OF THE PRESBYTERIAN CHURCH OF GHANA.

PREFACE

The promulgation of the church’s constitution at the Abetifi Synod on 31st August 2000 had a lot of
consequential effect on the life and work of the Young People of the Presbyterian Church of Ghana. For
example, the doing away of the office of the general Youth Secretary made youth work very difficult and
challenging. Also the introduction of the Committee on Youth Ministry at all level seem to suggest that
at the National or General Assembly level, it is the Committee on Youth Ministry that shall play an
oversight role over all youth and youth related group in the church. This is a departure from what used
to be the case, where the Youth Council played that role. The YOUTH COUNCIL, as we have it in this
constitution, technically is the Council of the Y.P.G. Its membership now does not include the NUPS-G
(although it is seen as a Youth Group) which used not to be the case.

Again, overtime, many of the provisions and termino0logies in the previous constitution had become
ambiguous. Several important provisions were lacking.

The Youth did not need a Prophet to tell them that it was time the Youth Constitution was reviewed.
Therefore in the year 2002 the National Youth Council constituted a committee to review the
constitution.

This committee faced several challenges and as a result was unable to present any draft document to
the Akyem Oda 2003 and the Dangme Tongu 2004 conference fro discussion and possible promulgation.

Therefore the 2004 Dangme Tongu conference (held at Krobo Girls Senior High School in Dangme Tongu
Presbytery) constituted a review committee made up of the following:

Immediately after conference, the committee began sitting and our toil paid off when in February 2005
the first draft was presented to National Youth Presbyteries for study. Again during the May council
meeting and National Leadership Seminar held at Abetifi, participants made various inputs.

At the 2005 Dormaa Ahenkro conference, the review committee officially submitted the final draft to
conference. At conference, workshop groups were again set up to look at the drafted constitution.

Determined to leave Dormaa Ahenkro with a new constitution, conference as a whole during the
discussion of workshop group’s report, extensively discussed the various provisions of in the
constitution article by article. Subsequently the constitution was promulgated.

Although the constitution has undergone a comprehensive review, it has not lost its essence and
Presbyterian flavor. The review process has been directed by the spirit himself. The provision to a large
extent has also been dictated by the spirit of Presbyterian and the Reformed Policy.

Various introductions have made into this constitution. These include the nomenclature of the Guild,
provision on Guild Discipline, Interpretation, Election and Handing Over and the authority of the
constitution. One will notice that unlike the previous one, this constitution is solely the constitution of
the Y.P.G. The regulations of the J.Y have been separated from the constitution for various reasons.
Council has decided to evaluate the concept of the junior ‘Y’ under the current dispensation in other to
enhance the J.Y work. It is important to mention that, council does not intend to reprint the constitution
amendments are made. Four (4) years after the operation of this constitution amendment shall be
welcomed. Such amendments will be embodied in the decision of the National Delegates’ Conference
that shall be subsequently held.

We the members of the Constitution Review Committee are indeed grateful to God for His strength,
direction and for granting the guidance of the Holy Spirit in the discharge of our duty. The joy of seeing a
new constitution promulgated for the Young Peoples’ Guild of the Presbyterian Church of Ghana, makes
us quickly forget the sleepless nights, during the writing a stage, the pain of sitting all day and the
tedious exercise of writing a constitution for the youth.

We thank the Anobaah administration for setting the process in motion and the Nana Ofori
administration for making sure that the dream of promulgation a new constitution was realized.

We also thank the staff of Presbyterian Women’s Centre Abokobi, and the Presbyterian Youth Resource
Centre, Osu where we met on several occasion to do our work for their goodwill and assistance.

Finally, we are indeed grateful to the 2004 Dangme Tongu National Delegates’ Conference, for reposing
the confidence in us by giving us the opportunity to serve our Lord and Saviour Jesus Christ, His Church
and the Young Peoples’ Guild of the Presbyterian Church of Ghana.

It is our hope and fervent prayer that, this revised constitution will afford the Youth of our church the
opportunity to move the Youth front forward and to contribute to the life and work of the Church.

PREAMBLE

WE THE MEMBERS of the Young Peoples’ Guild of the Presbyterian Church of Ghana (hereinafter called
The Guild) sharing in the aspirations recognizing the authority of the Scripture and the traditions of the
church in all our affairs.

IN AFFIRMATION of our believe in the Holy Bible as the final authority in all matters of faith and conduct
and in the Holy Trinity.

IN FULFILMENT of the commission of our Lord and Saviour Jesus Christ to make disciples of all nations
And All people.

AND IN OUR RESOLVE to unite, encourage, train, e3ducate and admonish the youth both within and
without the church, to have a closer relationship with our Lord Jesus Christ and to live at peace with
ourselves and other people.

WE HERBY ADOPT AND ENACT for ourselves this constitution, this 14th day of August 2005.

ARTICLE 1: THE COUSTITUTION


1.1 THE AUTHORITY OF THE CONSTITUTION:

This constitution shall be Supreme law of the Guild and any other law found to be inconsistent with any
provision of this constitution, shall to be extend of the inconsistency be null and void.

1.2 THE DEFENCE OF THE CONSTITUTION:

All Guilders (Guild Members) shall have the right and duty at all times to defend this constitution.

ARTICLE 2: THE NAME OF THE GUILD

The name of the group shall be the ‘Young Peoples’ Guild (YPG) of the Presbyterian Church of Ghana’,
hereinafter referred to as ‘The Guild’

ARTICLE 3: THE MOTTO OF THE GUILD

The motto of the Guild shall be ‘TO KNOW HIS WILL AND TO DO IT’ (Eph 5: 7)

ARTICLE 4: GREETINGS AND RESPONSES

The greetings and responses of the Guild shall be

ARTICLE 5: AIMS AND OBJECTIVES

The aim and Objective of the Guild shall be as follows:

1. To promote the spiritual, moral and social wellbeing of the Young Peoples of the Presbyterian Church
of Ghana.

2. To serve as a platform for its members to realize their potentials, opportunities and responsibilities
within the church and the community;

3. To develop the devotional life of its members;

4. To promote the study of the Bible and the teaching of the Pre3sbyterian Church of Ghana;

5. To encourage the young people of the church to take full measurement of responsible in the Guild,
the Church and the Nation as a whole;

6. To promote the exchange of ideas and techniques of youth work among the youth of the Presbyterian
Church of Ghana and Youth Organizations in other Sister Churches in Ghana and Abroad;
7. To facilitate the gathering and dissemination of information about the Youth;

8. Mobilize and empower members to undertake useful and viable economic ventures;

9. To develop the Junior Youth (JY) as an integral part of youth formation in the Church.

ARTICLE 6: MEMBERSHIP AND RENEWALS

(I) Membership shall comprise all young people between ages 18 and 30 in all Presbyterian Church of
Ghana congregations, who may have registered as such in particular Congregation

(II) Every member shall belong to a Branch Guild and shall be duly registered and assigned a unique
registration number at the Branch Guild.

(III) Every member, shall by the beginning of September or each Guild year, pay an annual National
membership/renewal fee through the Branch Guild to the National Executive Committee. The fee shall
be determined by the National Delegates’ Conference,

(IV) Such fee together with the membership card and forms (renewals/registration) shall be collected by
the Branch Secretary and submitted to the District Organiser who shall effect the necessary
endorsements. The Superintendent shall counter endorse the forms.

(V) The Superintendent shall ensure that, the renewals so affected shall reach the National Executive
Committee on or before 30th June of each year.

(VI) The Branch Guild shall also pay an annual affiliation/ renewals fee to the District, the District to the
Presbytery and the Presbytery to the National Guild. Delegates’ Conference shall determine how much
shall be paid.

(VII) An individual may lose his/her membership if:

(a) At the Branch Guild, he/she in spite of visit from the Branch Executive shows no interest in the life
and work of the Guild for 2 years or more.

(b) At the National Guild, he/she has not paid his/her membership renewal fee by 30th June of each
year.

ARTICLE 7: AFFILIATION

The National Guild shall affiliate with any movement outside the Presbyterian Church of Ghana with the
consent and approval of the General Assembly Council of the Presbyterian Church of Ghana.

ARTICL 8: HEADQUATERS

The Guild, shall for the purpose of effective administration, maintain its headquarters in Accra.
ARTICLE 9: GOVERNMENT

In accordance with the system of government of the Presbyterian Church of Ghana, the Guild shall
operate and de governed at four levels namely:

i) National (NATIONAL GUILD)

ii) Presbytery (PRESBYTERY GUILD)

iii) District (DISTRICT GUILD)

iv) Congregational (CONGREGATIONAL GUILD)

9.1 THE NATIONAL GUILD

There shall be a National Guild which shall comprise all Guild members in the Country.

9.2 THE NATIONAL DELEGATE’ CONFERENCE

There shall be a NATIONAL DELEGATES’ CONFERENCE, which shall

i) Be the supreme organ of the guild,

ii) Be the policy making body of the Guild

iii) Receive and consider reports from the National Executive Committee set up by the National
Delegates’ Conference

iv) Give the National Executive Committee, Presbytery, District and Branch Guilds the necessary
instructions for the instructions for the furtherance of youth work

v) Make decisions on matters affecting the Guild and such decision can only be revoked by the General
Assembly of the Presbyterian Church of Ghana or by a subsequent National Delegates’ Conference

vi) Meet once a year (annually) except that upon the advice of the National Council and emergency
National Delegates’ Conference may be held.

vii) Shall elect its National Officers

(9:2:1) REPRESENTATION AT NATIONAL DELEGATES’ CONFERENCE

(a) Each District Guild shall be represented by one (1) delegate at the National delegates’ Conference.

(b) Presbytery Guild’s shall be represented by their Superintendents and Youth Coordinators.

(c) The National Executive Committee shall attend as Delegates Honoured Guest shall be invited to the
National Delegates’ Conference as Observers at the discretion of the National Executive Committee.

(d) Other persons shall attend as observers.


(9:2:2) representation at the presbytery and district conferences shall be determined by the respective
Presbytery and District Guilds.

(9:2:3) VOTING AT NATIONAL DELEGATES’ CONFERENCE

(a) Voting shall be done by show of hands or by any other mean as may be determined by the National
Executive Committee.

(b) Each delegate shall have one vote only on a particular issue.

(c) The President shall have a deliberative and a Casting Vote.

(d) Voting on any issue, shall be carried by a simple majority of delegates present and voting, except
otherwise stated in the Constitution.

(9:2:4) The provision on voting at National Delegates’ Conference, shall also apply at the various levels of
the Guild.

9.3 THE NATIONAL YOUTH COUNCIL

(a) There shall be a national council consisting of:

(i) The National Executive Co0mmitee

(ii) All Presbytery Superintendents

(iii) All Presbytery Youth Coordinators

(iv) The National Youth Legal Advisor

(b) Meetings

(i) The National Youth Council shall meet four times in a year and such meeting shall be chaired by the
National President.

(ii) Half of the members shall form a quorum.

(c) Functions

The function of the National Youth Council shall among other things be:

(i) To see to the improvement of life and work of the Young Peoples in the various Presbyteries.

(ii) To ratify appointments made by the National Executive Committee they may deem it fit.

(iii) To approve proposals made by the finance committee members as they send-offs and other welfare
packages for Council members as theymay7 deem necessary.

(iv) To present annual budget estimate to the National Delegates’ Conference.


(v) To Present annual audited finance statement to the National Delegates’ Conference.

9.4 THE NATIONAL EXECUTIVE COMMITTEE

(a) There shall be a national executive committee consisting of:

(i) The National President

(ii) The National General Secretary

(iii) The National Assistant General Secretary

(iv) The National Organising Secretary

(v) The National Treasurer

(vi) The National Finance Secretary

(vii) The Superintendents’ representative. (appointed by the elected National Officers in consultation
with the National Council)

(viii) The Youth Coordinators’ representative (appointed by the elected National officers in consultation
with the National Youth Council)

(b) Meetings

(i) The National Executive Committee shall meet every other month and may be convened for an
emergency meeting at the instance of the National President.

(ii) Half of the members shall form a quorum

(c) Functions

(i) Shall see to the day to day running of the National Guild.

(ii) The National Delegates’ Conference and the National Youth Council may delegate to it the power
necessary for implementing the policies and decisions of the Conference and the Council.

(iii) Has the power to initiate necessary policies and programmes for consideration by the National
Youth Council and the National Delegates’ Conference.

9.5 THE PRESBYTERY GUILD

(a) There shall be a Presbytery Guild, which shall comprise all members of the Guild in the Presbytery.
9.6 THE PRESBYTERY DELEGATES’ CONFERENCE

0There shall be a Presbytery Delegates Conference which shall

(i) Be the Supreme organ of the Guild i9n the Presbytery.

(ii) Make decision on matters affecting the Guild in the Presbytery and such decisions may only be
revoked by the National Youth Council, the National Delegates’ Conference, Presbytery, the General
Assembly or by a subsequent Presbytery Delegates’ Conference

(iii) Perform similar functions as those of the National Delegates’ Conference but with limited
jurisdiction to the Presbytery.

9.7 THE PRESBYTERY EXECUTIVE COUNCIL

(a) There shall be a Presbytery Executive Council comprising:

(i) The Presbytery Executive Committee and

(ii) All District Organisers.

(b) Meetings

(i) The Presbytery Council shall meet at least six times in a year and shall be Chaired by the
Superintendent.

(ii) Half of the members shall form a quorum.

(c) Functions

The Presbytery Executive Council shall perform the similar functions as those of the National Youth
Council but with limited jurisdiction to the Presbytery.

9.8 THE PRESBYTERY EXECUTIVE COMMITTEE

(a) There shall be a Presbytery Committee Secretariat which shall comprise the following

(i) The Superintendent

(ii) The Youth Coordinator

(iii) The Secretary

(iv) The Assistant Secretary

(v) The Financial Secretary


(vi) The Treasurer

(vii) The Organising Secretary

(viii) The Presbytery Junior ‘Y’ leaders’ President

(ix) The District Organisers’ Representative (appointed by the Presbytery Officers in consultation with
the Presbytery Youth Council)

(b) Meetings

(i) The Presbytery Committee shall meet at least once every month.

(ii) Half of the members shall form a quorum.

(c) Functions

The Presbytery Executive Committee shall perform similar functions as those of the National Executive
Committee but with limited Jurisdiction to the Presbytery.

9.9 THE DISTRICT GUILD

There shall be a District Guild, which shall comprise all members of the Guild in the District.

9.10 THE DISTRCT DELEGATES’ CONFERENCE

There shall be a District Delegates’ Conference which shall

(i) Be the Supreme organ of the Guild in the District

(ii) Make decisions on matters affecting the Guild in the District and such decisions can only be revoked
by the Presbytery Executive Council, The National Youth Council, National Delegates’ Conference, The
District Session, the Presbytery, the General Assembly or by a Subsequent District Delegates’
Conference.

(iii) Perform similar functions as those of the National Delegates’ Conference but with limited
jurisdiction to the District.

(iv) Elect its District Officers.

(v) Decisions of the District Guild shall be embodied in minutes and reports and shall be circulated to all
branches in the District.

(vi) For administrative and other expenses, the District shall build up its own fund and shall pay such
levies as shall be determined by the National Delegates’ Conference and the Presbytery Delegates;’
Conference.
9.11 THE DISTRICT EXECUTIVE COUNCIL

(a) There shall be a District Executive consisting of:

(i) The District Executive Committee

(ii) All Branch Guild Presidents

(iii) The District J.Y Leaders’ President.

(b) Meetings

(i) The District Executive Council shall meet at least once every month and shall be chaired by the District
Organiser.

(ii) Half of the members shall form a quorum.

(c) Functions

The District Executive Council shall perform similar function as those of the National Council but with
limited Jurisdiction to the District.

9.12 THE DISTRICT EXECUTIVE COMMITTEE

(a) There shall be a District Executive Committee which shall comprise the following:

(i) The District Organiser

(ii) The District Secretary

(iii) The District Assistant Secretary

(iv) The District Finance Secretary

(v) The District Treasurer

(vi) The District Protocol Officer

(vii) The Branch Presidents’ Representative (appointed by the District officers in consultation with the
District Executive Council)

(b) Meetings

(i) The District Executive Committee shall meet at least once every month

(ii) Half of members shall form a quorum.


(c) Functions

The District shall perform similar functions as those of the National Executive Committee but with
limited Jurisdiction to the District level.

9.13 THE BRANCH GUILD

There shall be a Branch Guild which shall comprise all members of the Guild in the Congregation.

9.14 THE BRANCH GNERAL MEETING

(a) There shall be a Branch General Meeting which shall comprise

(i) The Branch Executive Committee

(ii) All enrolled or registered members of the Branch Guild.

(b) Meetings

(i) The Brach General Meeting shall be at least once in every quarter and shall be chaired by the Branch
President.

(c) Functions

There shall be a Branch General Meeting which shall:

(i) Be the supreme organ of the Guild at the Branch level.

(ii) Receive and consider reports of the Executive Committee.

(iii) Elect Branch Officers

(iv) Shall make decisions on matters affecting the Guild at the Branch level and such decisions can only
be revoked directly or indirectly by the Congregational Session, District Delegates’ Conference,
Presbytery Delegates’ Conference, General Assembly District Executive Council or the National
Delegates’ Conference.

(v) Perform similar functions as those of the National Delegates’ Conference but with limited Jurisdiction
to the Branch Guild.

9.15 THE BRANCH EXECUTIVE COMMITTEE

(a) There shall be a Branch Executive Committee consisting of:

(i) The Branch President


(ii) The Vice President

(iii) The Secretary

(iv) The Assistant Secretary

(v) The Organising Secretary (Male)

(vi) The Organising Secretary (Female)]

(vii) The Financial Secretary

(viii) The Presbytery Junior ‘Y’ leaders President

(ix) The Evangelism Secretary (appointed Elected Officers)

(b) Meetings

(i) The Branch Executive Committee shall meet at least once every month and may be convened for an
emergency7 meeting at the instance of the President.

(ii) Five (5) of the members shall form a quorum for a meeting to be held.

(iii) The President shall preside over all meeting. In his/her absence the Vice President shall act.

(c) Functions

The Branch Executive shall perform the following functions:

(i) Shall initiate and execute Policy action subject to the direction by the Branch General Meeting,
District, Presbytery and National Guild and as well as the Congregation Session.

(ii) The executive committee in consultation with the congregational Session shall ensure that, the
Branch Guild is duly inaugurated and registered with the National Guild. Such a Branch shall be issued
registration number. The inauguration shall be done upon the recommendation of the Superintendent
and or the Youth Coordinator or any person or body of persons acting on their behalf.

(iii) Shall submit its annual report to the District Executive Committee.

(iv) Perform similar functions as those of the National Delegates’ Conference but with limited
Jurisdiction to the Branch Guild.

ARTICLE 10: PATRONS AND ADVISORS

(i) The National Guild shall have Patron one of whom shall be the Moderator of the General Assembly of
the Presbyterian Church of Ghana.

(ii) The Presbytery Guild shall have patrons one of whom shall be the Chairperson of the Presbytery.
(iii) The District Guild shall have patrons one of whom shall be the District Minister.

(iv) The Branch shall patrons one of which shall be the Congregational Church Agent (Minister, Catechist
or Caretaker).

(v) Other Patrons shall be men and women of good repute, and who must have shown interest in the
work of the Youth.

(vi) The Guild shall have at each level, advisors which shall include mat least one immediate past
executive member.

ARTICLE 11: FUNCTIONS OF NATIONAL OFFICERS

11.1 THE NATIONAL PRESIDENT

He/ She shall

a) Head the National Executive Committee.

b) Preside over all meetings of the National Executive Committee, National Youth Council, National
Delegates’ Conference and the National Committee on Youth Ministry.

c) Represent the Youth on General Assembly Council

d) See to the implementation of decisions taken by the National Youth Council on National Delegates’
Conference.

e) Sign all approve and confirmed minutes of the National Guild and shall, subject to other provisions of
this constitution, together with the General Secretary execute deeds, instruments and documents on
behalf of the Guild.

f) Have a deliberative and a casting vote at all meetings.

g) Represent the Guild at meetings of ecumenical bodies and other committees of the Church.

h) Pay regular visits to the Presbyteries to acquaint him/herself with progress of the Guild work in the
Presbyteries.

i) Be signatory to the National Guild’s account.

j) Perform other functions as may be directed by the National Executive Committee, Youth Council or
the National Delegates’ Conference.

11.2 THE GENERAL SECRETARY

He/she shall

a) Present an annual report on the activities of the National Guild to the National Executive Committee.
b) Present an annual report on behalf of the National Executive Committee to the Youth Council and the
National Delegates’ Conference.

c) Be responsible for the administrative machinery of the Guild.

d) Summon all meetings in consultation with the President.

e) Keep records of all proceedings and decisions of all meetings of the National Executive Committee,
National Youth Council and the National Delegates’ Conference.

f) Be responsible for all correspondence of the National Guild.

g) See to the implementation of decisions taken by the National Executive Committee and the National
Youth Council.

h) In consultation with the President pay regular visits to the Presbyteries to acquaint him/herself with
the progress of Guild work in the Presbyteries.

i) With the knowledge of the National Executive Committee, represent the Guild at meetings of
ecumenical bodies and serve on committees on the Church.

j) Have the power to act, in consultation with the National President. In situations that need immediate
action. Such actions shall however be reported at the appropriate time to the National Executive
Committee for ratification.

k) Serve as the Public Relations Officer of the Guild perform other function as may be directed by the
Secretariat, Youth Council or the National Delegates’ Conference.

l) Perform other functions as may be directed by the National Executive Committee, Youth Council or
the National Delegates’ Conference.

11.3 THE ASSISTANT GENERAL SECRETARY

He/she shall

a) Assist the General Secretary in the performance of his/her functions

b) Acts as the General Secretary in the absence of the General Secretary.

c) Be responsible for the publications of Youth periodicals, calendars etc.

d) In consultation with the Education Committee, see to the publication of the youth education
materials.

e) Head a team of drafters at Conference.

f) With the knowledge of the National Executive Committee represent the Guild at meetings of
ecumenical bodies and serve on committees of the Church.

g) Present Conference minutes at Conferences.


11.4 THE NATIONAL ORGANISING SECRETARY

He/she shall

a) See to the publicity of activities of the Guild and endure that the National Executive Committee and
the Presbyteries are well informed about the activities of the Guild

b) Present annual budget estimates to the National Executive Committee and the National Youth
Council.

c) Present statements of accounts as may be required by the National Executive Committee from time
to time.

d) Present audited financial statements to the National Youth Council, prepare and present annual
budget estimates to the National Delegates’ Conference.

e) Keep records of the National Guilds’ account.

f) Be signatory to the National Guild’s account.

g) Serve on the Finance Committee of the National Guild.

h) Serve on the functions as may be directed by the National Delegates’ Conference.

11.5 THE NATIONAL TRESURER

He/she shall

a) Receive all monies due to the Guild and issue receipts for all monies received on behalf of the Guild.

b) Disburse the National Guild’s funds as directed by the National Executive Committee, the National
Youth Council and the National Delegates’ Conference.

c) On request of the National Financial Secretary, submit records of all monies received and payments
made.

d) Keep some cash amount to be determined by the National Executive Committee as impress for the
running of the Guild.

e) Keep records of the assets of the National Guild and ensure their safety and maintenance.

f) Be a signatory to the National Guild account.

g) Serve on the Finance Committee of the National Guild.

h) Perform other functions as may be directed by the National Executive Committee, Youth Council or
the National Delegates’ Conference.

11.6 THE NATIONAL FINANCE SECRETARY


He/she shall

a) Keep proper books of account of the National Guild.

b) Present annual budget estimates to the National Executive Committee and the National Youth
Council.

c) Present statements of accounts as may be required by the National Executive Committee from time
to time.

d) Present audited financial statements to the National Executive Committee and the National Youth
Council annually.

e) On behalf of the National Executive Committee and the National Youth Council, prepare and present
annual budget estimates to the National Delegates’ Conference for consideration and approval.

f) On behalf of the National Executive Committee and the National Youth Council, present audited
statements of account to the National Delegates’ Conference.

g) Serve on the Finance Committee of the National Guild.

h) Perform other functions as may be directed by the National Executive Committee, the Youth Council
and the National Delegates’ Conference.

11.7 THE SUPERTINTENDENTS’ REPRESENTATIVE

He/she shall

a) Assist the National Executive Committee in the performance of its functions.

b) Deputise for the National President in his/her absence.

c) Bring his/her experience to enrich the deliberations and decisions of the National Executive
Committee.

d) Perform any other function as may be directed by the National Executive Committee, the Youth
Council or the National Delegates’ Conference.

11.8 THE YOUTH COORDINATORS’ REPRENTATIVE

He/she shall

a) Offer guidance to the National Executive Committee as far as Policy direction of the Guild is
concerned.

b) Offer Pastoral, theological and administrative guidance to the National Executive Committee and the
Guild.

c) Help with the smooth running of the National Executive Committee.


d) Perform any other function as may be directed by the National Executive Committee or the National
Youth Council.

ARTICLE 12: FUNCTIONS OF THE PRESBYTERY OFFICERS

12.1 THE PRESBYTERY SUPERINTENDENT

a) Be the head of the Presbytery Executive Committee.

b) Preside over the Presbytery Executive Committee, Executive Youth Council and the Presbytery
Delegates’ Conference meetings.

c) See to the implementation of decisions taken by the National and the Presbytery Guild.

d) Pay regular visit to the District and Branches to acquaint him/herself with the progress of Guild work.

e) Counter endorse all annual membership renewal forms and or cards.

f) Be a signatory to the Presbytery Guild account.

g) Represent the Youth on the Presbytery Council.

h) Attend National Youth Council meetings and National Delegates’ Conferences to report on his/her
Presbytery Guild.

i) Perform inauguration of Branch Guilds on behalf of the National Youth Council.

j) Present quarterly report and plan of work to the National Youth Council.

k) Perform other functions as may be directed by the National Executive Committee, Executive Council
and the Presbytery Delegates’ Conference.

12.2 THE PREBYTERY YOUTH COORDINATOR

He/she shall

a) See to the smooth running of the Presbytery Executive Committee and the Guild in the Presbytery.

b) Guide and direct the Presbytery Guild to operate within the provisions of the Constitution and manual
of order of the Presbyterian Church of Ghana.

c) Handle issues relating or affecting the Guild and Church agents within the Presbytery.

d) Attend National Youth Council meeting and National Delegates’ Conferences.

e) Sign all correspondence of the Presbytery Executive Committee.

f) Be a signatory to the Presbytery Guilds’ account.

g) Report to the Presbytery Director for Church Life and Nature, Presbytery Clerk or the Chairperson of
the Presbytery on the activities of the Guild in the Presbytery.
h) Have the power to act in consultation with the Superintendent, in situations that need immediate
action but shall report such action(s) to the Presbytery Executives Committee at the appropriate time
for ratification.

i) When necessary, summon meetings in consultation with the Superintendent at the Presbytery level.

j) See to it that Officers of the Presbytery perform their functions satisfactorily.

k) Receive quarterly and annual reports from the Secretary.

l) Perform inauguration of Branch Guilds on behalf of the National Youth Council.

m) Perform other functions as a chaplain to the Guild.

12.3 THE PRESBYTERY SECRETARY

He/she shall

a) Keep records of all proceedings and decisions of the Presbytery Executive Committee, Presbytery
Executive Council and the Presbytery Delegates’ Conference.

b) Submit quarterly and annual report to the Presbytery Committee.

c) Submit Executive Committee report to the Youth Coordinator, Presbytery Executive Committee
Executive Council and the Presbytery Delegates’ Conference.

d) Be responsible for the publication of youth periodicals at the Presbytery level.

e) Prepare a plan of work of the Presbytery Guild to the Presbytery Executive Committee and see to it
circulation to the various Districts.

f) Perform any other function as may be directed by the Presbytery Executive Committee. Executive
Council and the National Delegates’ Conference.

12.4 THE PRESBYTERY ASSISTANT SECRETARY

He/she shall

a) Assist the Secretary in the performance of his/her functions.

b) Act as the Secretary in the absence of the Secretary.

c) Head a team of drafters at Conferences.

d) Present minutes at Conferences.

e) Perform other functions as may be directed by the Presbytery Executive Committee, Executive
Council or the Presbytery Delegates’ Conference.
12.5 THE PRESBYTERY ORGANISING SECRETARY

He/she shall

a) Be responsible for the publicity of activities of the Presbytery Guild and ensure that the Executive
Committee and the Districts are well informed about the activities of the Guild.

b) Liaise with host Districts to make preparations towards Presbytery gatherings including Conferences;

c) Be responsible for the organization of the activities of the Guild.

d) Arrange for joint programmes with other groups.

e) Periodically prepare a welfare plan based on the growing need of the Executive Committee and the
Presbytery Executive Council.

f) Be responsible for the evangelistic outreach work Bible Study and the prayer life of the Presbytery
Guild.

g) Perform other functions as may be directed by the Presbytery Executive Committee, Presbytery
Executive Council and the Presbytery Delegates’ Conference.

12.6 THE PRESBYTERY TRESURER

He/she shall

a) Receive all monies due to the Guild and issue receipts for all monies received on behalf of the Guild.

b) Disburse the Guild’s fund as directed by the Presbytery Executive Committee, the Presbytery
Executive Council and the Presbytery Delegates’ Conference.

c) On request of the Presbytery Financial Secretary, submit records of all monies received and payments
made.

d) Keep records of the assets of the Presbytery, and ensure their safety and maintenance.

e) Be a signatory to the Presbytery Guild’s account.

f) Keep an accountable, imprest as shall be determined by the Presbytery Executives Committee for the
running of the Presbytery Guild.

g) Perform other functions as may be directed by the Presbytery Executive Committee, Presbytery
Executive Council or the Presbytery Delegates’ Conference.

12.7 THE PRESBYTERY FINANCIAL SECRETARY

He/she shall

a) Keep proper books of accounts of the Presbytery Guild.

b) Prepare annual budget estimates to the Presbytery Executive Committee and the Presbytery
Executive Council.
c) Prepare and present annual budget estimates on behalf of the Presbytery Executive Council to the
Presbytery Delegates’ Conference for consideration and approval.

d) Present statements of account as may be required by the Presbytery Executive Committee from time
to time.

e) Present audited financial statements of accounts on behalf of the Presbytery Executive Council to the
Presbytery Delegates’ Conference.

f) Perform other functions as may be directed by the Executive Committee, Presbytery Executive Council
and the Presbytery Delegates’ Conference.

12.8 THE DISTRICT ORGANISERS’ REPRESENTATIVE

He/she shall

a) Assist the Presbytery Executive Committee in the performance of their functions.

b) Deputise for the Superintendent in his/her absence.

c) Bring his or her experience to enrich the deliberations and decisions of the Presbytery Executive
Committee.

d) Perform any other functions as may be directed by the Presbytery Executive Committee, the
Presbytery Executive Council or the Presbytery Delegates’ Conference.

12.9 THE PRESBYTERY J.Y PRESIDENT

He/she shall

a) Assist the Presbytery Executive Committee in the performance of their functions.

b) Give progress report on the activities of the Junior Youth Fellowship in the Presbytery to the
Executive Committee.

c) Serve as a link between the Junior Youth fellowship in the Presbytery and the Presbytery Guild so as
to enhance the relationship between them.

d) Perform any other function as may be directed by the Presbytery Executive Committee or the
Presbytery Executive Council.

ARTICLE 13: FUNCTIONS OF THE DISTRICT OFFICERS

13.1 THE DISRICT ORGANISER

He/she shall
a) Preside over meetings of the District Executive Committee, the District Executive Council and the
District Delegates’ Conference.

b) Be the head of the District Executive Committee.

c) Endorse all annual membership renewal forms and cards in the District and forward the forms to the
Presbytery Superintendent for counter endorsement.

d) See to the implementation of decisions taken by the National Guild, Presbytery Guild, District
Executive Council and the District Delegates’ Conferences.

e) Attend Presbytery Executive Council and the District Delegates’ Conferences.

f) Be a signatory to the District Guild account.

g) Represent the Youth at District session meetings.

h) Ensure that the Youth and Students Week Proceeds meant for the Presbytery and National Guild
reach the Presbytery at least one month after the celebration.

i) Present quarterly and annual District Executive Committee reports to the Presbytery Executive
Committee at a time to be determined by the Presbytery Executive Council.

j) Perform other functions as may be directed by the District Executive Committee, District Executive
Council, District Delegates’ Conference, Presbytery Executive Council or the Presbytery Delegates’
Conference.

13.2 THE DISTRICT SECRETARY

He/she shall

a) Keep records of all Proceedings and decisions of District meetings.

b) Be responsible for all correspondence of the Guild in the District.

c) Present quarterly and annual reports on the activities of the Guild to the District Executive
Committee, District Executive Council and to the District Delegates’ Conference.

d) Have the power to act in consultation with the District Organiser in situations that need immediate
action, such actions shall however be reported to the District Executive Committee for ratification.

e) Serve as the public relation officer for the District.

f) Perform other functions as may be directed by the District Executive Committee, the District Executive
Council or the District Delegates’ Conference.

13.3 THE DISTRICT ASSISTANT SECRETARY

He/she shall
a) Assist the Secretary in the performance of his/her functions.

b) Act as the Secretary in the absence of the Secretary.

c) Head a team of minute’s drafters at Conferences.

d) Present minutes at District Conferences.

e) Perform any other functions as may be directed by the District Executive Committee, District
Executive Council or the District Delegates’ Conference.

13.4 THE DISTRICT PROTOCOL OFFICER

There shall be only one District Protocol Officer (Male or Female)

He/she shall

a) Essentially perform similar functions as those of the National and the Presbytery Organising Secretary
but with jurisdiction to the District.

b) Perform any other functions as may be directed by the District Executive Committee, District
Executive Council or the District Delegates’ Conference.

13.5 THE DISTRICT TRESURER

He/she shall

a) Be a signatory to the District Guild’s account

b) Essentially perform similar function as those of the National and Presbytery Treasure but with limited
jurisdiction to the District.

c) Perform any other function as may be directed by the District Executive Committee, District Executive
Council or the Delegates’ Conference.

13.6 THE DISTRICT FINANCIAL SECRETARY

He/she shall

a) Essentially perform similar functions as of the National and the Presbytery financial Secretary but with
limited jurisdiction to the District.

b) Perform any other function as may be directed by the District Executive Committee, District Executive
Council or the District Delegates’ Conference.

13.7 THE BRANCH PRESIDENTS’ REPRESENTATIVE


He/she shall

a) Assist the District Executive Committee in the performance of its function.

b) Bring his/her experience to enrich the deliberations and decisions of the District Executive
Committee.

c) Deputise for the District Organiser in his/her absence.

d) Perform any other functions as may be directed by the District Executive Committee or the District
Executive Council or the District Delegates’ Conference.

13.8 THE DISTRICT JUNIOR ‘Y’ LEADERS’ PRESIDENT

He/she shall

a) Assist the District Executive Committee in the performance of their function.

b) Give progress report on the activities of the Junior Youth fellowship in the District Executive
Co0mmittee.

c) Liaise between the District Guild and the District Junior Youth Fellowship to enhance the relationship
between them.

d) Perform any other functions as may be directed by the District Executive Committee or the District
Executive Council.

ARTICLE 14: FUNCTIONS OF THE BRANCH OFFICERS

14.1 THE BRANCH PRESIDENT

He/she shall

a) Be the head of the Branch Executive Committee

b) Be a signatory to the Branch Guilds’ account.

c) Have similar functions as those of the National President but with limited jurisdiction to the Branch
Guild.

d) Perform any other functions as may be directed by the Branch Executive Committee or the Branch
General Meeting.

14.2 THE VICE PRESIDENT

The Vice President must be a JY leader or willing to be a JY leader at the time of election.

He/she shall
a) Assist the President in the performance of his/her functions.

b) Act as the President in the absence of the President.

c) Liaise between the Branch Guild and the Junior Youth fellowship to ensure a smooth transition of the
JY members into the YPG.

d) Perform any other function as may be directed by the Branch Executive committee or the Branch
General Assembly Meeting.

14.3 THE SECRETARY

He/she shall

a) Keep all records of the Guild and take down minutes at meetings.

b) Keep a register of all members of the Branch Guild and take action to renew their membership
annually.

c) See to the implementation of the decisions of the Branch Executive Committee.

d) Publish the activities of the Branch Guild.

e) Present quarterly and annual reports on the activities of the Branch Guild to the Branch Executive
Committee, the Branch General Meeting and the District Executive Committee.

f) Be a signatory to the Branch Guild’s account.

g) Perform any other function as may be directed by the Branch Executive Committee or the Branch
General Meeting.

14.4 THE ORGANISING SECRETARY

There shall be two organising secretaries, one male and one female

They shall:

a) Organise the activities of the Branch Guild subject to the directions of the Branch Executive
Committee.

b) Set up the meeting places of the Branch Guild.

c) Ensure that only members who attend meetings of the Branch Guild write down their names as such.

d) Perform any other function as may be directed by the Branch Executive Committee or the Branch
General Meeting.

14.6 THE TREASURER


He/she shall

a) Receive all monies due to the Guild and issue receipts for all monies received on behalf of the Branch
Guild.

b) Keep accountable imprest as may be determined by the Branch Executive Committee for the day to
day running of the Branch Guild.

c) Be a signatory to the Branch Guild’s account.

d) Keep records of the assets of the Branch Guild and ensure their safety and maintenance.

e) Perform similar functions as those of the National Treasurer but with limited jurisdiction to the
Branch Guild.

f) Perform any other functions as may be directed by the Branch Executive or the Branch General
Meeting.

14.7 THE FINANCE SECRETARY

He/she shall

a) Keep proper books of account of the Branch Guild.

b) Present annual budget estimates to the Executive Committee and to the Branch General Meeting for
consideration and approval.

c) Present annual audited financial statements to the Branch Executive Committee and the Branch
General Meeting.

d) Perform similar functions as those of the National Financial Secretary but with limited jurisdiction to
the Branch Guild.

e) Perform any other function as may be directed by the Branch Executive Committee or the Branch
General Meeting.

14.8 THE EVANGELISM SECRETARY

He/she shall

a) Be responsible for the Prayer and bible study life of the Branch Guild.

b) Be responsible for the Evangelism outreach work of the Branch Guild.

c) Preside over the Evangelism Committee and or the Bible Study and Prayer Committee.

d) Perform any other function as may be directed by the Branch Executive Committee or the Branch
General Meeting.
ARTICLE 15: THE ELECTIONS AND APPOINTMENTS

15.1 QUALIFICATION OF A GUILD OFFICER

Anybody seeking for any office in the Guild shall possess the following qualifications.

He/she

a) Must be a full member of the Presbyterian Church of Ghana and the Guild.

b) Must be of good standing (a communicant, Pays Tithe and have Moral Integrity etc).

c) Must not be more than 27yrs at the time of election.

d) Must be a Paid up member of the Guild.

e) Must have renewed his/her membership for two (2) consecutive Years.

f) Must posses a reasonable academic qualification.

15.2 NOMINATION OF GUILD OFFICERS

15.2.1 AT THE NATIONAL LEVEL

a) Candidates for the respective Offices shall have been nominated by at least a District each from three
different Presbyteries including the candidate’s own Presbytery (not necessarily his/her District).

b) The credentials Committee shall receive names of persons nominated at least three clear months
before the elections from the various Presbyteries.

15.2.2 AT THE PRESBYTERY LEVEL

a) Candidates for the respective Offices shall have been nominated by one-third of the number of
District in the Presbytery.

b) The credential Committee shall receive names of persons nominated two clear months before the
Elections from the various Districts Conferences.

15.2.3 AT THE DISTRICT LEVEL

a) Candidates for the respective Offices shall have been nominated by one-third of the number of
District in the Presbytery.

b) The credentials committee shall receive names of persons nominated two clear months before the
election from various Branch Guilds in the District.

15.2.4 AT THE BRANCH LEVEL


a) The Credential Committee shall receive names of persons nominated one clear month before the
date of election.

b) The first three candidates, who receive the highest number of nomination for a particular Office, shall
contest for that Office.

c) The period between nomination, vetting and elections shall be determined by the credential
Committee in consultation with the Branch Executive Committee.

15.3 ELECTIONS AND HANDING OVER

a) Elections shall be held every three (3) years at the various level of the Guild.

b) Elections at all levels of the Guild shall be by secret ballot and shall be carried by a simple majority
vote.

c) In case of a tie, three shall be a particular Office. Voting shall continue until a clear winner emerges.

d) Elections shall be held independently for all the offices and at all the levels of the Guild.

e) Newly elected Officers shall be inducted into office within 30 days of their election.

f) Outgoing officers shall present account of their stewardship before they hand over.

g) All Outgoing Officers shall give a written report relating to their respective offices. Copies of such
report shall be kept on their respective files and handed over to their successors in a handing over
ceremony.

h) The services of the outgoing officers shall be appreciated through a presentation of a send-off
package.

i) Where an o9fficer becomes vacant in the Guild, the same shall be filled in a manner herein in a
manner herein provided.

15.4 THE CREDENTIALS COMMITTEE AND ITS FUNCTIOS

For the purpose of election, a credentials committee shall be constituted at all levels of the Guild.

a) A credential committee of five (5) shall be constituted by the Executive at the various levels.

b) Three (3) members of the credential committee shall form a quorum.

c) The Committees will vet the background of the candidates seeking or contesting for various offices in
the Guild.

d) The credential Committee from the National to the District level shall complete its vetting at least one
month before conference or the date of election.

e) The credential committee shall, prepare and deliver to each delegate a ballot paper which shall not be
transferable nor shall any delegate vote by proxy.
f) It shall act as the electoral committee to conduct the elections.

15.5 MEMBERSHIP OF THE CREDENTIAL COMMITTEE

Membership of the credential committee at the various levels shall:

a) The National Guild

(i) The National Director, Department of Church Life and Nature (as convener)

(ii) The National Youth Legal Advisor

(iii) A past National Executive (appointed by the National Executive Committee)

(iv) Two other persons (appointed by the National Executive Committee)

b) The Presbytery Guild

(i) The Youth Coordinator ( as convener)

(ii) Two past Presbytery Officers (appointed by the Presbytery Executive Committee)

(iii) Two other persons (appointed by the District Executive Committee)

c) The District Guild

(i) The District Director, Department of Church Life and Nature (as convener)

(ii) The Presbytery Superintendent.

(iii) A past District Officer (appointed by the District Executive Committee)

(iv) Two other persons (appointed by the District Executive Committee).

d) The Branch Guild

(i) The director, Department of Church Life and Nature ( as convener)

(ii) The District Organiser.

(iii) A Session Representative.

(iv) A past Branch local executive member (appointed by Branch Executive Committee).

(v) One other member (appointed by the Branch Executive Committee).


15.6 APPOINTMENTS

1. The National Executive Committee shall make the following appointments with the approval of the
National Youth Council,

a) The Treasurer,

b) The Financial Secretary,

c) The Superintendents’ Representative,

d) The Youth Coordinators’ Representative.

e) The National Legal Advisor

f) The Auditor(s)

g) The Credentials Committee,

h) A Financial Committee and any other Committee(s) that the Council shall approve.

2. The Presbytery Executive Committee shall also make the following appointments with the approval of
the Presbytery Executive Council,

a) The treasurer

b) The Financial Secretary

c) The District Organisers’ Representative

d) The Auditor(s)

e) The Credentials Committee

f) Any other Committee that the Executive Council shall approve.

3. The District Executive Committee shall make the following appointments with the approval of the
District Executive Council.

a) The treasurer

b) The Financial Secretary

c) The Auditor(s)

d) The Credentials Committee

e) The Branch Presidents’ Representative

f) Any other Committee that the Council shall approve.


4. The Branch Executive Committee shall make the following appointment with the approval of the
General Meeting.

a) The Treasurer

b) The Financial Secretary

c) The Evangelism Secretary

d) The Auditor(s)

e) The Credentials Committee

f) Any other Committee that shall help them in carrying out their functions.

15.8 TENURE OF OFFICE OF THE GUILD OFFICERS

1. All National, Presbytery, District and Branch Officers shall hold office for three (3) years and shall be
eligible for re-election but shall not hold the same for more than (2) consecutive terms.

2. The tenure of office of both the Presbytery Youth Coordinators shall be determined by the
appointment body.

3. The tenure of office of officers or committees appointed shall be co-terminus with the appointment
body.

ARTICLE 16: REMOVAL OF OFFICE

1. Any Officer who is guilty of misdemeanor, gross misconduct, gross negligence, fraud or similar
conduct, inefficiency, insubordination, who has mental incapacity or who refuses to act after three
repeated demands, shall be removed from office on a majority vote of two-thirds of those entitled to
elect such an officer, with the exception of the Youth Coordinator.

2. In the case of the Presbytery Youth Coordinators, recommendation shall be made by the Presbytery
Executive Council to the appointment body.

3. Where the Executive Committees refuse to initiate a process leading to the removal of officers on the
above stated grounds, one-third of the paid up membership of those to elect the officers shall in
acquisition in writing, call a meeting and if a vote of no confidence is passes, such officer at such
requisition meeting, after due hearing or due notice given in writing to the officer, shall be removed
from office.

4. No meeting requested by requisitions shall take place unless fourteen (14) days notice in case of a
Branch Guild is given. At least all other levels, twenty-one (21) days notice shall be given to the Executive
Committee or the Officer involved.

ARTICLE 17: GUILD DISCIPLINE


The application of the discipline of the Guild shall be based on the scriptures. The discipline shall consist
in appropriate census disciplinary measure of the Guild to those whose conduct has given occasion for
it.

17.1 DISCIPLINARY BODIES

The disciplinary body of the Guild shall be:

a) The Branch Executive Committee

b) The District Executive Council

c) The Presbytery Executive Council

d) The National Executive Council

17.2 DISCIPLINARY MEASURES

The disciplinary body may apply or affect any of the following measures to offending members of the
Guild as a form of discipline:

a) WARNING/ADMONITION: The disciplinary body may warn an offending member of the Guild as a
stating the offence to him/her and exhorting him or her.

b) SUSPENSION: A member may be suspended temporary from the privileges and activities of the Guild
depending upon the gravity of the offence. The suspension shall be done in public (to serve as a
deterrent) and in writing to the offending member.

c) LOSS OF MEMBERSHIP/EX COMMUNICATION: This is a formal exclusion of a member from the


fellowship of the Guild. This may be resort to discipline a member. It may be affected only when all
other means of reforming an offended have failed and when the offender remains stubborn, hard
hearted and unrepentant. This shall be done in public and the member shall be written to. It may be a
temporary or permanent measure. In case of Article 6 (vii) b, the loss of membership shall be temporary.

17.2.1 COUNSELING AN OFFENDING MEMBER

In the exercise of the disciplinary measure, it may be proper that offending members are referred for
counseling.

17.2.2 READMISSION
All disciplinary bodies shall monitor the process of disciplined members of the Guild with a view to
possible readmission into full fellowship and membership of the Guild when there is enough evidence of
remorse and repentance.

17.3 DISCIPLINARY CASES

A disciplinary case shall be any act or omission by a member Branch Guild, District Guild or Presbytery
Guild which is contrary to the scriptures, the constitution of the Church and the Guild, customs and
traditions of the church and the Guild.

a) A disciplinary case of immorality, such as fornication or adultery, at the Branch Guild level shall be
officially reported to the Agent and session by the Branch Executive Committee for the necessary
measures by the Church. The Branch Executive Committee must have enough evidence against the
offending member. The Branch Executive Committee can also take disciplinary measures against the
offending member.

b) A case of special difficulty may be referred to the session at the Branch level or take next higher body
of the Guild or court of the church for its decision.

c) A body of the Guild shall not discipline a member outside its jurisdiction.

d) The body responsible for dealing with the case institutes an inquiry into the case, giving hearing to the
accused member before acting on the case.

e) The National Youth Council shall have the power to suspend or recommend the termination of
membership of a Branch, District or Presbytery for approval by the next immediate National Delegates’
Conference.

f) Four weeks notice must however be given to the affected party or parties regarding any such
recommendation or termination of membership.

g) The National Delegates’ Conference shall have the power to terminate the membership of any
individual, Branch Guild, District or Presbytery which in the opinion of the conference has failed to carry
out the constitution of the Guild or any Rules or provided that such individual member, Branch, District
or Presbytery whose membership is about to be terminated, shall have the right to be heard by the
National Delegates’ Conference before such a decision is taken.

ARTICLE 18: FINANCE AND AUDITING

18.1 SOURCES OF INCOME

For administrative and other expenses, the various Guilds shall build a fund.

a) The Funds of the Guild shall include membership renewal fees, grants, proceeds from Youth Week
celebrations properties and projects of the Guild, gifts, donations, legacies, investments, interest, profits
and other levies which the respective Guild may deem fit to impose.
b) The National Delegates’ Conference shall determine the annual affiliation fees of the Presbyteries.
This shall be replicated at all levels of the Guild.

c) The Branch shall decide on its own monthly contribution as dues.

d) No member of the Guild or the Guild as a whole at any level shall be involved in any illegal or
unchristian business or investment. For example drugs, illegal mining, alcoholic beverages, Gambling, or
Cigarettes etc.

e) The Guild at all levels shall open and maintain a Bank account with a reputable Bank.

18.2 THE AUDITOE(S)

There shall be an Auditor who shall be appointed by the respective Executive Committees in
consultation with their respective Councils.

He/she or together with a team of auditors shall audit the account of the Guild at every level.

ARTICLE 19: INTERPRETATION

(a) Where an individual member or body of members of the Guild wants to: seek clarification, question
or challenge a member or body of members of Guilds, as to the true meaning, construction or
interpretation of any provision of this constitution, the member or body of members, shall in writing
notify.

(i) The National Director of Department of Church Life and Nature of his/her or their intention.

(ii) Copy the National Executive Committee

(b) The National Director of Church Life Nature shall constitute of a three member Committee consisting
of:

(i) The Youth Legal Advisor

(ii) A member of the immediate past constitutional review committee.

(iii) The National Director himself/herself or somebody appointed by him/her.

(c) A maximum number of two persons may be co-opted to join the Committee.

(d) The decision of the Committee shall be final, conclusive and binding at all levels of the Guild.

ARTICLE 20: AMMENDMENTS


1. This Constitution shall be amendment by a decision of not less than two-thirds of delegates present
and voting at a National Delegates’ Conference.

2. Amendments may be effected only after (4) years of the promulgation and operation of this
constitution.

3. The National Executive Committee shall receive proposals for amendment from the Presbyteries at
least three clear months before the National Delegates’ Conference.

4. Proposals for amendment may be made by the National Executive Committee, National Executive
Council and the National Committee on Youth Ministry.

5. Subject to Article 20 (2) , no proposals for amendment shall be considered at a National Delegates’
Conference.

ARTICLE 21: THE REGULATIONS OF THE GUILD

The following shall con statute some of the regulations that shall guide the Guild in its operation.

R.1. ADMISSION OF NEW MEMBERS

a) Any person who qualifies under the provisions of the constitution and wishes to become a member of
the Branch Guild shall indicate his or her intensions to the secretary of the Branch Guild.

b) The new member shall attend at least three consecutive meetings of the Guild during which time the
new comer must have acquainted him/herself with the constitution and rules of the Guild.

c) The new member shall make the following open declaration at an initiation ceremony to be decided
by the Branch Executive Committee and pay the prescribed enrolment fee before the member is
accepted into full membership of the Branch Guild.

DECLARATION TO BE MADE BY A NEW MEMBER

“I ……………………………………………………………………………………………….. do hereby promise in the name of God


and before this Guild that, I shall truly and faithfully discharge all my duties and obligations to the Guild
and uphold its Constitution and Regulations, so help me God”.

d) The Branch President or Secretaries shall on receipt of the enrolment fee, register the new member
and issue him or her with a membership card.

e) Each new member of a Branch Guild shall upon registration, be assigned a unique number and issue
with a membership card, which shall be subject to renewal yearly on payment of a prescribe fee.

R.2. ORGANISATION OF ANNUAL DELEGATES’ CONFERENCES


a) REGISTRATION: No Delegate shall be permitted to attend the Annual Delegates’ Conference or avail
himself of Conference facilities except he or she registered with the Secretariat and paid his or her
conference fee as laid down by the National, Presbytery or the District Executive Committee.

b) The Presbytery Superintendent in the case of National Conference shall register his/her delegates and
receive all necessary conference packages on their behalf.

c) The District Organiser in the case of Presbytery Conference, and the Branch Presidents or secretaries
in that case of the District Conference, shall register their representative delegates and receive the
necessary conference materials.

d) As much as possible, Districts and Presbyteries shall hold conference within their presbyteries.

R.3 GENERAL MEETINGS

a) The District and Presbytery Guild may organize General Meetings from time to time as may be
determine by the Executive Committee and Executive Council.

b) Such General Meetings shall not be a gathering for decision making. They shall be a medium for
gathering ideas, educating members on critical issues and decisions of the Guild and disseminating
information’s.

R.4 MEDIUM OF EXPRESSION

The medium of expression at any Guild meeting shall be English or any Local Language.

R.5 PROPERTIES OF THE GUILD

a) In dealing with the records, movable and immovable properties of the Guild, the officers of the Guild
shall, for purposes of administration, hold such properties in trust for the Guild. Every outgoing office
bearer or Committee shall take an inventory of all properties and hand them over to as succeeding
office bearer.

b) It shall be unlawful for any office bearer or any Executive Committee, acting jointly or severally to
commander, confiscate or refuse to hand over any property of the Guild or dispose of any such
property.

R.6 DRAFTERS

A team of drafters appointed by the respective Executive Committees may be put together to help
record and present minutes at conferences. They shall be headed by the respective the Assistant
Secretaries.

SCHEDULE TWO:

STANDING ODRES FOR THE CONDUCT OF CONFERENCES

1. INTRODUCTION

In pursuant to adoption of the Congregation of the Young People’s Guild (Y.P.G) of the Presbyterian
Church of Ghana, the National Delegates’ Conference hereby made these Standing Orders available for
the regulation and conduct of Conferences and meetings of the Guild.

2. CONVENING OF CONFERENCES

2.1 All conference and meetings of the Guild shall be convened in accordance with the Constitution and
Rules of the Young People’s Guild .

2.2 Two-thirds of the total number of delegates present at a meeting shall form a quorum to business on
the agenda.

2.3 Where a meeting or conference has not been properly convened and yet is held, the meeting shall
be deemed to be a meeting of the Guild in Committee and decisions arrived at such meetings shall be
valid and enforceable if ratified by the majority of members present at a Subsequence valid meeting of
the Guild.

3. PROCEDURES AT MEETINGS

3.1 The President shall preside overall meetings and sessions of the Annual and Emergency Delegates’
conferences.

3.2 At National conference, in the absence of the National President, Any one of the nominated by the
National Executive Committee shall preside over such meetings. The same procedure shall be followed
at the various levels of the Guild.
3.3 The general Secretary or Secretary shall be present at all meetings to take the record of all
proceedings. He/she shall be assisted by his/her assistant and together with a team of drafters, shall
constitute a Secretariat Board for Conferences and Business meetings.

3.4 All Officers shall take their seat on the dais during conference sessions.

3.5 Participants and Delegates’ at conference shall be seated in the conference room on time, prior to
the arrival of the President, Superintendent or District Organiser and no indiscriminate loitering during
conference sessions.

3.6 Any member of conference who shall willfully disregard the ruling of the Chair, after due warning,
shall be guilty of disorderly attendance at the session. If such misbehavior continues, he or she shall be
suspended from the conference and shall have his/her conduct dealt with by the respective Council in
accordance with the laid down rules in the constitution.

3.7 Identification badges shall be conspicuously displayed during sessions.

3.8 No speaker shall speak without being called upon by chair. Any such speaker shall remain standing
by order except otherwise directed by the Chair.

4. MTIONS

4.1 All motions or amendments to motions shall be seconded before a debate opens on them. Only
accredited delegates shall have the right to table or second such motions.

4.2 A mover of a motion or an amendment shall be allowed not more than three (3) minutes for his/her
speech. Each succeeding speaker shall be allowed two (2) minutes. The President shall be allowed to
excise his discretion in his matter.

4.3 The mover of an original shall have, in addition to the general privileges of debate, the right TO reply
upon the original motion or upon an amendment. Similarly, the mover of an amendment, which has
become the substantive motion, shall have the right to reply.

4.4 No member shall speak more than once on the same motion or an amendment except in the
exercise of a right of reply. No new matter shall be introduced by the mover in his reply.

4.5 A member may, after moving a motion, withdraw it with the chairs permission and the meeting’s
concurrence.

4.6 A motion, which has been withdrawn, any not be made again at any following session unless
permitted by the chair and agreed by the session.

4.7 Where a motion has been lost or carried, a motion to the same or contrary affect shall not be made
until the next session of Conference.

4.8 An amendment to a motion shall be moved before such is put to a vote.

4.9 All amendments on a motion shall be taken one at a time. Further amendments shall not be moved
unless a previous amendment has been disposed off.
4.10 An amendment to a motion shall not be a negation of the original motion. A counter motion may
be allowed for that purpose by the chair.

4.11 An amendment to a motion shall be relevant to the original motion.

4.12 Where there is equality of votes on a motion and the President does not exercise his casting vote,
the motion shall be deemed to be Lost.

5. VOTING

5.1 Unless otherwise directed by the Constitution of the Guild, all questions arising at meeting or
Conference shall be decided by a simple majority of members present and voting at the meeting or
Conference.

5.2 Voting on an issue shall be by show of hand unless otherwise stated by the Constitution.

5.3 The National President, Superintendents, District Organisers and Branch Presidents shall have a
deliberative vote and a casting vote.

5.4 Only delegates to Conference shall have the right to vote.

5.5 At the conclusion of voting, the result shall be announced by the chair.

6 POINT OF ORDER

6.1 Any apparent departure from the provision of the standing Order or from other instruction
regulating the business or conduct of the conference shall give rise to a point of order.

6.2 The member who raises the point of order shall specify the rule or other provision, which is being
broken, and the way in which he or she consider it to have been broken.

6.3 A member who wishes to raise a point of order shall rise in his or her place and put it to the chair for
a decision to be taken thereon.

6.4 A member, who is speaking, shall sit down when a point of order is raise, until the point of order has
been decided. The members shall resume speaking if after the decision of the chair on the point of
order, it is necessary so to do.

6.5 The chair’s decision on any point of order shall be final and can only Be debated by Conference if a
motion to that effect is made.

7. DECISIONS OF THE CHAIRPERSON ON OTHER MATTERS

7.1 In other procedural matters not affecting the Constitution, the decision of the chair shall be final.
Any comments on the chair’s decision can be raise at a subsequent session or conference.
SCHEDULE FOUR

A BRIEF HISTORICAL SKETCH OF YOUTH MINISTRY IN THE PRESBYTERIAN CHURCH OF GHANA

In 1973, a young accountant, Andrew Mcutheon Atkinson was appointed by the Church of Scotland to
work as a missionary accountant in the then Gold Coast. It was through his inspiring work that the first
Young People’s Guild branches were organized in 1938. The idea of the guild sprang from the Scottish
milieu. As a member of the Young People’s Guild in the Church of Scotland, Atkinson sought to set up a
Christian youth movement in the then Presbyterian Church of Gold Coast. This idea was meant to
provide a forum through which the unorganized youth of the Church could find expression in serving the
Lord.

I must however be pointed out that, in many communities, there existed some independent youth
organizations. One such youth club existed at Odumase-Krobo and served as the nucleus of the first
youth group. It had fifteen members and regularly met on Fridays for bible Studies, Prayer and Games.
From this humble beginnings the idea of the youth Ministry spread through the Country and by the end
of the year 1938, there were eight branches; Odumase, Adabraka, Accra, Nsawam, Suhum, Koforidua,
Osu and Kukurantumi. The total membership of organized youth as at December 1938 stood ninety (90).

Atkinson had set up a monthly newsletter ‘The Christian Way’ for the movement. From 6th to 9th
January 1938, the first National delegates’ conference was held at the Osu Junior Boys school. This
conference drew up the first constitution of the Guild and the motto, ‘To Know His Will And To Do It’
was adopted. The first national executive were elected with A.E Bannerman (late Rev.) as President and
Puplampu as Secretary Treasurer. A.M Atkinson was appointed as Organising Secretary.

With the rapaid development of the guild, it became necessary for the movement to have a National
office. Through negotiations with the Basel Mission, a mission bungalow at osu was leased to the guild.
It had an office, dormitories for outstation members, and a library. Guild conferences were held there
until 1950 when it became the official residence of the Moderator of the Church.

The National appeal of the group saw it emerging in all parts of the country. In 1983, a significant
breakthrough was made by the Presbyterian Church of Ghana when the Youth Policy was promulgated
at Bakwu. The Youth Policy of 1983 sought to forge effective mobilization of all youth Council and Young
People’s Guild which were separate organizations were merged. It also ensured that ministry in the
schools and Universities championed by the National Union of Presbyterian Students of Ghana was
effectively organized under youth ministry. The policy also identified youth I the Church and people
between the ages of 12 and 35 years. Youth were placed in two separate categories. Those between the
ages of twelve (12) and eighteen (18) and years were identified as Junior Youth. Those between
eighteen (18) and thirty-five (35) were placed in the Young People’s Guild. At this stage many
hardworking ‘Youths’ who were above thirty-five (35) years ceased to be members of the Guild.

Youth ministry in the Presbyterian Church of Ghana in the post Youth policy era has seen many
developments. The National Office was manned by the General Youth Secretaries. A youth resource
center aimed at documenting and strong information on the activities of the youth in the Church and
Community at Large. It comprised a small film studio, a printing machine, and s computer. With the
Commitment of the Youth, the resource center still stands to the glory of God.

The Presbyterian youth Self-Help Project another project of the Youth movement, was inaugurated in
1997 in three Presbyteries; Dangme- Tongu, Volta and West Akyem, it offers employable skills in the
areas of bee-keeping, snail rearing, batik printing, tailoring, carpentry and masonry. Within its first four
years, it produced about 300 graduates.

With the decision of the General Assembly of the Presbyterian Church of Ghana held at Kumasi in 2005,
the Upper age limit for the Youth of the Church has been reduced to thirty (30) years. This decision is a
landmark one since it establishes a Young Adult Fellowship as a new group in the Church. It is important
to point out that, matters affecting youth have always defined the direction of Christian education in the
Presbyterian Church of Ghana.
