This has reference to CMD-I’s circular CMD-1/31 dated 11 Nov 2013 on the above
subject.
In this connection, the draft Product Manual in respect of IS 15328 allotted to SRO has
been prepared. The same is attached herewith for hosting on the BIS Intranet for inviting
suggestions and comments for a period of 15 days.

Note - After scrutiny of the application, the concerned Officer shall communicate the deficiencies, if any,

the applicant within the stipulated period in order to enable the BIS officer to verify the same
during the preliminary / verification inspection.

product certification are available on the BIS website and may be referred. However, for other
Indian Standards, you are advised to study the relevant Indian Standard(s) and / or contact the
concerned Branch Office of BIS for guidance.

if the verification sample(s) drawn during verification visit of the BIS officer prior to grant of
licence fail to conform to the Indian Standard. In case the licensee does not take corrective
actions, informs BIS and offers two improved lots to BIS for inspection and testing within one
month of the date of Stop Marking, the licence shall be processed for cancellation and no further
chance would be given to the licensee

satisfactory Test Reports of the fresh samples offered (including long duration tests where failures were in

FOREWORD
This Indian Standard was adopted by the Bureau of Indian Standards, after the draft finalized by the Plastic
Piping System Sectional Committee had been approved by the Civil Engineering Division Council. This
standard has been prepared with a view to providing guidance for the manufacture and selection of PVC-u pipes
for the conveyance of domestic sewage, industrial waste and surface water (other than potable water).
PVC-U pipes for conveyance of potable water are covered in IS 4985:2000 'Unplasticized PVC pipes for
potable water supplies- Specification (third revision)'.
In the formulation of this standard, due weightage has been given to bring it in line with International Standards
as well as market situations and practices prevailing in India and considerable assistance has been derived from
the following International Standards published by International Organization for Standardization:
This standard specifies the requirements of plain ended or equipped with integral sockets for either solvent-
cement welding or for jointing with elastomeric sealing rings pipes made of Unplasticized polyvinyl chloride
(PVC-U), of nominal outside diameters ranging from 110mmup to and including 630 mm, intended for
underground (buried) nonpressure gravity drain and sewer applications for transportation of soil and waste
discharge of domestic origin, surface water (storm water) and industrial effluent.
For the purpose of deciding whether a particular requirement of this standard is complied with, the final value,
observed or calculated, expressing the result of a test or analysis, shall be rounded off in accordance with IS2 :
1960 'Rules for rounding off numerical values (revised)'. The number of significant places retained in the
rounded off value should be the same as that of the specified value in this standard.

PVC-U Pipes for use in under ground drainage and sewerage systems are manufactured
using PVC Resin and chemical like caco3, stabilizers, lubricants, colour pigments and titanium
dioxide etc.
The above said raw materials are blended in mixer and discharged at 120° C, and dry
blend will be fed in the extruder hopper to be heated in barrel and screw with temperature
ranging from 140°C to 190°C which gets melted and pass through the die specified to
manufacture specific size of pipe with pressure sizing. The pipe that emerges from the die in
cooled in the cooling tank at room temperature. After cooling the pipe gets hardened and same
haul – off and it passes through cutter will cut the pipe specified length. Quality inspection of
end product like length, wall thickness, visual appearance and other requirements as per
specification, the pipes removed socketed (sealing ring type or solvent cement joint).
At the each stage of the manufacturing inspection and manufacturing is carried out as
indicated in at the process chart, the finished product is marked with Brand name and stiffness
class by screen printing using indelible ink. The pipes are shifted to the yard for dispatch.

The Rate of Marking Fee for Certification of Unplasticized non-pressure PVC pipes for use in
underground drainage and sewerage has been fixed as under:

Subject: Guidelines for grouping of sizes for Unplastisized non-pressure polyvinyl chloride (PVC-U)
pipes for use in underground drainage and sewerage systems as per IS 15328:2003
Guidelines for grouping of sizes as per IS 15328:2003 has been prepared in view of issuance of
Amendment No 5, February2009 to IS 15328:2003.Asper Amendment No 5, three new sizes 63mm, 75mm and
90mm nominal outside diameter with three different wall thicknesses have been introduced.
Now IS 15328:2003 covers 12 sizes from 63 mm to 630 mm nominal outside diameter having three
different Standard Dimension ratios (SDR) and three stiffness classes (SN). In order to adopt rationalized
approach for grant of licence and inclusion of additional varieties covered in the specification following
grouping may be considered: (Copy enclosed)
For the purpose of grant of license as well as inclusion of additional varieties in the existing licence, one
samples from each group separately for each class of stiffness and Standard Dimension Ratio (SDR) may be
tested for all the requirements of the specification for covering the group. However, while recommending grant
of license/inclusion of additional varieties, it shall be ensured that the applicant/licensee has got the complete
manufacturing and testing facilities for all the varieties intended to be covered in the license.
During operation of the license, BO shall ensure rotational testing of all other varieties/sizes covered in the
license. This is for immediate implementation with effect from approval of CA.
Guidelines for inclusion of new varieties are covered under Cl 4.4 of manual above.
For the purpose of grant of license as well as inclusion of additional varieties in the existing licence, one
samples from each group separately for each class of stiffness and Standard Dimension Ratio (SDR) may be
tested for all the requirements of the specification for covering the group. However, while recommending grant
of license/inclusion of additional varieties, it shall be ensured that the applicant/licensee has got the complete
manufacturing and testing facilities for all the varieties intended to be covered in the license. During operation
of the license, BO shall ensure rotational testing of all other varieties/sizes covered in the license.
The product that does not meet the quality parameter during regular production are rejected/
scrapped. Those pipes may be re-processed for the production of Pipes in a manufactures plant
by a process such as Extrusion and for which the complete formulation is known.

The suitable packing material such as gunny bag cloth or HDPE woven cloth of sufficient size
and width along with twin thread or plastic wire shall be made available in the factory at all
times for packing/ despatch of samples.
The list of Test Equipment is to be prepared/provided by CL, however a typical list of test
equipment prepared by the IO who has carried out the Preliminary Inspection is given below:

5.4.1 FACTORY TESTING BASIS – If the situation arises as per the provisions under Cl
2.9.5 of OMPC, November 2004
2. TEST RECORDS - All records of tests, inspection and calibration shall be kept
in suitable forms approved by the Bureau.
2.2 Copies of any records and other connected papers that may be required by the
Bureau shall be made available at any time on request.
4.1 MARKING - In addition, each pipe shall be clearly and indelibly marked in
ink/paint with appropriate colours given in cl.12.3 or hot embossed on white base at
intervals of not more than three metres with the following:
5.1 In the case of hot embossing, the pipes shall also be provided near the end with
circumferential colour band as appropriate so as to identify the class of pipe.
6.0 RAW MATERIAL - Only those additives shall be added which are needed to
facilitate the manufacture of the pipe and the Production of sound and durable pipes of
good surface finish and mechanical strength under conditions of use none of these
additions shall produce toxic hazard or impair the strength of the pipes. Manufacturers
own rework material as per change 5.4 of IS 15328:2003
7.0 LEVELS OF CONTROL - The tests, as indicated in Table 1 attached and at the
levels of control specified therein, shall be carried out on the whole production of the
factory which is covered by this scheme and appropriate records and charts maintained in
accordance with paragraph 2.0 above. All the production which conforms to the Indian
Standards and covered by the licence shall be marked with certification mark of the
Bureau.
8.1 In case of failure in any of the tests twice the no. of samples be tested for that
requirement. If a further failure occurs, the entire lot shall not be marked.
8.2 In respect of all other clauses of the specification the factory will maintain
appropriate control and checks to ensure that their product conforms to the various
requirements of this specification.
10.0 SAMPLES – The licensee shall supply, free of charge, the samples required in
accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as
subsequently amended, from the factory or godowns. The Bureau shall pay for the
samples taken by it from the open market.

11.0 REPLACEMENT – Whenever a complaint is received soon after the goods with
Standard Marks have been purchased and used, and if there is adequate evidence that the
goods have not been misused, defective goods or their components are replaced or
repaired free of cost by the licensee in case the complaint is proved to be genuine and the
warranty period (where applicable) has not expired. The final authority to judge the
conformity of the product to the Indian Standard shall be with the Bureau.
11.1 In the event of any damages caused by the goods bearing the Standard Mark, or
claim being filed by the consumers against BIS Standard Mark and not “conforming to”
the relevant Indian Standard, entire liability arising out of such non conforming product
shall be of licensee and BIS shall not in any way be responsible in such cases.
12.0 STOP MARKING – The marking of the product shall be stopped under
intimation to the Bureau if, at any time, there is some difficulty in maintaining the
conformity of their product to the specification, or the testing equipment goes out of
order. The marking may be resumed as soon as the defects are removed under intimation
to Bureau.
13.0 PRODUCTION DATA – The licensee shall send to BIS as per the enclosed
proforma-1 to be authenticated by a Chartered Accountant or by the manufacturer by
giving an affidavit/undertaking, a statement of quantity produced, marked and exported
by him and the trade value thereof at the end of each operative year of the licence.
