5.1 Testing
Prior to the commissioning and energisation of any of the types of service covered by this
standard the customer’s cables shall be tested in accordance with ECP 11-0008 ‘LV Cable
Testing’. The test should be either carried out directly by UK Power Networks Operational
staff/contractors or be carried out by the customer’s authorised person on site and witnessed
by UK Power Networks or its nominated contractor.
5.2 Commissioning
Prior to energisation of any of the types of service covered by this standard the customer’s
cables shall be checked to ensure that they are in a safe condition and disconnected from the
customer’s installation. For this purpose, it is recommended that the process and procedure
documented in UK Power Networks Distribution Safety Rules for ‘Work on Customers HV
Systems’ is utilised and a HV Operational Isolation and Earthing (OIE) is used by both parties
to clearly identify the customer’s equipment, how it has been isolated and made safe.
Metering terminals are IP2X protected and therefore there is no danger of electrification via
hands/fingers. Operatives who are commissioning metering wires must treat the terminals as
“Live” and check with an approved testing device prior to inserting small wiring, Operatives
and meter operators must use fuse links and shorting CT links to ensure “Isolation” of the
small wiring is achieved during connection and also thereafter when working on the
equipment. Appropriate PPE should be worn at all times.
5.3 Energisation
HSS 40 052 Energisation and Disconnection of Electrical Apparatus and Plant including all
cables shall be used to notify the relevant parties of the energisation of all apparatus covered
by this standard. The issue of this document helps to discharge part of UK Power Networks
obligations under the CDM regulations. The document allows for individual items of apparatus
to be identified as being energised as well as numerous items on the same site.
Before energising any cable or item of equipment on third-party land or a construction site for
the first time:
HSS 40 052 shall be issued to the customer, landowner or site manager responsible for
works on the site.
The carbon copy of the certificate shall be returned and archived with the job file.
The customer’s, landowner's or site manager’s signature shall be obtained, wherever
possible, to acknowledge receipt of the document.
A copy of the construction and/or route plan identifying the apparatus that is being
energised shall be attached to the certificate.
A separate ‘Notification of Energised Apparatus Electricity Certificate’ shall be issued for
each individual service being energised. The service cable size, earth fault loop
impedance and cut-out fuse size shall be recorded on the bottom of the certificate.
