Grievance Description
The Rajasthan Camel (Prohibition of Slaughter and Regulation of Temporary Migration or
Export) Act, 2015 / Central Motor Vehicle (Eleventh Amendments) Rules, 2015 / section 3, 11 and
38 of PCA Act, 1960 needs immediate FIR and criminal proceedings because allegation of camel
abuse can be try and decide by the Court of law and BSF officials along with truck operators are
not exempted to commit crime against animals, whereas National research Center on Camel have
No authority to issue any advisory under section 9 (k) and 10 of the Prevention of Cruelty to
Animals Act, 1960, hence 100 camels of the BSF were badly abused violating the said legal
provisions, so AWD, AWBI, Delhi Police and Delhi Society for Prevention of Cruelty to Animals
should lodge FIR against the goods transport vehicle owners, drivers along with the officer
concerned of BSF allowed the abuse.
Please find attached here with half backed replies along with acceptance of the movement of camels
from Jodhpur to Delhi and then back, whereas Deputy Commandant of BSF Veterinarian also
know that Camel can not travel in goods transport vehicles as per their shape and size, so degree of
said veterinarian also needs verification because he failed to perform his fundamental duties as
defined under article 51 A (g) of Indian Constitution along with restoration of five freedoms of
camels.
OIPA Scouts and Guides for Animals / PFA Haryana Abhishek Kadyan, Mrs. Suman Malik
Kadyan with Mrs. Sukanya Kadyan Berwal asked AWBI to issue advisory along with Regulations
of Camel transportation introducing the prototype of vehicles and draft of legislation.

Remarks
The matter is already under consideration of the Police Dept, Delhi. The law enforcement is carried
out by the departments of the State Governments/UTs and the law enforcement officials have to
effectively enforce the law to prevent cruelty to the animals. The Supreme Court in its Judgment
dated 7.5.2014 has issued directions to the enforcement authorities to effectively to enforce the PCA
Act,1960. The law enforcement authorities, animal welfare organisations and the citizens has to get
together to protect the animals from being subjected to unnecessary pain or suffering. The issue of
cruelty to animals should be brought to the notice of the law enforcement authorities of the
concerned States/UTs for taking appropriate action
