Subject: Break criminal syndicate among DSPCA, BSF officials with private Truck driver / owners
with Operators, involved shifting 100 Camels in Goods Transport Vehicles without ISI Camel Van.
Kindly refer Delhi Police Complaint Authority reply with Delhi Police vigilance report as they
don’t find the crime, now it is confirmed that State Animal of Rajasthan, 60 Camels from Jodhpur
& 40 Camels from Bikaner, exported to Delhi as criminal conspiracy, shifted as goods, 3 Camels in
each Truck, leg tied position, violating Central Motor Vehicle Amendment Act, 2019 read with
Central Motor Vehicle (Eleventh Amendments) Rules, 2015 and Biological Diversity Act, 2002 /
120-B, 188, 268, 289, 428, 429 etc., besides it section 3, 11, 38 of Prevention of Cruelty Act, 1960 as
well., AWBI advisory attached because all goods transport vehicle are not approved - allowed as
per specification of Bureau of Indian Standards with norms & ethics of Cattle Transport Rules.
Whereas National Biodiversity Authority confirmed that live animal export without their approval
is not permissible, besides it Delhi is not a natural habitat for the Camels, as confirmed by AWBI,
confiscate all goods transport vehicles with 100 Camels, stationed at APS Colony - Near Palam
Airport, involved in organized crime because article 51 A (g) authorized me to perform my
fundamental duties to be humane towards animals. MOEAF/E/2018/00251:
The Rajasthan Camel (Prohibition of Slaughter and Regulation of Temporary Migration or
Export) Act, 2015 / Central Motor Vehicle (Eleventh Amendments) Rules, 2015 / section 3, 11 and
38 of PCA Act, 1960 needs immediate FIR and criminal proceedings because allegation of camel
abuse can be try and decide by the Court of law and BSF officials along with truck operators are
not exempted to commit crime against animals, whereas National research Center on Camel have
No authority to issue any advisory under section 9 (k) and 10 of the Prevention of Cruelty to
Animals Act, 1960, hence 100 camels of the BSF were badly abused violating the said legal
provisions, so AWD, AWBI, Delhi Police and Delhi Society for Prevention of Cruelty to Animals
should lodge FIR against the goods transport vehicle owners, drivers along with the officer
concerned of BSF allowed the abuse.
Please find attached here with half backed replies along with acceptance of the movement of camels
from Jodhpur to Delhi and then back, as per open tender documents of BSF at Bikaner, whereas
ICAR-National Research Centre on Camel, Bikaner with BSF Veterinarian, very much aware that
Camel cannot travel in goods transport vehicles as per their shape and size, in leg tied position, so
degree of said veterinarian also needs verification because they failed to perform their fundamental
duties as defined under article 51 A (g) of Indian Constitution, restoration of five freedoms of
camels required at once, we offered space to keep 100 camels during investigations.
