Recently the program for at risk teenagers


issued a Request for Proposal (RFP) for
instructional design services to create a
day long seminar on developing emotional
tools (competence) for their clients. Under
a federal grant the program is developing
a one day workshop to help teenagers
develop emotional skills, in order to deal
with anger, stress, and bullying. This will
be a free program for teens who the
program serves.
The director of professional services
recently watch a video about Tools for
Peace and how some of their
programs help teens with mindfulness
meditation practice. Their program has been
very successful in Canada. The idea of
mindfulness meditation is an area the director
feels would be beneficial to teens. She
especially was taken by this video.

The search is on for a team of designers who


can adapt ideas that are similar to Tools for
Peace into a learning module for teens and
their families with the idea that these same
skills will help them become successful in life.

You will need to take into account what may


or may not work, when addressing the needs
and wants of at risk teens.

A request for proposal (RFP) is a
solicitation, often made through a bidding
process, by an agency or company
interested in procurement of a
commodity, service or valuable asset, to
potential suppliers to submit business
proposals.

You have the next two+ weeks to create


an RFP presentation.
Possible areas of focus could include:
• An understanding of the audience and
performance gaps, or how you would
find this information.
• Storyboards or designs of the
proposed solution.
• Artifacts or examples of intended
learning activities.
• Demonstrations or similar examples of
the technology and learning solutions
you recommend.
Presentations are scheduled for the last class session. All team members
must participate in the presentation to receive credit for the assignment.
You may use any format for the presentation you wish. Courses are rarely
fully designed and developed prior to an RFP but you may want to do some
level of design to gain an appreciation of what is involved and it will help you
in your estimates. While the intent is to support and sell your ideas for the
program and to substantiate your qualifications and/or demonstrated
competencies, the RFP committee is very likely to ask your ideas on
instructional methods and ways of engaging learners. The federal grant
requires that the program demonstrate success in the program so
understanding how you would evaluate and implement the program are
important.

Rules of the Road


• Collaborate as a team to develop a solution. Present the solution in a
presentation that is 20-30 minutes long (with questions from the
audience).
• Establish credibility on Emotional Intelligence. You need to have a broad
understanding of the field, theories, and criticisms.
• Create a multi-dimensional design that includes F2F training with
participants, community-based learning, and student centered learning.
• Communicate in your presentation the learning theories or instructional
methods you would use in the situation. Remember that you may be
presenting theories and methods to decision makers so only go deep
enough to establish a foundation for the design and do not overwhelm
the audience with deep theoretical discussions.
• You are not expected to produce a course but you must be able to explain
the ID methodology you will use to create the program. A sample of an
activity would help immensely in demonstrating the learning foundations
you are using.
• You are trying to win the opportunity to develop the course so you are
competing with the other teams.
