Subject: lssua,nce of seafarers identitv document(SlD) to lndian seafarers - req.

The Convention No. 185 of the lnternational Labour Organisation (lLO) on
SID lays down the specifications for an internationally uniform document. lt also
introduces modern security features of the SlD. The said SID convention has since
been ratified by lndia.

2. An amendment to the Merchant Shipping Act,1958 was carried out by

inserting section 99 A, through the Merchant Shipping (Amendment) Act, 2007 (40 of
2007) dated 24.09.2007. The Merchant Shipping (Seafarers Bio-metric ldentity
Document) Rules, 2016 have been formulated with due deliberations with the
stakeholders and stands notified on 11th April 2016.

3. The SID project has been taken up in collaboration with Centre for
Development of Advanced Computing (CDAC), Mumbai. The SID e-module has been
developed and is ready with its required features. For issue of SlD, three data
collection centers (offices of the Shipping Master at Mumbai, Kolkata and Chennai)
have been setup. The SID will be issued by the Government Shipping Offices,
Mumbai, Kolkata & Chennai. SID data collection centers will be further extended to
other MMD offices. The issuance of SID involves the collection of biometric and
demographic details of the seafarers, their verification and then issuance of SID to
them.

4. The issuance of SID has been formally launched on 05.04.2019. An

application for issuance of SID can be made by an applicant online. The applicant

may login to www.dqshippinqbsid.in. The instructions/g u idelines for the application
are available in the said BSID module itself. A copy of the same is annexed as
annexure - ll with this notice.
5. The eligible lndian seafarers may apply and obtain SlD. For any query or
technical issues related to BSID, the same may be mailed to bsid-mum@cdac.in

6. This issues with the approval of Director General of Shipping.

Indian Conrinuous Discharge Cerrificate is eligible to apply for SlD.

6' Fee.- ( I ) The fee for obtaining the SID or its renewal shall be three hundred
rupees, which shall bc
non-refundablc, payable to the issuing authority.
(2) The payrnent of fee may be revised by the competenr aurho;ity,
which shall not exceed one thousand and

(3) The paynrent of fee shalr be made by demand draft drawn
on a scheduled bank or e-payment as may be
