SWBs) shall also be provided on each direction as per manual.

(v) Point of sale (POS) with card swapping machines shall be provided.

(vi) Highway nest mini consisting of food and beverages kiosk, water ATM,
separate toilet facility under Swach Bharat along with parking facility for
road users shall be provided on each direction (LHS & RHS) near Toll Plaza as
per typical layout Annexure-IV to this Schedule C. Suitable advance signs as
per NHAI latest letter no. NHAI/GM(T)HO/Highway Nest (mini)/2017/111993
dated 24-01-2018 shall be provided. However the sign boards shall be
retroreflective Type XI. The Toilets facilities must be constructed with
international standards layout and 24 hours functionality including operation
and maintenance. The toilet facilities shall follow CPWD specifications
including sanitary ware items and fitting. The number of persons that shall
be deployed at each Nest Mini and Toilet complex shall be, at a minimum of
3 persons (1 in each 8 hour shift) for mini, 3 Safai wale (1 in each 8 hour
shift) and one watchman in each shift. Each side (LHS/RHS) shall be treated
as one Mini and Toilet complex. The operation and maintenance of the Nest
mini and toilet complex is in the scope of contractor for the entire contract
period.

(b) Road Side Furniture

Road side furniture shall be provided in accordance with the Manual of

i. Traffic Signs: Traffic Signs include roadside signs, overhead signs and
kerb mounted signs etc. shall be provided along the entire Project
Highway. The detailed signage plan indicating places, direction, dis-

iii. Pavement Markings: Pavement Markings shall cover road marking for
the entire Project Highway as per manual.

iv. LED Traffic Beacons: These shall be provided on the entire Project
Highway as per manual requirements but not limited to near pedestrian
crossings, public gathering places (Educational Institutions, Hospitals,
Worshipping Places, etc.), cross roads & median openings.

v. Cat’s Eye / Road Studs: Road Studs shall be provided at Horizontal


Curve below 700m, median opening, intersections, Cross roads & Built-
up areas (Excluding Toll Plaza location) and shall confirm to the specifi-
cations mentioned in Schedule D.

vi. Delineators: shall be provided as per IRC 79-1981 and requirements &
specifications as per schedule D.

vii. Hectometre/Kilometre stones: shall be provided for the entire Project


Highway as per the manual.

viii. Safety Barrier: W – beam metal Crash Barrier for a minimum length of
49.180 km along the project highway shall be provided as per Typical
Cross Sections, on high embankments, sharp curves where radius is less
than 450m, approach to the bridges and built-up locations in accord-
ance with section 9 of IRC:SP:84-2014. In addition to this, MS railings
shall be provided as per Typical Cross Sections and as per manual re-
quirements. The actual length of the metal beam crash barrier and MS
railing shall be determined by the Concessionaire in accordance with
the Manual requirements with approval from the Authori-
ty/Independent Engineer. Any increase in the length specified in this
Clause of Schedule-C shall not constitute a change of scope, save and
except any variations in the length arising out of a change of scope ex-
pressly undertaken in accordance with the provisions of Article 16.

ix. Boundary wall: 60cm high (above the adjoining ground level) and
150mm wide concrete boundary wall along with suitable foundation
shall be provided at the outer edge of ROW on either side of the entire
project length except cross roads/built up areas.

Boundary stones shall be provided at the boundary on both sides of


Right of Way as per Clause 9.8 of IRC SP: 84-2014 at built up locations

(c) Highway Lighting


Highway lighting (LED) shall be provided as per the Manual at the following
locations:

(i) At Toll Plazas, Rest area, Truck lay bye, Bus bays and shelter as given in this
schedule–C, Interchange with all Ramps, Grade separators including Slip
roads, built up sections, ROB, Major Bridge, and at Grade Junctions at
locations given in schedule–B, and as per Typical cross sections annexed to
Schedule-B.

and at toll plaza locations. Solar Panels also to be established at any other
preferred locations along with conventional lighting.

(d) Pedestrian Facilities:

Pedestrian Facilities shall be provided in accordance with the Manual of


Specifications and Standards as referred in Schedule D.

(e) Rest Areas (Wayside Amenities):

Wayside Amenities shall be provided at locations as given below:

Comprehensive Rest Area (way side amenities) shall be provided with provision

(h) Landscaping and Tree Plantation

I. Tree Plantation: Minimum 10000 numbers (as per prevailing


guidelines/norms) of trees of local species shall be planted and maintained
throughout the contract period as per National Green Highway policy. If all
of these trees are not planted in RoW due to non availability of land, in such
case, the Concessionaire shall deposit the requisite amount to the forest
department for planting the balance trees as a deposit work

II. Median: Median plantation including maintenance shall be as per provision of


IRC SP-21 and Manual requirements.

III. In addition to compensatory afforestation specified in Clause 10 of Schedule


B, tree plantation and landscaping shall be done as per IRC: SP:21: 2009 and
Section 11 of the Manual on the project highway. Landscaping and tree
plantation of the highway shall be done on the project highway, but not
limited to the following:
a) Median [as per Clause 11.2.4 of the Manual]
b) Grade Separated intersections
c) Entry and Exit ramp
d) At grade islands of intersection locations
e) Toll Plaza Area
f) Wayside Amenities
g) Road side

(i) Traffic Aid Posts

Traffic aid post shall be constructed at the toll plaza in consultation with the
Independent Engineer/Project Director, NHAI, not exceeding 25 (twenty five)
square meter of plinth area and 2nos of patrolling vehicles to be provided at
these posts to carry out the obligations. Specification and requirements shall
be strictly as per concession agreement and schedule “D”.

Patrolling should be conducted through Mobile Patrol Team in accordance with


Section with Section 12.8 of the Manual of Specifications and Standards with
provision of latest available mobile handset with unlimited talk time
replaceable after 2 years. The patrol vehicles shall be as per Annexure-I of
NHAI/policy guidelines/strengthening the Incident Management services/2018,
Policy No.12.19 dated the 20th March 2018, along with manpower and shall be
maintained throughout the contract period.

(j) Medical Aid Posts

The Contractor shall, at its cost and in accordance with the type designs
prescribed for such buildings by the State Medical Department (or a substitute
thereof to be designated by the Authority), construct an aid post building and
hand it over to the Authority, no later than 30 (thirty) days prior to COD. The
Medical Aid Post(s) shall be deemed to be part of the Site and shall vest in the
Authority. Medical Aid Post shall be set up at Administrative Block with 2 nos
of Ambulance with round-the-clock services for victims of accidents on the
Project Highway. Such Post and two residential quarters shall be constructed
in accordance with the type designs prescribed by the State Medical
Department and shall be maintained throughout the contract period.
Ambulance shall be provided as per Annexure-I of NHAI/policy
guidelines/strengthening the Incident Management services/2018, Policy
No.12.19 dated the 20th March 2018, along with all necessary manpower
(including paramedic staff) and shall be maintained throughout the contract
period.

(k) Vehicle Rescue Posts

Vehicle Rescue post shall be constructed at the toll plaza in consultation


with the Independent Engineer/Project Director, NHAI and 2nos of crane
services to tow away the disabled vehicles to be provided at these locations
along with necessary man power/ driver/ operator. Specification and
requirements shall be strictly as per concession agreement and schedule “D”

(l) Utility Crossings

Utility ducts in form of 600mm dia Hume Pipe shall be provided across the
Project Highway at every 1.0km interval and along with inspection chamber
for crossing of underground utilities. Location for such utility crossing shall
be finalized in consultation with Authority Engineer.

(m) Others

(1) Communication system:

Communication system shall be provided as specified in the manual.

(2) Advanced Traffic Management System

The Concessionaire is required to design, install, operate and maintain


Highway Traffic Management System (HTMS) / Advanced Traffic Management
System (ATMS) as part of the project facilities. Advanced Traffic Management
System shall be provided as specified in the manual and as per NHAI circular
No.11014/218/2007-Admn Dated 15-09-2016: Policy Matter – Technical
(214/2016) and shall be maintained throughout the contract period.

Briefly, the ATMS components to be deployed shall inter alia include:

(a) Video Surveillance System (CCTV PTZ Dome / Fixed Camera )


(b) Video Incident Detection System
(c) Vehicle Actuated Radar Speed Displays
(d) Emergency Roadside Telephones
(e) Fixed / Portable Variable Message Sign
(f) Meteorological System
(g) Portable Weigh in Motion
(h) Automatic Traffic Counter cum Classifier
(i) The ATMS Control Centre including the equipment (hardware, software,
and local networking)
(j) Communications System utilizing Optic fiber, GSM/GPRS and Wi-Fi
Communications linked to ATMS Control Centre.

Power supplies for field equipment: working on Mains power supported with
back-up (largely on renewable energy) to facilitate 24 X 7 operation and for
the ATMS Control Centre working on Mains power supported by UPS and
Diesel generator set of adequate capacities, to facilitate 24 x 7operation.

Note:- In case of any discrepancy in numbers or location of any of the project


facilities mentioned in this Annex-I, the Authority/Independent Engineer shall
finalize the number/location of these facilities as per site requirement.
