CHAPTER 13

CONCLUSION AND RECOMMANDATION

 The Concessionaire shall comply with the O&M requirements set out in Schedule –L
of CA during the entire concession period.
 The Concessionaire has consistently been in default in maintaining the Project
Highway as per requirements of the CA and Maintenance programme and IC has
recommended recovery of damages by NHAI on account of non- fulfillment of
contractual obligation in respect of O&M.
 Further strengthening of Concessionaire’s team is required, for proper execution of
operation & maintenance works in future. It would be appropriate to deploy a team of
well qualified and experienced staff minimum as mentioned in the Organizational
Structure proposed on dated 27th July 2011 during the meeting of the PD,PIU-Jaipur.
 To enhance capacity building of the Concessionaire’s engineers in O&M, it would be
useful to provide opportunities to them to have regular and refresher on job trainings
on O&M of Highway Projects which would be helpful in updating their technical
know-how, administrative and management skills during implementation of the O&M
programme of the Project Highway.
 Any change in design or specifications of work, if needed during execution, requires to
be appraised well in advance, requisite variation orders also prepared if required,
and got approved before executing the work (variation item).
 Timely mobilization of all necessary resources including men and material; proper
planning of maintenance work, consistent review of work program showing recovery
plans of delayed maintenance of works if any, preparation of a separate work
program for maintenance of the works as per approved work program, is vital for
completion of the works in time.
 Regular progress review meetings in O& M period will also be very effective to sort out
bottle necks which help the concessionaire to resolve them timely. Such meetings,
preferably, should be held, once a month at site level.
 Continuous effort is required for effective implementation of O&M plan, from
Concessionaire side, throughout the O&M period. Proper attention is sought to
conduct all requisite quality control tests to ensure that the material (both local and
manufactured) used at site in works done fully comply with design, drawings and
technical specifications.
 The road is designed for 20 years. However, in view of movement of heavily loaded
vehicles carrying 40-50 tons of sand, distresses on road surface have been noticed
in some stretches of the Project Highway very early. To sustain the road to a required
service level in Operation period, appropriate measures are required to be taken by
the Concessionaire to carry out the preventive maintenance and Periodic

maintenance of the Highway and also by concerned Enforcement authorities to
restrict the movement of such heavy overloaded vehicles, which should generally be
not allowed to ply on National Highways.
 Issues on implementation of environmental management plan (EMP) and traffic safety
during O&M need to be addressed properly. In this regard, in addition to regular
monitoring and reporting, certain items like installation of missing traffic sign boards,
proper disposal of scarified/ excavated material etc, shall be taken care of.
 A plan for the Value addition to the Project Highway be prepared by Concessionaire
and submitted to NHAI through IC which is long pending issue. Construction of new
underpasses on junctions, improvement of major and minor junctions, provisions of
additional truck lay- bys, construction of separator islands between MCW & Dhabas
etc and Development of Way Side amenities including hotels etc. In addition to
above, the provision of W-type steel beam safety barrier on either side of the central
median and pedestrian guard rails in the newly developed urban areas need to be
made.
 As specific cases the following junctions and median openings shall be
improved immediately:-
1. The median opening at Police lines Dausa- The side Roads approaches shall be
improved by easing of slopes of the side road approaches, bitumen paving of the
same, making bell mouthed entry and construction of humps. Also provision of
warning sign board of “Accident Prone Area” on both side of the Project
Highway.
2. Deficiencies in the sign boards, road markings and making and proper placing of
humps on the side roads meeting with the Project Highway shall be shall be
made good within the prescribed time frame.
3. The Dausa Bypass starting junction towards Agra at Ch.176+600. At this junction
accidents were occurring frequently even after initial improvement. The Road
Safety Expert of IC critically reviewed the constructed junctions and advised
structural changes for its improvement so that it could be made safe for traffic
crossing it. These structural improvements including construction of a grade
separator be implemented in a planned manner.
4. Similar improvements were suggested and implemented in respect of junctions at
Chainages: 182+050,183+100,183+410,209+300,220+500and 228+200.

 The Other Major issues to be taken up by the Concessionaire on priority


basis
1. Rutting and cracking of the pavement: -
Substantive area of pavement has developed cracks and there has happened rutting
in many kilometers. The Concessionaire has started the work of repair of rutted
portions as well of cracking areas by Micro surfacing, need to be completed these
stenches by 31st August 2011 as per submitted work programme.

2. Plantation:-
The status of plantation work is unsatisfactory. There is no proper arrangement for
safety and protection of plantation due to which the plants have not survived. Still it is
incomplete.
Status of Plantation = 31,000 out of 48,000 Nos.
Protection of Plantation- 8.34 KM out of 69 KM
3. Bridge Maintenance:-
The detailed inspection note of bridges has been issued to the Concessionaire have
taken few step to comply with it. Need to be expedited.
4. ROW Cleaning:-
The work of ROW cleaning is dragging for the last one year. Initially they started this
work in right earnest and completed the work in about 20 kms. But thereafter the
work is standstill and no action is being taken by the Concessionaire in-spite of
repeated requests.
5. Concessionaires Management:-
The Concessionaire Management is very weak. They have shortage of technical
manpower. Also the system of management is not conducive for work. The decision
making is top heavy.

6. Patrolling:-
The system of patrolling is incompetent and inefficient. No timely action is taken for
implementing the duties assigned to the patrolling team.
