The Unit was establish to


regulate and promote
energy efficiency
(electrical) in Malaysia.
Current Status of S&L in Malaysia
• On 3rd of Mei 2014, the amendment to the Electricity Regulations 1994
was gazzeted by the the Minister of Energy, Green Technology and
Water Malaysia.

• The amendments was known as the Electricity (Amendment)


Regulations 2013 and it incorporates the standards and requirements
for the implementation and enforcement of the Minimum Energy
Performance Standards for 5 domestic electrical equipments that are:
Refrigerator, Air-Conditioner, Television, Domestic Fans and Lighting
(Fluorescent, CFL, LED and Incandescent). MEPS Value 2 Star.

• It also makes it mandatory for 4 of these equipments to be affixed with


an energy rating label or known as star rating label while for lighting,
the efficacy value is required to be shown on the cover or box.

• The mechanism of approval is through the issuance of the Certificate


of Approval (COA) issued by Energy Commission.

be offered for sale or used for

(e) conservation of animals and as repellant for insects;

(f) heating and testing;

(g) cleanliness and health;


(h) beauty treatment;

(i) lamps that cannot be directly replaced with other type of lamp; and

(j) incandescent lamp for other purposes deemed suitable by the


Commission to be excluded

• The future plan:
 To create MEPS for more domestic appliances such rice
cooker, water heater, iron and etc.
 To create a local standards for MEPS (Approved by
Department of Standards Malaysia).
 Members of the Technical and Working Group comprises
of Industry Players, Manufacturers, Importers, Retailers,
Government Agencies, Associations
 To have a continuous promotion program with the
cooperation and assistance of Industry Players.
 To propose on a new form of incentives for purchase of EE
home appliances
 To increase the enforcement activity with the assistance of
Customs Malaysia and the Ministry of Domestic Trade, Co-
operatives and Consumerism.
MEPS (ISSUANCE OF COA)
With the regulations in place, the 5 appliances will be
issued with a Certificate of Approval (COA) by the Energy
Commission Malaysia.

Must satisfy both the safety and performance


requirements by submitting test reports (online).

Foreign test reports are accepted as long as the test


laboratory is recognized by Department of Standards
Malaysia (a member of ILAC and APLAC)

Challenges
• Difficulties in developing EE performance
 Involvement from the industry players
 Data gathering and analysis
• Possible solutions to over come such difficulties
 To create a local standards (country’s local standards) with the
participation of all stakeholders and industry players as well as
consumer associations.
 To harmonise standards used for air-conditioner efficiency all
over the world.
• Future usability of EE performance ranking list in your country
 To develop the ranking list into a complete standards and
guidelines for all type of air-conditioner manufactures or imported.
 To ban inefficient products from being sold.
