OVERVIEW
It is assumed that the main building consisting of AJC unit Vinegar Plant and wine processing
unit, warehouse, utility area, boundary wall, road construction shall be constructed using civil
structure for foundation upto plinth level, pre- engineered building using MS structure as primary
structure and puff insulated panels in walls, ceiling, and floor slab for room enclosures. All the
civil and structural work mentioned should be complete as per specification and requirement. All
the requirement and execution should be as per Horticulture Produce Marketing and Processing
Corporation (HPMC) specification and official guidelines, relevant IS codes.

(1) ROOFING SHEET:

15. Test Certificate The bidder shall submit manufacturer’s test certificate in respect of
the PPGI Sheets to be supplied as per latest IS standards.
16. Product Catalogues/ Brochures The bidder shall submit detailed product
Catalogues/ Brochures

a) Raw Material

Base Steel:
The steel base material of sheet shall have manufactured from 0.45 mm (nominal) base metal
thickness with minimum 550 MPa Yield Strength. The steel manufacturer test certificate for
the chemical and mechanical properties of steel must be concerned authority prior to
installation.

Metallic Coating:
The sheets shall have a hot dip metallic Aluminum-Zinc alloy coating of Aluminum (55%) &
Zinc (45 %) with total mass coating of 150 gms/sq.mt on both sides as ZINCALUME® AZ150
or equivalent coating as per AS 1397.

b) Profile: The profile sheet shall have 1015 mm effective cover width, nominal 25-30 mm
deep ribs with subtle square fluting in the five pans at nominal 203 mm center to center. The

end rib shall be designed for anti-capillary action, to avoid any seepage of water through the
lateral overlap.

c) Trims & Gutters:


Roof flashing and trims (parapet flashing, transition trims, expansion joint trims and ridge
caps) shall be manufactured from same color, finish and thickness as roof panels (or
manufacturer recommendation). Gutters and downspouts are manufactured from same color,
finish and thickness as roof panels (or as desired by Engineer in charge).(Note: The shape and
girths shall be as per design requirement and shall be approved by the concern authority.)

d). Accessories:
i) Fasteners: The steel sheet shall be fastened with min. 40 μm zinc coated or min. 20 μm
Zinc-Tin alloy coated, Hex head, self-drilling screw as per AS 3566 Class 3 fasteners with
EPDM washer on each crest of sheets for connecting with purlin (or as per design)
perpendicular to the sheeting and in the center of the corrugation or rib. The fastener size shall
be calculated as per the design requirement.

ii) In-fill strips: The infill strips are manufactured from closed cell polyethylene foam. This
material should have uniform compressibility, waterproof, weather resistance, UV resistance,
chemical resistance, nontoxic, odorless and environment friendly to meet installation
requirement in accordance with AS 2424-4 3 A &B or equivalent and approved by engineer-
in-charge.

iii) Sealant: It should be acid free neutral curing silicone rubber sealant of approved make. It
shall be applied at all end laps as per manufacturer's recommendation and approval by
engineer-in-charge.

e.) Installation - erection and fixing


The installation shall be done in accordance to the standard practices as specified by the
manufacturer and as approved by the Engineer in charge. All sheets and accessories must be
stored and finally erected without any damage.
 Fastening sheet to support: The sheet installation has to be done by using AS3566 class
3 fasteners with EPDM washer. In case of roof, it shall be placed at each crest of sheets
connecting with Purlin (or as per design) perpendicular to the sheeting and in the center
of the corrugation or rib. Fasteners shall not be placed less than 25 mm from ends of sheets
 End Lap: All the sheet end lap (roof) shall have an overlap of 150 mm to 250 mm for a
slope more than 15 degrees (1 in 4) and 200 mm to 300 mm for slope less than 15 degree.
The silicon sealant shall be applied at both the ends of the sheet at the overlap with stitch
fasteners as per manufacturer ‘s recommendations and conforming to AS 3566-2002 Class
3.
 Side lap: The edge of roofing sheet with the anti-capillary groove is always the
underlap. It is preferred to use fasteners alongside-laps however, when cladding is
supported as indicated in maximum support spacing, side-lap fasteners are not usually
needed for strength.

Other preferred practices or recommendation of manufacturer shall be followed for good
installation.

f.) Rate:
As per the HPSR specification 2009 with up to date correction slips for measurement of
corrugated GI sheets and its accessories shall be followed except where specifically provided
otherwise in the schedule of quantity.

Scope of Specification

This specification covers the general scope of work of PEB structural steel works, submittals
by the Contractor, applicable codes of practice for structural steel work and the specifications
for the materials to be used, including steel, bolts & nuts, washers etc and the storage thereof.
Scope of Work
The scope of work for the contractor in respect of structural steel work shall cover, but shall
not be limited to the following:

A. Preparation of complete detailed project fabrication drawings based on the design drawings
for approvals, required for all the permanent structures having a structural stability certificate
from the competent authority i.e NIT, IIT etc.

B. Submission of revised design, with calculations and detailed fabrication drawings, in case
any substitution of the designed sections is required.

C. Procurement and testing of all raw structural steel materials in lots for fabrication taking
into account wastage margin etc., including storage and upkeep of the materials.

E. Providing all materials, labour, tools & plant and equipment’s and all types of consumables
required for fabrication using Metal Arc welding or as mentioned in approved fabrication
drawing including all necessary bolts, nuts, washers with wastage margins.

F. Fabrication of the PEB steel works in accordance with the approved fabrication drawings,
including all project assembling, matching and marking. Design, manufacture/fabrication and
provision of all jigs, fixings, manipulators etc. required for the fabrication are included in item.

G. Suitably marking, bundling and packing for transport of all fabricated materials.

H. Preparing and furnishing detailed bill of materials, drawing Office dispatch lists, Bolts Lists
and any other lists of bought out items as applicable and desired by Engineer-in charge required
in connection with the fabrication of the PEB steelwork.

I. Loading and transporting all fabricated steelwork and field connection materials including
site unloading and erection of PEB structure in final position with all bolts, nuts, insert plate
etc.

J. To submit the methodology & procedure for erection of PEB structure compatible with the
details of fabrication. Also complete drawings & phase wise instructions for all the activities
required to erect PEB steel structure in final position, shall be submitted.

K. The contractor shall provide general assistance during complete erection for solving any
problem related to fabrication or site assembling of the structural steelwork. The contractor
shall ensure the presence of the qualified and experienced site Engineer during complete
erection work at site.

L. All major/ minor modifications of the fabricated steel structures, as directed by the Engineer-
in-charge, including but not limited to the following:

i) Removal of bends, kinks, twists etc. for parts damaged during transportation and handling.

ii) Cutting, chipping, filling, grinding etc. if required or preparation and finishing of site
connections.

iii) Reaming of holes for use of higher size bolt if required.

iv) Re-fabrication of parts damaged beyond repair during transport and handling or re-
fabrication of parts which are incorrectly fabricated.

v) Fabrication of parts omitted during fabrications by error, or subsequently found necessary.

vi) Drilling of holes which are either not drilled at all or are drilled in incorrect location
during fabrication.
vii) Carry out tests in accordance with the related Specification which will be inspected by
Engineer-in-charge.

viii) Details of erection equipment machinery including capacity & specifications, tools,
tackles etc. to be used for erection purpose.

ix) All procedures and tests on welds as per specifications and welded parts to ensure the
strength requirements of joints.

Submittals
A. On commencement of the work pertaining to steel structure, the Contractor shall submit the
following in four sets:

i) Prior to the technical submittals, the contractor shall submit detailed baseline program &
methodology indicating the proposed overall schedule for documentation such as calculations,
material procurement schedule based on availability with approved suppliers, project/working
drawings, plan/ procedures and records. Submission of samples, inspection by Engineer-in-

Charge, process of fabrication/ delivery to site storage yard/ erection site for the approval of
the Engineer-in-charge.

ii) Complete fabrication drawings, Bill of materials, cutting lists, bolt lists, welding schedules
and Quality Assurance schedules, based on the concept drawing furnished to him and in
accordance with the approved schedule. It is highlighted that structural steel member
dimensions indicated in tender drawings are tentative only, and may be modified during final
design stage.

iii) Results of any tests, as and when conducted and as required by the Engineer-in-charge.

iv) Manufacturer ‘s mill test reports/certificates in respect of steel materials, bolts, nuts and
electrodes, wires as may be applicable.

v) A detailed list of all constructional Plant & Equipment, such as hydra, derricks, winches,
welding sets, etc. he will employ on the job to maintain the progress of work in accordance
with the contract.

vi) Complete scheme with drawings for the erection of steel structures.

B. The contractor shall submit complete design calculations for any alternative sections
proposed by him, for approval of the Engineer-in-charge. Use of any alternative section shall
be subject to approval of the Engineer-in-charge. However, no extra payment will be
entertained on this account.

Furnishing of Information

A. Concept drawings shall be furnished to the contractor and all such drawings shall form part
of these Specifications. The availability of structural member mentioned in the drawings may
be checked and if not available may be brought under notice of Engineer in charge.

B. The Engineer-in-charge reserves the right to make changes in the design drawings even after
release for preparation of project drawings to reflect addition, omission &modifications in
data/details and requirements. Contractor shall consider such changes as part of these
Specifications and the contract, and no extra claims shall be entertained on this account.

C. The design drawings submitted by the contractor will show as appropriate the salient
dimensions, design loads, sizes of members and welding location of and other necessary
information required for the preparation of fabrication drawings, designs and erection details.

D. It shall be clearly understood that the drawings submitted to the contractor will be concept
drawings. The typical details of connection, cuts, gusset plate shapes notches, bends, etc. where
shown in the drawings are only for general guidance of the contractor. The contractor shall
develop all such details based on these drawings.

E. In case of variations in drawings and specifications, the decision of the Engineer-in-charge


shall be final. Should the contractor, find any discrepancy in the information furnished to him,

same shall be immediately brought to the notice of Engineer-in-charge for resolution. The
contractor shall obtain clarifications on discrepancies from Engineer-in-charge before
proceeding with the work.

F. No detailed project drawings will be accepted for examination by the Engineer-in-charge


unless these have first been completely checked by the contractor's qualified structural
engineer. The contractor shall check and ensure that detailing of connections is carefully
planned to obtain ease in erection of structures, including field bolting or field connection of
temporary structure to permanent structure. Any temporary structure which is used for erection
or launching purpose and required to be welded to permanent structural works shall be
accounted for in fabrication drawings. Permission shall be obtained before welding or holing
is done in permanent structures other than as shown in design drawings or approved fabrication
drawings. In case of field bolted connection between temporary structure and permanent
structural works, all necessary holes provision shall be left during fabrication in project.

G. No fabrication work shall be started by the contractor without approval of Engineer-in-


charge on the relevant drawings. Approval by the Engineer-in-charge of any of the drawings
shall not relieve the contractor of his responsibility of workmanship, fit of parts, details,
materials and errors or omissions of any work.

H. The contractor shall furnish adequate prints of project drawings as advance drawing (for
approval) and adequate prints of all approved final project drawings along with soft copy on
CD for field use and record purpose.

I. The Contractor shall specify the name of work project where he intends to get the fabrication
work carried out. The fabrication project shall consists of at least sub-merged arc/metal arc
welding machine, shearing machine, CNC plasma machine, pug mill, flame cutting machine,
grinders, equipment’s etc.

J. The drawings prepared by the Contractor, and all subsequent revisions thereof shall be at the
cost of the Contractor, and no separate payments shall be made for the same. Revisions shall
incorporate all modifications, field changes, substitutions etc. effected. The rates/prices quoted
for steel work item shall be deemed to include the cost of such drawing work.

K. The Contractor shall give due consideration to the need of trial assemblage at project, weight
and size limitation of elements for transportation from project to site storage yard/Erection site,
temperature variation of 25 degree centigrade between the fabrication project and site, site
measurements of as-built dimensions and position of pockets etc. for bolts and avoidance of
site welding except for fixtures. All the drawings shall be prepared in metric units. The
drawings should preferably be of A-1 standard size, and the details shown therein shall be clear
and legible. These drawings shall include but shall not be limited to the following:

i) Assembly drawings, giving exact sizes of the sections to be used and identification marks
of the various sections members.
ii) Dimensional drawings of base plans, anchorage detail of bearing bolts location etc.
iii) Complete Bills of Materials and detailed drawings of all sections including their billing
weights.

iv) Detailed project drawings for proper co-ordination with the concrete components to which
the steel members shall be connected, as required.
v) Any other drawings or calculations that may be required for proper completion of the
works and clarification of the works or substituted parts thereof.
vi) All 'as-built' drawings in adequate prints and on CD.

Applicable Codes of Practice


The following specifications, standards and codes of practice are included as part of this
Specification. All Standards, specifications, codes of practice including all correction slips/
amendments current on the date of signing of agreement and referred to herein shall be
applicable.
In case of discrepancy between this Specification and those referred to herein, this specification
shall govern. In case of discrepancy between Contract drawings and this specification, the
Contract drawings shall govern.

PRODUCTS Materials
A. All materials to be supplied by the Contractor shall conform to relevant Indian Standards as
approved by the Engineer-in-charge.
B. Steel materials required for the work shall be free from imperfections, mill scales, slag
intrusions, laminations, pittings, rusts etc. that may impair strength, durability and appearance.
All materials shall be of tested quality only. Test Certificates in respect of each consignment
shall be submitted to Engineer-in-charge before use in work. Whenever the materials are

permitted for procurement from identified stocks, a random sample shall be tested at an
approved laboratory, as directed by the Engineer-in-charge.

Structural Steel
Structural steel conforming to IS: 2062: Grade BR (yield strength=350MPa) shall be used for
main members of girder structures, cross girder members, bracings, gussets plates etc unless
specifically provided in the drawings otherwise.

Bolts and Nuts Unless otherwise specified all anchor bolts shall be of property class of 8.8
(and size M20 or as specified) and shall conform to IS: 1363 (1992), IS:1364 (1992) and
IS:1367, as applicable, and unless specified otherwise, head shall be hexagonal. All nuts shall
conform to property class compatible with the property class of the bolt used.
Washers Unless otherwise specified on drawings washer for HSFG bolts shall be
conforming to IS:6649. Also plain washers shall be conforming to IS:5369 , unless otherwise
specified. One washer shall be supplied with each bolt and, in case of special types of bolts,
more than one washer as needed for the purpose shall be supplied.
STORAGE OF MATERIALS
General
All materials shall be so stored as to prevent deterioration, and to ensure the preservation of
their quality and fitness for the work. If required by the Engineer-in-charge, the materials shall
be stored under cover and suitably painted for the protection against weather condition. Any
material, which has deteriorated or has been damaged shall be removed from site and replaced
by new members, as directed by the Engineer-in-charge at no extra cost and time.
A. The steel to be used in fabrication shall be stored in a separate stack clear of the ground
section wise and lengthwise.
B. The storage area shall be kept clean and properly drained. Structural steel shall be so stored
and handled in such a manner that members are not subjected to excessive stresses and damage.
Girders and beams shall be placed in upright position. Long members shall be supported on
closely spaced skids to avoid unacceptable deflection.
C. The Contractor shall have a suitable project storage yard at his own premises for storing the
fabricated steel structures and other materials. The yard shall have proper facilities such as
drainage and lighting including access for cranes, trailers and other heavy equipments.
D. All Project / field connection materials, project paints etc. shall be stored on racks and
platforms, off the ground in a properly covered building by the contractor.
STRUCTURAL STEELWORK SPECIFICATION FOR WELDED STRUCTURE
General
Scope of Specification
This Specification covers the supply, fabrication transportation and erection at Site of welded
structural steelwork, including the supply of approved consumables, electrodes, wires and other
materials required for fabrication and field connections of all structural steelwork covered
under the scope of the Specification. The shear connectors studs (if specified) in the drawing
shall also be welded in the project.
Execution
Workmanship

All workmanship shall be in accordance with the best practices in modern structural projects.
Greatest accuracy shall be maintained in the manufacture of every part of the work and similar
parts shall be strictly interchangeable. The contractor shall not proceed with any welding until
the Engineer-in-charge has approved his welding plan, which shall include.
- All information ‘s on welding procedures, equipment, additives and preheating during
welding operation.
- Details of nondestructive testing methods
- Precautions with regard to welding shrinkage
- Possible treatment of completed welds by grinding
- Procedure and programme of welding sequence
Templates
Templates used throughout the work shall be of steel. In cases where actual materials have
been used as templates for drilling similar pieces, the Engineer-in-charge shall decide whether
such materials are fit to be used as parts of the finished structure.
Straightening
All materials shall be straight and free from twists, and if necessary, before being worked, shall
be straightened and/or flattened by pressure, unless required to be of curvilinear form.
Clearance
The clearance between fraying surface of bolted connections shall not be greater than 1mm at
each end. If separation is between 1 to 3mm, the surface should be tapered to eliminate the
separation. Separation of 3mm or more shall be filled with filler plates / washers. Such
situations may be avoided and if situations are more, the correction may be carried out by the
contractor as per the direction of the Engineer-in -charge.
Shearing, Cutting and Planning Cutting shall be done automatically. Cutting by shearing
machine may be used for plates not exceeding 10 mm in thickness provided that the plate edges
be fully enclosed in a weld. For Plates above 10mm, CNC plasma cutting shall be used provided
a smooth and regular surface free from cracks and notches is secured.
1. Chipping of edges of plates, wherever necessary, shall be done without damaging the parent
metal. Chipped edges shall be ground to a neat finish and sharp corners and hammered rough
faces shall be rounded off.
2. The edges and ends of all cut/sheared plates shall be plained/ground. Edge preparation for
welding may be done by machine controlled flame cutting, with edges free from burrs should
be clean and straight.
3. The butting surfaces at all joints of girders shall be planed so as to butt in close contact
throughout the finished joint.
Assembly
1. All parts assembled for welding shall be in as close contact as practicable over the whole
surface.
2 The component parts shall be so assembled that they are neither twisted nor otherwise
damaged. Specified cambers, if any, shall be provided.
3. All parts of bolted and welded members shall be held firmly in position by means of jigs or
clamps while bolting or welding. No drifting of holes shall be permitted, except to draw the
parts together and no drift used shall be larger than the nominal diameter of the bolt. Drifting
done during assembling shall not distort the metal or enlarge the holes.
4. Trial assemblies shall be carried out at the fabrication stage to ensure trial assemblies,
accuracy of workmanship. These checks shall be witnessed by the Engineer-in-charge and such
trial assemblies shall be at the cost of the Contractor. Nothing extra is to be paid for.

Welding
General
The welding shall conform to code, IS: 816 and IS: 9595 and other applicable codes and
standards, unless otherwise specified. As much work as possible shall be welded in projects
and the layout and sequence of operations shall be so arranged as to eliminate distortion and
shrinkage stresses
Electrodes/Wires / Flux
All electrodes/ wires / flux shall be kept under dry conditions. Any electrode / wires /flux
damaged by moisture shall not be used unless it is guaranteed by the manufacturer that, when
it is properly dried, there will be no detrimental effect. Any electrode, which has part of its flux
coating broken away or is otherwise damaged, shall be rejected. Any electrode /wires/ flux
older than six (6) months from the date of manufacture shall not be used. Batch certificates for
electrodes/ wires /flux shall be submitted by the Contractor.
Preparation of Joints
1. The edges shall be prepared, with an automatically controlled flame cutting torch, correctly
to the shape, size and dimensions of the groove, prescribed in the design and fabrication
drawings. In case of U-groove joints, the edges shall be prepared with an automatic false cutting
torch in two phases, following a bevel out with a gouging pass, or by machining.
2. The welding surfaces shall be smooth, uniform and free from fins, tears, notches or any other
defects, which may adversely affect welding, and shall be free of loose scale, slag, rust, grease,
paint, moisture or any other foreign material.
Welding Procedure
1. All welding procedures shall be submitted to the Engineer-in-charge for approval, well
before starting fabrication.
2. The welding procedures shall be arranged by the Contractor to suit the details of the joints,
as indicated in the drawings, and the position at which welding has to be carried out. Welding
procedure shall cover the following:
a. Type and size of electrodes b. Current and (for automatic submerged arc welding) arc voltage
c. Length of run per electrode; or (for automatic welding) speed of travel
d. Number and arrangement of runs in multi run welds
e. Position of welding

f. Preparation and set-up of parts g. Welding sequence h. Pre or post heating i. Any other
relevant information.
3. The welding procedures shall be so arranged that distortion and shrinkage stresses are
reduced to the minimum.
4 Any weld found defective shall be removed, by using either chipping hammer or gouging
torch, in such a manner that parent material is not injured in any way.
5. Welding shall not be carried out when temperature is below 10 degrees Celsius or surface is
wet or during periods of strong winds unless the work and the welder is adequately protected.
Fusion Faces and Surrounding Surfaces
1. Fusion faces and the surrounding surfaces within 50mm of the welds shall be free from all
mill scale and free from oil, paint or any substance which might affect the quality of the welds
or impede the quality/progress of welding. These shall be free from irregularities, which would
interfere with the deposition of the specified size of weld or be the cause of defects.

2. All mill scale within 50mm of welds shall be removed prior to welding, either by pickling
followed by thorough power wire brushing, or by other approved methods.
3 If preparation or cutting of the fusion faces is necessary, the same shall be carried out by
shearing, chipping, gas cutting or flame gouging.
4 Where hand gas cutting or hand gouging is employed, the blowpipe or gouging blowpipe
shall be properly guided.

Assembly for Welding


Parts to be welded shall be properly assembled and held firmly in position by means of jigs and
clamps prior to and during welding.
Plate Construction Automatic metal arc welding shall be employed for fabrication of all
members. Metal Inert gas welding may be done for short length where access to the location
of the weld does not permit metal arc welding subject to approval of Engineer-in-charge.
Accuracy of Fit-Up
Parts to be fillet welded shall be brought into as close contact as practicable, and the gap due
to faulty workmanship or incorrect fit-up shall not exceed 1.5mm. If greater separation occurs
at any position, the size of fillet weld shall be increased at such positions by the amount of the
gap.
Jigs and Manipulators
Jigs and manipulators shall be used, where practicable, and shall be designed to facilitate
welding and to ensure that all welds are easily accessible to the operators.
Ends of Butt Welded Joints
The ends of butt joints shall be welded so as to provide full throat thickness. This may be done
by the use of extension pieces, cross-runs or other approved means.

Weld Face and Reinforcement of Butt welds


The weld face shall, at all places, be deposited projecting the surface of the parent metal. Where
a flush surface is required, the surplus metal shall be dressed off.

Testing of Butt Welds


Butt-welded joints are to be 25% radio graphically tested (or Phased Array Ultrasonic Testing)
by the Contractor at his own cost in the presence of the engineer in charge or his authorized
representative, if desired by the engineer in charge. If such tests indicate the joints to be
defective, the cost of rectification of defective welds shall also be borne by the Contractor. The
agency for testing of welds shall be specified for approval by engineer-in-charge.

Minimum Leg Length & Throat Thickness in Fillet Welds


The minimum leg length of a fillet weld as deposited shall be not less than the specified size
as per codal provisions. In no case shall a concave weld be deposited, unless specifically
permitted. Where permitted, the leg length shall be increased above that specified length, so
that the resultant throat thickness is as great as would have been obtained by the deposition of
a flat-faced weld of the specified leg length.

Dislodging After making each run of welding, all slag shall be thoroughly removed and the
surface cleaned.

Quality of Welds
The weld metal, as deposited (including tack welds), shall be free from-cracks, slag inclusions,
porosity, cavities and other deposition faults. The weld metal shall be properly fused with the
parent metal without under cutting or overlapping at the toes of the weld. The surface of the
weld shall have a uniform consistent contour and regular appearance.

Weather Conditions
Welding shall not be done under weather conditions, which might adversely affect the
efficiency of welding.

Qualification and Testing of Welders


The Contractor shall satisfy the Engineer-in-charge that the welders are suitable for the work
for which they will be employed, and shall produce evidence to the effect that welders, have
satisfactorily completed appropriate tests, as described in IS:817 Part I. The Engineer-in-charge
may, at his own discretion, order periodic tests of the welders and/or of the welds produced by
them. Such tests shall be at the expense of the Contractor.

Supervision
The Contractor shall employ competent welding supervisors to ensure that the standard of
workmanship and the quality of the materials comply with the requirements laid down in this
document.

Machining of Butts and Bases


Splices and butt joints of compression members, depending on contact for stress transmission,
shall be accurately machined over the whole section. In column bases, the ends of shafts together
with the attached gussets, angles, channels etc., after bolting and/or welding together as the case
may be, shall be accurately machined so that the parts connected butt over the entire surface of
contact. Care shall be taken that connecting angles or channels are fixed with such accuracy that
they are not reduced in thickness by machining by more than 0.8mm.
Requirement of Welded Joints
Apart from the requirements of welding specified under the above sub clauses, sections above,
the Contractor shall ensure the following requirements in the welded joints.
i) Strength-quality with parent metal.
ii) Absence of defects
iii) Corrosion resistance of the weld shall not be less than that of parent material in an
aggressive environment.

Erection Marking
1. Each fabricated member, whether assembled prior to dispatch or not so assembled, shall bear
an erection mark, which will help to identify the member and its position in respect of the whole
structure, to facilitate re-erection at site.
2. These erection marks shall be suitably incorporated in the project detail and erection drawings.

FIELD INSPECTIONS
STRUCTURAL STEEL WORK - QUALITY CONTROL & TESTING REQUIREMENTS

General
Scope of Specification
The scope of work of these specifications is to establish the norms for ensuring the required
Quality Control through established testing norms of the welded structural steelwork by
Engineer-in-charge.
Codes / Standards
Tests and Standards of Acceptance:
The materials shall be tested in accordance with relevant IS specifications and necessary test
certificates shall be furnished. The cost of these tests shall be borne by the contractor.
Additional tests if required by the engineer in charge shall be got carried out from the approved
testing laboratory. The cost of such additional tests shall be borne by the contractor if the test
indicates failure and shall be borne by the department if the test indicates all satisfactory results.
The fabrication, furnishing, erecting and painting of structural steel work shall be in accordance
with these specifications.
Submittals
The Contractor shall submit the following:
1 Proposed overall schedule for documentation of project drawings, plan/procedures and
records, procurement of materials from approved suppliers, submission of procedure of
fabrication and erection.
2 The contractor shall himself inspect all materials and project work to satisfy the specified
tolerance limits and Quality norms before the same are inspected by Engineer-in-charge or his
authorized representative.

TECHNICAL SPECIFICATION FOR PLUMBING WORKS

All vitreous sanitary appliances (Vitreous China) shall conform to IS 2556 (Part-I) general
requirements.
1 Flushing Cisterns
The flushing cisterns shall be automatic or manually operated high level or low level as
specified, for water closets and urinals. A high level cistern is intended to operate with
minimum height of 125 cm and a low level cistern with a maximum height of 30 cm between
the top of the pan and the under side of the cistern.
Cisterns shall be of following type (i) Vitreous China (IS 774) for Flushing type (ii) Automatic
Flushing Cistern (IS 2326) and (iii) Plastic cisterns (IS 7231).
1.1 Vitreous Chine Cisterns: The thickness of the body including cover shall be not less than
6 mm for vitreous China cisterns. The outlet of each syphon or stand pipe shall be securely
connected to the cistern by means of lock nut. The cistern shall be free from manufacturing
faults and other defects affecting their utility. All working parts shall be designed to operate
smoothly and efficiently. Cistern shall be mosquito proof. A cistern shall be considered
mosquito proof only if there is no clearance anywhere which would permit a 1.6 mm wire to
pass through in the permanent position of the cistern i.e. in the flushing position or filling
position.
The breadth of a low level cistern, from front to back shall be such that the cover or seat, or
both, of water closet pan shall come to rest in a stable position when raised. The cistern shall
be supported on two cast iron brackets of size as approved by the Engineer-in- Charge and
embedded in cement concrete 1:2:4 block 100 x 75 x 150 mm. These shall be properly protected
by suitable impervious paint. Alternatively, the cisterns shall have two holes in the back side
above the overflow level for screwing into the wall, supplemented by two cast iron wall
supports. A 5 liters cistern, however, may be supported by larger brackets cast on the body of
the cistern. The cistern shall have a removable cover which shall fit closely on it and be secured
against displacement. In designs where the operating mechanism is attached to the cover this
may be made in two sections, but the section supporting the mechanism shall be securely bolted
or screwed to the body. The outlet fitting of each cistern shall be securely connected to the
cistern. The nominal internal diameter of cistern outlet shall be not less than 38 ± 1mm for low
level cisterns respectively The length of the outlet of the cistern shall be 37 ± 2 mm.
Ball valve shall be of screwed type 15 mm in diameter and shall conform to IS 1703. The float
shall be made of polyethylene as specified in IS 9762. (The design shall permit the cistern to
fill in rapidly and close effectively when the level of water reaches the working water level.)
In the case of manually operated cisterns the siphonic action of the flushing cistern shall be
capable of being rapidly brought into action by the operating lever, but shall not self siphon or
leak. When tested according to IS 774 the discharge rate shall be 10 ± 0.5 litre in 6 seconds and
5 ± 0.5 litre in 3 seconds for cisterns of capacities 10 litre and 5 litre respectively. The cisterns
shall be so designed that there is not appreciable variation in the force of flush during the
discharge of the required quantity of water. The cistern shall have a discharge capacity of 5 &
10 litres as specified. When required to give a full flush, they shall respectively discharge 5

litres and 10 litres with variation of ±0.5 litres The flush pipe shall be of (a) medium quality
galvanized iron having internal diameter of 38 ± 1 mm
for low level cistern. The flush pipe shall be of suitable length with bends etc. as required for
fixing it with front or back inlet W.C. Pan. (b) Polyethylene pipes low density conforming to
IS 3076 or high density (c) Unplasticised PVC pipes. For high density polyethylene and
unplasticised PVC pipes, the outside diameter of the pipes shall be 40 mm. When PVC
plumbing pipes are used the outside diameter of the pipe shall be 40 mm for high level cisterns
and 50 mm for low level cisterns.
In case of low level cistern the flush pipe shall be a vertical pipe 30 cm long and having a
nominal internal dia 38 ± 1 mm (except plastic flush pipes).
Over Flow Pipe
1.2
GI overflow pipe shall be of not less than 20 mm nominal bore and shall incorporate a
Non-corrodible mosquito proof brass cover having 1.25 mm dia perforation, screwed in a
manner which will permit it to be readily cleaned or renewed when necessary. No provision
shall be made whereby the overflow from the cistern shall discharge directly into the water
closet or soil pipe without being detected.
The invert of the overflow pipe in the case of high level and low level cisterns shall be 19 mm
minimum above the working water level. In case of overflow due to any reason water should
drain out through the over flow pipe and not through the siphon pipe.
1.3
The plastic overflow pipes shall be manufactured from high density polyethylene conforming
to IS 4984 or unplasticised P.V.C. conforming to IS 4985.
Inlet and Overflow Holes: The cistern shall be provided with inlet and overflow holes, situated
one at each end which shall be capable of accommodating an overflow pipe of not less than 20
mm nominal bore and a 15 mm size ball valve. The holes shall be cleanly cast or drilled and
the adjacent surfaces shall be smooth.
2 Sand Cast Iron or Centrifugally Cast (Spun) Iron Pipes and Fittings
Sand cast iron spigot and socket soil, waste and ventilating pipes, fittings and accessories shall
conform to IS 1729. Centrifugally cast (Spun) iron spigot and socket soil, waste and ventilating
pipes, fittings and accessories shall conform to IS 3989.
The fittings shall conform to the same I.S. specifications to which the pipe itself conforms in
which they are connected.
The pipes shall have spigot and socket ends, with head on spigot end in case of sand cast iron
pipes and without head on spigot end in case of cast iron (Spun) pipes. The pipes and fittings
shall be true to shape, smooth and cylindrical, their inner and outer surface being as nearly as
practicable concentric. They shall be sound and shall be free from cracks, taps, pinholes and
other imperfection sand shall be neatly dressed and carefully fettled. All pipes and fittings shall
ring clearly when struck with a light hand hammer.
The ends of pipes and fittings shall be reasonably square to their axis. The sand cast iron pipes
shall be 1.5/1.8/2.0 metre in length including socket ends, cast iron (Spun) pipes shall be
1.5/1.75/2.0/2.5/3.0 metre in length excluding socket ends, unless shorter lengths are either
specified or required at junctions etc. The pipe and fittings shall be supplied without ears, unless
specified or directed otherwise.
All pipes and fittings shall be coated internally and externally with the same material at the
factory, the fitting being preheated prior to total immersion in a bath containing a uniformly

heated composition having a tar or other suitable base. The coating material shall have good
adherence and shall not scale off. In all instances where the coating material has tar or similar
base it shall be smooth and tenacious and hard enough not to flow when exposed to a
temperature of 77 degree centigrade but not so brittle at a temperature of 0 degree centigrade
as to chip off when scribed lightly with a pen knife. The standard weights and thicknesses of
pipes and their tolerances shall be as prescribed in Appendix A.
The thickness of fittings and their socket and spigot dimensions shall conform to the thickness
and dimensions specified for the corresponding sizes of straight pipes. The tolerance in weights
& thicknesses shall be the same as for straight pipes.
The access door fittings shall be designed so as to avoid dead spaces in which filth may
accumulate. Doors shall be provided with 3 mm rubber insertion packing and when closed and
bolted, these shall be water tight.
Sand Cast Iron Floor Trap or Nahani Trap
Sand cast Iron Floor trap or Nahani trap shall be ‗P‘ or ‗S‘ type with minimum 50 mm seal.
However, if the plumbing is in two pipe system and with a gully trap at the ground level the
minimum water seal shall be 35 mm. The traps shall be of self-cleansing design and shall have
exit of same size as that of waste pipe. These shall conform to IS 1729.
2.1 Sinks
Laboratory sinks and Kitchen sinks shall be of white glazed fire clay confirming to IS 771
(Part-2) with up to date amendments. The kitchen sink shall be of one piece construction with
or without rim but without overflow.
2.1.1 Stainless steel kitchen sink shall be of sizes as specified and shall be conforming to IS
13983
3 Urinals
3.1 Bowl Type Urinals : Urinal basins shall be of flat back or corner wall type lipped in front.
These shall be of white vitreous china conforming to IS 2556-(Part 6). The urinals shall of one
piece construction. Each urinal shall be provided with not less than two fixing holes of
minimum dia 6.5 mm on each side. Each urinal shall have an integral flushing rim of suitable
type and inlet or supply horn for connecting the flush pipe. The flushing rim and inlet shall be
of the self-draining type. It shall have a weep hole at the flushing inlet of the urinals.
At the bottom of the urinal an outlet horn for connecting to an outlet pipe shall be provided.
The exterior of the outlet horn shall not be glazed and the surface shall be provided with
grooves at right angles to the axis of the outlet to facilitate fixing to the outlet pipe. The inside
surface of the urinal shall be uniform and smooth throughout to ensure efficient flushing. The
bottom of pan shall have sufficient slope from the front towards the outlet such that there is
efficient draining.
3.2 Half Stall Urinals : They shall be of white vitreous China conforming to IS 2556 (Part 6).
They shall be of one piece construction with or without an integral flushing box rim and
provided with slots or alternative fixing arrangement at the flat back end. They shall be
provided with ridges where integral flushing rim is not provided in the sides of the interior of
the bowl, to divert the water towards the front line of the urinal where integral flushing box rim
is specified, water spreaders provided shall conform to IS 2556 Part-6. These shall be vitreous
China of one piece construction with integral flush inlet. The tolerance of ± 4 per cent may be
allowed on the dimensions specified.

3.3 Urinal Partition Slabs: Urinal Partition slabs shall be provided, as specified in the item of
work.
3.4 Squatting Plate Urinal : The plates shall be of white vitreous china conforming to IS 2556
(Part-1) and IS 2556 (Part-6) with internal flushing rim with front or side inlet. Squatting Plate
shall be of one piece construction. Each urinal shall have integral longitudinal flushing pipe of
suitable type which may be connected to flush pipe. These shall be 100 mm dia white glazed
vitreous china channel with stop and outlet piece in front.
3.5 Wash Basins
Wash basins shall be of white vitreous china conforming to IS 2556 (Part-I) and IS 2556 (Part-
4). Wash basins either of flat back or angle back as specified shall be of one-piece construction,
including a combined overflow. All internal angles shall be designed so as to facilitate cleaning.
Each basin shall have a rim on all sides, except sides in contact with the walls and shall have a
skirting at the back. Basins shall be provided with single or double tap holes as specified. The
tap holes shall be 28 mm square or 30 mm round or 25 mm round for pop up hole. A suitable
tap hole button shall be supplied if one tap hole is not required in installation. Each basin shall
have circular waste hole to which the interior of basin shall drain. The waste hole shall be either
rebated or beveled internally with dia meter of 65 mm at top. Each basin shall be provided with
a non-ferrous 32 mm waste fitting.
Stud slots to receive the brackets on the underside of the wash basin shall be suitable for a
bracket with stud not exceeding 13 mm diameter, 5 mm high and 305 mm from the back of
basin to the centre of the stud. The stud slots shall be of depth sufficient to take 5 mm stud.
Every basin shall have an integral soap holder recess or recesses, which shall fully drain into
the bowl. A slot type of overflow having an area of not less than 5 sq. cm, shall be provided
and shall be so designed as to facilitate cleaning of the overflow.
Where oval shape or round shape wash basins are required to be fixed these shall be fixed
preferably in RCC platform with local available stone topping either fully sunk in stone top or
top flush with the stone topping as directed by Engineer-in-Charge.
The wash basins shall be one of the following patterns and sizes as specified
(a) Flat back: 660 x 460 mm (Surgeon’s asin)
630 × 450 mm
550 × 400 mm
450 × 300 mm
(b) Angle back: 600 × 480 mm
400 × 400 mm
White glazed pedestals for wash basins, where specified shall be provided. The quality of the
glazing of the pedestal shall be exactly the same as that of the basin along with which it is to
be installed. It shall be completely recessed at the back to accommodate supply and waste pipes
and fittings. It shall be capable of supporting the basin rigidly and adequately and shall be so
designed as to make the height from the floor to top of the rim of basin 75 to 80 cm. All the
waste fittings shall be brass chromium plated, or as specified
3.6 Waste Fittings for Wash Basins and Sinks
The waste fittings shall be of nickel chromium plated brass, with thickness of plating not less
than service grade 2 of IS 4827 which is capable of receiving polish and will not easily scale
off. The fitting shall conform in all respect to IS 2963 and shall be sound, free from laps, blow
holes and fittings and other manufacturing defects. External and internal surfaces shall be clean
and smooth.

They shall be neatly dressed and be truly machined so that the nut smoothly moves on the body.
Waste fitting for wash basins shall be of nominal size of 32 mm. Waste fittings for sinks shall
be of nominal size 50 mm.
3.7 Water Closet
3.7.1 Squatting Pans : Squatting pans shall be of white vitreous china conforming to IS 2556
Part-I for General Requirements and relevant IS codes for each pattern as described below:
(i) Long pattern-conforming to IS 2556 (Part-3).
(ii) Orissa pattern-conforming to IS 2556 (Part-3).
(iii) Integrated type conforming to IS 2556 (Part-14).
3.7.2 Wash Down Type (European Type W.C.): Water closets shall be of white vitreous china
conforming to IS 2556 (Part-1) and 2556 (Part-2), as specified and shall be of ―Wash down
type‖. The closets shall be either of the two patterns (Pattern I & Pattern II) and sizes as shown
in Fig. 17.22 & 17.23 as specified. The closets shall be of one-piece construction. Each water
closet shall have not less than two holes having a minimum diameter of 6.5 mm for fixing to
floor and shall have an integral flushing rim of suitable type. It shall also have an inlet or supply
horn for connecting the flushing pipe, the flushing rim may be boxed or open type. In the case
of box rims adequate number of holes, on each side together with a slot opposite the inlet shall
be provided. The flushing rim and inlet shall be of the self-draining type. The water closet shall
have a weep hole at the flushing inlet. Each water closet shall have an integral trap with either
S or P outlet with at least 50 mm water seal. For P trap, the slope of the outlet shall be 14 deg.
below the horizontal. Where required the water closet shall have an anti-siphonage 50 mm dia
vent horn on the outlet side of the trap with dimension conforming to those and on either right
or left hand or centre as specified set at an angle of 45 deg. and invert of vent hole not below
the central line of the outlet. The inside surface of water closets and traps shall be uniform and
smooth in order to enable an efficient flush. The serrated part of the outlet shall not be glazed
externally. The water closet, when sealed at the bottom of the trap in line with the back plate,
shall be capable of holding not less than 15 litres of water between the normal water level and
the highest possible water level of the water closet as installed.

General
Aluminium glazed doors / windows / ventilators shall be of specified sectional size, dimension
and profile as per drawings.
Materials
All Aluminium sections shall be extruded sections of INDAL aluminium alloy as per IS:733
and IS:1285.
Aluminium sections shall be anodized as per IS: 7088 to min, 25 microns. Glass used for
glazing shall be of following type in accordance with item description.
i. 5.5 mm thick wired glass conforming to IS 5437.
ii. 6.3 mm thick laminated safety glass conforming to IS 2553.
iii. 5.5 mm thick transparent sheet glass conforming to IS: 2853 (Wt. 7.2 kg/sq.m).

Workmanship
Frames shall be square and flat, the corner of the frame being fabricated to true right angles.
Details of construction of frames, shutters etc., shall be as per drawings.
Side hung window shutters shall either be fixed to the frame with pivots, or aluminium alloy
hinges. For fixing the hinges, slots shall be cut in the fixed frames and the hinges inserted inside
may be riveted to the frame. The hinges shall normally be of the projecting type conforming to
IS designation A -5-M of IS –617, IS 733. In which case peg stay of 300 mm long complete
with locking bracket and conforming to IS codes same as for hinges shall be provided. Friction
hinges may also be provided in which case peg stays are not required.
The handles for side hung shutters shall be of cast aluminium conforming to IS designation A-
5-M of IS 617 and shall be mounted on a handle plate riveted to the opening frames. The handle
shall have anodized finish with minimum anodic film thickness of 25 micron of Electro colour
finish. The handle shall have a two point nose which shall engage with an aluminium striking
plate on the fixed frame. The striking plate shall be finished in the same manner as for the
handle.
In case of top hung shutters, aluminium alloy cast hinges and peg stays (same as per side hung
shutters) shall be provided. Centre hung shutters shall be hung on the two pairs of cup pivots

of aluminium alloy of IS designation NS – 4 of IS 737 and IS designation A-5-M of IS 617 or
chromium / cadmium plated brass / bronze cup pivots riveted to the outer and inner frames to
permit to swing through an angle of 850. Cast aluminium (conforming to IS designation A-5-
M of IS 617) or chromium / cadmium plated bronze spring catches shall be fitted in the centre
of the top bar of the shutter. The spring catch shall be secured to the frame by screwing / riveting
to the frame and shall close into and aluminium catch plate riveted / welded to the outside of
the outer shutter frame bar. Aluminium or cadmium plated brass chord pulley wheel in an
aluminium bracket shall be fitted at the sill of the shutter with Aluminium or galvanized /
cadmium plated steel screws. The door shutters shall be fitted with pivots as specified. The
handle for doors shall be of aluminium and as per design. The door shutters shall be provided
with locking device, floor spring, O/H door closer and any other hardware’s, specified in item.

TECHNICAL SPECIFICATION FOR BRICKS MASONARY

SCOPE:-
The Contractor shall provide all labour, materials, scaffolding operations, equipment and
incidentals necessary required for the completion of all brickwork called for in the drawings
and documents and that which is fairly intended for smooth completion of the work.
BRICKS (CLASS A):-
The bricks shall be well burnt locally available from good brick earth and shall be of uniform
size (9”x 4.5”x3”) confirming to IS 2212 : 1991 unless otherwise specified They shall be of
uniform deep red, cherry or copper colour, thoroughly well burnt without being verified and
regular in shapes.
MORTARS:-
All brick work shall laid with specified mortar of good workable consistency.
SOAKING OF BRICKS:-
All bricks required for masonry in cement or composite lime mortars shall be thoroughly
soaked in clean water for at least one hour in advance of sufficient quantity size for immediate
use. The cessation of bubbles when the bricks are immersed in water is an indication of
thorough soaking of bricks.
LAYING:-
a) Bricks shall be laid in English bond, unless otherwise specified. Half or cut bricks shall not
be used except where necessary to complete the bond. Closers in such cases shall be cut to the
required size and used near the ends of the walls.
b) The walls shall be taken up truly plumb. All courses shall be laid truly horizontal and all
vertical joints join shall be truly vertical. Vertical joints in alternate courses shall come directly
one over the other. The thickness of brick courses shall be kept uniform and for this purpose
straight edge with graduations showing the thickness of each brick course including joint shall
be used. Bricks shall be laid with frogs upwards.
c) The walls of a structure shall be carried up regularly and nearly at one level and no portion
of the work shall be left more than 3 ft. below the rest of the work. Where this is not possible
the work shall be raked back according to bond (and not left toothed) at an angle not exceeding
45°
d) All iron fixtures pipes, outlets of water, holdfasts of doors and windows, etc., which are
required to be built in walls, shall be embedded in cement mortar or in cement concrete as
specified, in their correct positions as the work proceeds. Nothing extra shall be paid for such
extra cement mortar or of the nature stated above.
JOINTS:-
Bricks shall be so laid that all joints are quite full of mortar. The thickness of the bed joints
shall in no case exceed 3/8”, unless otherwise specified. The face of joints shall be raked to a
minimum depth of 0.5” by raking tool daily during the progress of work when the mortar is
still green, so as to provide proper key for the plaster or pointing to be done. Where plastering
or pointing is not required to be done, the joints shall be struck flush and finished at the time
of laying. The face of brick work shall be cleaned daily and all mortar droppings removed.

BRICK-IN-EDGE COPING
The top course of all plinths, parapets, steps and tops of walls below R C.C. slabs or beams
shall be laid with brick on edge, unless otherwise specified Proper care shall be taken that the
bricks forming the top corners and ends of walls shall be properly radiate and keyed in to
position.
CURING:-
Green Work shall be protected from rain by suitable covering Brick Masonry with cement or
composite mortar shall be kept constantly moist on all faces for a minimum period of 7 (Seven)
days. In case of fat lime mortar, curing shall commence two days after the laying of masonry
and shall continue for 7 (seven) days
SCAFFOLDING:
Double scaffolding having two sets of vertical supports shall be provided The supports shall
be sound and strong Tied together with horizontal pieces over which the scaffolding planks
shall be fixed. In building up to two stories, single scaffolding shall be allowed In this case, the
inner end of the horizontal scaffolding pole shall rest in a hole provided in the header course
only. Only one header or each pole shall be left out. The holds left in masonry work for
supporting the scaffoldings shall be filled and made good, before plastering. The Contractor
shall be responsible for providing and maintaining sufficiently strong scaffolding so as to
withstand all loads likely to come upon it.
HALF BRICK AND THREE INCH THICK MASONRY:-
The work shall be done exactly similar to the specification ‘BRICK WORK’ except that all
courses shall be laid with stretchers. Cement Mortar 1:4 (1 cement: 4 sand) shall be used unless
otherwise specified in the description of the item. The description of the item shall mention
whether or not, reinforcement is to be provided, when the brick work is to be reinforced, hoop
iron band 1” x 1/16” (2.5 cm x 1.6. mm) shall be embedded in the cement mortar at every
fourth course or as described in the description of the item. The hoop iron shall be hooked
(given a double lap) with minimum of 9” hooks at all angles and junctions. At either end of the
wall, 2” (5c.m.) lengths of the hoops shall be bent up or down so as to take a firm grip of the

TECHNICAL SPECIFICATION FOR CAST – IN – SITU REINFORCED
CEMENT CONCRETE
1. DESCRIPTION
This section covers the requirements for finishing of cement concrete, proportioning, batching,
mixing, testing, placing, compacting, finishing, jointing, curing and all other work as required
for cast in place reinforced concrete. The contractor shall provide all the materials including
cement, steel, labour, equipment, ‘form work’, scaffolding etc., required for completion of all
reinforced concrete works as per drawing s and documents. Cement concrete shall be composed
of cement, fine aggregate, coarse aggregate, water, with or without admixture as approved,
proportioned and mixed as specified herein.

PART— I
The following clauses are intended to amplify the requirements of the reference document listed
above and the contractor shall comply with these clauses.

3. SUBMITTALS
Material Report
Prior to start of delivery of materials required, the following shall be submitted by the
contractor to the Consultant / Project-in-charge for approval Suppliers and / or sources of all
consumable materials including cement, steel, fine and coarse aggregates, water additives,
bricks and timber etc. Quality Inspection Plan to ensure continuing quality control of
ingredients by periodic sampling, testing and reporting to the Consultant on the quality of
materials being supplied.

4. PLANT AND EQUIPMENT
The contractor shall submit the following to the Consultant well in advance.The proposed
program, methods and details of plant and Equipment for be used to testing of ingredients and
concrete samples. The proposed programme methods and details of plant & equipment to be
used for concrete work.
5. REPORTS FOR INSPECTION AND TESTING

During concreting operations, the contractor shall conduct inspection and testing as described
under the list of mandatory tests in this volume and all reports thereon shall be submitted in
summary form to the Consultant / Project-in-charge.
6. SCHEDULES
Before commencement of the work the contractor shall prepare working schedules of
concreting giving dates and rate of pour for each item of work and submit the same to the
Consultant / Project-in-charge for their approval.
7. MATERIALS

Before bringing to the site, all materials for cement concrete shall be approved by the
Consultant / Project- in charge. All approved samples shall be deposited in the office of the
Consultant / Engineer- in charge before placing orders for the materials with suppliers The
materials brought on to the work shall conform in every respect to their approved samples.
Fresh samples shall be deposited with the Consultant / Project-in-charge whenever type or
source of any material changes The contractor shall check each fresh consignment of materials
as it is brought on to the works to ensure that they conform to the specification and / or approved
samples.
The Consultant / Project-in-charge shall have the option to have any of the materials tested to
find whether they are in accordance with specifications at the contractor ‘s expense. All bills
vouchers and test certificates which in the opinion of the Consultant / Project-in-charge are
necessary to convince him as to the quality of materials or their suitability shall be produced
for his inspection when required.
Any materials which have not been found to the specification and not approved by the
Consultant / Project in- charge shall be rejected forthwith and shall be removed from the site
by the Contractor’s at his own cost within the time stipulated by the Consultant / Project-in-
charge. The Consultant / Project-in-charge shall have the powers to cause the contractors to
purchase and use materials from any particular source, as may in their opinion be necessary for
the proper execution of work.
CEMENT
Cement shall be provided by the Contractor. On the following types of cement as specified
shall be used
a. Ordinary Portland Cement 43 grade confirming to BIS 8112-1987
b. Ordinary Portland Cement 53 grade confirming to BIS 12269-1987
Cement at site shall be stored in dry weather proof go-downs (or shed) built by the Contractor
at his own costs in stacks which are not higher than 10 bags. The cement go-down shall be
constructed as per HPPWD specifications. The contractor shall conduct all necessary tests as
specified in the IS, at his own cost to ascertain himself on quality of the material.

AGGREGATES
a) Aggregates from natural sources shall be in accordance with IS:383. The contractor shall
submit to the Consultant / Project-in-charge certificates of grading and compliance from the
suppliers for all consignments of aggregate. In addition at site from time to time, the contractor
shall test the aggregates in accordance with IS: 2386 parts I, II, III and IV. The contractor shall
allow for and provide all necessary apparatus for carrying out each test and for supplying test
records to the Consultant.
b) For fair faced concrete, the contractor shall ensure that aggregates are free from iron pyrites
and impurities which may cause discoloration.
c) The fine aggregates shall be river sand, stone dust or other approved sand. It shall be free
from clay, loam, earth or vegetables matter and from salt or other harmful chemical impurities
It shall be dean sharp, strong angular and composed of hard siliceous material.
8. ADMIXTURES AND ADDITIVES
Chemical admixtures are not to be used until permitted by the Consultant/Project-in-charge in
case their use is permitted, the type, amount and method of use of any admixture proposed by
the contractor shall be submitted to the Consultant for approval The contractor shall further
provide the following information concerning each admixture to the Consultant/Project-in-
charge.
a) Normal dosage and detrimental effects, if any, of under dosage and over dosage.
b) The chemical names of the main ingredients in the admixture.
c) The chloride ion content, if any, expressed as a percentage by weight of admixture.
d) Whether or not the admixture leads to the entertainment of air when used in the
manufacturer’s recommended dosage.
e) Where two or more admixtures are proposed to be used in any one mix, the manufacturer’s
written confirmation of their compatibility.
In reinforced concrete, the chloride ion of any admixture as determined in accordance with IS:
6925 and the total chloride ion in all admixtures used in concrete mix shall not exceed 0.30n
percent by weight of cement.
The admixtures when used shall conform to IS: 9103. The suitability of all admixtures shall be
verified by trial mixes.
The addition of calcium chloride to concrete containing embedded metal will not be permitted
under any circumstances.
Regarding admixtures when used shall be based on lingo-sulphonates with due consideration
to clause 5.2 and 5.30 of IS: 7861.
Waterproofing admixtures shall comply with IS: 2645.

9. GRADES OF CONCRETE

The grades of concrete shall be in accordance with the following table. The grade of concrete
to be used in each section of work will be shown in the drawings or in the Bill of Quantities.
Unless otherwise specified in the drawings, the maximum nominal size of coarse aggregates
for different grades of concrete shall be as under:
All mix design grades viz., M10, M15, M20, M25, M30 etc., shall be designed and have a
minimum cement content as follows:

Minimum content of cement remaining unchanged, as specified above for each type of concrete
mix, the proportion and quantities of local sand and aggregate are to be worked out and
determined in the field/laboratory as per Road Research Note No.4, Department of Scientific
and Industrial Research, United Kingdom for design of concrete mixes or as per ACI 613 with
the approval of the Engineer. Any change in the source of aggregates will require the re-
designing of the concrete mix for the Engineer's approval.

10. MIX DESIGN

At the commencement of the contract, the Contractor shall make preliminary tests to determine
the proportions by weight of cement, fine aggregates, coarse aggregates and water necessary
to produce required grades of concrete. The mix proportions shall be selected to ensure that
workability of the fresh concrete is suitable for the conditions of handling and placing and
when concrete hardens, it shall have the required strength, durability and surface finish. The
Contractor shall get approval of the Engineer to such proportions before start of concreting.
However, such approval shall not relieve the Contractor of his responsibility to produce
concrete having compressive strengths as laid down in the foregoing table. The contractor shall
get the mix design approved from the competent authority such as NIT IIT as and when the
need arises.
No departure from the approved proportions will be permitted during the works unless and
until the Engineer gives written authorization for any change in proportion. The Engineer shall
have authority at any time to check whether the mixing of concrete is being carried out
according to the approved proportions.
For the major and important RC works and for all special works, the design of mixes shall be
made by the Contractor at his own cost, for each grade of concrete as well as for various
workability. The design of mixes shall be made according to relevant I.S. codes or to approved
standard methods. The concrete made by designing the mix is termed hereinafter as "Design
Mix Concrete".
11. WATER/CEMENT RATIO
Where a particular water/cement ratio is stipulated in the design or drawing along with the
characteristic grade of concrete, the design of mix shall be carried out by adjusting the other
variable factors to obtain characteristic strength of concrete with stipulated water/cement ratio.
In the structures where the im permeability and shrinkage of concrete have an important
bearing on the durability and serviceability of the structures, such as water retaining structures,
basements, underground premises, tunnels, pump houses, exposed structures near sea side or
deserts, pre-stressed structure, thin precast members etc., the water/cement ratio shall be kept
low and preferably not exceeding 0.45.

The water cement ratio as achieved in the mix design or as specified in the drawings shall be
adhered to strictly and shall not be varied without the permission of the Engineer.

12. WORKABILITY
The workability of fresh concrete shall be such that the concrete is just suitable for the
conditions of handling and placing so that after compaction, it becomes completely consistent
and homogeneously surrounds all the reinforcement and completely fills the formwork.
The workability of fresh concrete at the place of batching/mixing shall be measured by
compacting factor test and at the place of disposition by means of slump test. During the
finalization of trial mixes, the relationship between compacting factor and slump test shall be
established for each grade of concrete as well as for various levels for workability.
Normally, in the condition of low water cement ratio as well as for medium/high workability,
the workability shall be achieved by increasing the cement content.
In cases where the cement content is to be limited to reduce the heat of hydration, and the water
/ cement ratio is also to be kept low to reduce the permeability or due to other requirements the
desired workability may be achieved with the use of limited doses of plasticizer or air
entraining agent. In such cases, the method of mixing and dosage of the plasticiser / air
entraining agent shall be according to the manufacturer's specification and with the approval
of the Engineer.
Consistency and workability of concrete shall be checked by measuring the slump of a
truncated cone of concrete straight from the mixer under normal working conditions. The
conical mould shall be of metal, 300 mm high and 100 mm and 200 mm in diameter at top and
base respectively.

13. TESTS
The Engineer, if he so desires, may order tests to be carried out on cement, sand, coarse
aggregate, water in accordance with the relevant Indian Standards.
Tests on cement shall include
1. Fineness test
2. Test for normal consistency
3. Test for setting time
4. Test for soundness
5. Test for tensile strength
6. Test for compressive strength
7. Test for heat of hydration (by experiment and by calculation) in accordance with IS:269.
Tests on sand shall include
1. Sieve test.
2. Test for organic impurities.
3. Decantation test for determining clay and silt content.
4. Specific gravity test.
5. Test for unit weight and bulkage factor.
6. Test for sieve analysis and fineness modulus.
Tests on coarse aggregates shall include
1. Sieve analysis.

2. Specific gravity and unit weight of dry, loose and rodded aggregate.
3. Soundness and alkali aggregate reactivity.
4. Petrographic examination.
5. Deleterious materials and organic impurities.
6. Test for aggregate crushing value.
Any or all these tests would normally be ordered to be carried out only if the Engineer feels the
materials are not in accordance with the specifications or if the specified concrete strengths are
not obtained and shall be performed by the Contractor at an approved test laboratory at the cost
of the Contractor. If the work cubes do not give the stipulated strengths, the Engineer reserves
the right to ask the Contractor to dismantle such portions of the work which, in his opinion, are
unacceptable and re-do the work to standards stipulated, at the Contractor's cost. The
acceptance criteria of concrete on strength requirement shall be in accordance with the
stipulations under clause 15 of IS:456 The unit rate for concrete shall be all inclusive, including
making preliminary mix design and test cubes works, cubes, testing them as per specification,
slump tests, optional tests etc.

14. SPECIFICATIONS FOR STEEL REINFORCEMENT

This section covers the requirements for fabricating, delivering and placing of steel
reinforcement in position for casting all types of concrete work

SUBMITALS
BAR BENDING SCHEDULE
The Contractor shall prepare Bar Bending Schedule for reinforcement before fabrication
MATERIALS
STEEL REINFORCEMENT
Steel reinforcement to be procured by the Contractor for works shall be either of the following
types:-
(a) Mild steel of Grade 1 tested quality conforming to IS: 432-Part-
(b) 3370 Code of practice for concrete structures for (Part I to IV) the storage of liquids
(c) High yield strength cold worked deformed steel bars of tested quality conforming to IS:
1786 or hot rolled high tensile deformed steel bars of tested quality conforming to IS: 1139.
(d) Hard drawn steel fabric conforming to IS: 1566.

(e) Where galvanized reinforcement is specified in the drawings, the bars or mesh shall be hot-
dip galvanized after bending generally in accordance with IS: 2629 and IS: 4759. Galvanized
reinforcement shall be coated with a layer of zinc noBwhere less than 0.05 mm in thickness.
All reinforcement shall be stored horizontally above ground level on supports, skids or other
approved supports, clear of any running or standing water. Contact with soil should be avoided.
Proper drainage and protection from the elements shall be provided to minimize corrosion.
Before steel reinforcement is placed in position, the surface of the reinforcement shall be
cleaned of rust, dust, grease and other objectionable substances. In order to confirm the quality
periodical tests as specified as the relevant IS shall be conducted by the contractor at his own
cost.
BINDING WIRE
Binding wire shall be black annealed steel wire conforming to IS: 280 and of minimum 18
gauge.
WELDING ELECTRODES
Electrodes used for welding of steel bars shall be of ordinary mild steel grade electrodes
conforming to IS: 814 and shall be of the best quality approved by Consultant/Project-in-
charge.

FABRICATION
Reinforcement steel shall be carefully and accurately cut, bent or formed to the dimensions and
configurations shown on the drawings and as per bar bending schedules approved by the
Consultant / Project-in- charge. All reinforcement shall be bent cold using appropriate pin size.
Bars may be preheated only on approval of the Consultant. Quenching shall not cool hot bars.
Bends shall be in accordance with IS: 2502.
It shall be ensured that the bars are not straightened in any manner that will injure the material.
Any bars incorrectly bent shall be used only if means for straightening and rebinding be such
as not to affect adversely the material. Reinforcement shall not be re-bent or straightened
without prior review by the Consultant. No reinforcement shall be placed in position on the
works without approval of the Consultant, whether or not it is partially embedded in hardened
concrete.
Reinforcement steel having a reduced section, visible transverse cracks in bends, or otherwise
damaged in anyway shall not be used.
Spiral reinforcement shall be accurately fabricated to the diameter and pitch shown on the
drawings. One and one half finishing turns shall be provided at both top and bottom unless
shown otherwise. Cut ends of galvanized rods shall be given a protective coat of an approved
zinc paint immediately after cutting.

LAPPING
As far as possible bars of maximum length available shall be used. All bars shall be in one
length unless otherwise shown on the drawings or agreed with the Consultant/Project-in-
charge.
Laps shown on the drawings or otherwise specified by the Consultant shall be based on the
used of bars of maximum length by the contractor. In case the Contractor wishes to use shorter
bars, laps shall be provided at the Contractor’s cost in the manner and locations approved by
the Consultant /Project-in-charge.
Not more than 1/3 rd of the bars or as specified in the drawings shall be lapped at one section.
Reinforcement bars shall not be welded unless shown on the drawings or instructed by the
Consultant / Project-in-charge.

PLACEMENT
All reinforcement shall be placed accurately and maintained in the position indicated on the
drawings. The contractor shall provide approved type of supports for maintaining the bars in
position and ensuring required spacing and correct cover of concrete to the reinforcement as
called for in drawings. Pre-cast cement concrete blocks of required shapes and size, MS. chairs
and spacers bars shall be used in order to ensure accurate positioning of reinforcement. Pre-
cast concrete blocks shall be cast well in advance and shall be at least equal
in quality to the class of concrete specified in the work.

TECHNICAL SPECIFICATION FOR ELECTRICAL FITTINGS

GENERAL:
The entire electrical installation shall be carried out in accordance with latest Indian Electricity
Code and relevant IS Standards up to date. The work shall also comply with all statutory
regulations of supply agencies, state inspection authorities and fire regulations.
Contractor shall be responsible for obtaining all necessary statutory approvals, clearances,
sanctions, drawing approvals and getting actual connections.
Definition of terms pertaining to all technical requirements as per IEC / IS: 732 -1989 shall
apply.
Contractor shall submit all necessary drawings for scrutiny and approval by Engineer /
Consultant prior to commencement of work. Contractor shall immediately bring out the
difficulties faced in execution of works to the notice of Engineer / owner / consultant.
All material, equipment, fittings used in the installation shall be of approved quality
conforming to relevant IS specifications.
On completion of works contractor shall carry out all necessary tests including but not limited
to pressure test, insulation resistance test, continuity of conductors and earth resistance and
functional tests along with commissioning checks to the satisfaction of Consultant / Engineer.
Contractor shall employ services of specialist agency for testing of substation equipment, H.
T. Cables & H. T. Joints, relays & for harmonic analysis.
Contractor shall furnish necessary test certificates as required by authorities and consultant.
List of standards relevant to the works is enclosed.
Installation of equipment shall include all necessary works and fixing accessories like
hardware, clamps, round blocks supports boxes etc. required for completing installation
satisfactorily.
Complete location/room wise technical and functional testing will be done for equipments &
installation before handing over and a consolidated acceptance test report shall be prepared by
contractor based on standard formats along with test certificates of bought out items,
certificates of testing carried out at site. All equipment & installation test will be done jointly
with representatives of client, consultant and signed jointly for the acceptance with remarks if
any.
MODE OF MEASUREMENT:
Excavations, refilling, reinstating, removing excess soil etc. in all types of strata except Hard
rock for laying cables, pipes and earthing conductor will not be measured separately and will
be included in respective items. Only excavation in hard rock will be measured separately.
Civil works like Brick / Concrete pedestals, foundations and coping for poles, earth pits and
chambers, chasing for conduits and making good chases up to wall level etc. shall be included
in respective items.
Cost of street light poles includes, cost of pole pit, pole foundation, coping, 2nos of 40mm dia.
GI pipes for cables, cable loop box, wiring up to streetlight fittings from looping box with MCB
and loop earthing of pole with 8 SWG GI wire painting etc.
Cost of control panels or Distribution boards includes, all base frames required for erection,
foundation bolts or anchor fasteners, nut bolts, earth points etc. complete. All structural steel
supports over trench for panel, wall mounting brackets for DB’s sockets, cable trays will be
measured separately.

No extra charges will be paid towards testing to be done at site after installation as per the IS
standards, specifications, manufacturers recommendations, statutory requirements etc.

EARTHING AND LIGHTNING PROTECTION:


All non-live metal parts of the electrical system and equipment shall be earthed with suitable
size of earth conductors. 2 distinct earthing shall be provided for all 3-phase equipment.
Earthing shall be in confirming with IS 3043 and Lightning protection shall be with IS 2309.
Earth resistance of individual earth station shall not exceed 5 Ω and overall resistance shall
be less than 1 Ω at all times. Earth resistance shall be taken with earth meggers for all earth
points. All earth points shall be located 2.0mtrs away from the building and there will be a
minimum distance of 3.0 meters between 2 earth points. All earth stations shall be identified
with number and using painted board.
Pipe Electrode Earthing: 50 mm dia. Class B GI Pipe 3.0 m long tapered at bottom and
12mm dia holes at 75mm c/c on all sides for bottom 2.0mtrs with top watering arrangement
shall form earth electrode. The electrode has to be buried vertical in ground.
Plate Earthing: 600 x 600 x 6mm GI or 600 x 600 x 3mm Copper Plate with 50 mm dia. GI
watering pipe with funnel at top. The construction shall be as per details given in the Latest
edition of IS 3043.
In-case of rocky strata, Bore earthing stations with 150mm bore and 100mm class B GI pipe
shall be done. Depth of bore earthing shall be 6.0 m minimum. Soil resistivity test shall be
done for deciding depth if necessary.
Bentonite or earth powder slurry shall be put along with pipe in the bore.

M.V. PANELS & DISTRIBUTION BOARDS:

The panels shall be free standing, floor mounting compartmentalized cubicle type panels with
framed structure and bottom channel frame of suitable section. The frame structure shall be
rolled/folded sheet section of 2.0 mm thick sheet. Partitions shall be 1.6mm thick. Doors and
gland plates shall be 2.0 mm thick. The panel shall be dust and vermin proof with neoprene
gasketing. All doors shall be provided with concealed hinges, necessary Earthing arrangement
and shall be provided with bracings wherever required to avoid deformation.
Easily openable door locks with common key shall be provided for all doors including alleys.
Bolts should not be provided for fixing doors except for busbar chambers. Following minimum
clearances shall be adhered to while such designs.

CABLES & CABLE LAYING

All power and distribution cables shall be 1100V grade, PVC / XLPE insulated and sheathed,
armoured, multi strand aluminium conductor cables unless otherwise specified. All control
cables shall be 1100V grade PVC insulated and sheathed armoured multi-strand copper
conductor cables unless otherwise specified. The cables shall confirm to IS 1554-1988 & IS
7098:1988 with up to date amendments. Type test certificates of the cables from
manufacturers for the particular drums shall be provided. Shop inspection shall be offered for
routine tests if specifically asked for.

LAYING:
 The cables shall be thoroughly inspected for transit damage and irregularity in sheath etc.
 Sufficient manpower with necessary equipment like jacks, rollers shall be provided for
unwinding and laying the cables and dragging and twisting shall be avoided. Proper
unwinding methods shall be used to avoid twists & cable should be meggered before starting
laying.
 Cables shall be laid at a depth of at least 750mm from ground level with 50mm sand
bedding, brick box with cushion for protection. Bending radius provision of at least 12 D
shall be kept while laying. The trenches shall be filled and reinstated layer by layer leaving
a crown on top.
 H.T. and L.T. cables shall not be laid in same trench. When more than one cable is laid in
same trench a gap of at least 150mm shall be kept between the cables.
 Cables laid on walls; trenches shall be supported at every 600mm for vertical run and
every 450mm for horizontal run. Suitable clamps shall be provided for fixing and support.
Vertical runs near ground level shall be protected by GI Pipes of suitable size up to the
height of at least 1200 mm.
 The length of the cables in schedule will be approximate and actual site measurements
shall be taken by contractor prior to cutting any cable.
 Cable identification tags shall be provided at appropriate location throughout length of
cables and at both ends.

JOINTING:
Jointing or end termination of cables shall be done by skilled person only. Straight through
joints shall be avoided as far as possible. Heavy-duty compression type brass glands shall be
used for all connections. Crimping type lugs with suitable brass/Chrome Plated hardware shall
be provided for connections.
The cables on panel side are connected to bus bars Cu or Al, Care should be taken to avoid
heating & corrosion at the joints. All LT cable joints in outdoor and humid atmospheres shall
be done with double compression glands only / if done by Single Compression Gland should
be accommodated by pvc hood of Appropriate size.

POINT WIRING

CONDUIT ACCESSORIES & JOINTS:


All conduits unless otherwise specified shall be hot dip galvanized ERW steel conduits 16SWG
up to 25mm dia and 14SWG above 25mm dia size. All conduit accessories shall be screwed
type and conduits shall be joined by means of threaded couplings only. Check nuts shall be
provided at all joints for tightening and sealing. Ends of conduits shall be free from burs sharp
edges. All threaded portions shall be cleaned of any oil and shall be coated with plastic
adhesive. All M.S conduits and accessories if used shall be painted with 2 coats of Red Oxide
before installation and accessible parts of conducting after installation shall be painted with
enamel paint to match the wall paint. Capacity of conduits is separately given. In case of rigid
FRPVC conduits, the conduits shall be at least 2.0mm thick. The accessories shall be similar
quality. The joints shall be made using special adhesives used for pressure pipe joints.
SURFACE CONDUITING:
The surface conduits shall be fixed with help of 20 SWG saddles on spacers at every 600mm
for vertical run and every 450 mm for horizontal run. The runs shall be straight with pull boxes
and inspection type bends as required. Contractors are required to provide suitable sleeves

for structural member crossing at the time of casting. No elbows shall be allowed. In case of
false ceilings the conduits shall run on walls/trusses/slabs above false ceiling level as far as
possible. The connections between such runs and fixtures shall be made with flexible conduits.
CONCEALED CONDUITING:
The concealed conduit work shall be carried out along with construction of walls prior to
plaster. The work covers chasing walls with wall cutters only if necessary fixing the conduits,
boxes, and accessories, redoing the damaged surface using chicken mesh. All horizontal
conduit runs shall be straight at wall point light level to necessary junction/pull boxes and then
straight vertical drop to switch box if necessary.
The conduits shall be laid such that they are little below the brick level to avoid cracks. Elbow
shall not be used and bends shall be avoided as far as possible using offsets. Pull boxes shall
be provided at suitable locations. All necessary sleeves shall be provided in beams, columns,
and prior to casting. Deep junction boxes only shall be used in slabs.
The pull and junction boxes shall not be clustered at one place and shall be so arranged that
they should not be easily seen from heavy movement areas. All cases shall be taken to secure
joints and boxes in place. All vertical runs shall be sealed at top, while masonry civil works
going on. Conduit with 25mm dia. minimum shall be used be used for all concealed work.
Generally in areas with false ceiling conduits will not be concealed in slab but will be concealed
below false ceiling area. Conduits above false ceiling in such cases shall run with proper
supports / suspenders. Conduits shall not be rested on false ceiling grid in any case.
Flexible conduits shall not be used in concealed work.
SWITCH BOARDS :
The switchboards shall be readymade modular type metal boxes of approved makes makes
as per attached list with all sides knockouts except top. Top plate fixing arrangement shall be
provided at all corners with tapped holes. At least 1No. earth stud shall be provided.
Switchboard shall be at-least 50mm deep. M.S. Switch board shall be painted with 2coats of
Red Oxide primer from inside and outside if not plated or galvanized. In case of surface
mounted boards switchboards shall be powder coated with necessary treatment. Plate shall be
2mm thick while phenol-bonded sheet unless specified and shall be fixed with chrome-plated
screws with cap washers. For modular switch range switch boxes shall be of same make. Metal
boxes shall be used for concealed wiring whereas ABS plastic/Polyurethane boxes shall be
used for surface mounting. Suitable readymade boxes & plates only shall be used.
SWITCHES & SOCKETS:
All 5/15 a switches shall be modular/fancy type 240 V grade of approved colour and of same
shade throughout. 5A Sockets shall be 3pin & 15AMP Sockets shall be 5 pin (Universal).
All switches shall be provided on phase wires only. For power points more than 20AMP
capacity 20/30AMP flush type DP Switches shall be provided, unless otherwise specified.
All workstation sockets shall be universal multifunction.
WIRES & WIRING INSTALLATION:
All wiring shall be carried out with Non PVC / ZHLS 1100V grade multistrand copper
conductor wires of specified sizes. The conduits shall be ventilated and drained before
drawing the wires. The circuit wires shall be laid in looped formation with suitable termination
arrangement in junction boxes. T joints shall be used. No joints shall be allowed in drawn
lengths. Crimping type lugs shall be used for switch interconnections. Colour codes shall be
followed. Separate earth wire of same class and suitable size shall be drawn along with other
wires. Mains and sub-mains shall be drawn in separate conduit of adequate capacities with

separate earth wires. All circuit wires shall be meggered for continuity and insulation
resistance.

REQUIREMENTS OF ENVIRONMENT, HEALTH & SAFETY
(EHS) MANAGEMENT SYSTEM TO BE COMPLIED BY
CONTRACTORS

1. The Contractor shall ensure that the Environment, Health & Safety (EHS) requirements
are clearly understood & faithfully implemented at all levels at site.
2. The Contractor shall promote and develop consciousness for Safety, Health and
Environment among all personnel working for the Contractor. Regular awareness,
program site meetings shall be arranged on EHS activities to cover hazards involved in
various operations during construction.
3. The contractor shall arrange all suitable first aid measures such as First Aid Box, trained
personnel to give First Aid, Stand by Ambulance or Vehicle and shall install fire
protection measures such as: adequate number of steel buckets with sand and adequate
fire extinguishers to the satisfaction of Project Manager of HPMC-PIU / Consultant.
4. Contractor shall ensure deployment of appropriate equipment and appliances for
adequate safety and health of the workmen and protection of surrounding areas.
5. Hazardous and/or toxic materials such as solvent coating or thinners shall be stored in
appropriate containers.
6. All hazardous materials shall be labelled with the name of the materials, the hazards
associated with its use and necessary precautions to be taken.
7. Contractor shall ensure that during the performance of the work, all hazards to be health
of personnel have been identified, assessed and eliminated.
8. All persons deployed at site shall be knowledgeable of and comply with the
environmental laws, rules & regulations relating to the hazardous materials substances
and wastes. Contractor shall not dump, release or otherwise discharge or dispose of any
such materials without the express authorization of the Project Manager of HPMC-
PIU/Consultant.
9. The Contractor shall ensure that all their staff and workers including their
subcontractor(s) shall wear Safety Helmet and Safety shoes. Contractor shall also
ensure use of safety belt, protective goggles, gloves etc. by the personnel as per job
requirements. All these gadgets shall conform to relevant IS specifications or
equivalent.
10. The contractor shall ensure provision of a Crèche where-ever 10 or more female
workers having children below the age of 6 years are involved in process/operation
activities.
11. Contractor shall ensure well equipped with trained caretaker and material for
complementary nutrition, cleaning, personal hygiene, sleeping and medical aid.
12. All worker employed should be screened and contagious disease free and shall have
appropriate Personal protective Equipment (PPE)

SUGGESTED CONTENT FOR AN ENVIRONMENTAL AND SOCIAL POLICY (STATEMENT)
The Works’ policy goal, as a minimum, should be stated to integrate environmental protection,
occupational and community health and safety, gender, equality, child protection, vulnerable
people (including those with disabilities), sexual harassment, gender-based violence (GBV),
sexual exploitation and abuse (SEA),HIV/AIDS awareness and prevention and wide
stakeholder engagement in the planning processes, programs, and activities of the parties
involved in the execution of the Works. The Employer is advised to consult with the World Bank
to agree the issues to be included which may also address: climate adaptation, land acquisition
and resettlement, indigenous people, etc. The policy should set the frame for monitoring,
continuously improving processes and activities and for reporting on the compliance with the
policy.
The policy shall include a statement that, for the purpose of the policy and/or code of conduct,

the term “child” / “children” means any person(s) under the age of 18 years.
The policy should, as far as possible, be brief but specific and explicit, and measurable, to
enable reporting of compliance with the policy in accordance with the Particular Conditions
of the Contract Sub-Clause 26.2 and Appendix B to the General Conditions of Contract.
As a minimum, the policy is set out to the commitments to:
1. apply good international industry practice to protect and conserve the natural
environment and to minimize unavoidable impacts;
2. provide and maintain a healthy and safe work environment and safe systems of
work;
3. protect the health and safety of local communities and users, with particular
concern for those who are disabled, elderly, or otherwise vulnerable;
4. ensure that terms of employment and working conditions of all workers engaged
in the Works meet the requirements of the ILO labour conventions to which the
host country is a signatory;
5. be intolerant of, and enforce disciplinary measures for illegal activities. To be
intolerant of, and enforce disciplinary measures for GBV, inhumane treatment,
sexual activity with children, and sexual harassment;
6. incorporate a gender perspective and provide an enabling environment where
women and men have equal opportunity to participate in, and benefit from,
planning and development of the Works;
7. work co-operatively, including with end users of the Works, relevant authorities,
contractors and local communities;
8. engage with and listen to affected persons and organizations and be responsive
to their concerns, with special regard for vulnerable, disabled, and elderly
people;
9. provide an environment that fosters the exchange of information, views, and
ideas that is free of any fear of retaliation, and protects whistleblowers;
10. minimize the risk of HIV transmission and to mitigate the effects of HIV/AIDS
associated with the execution of the Works;
The policy should be signed by the senior manager of the Employer. This is to signal the
intent that it will be applied rigorously.
MINIMUM CONTENT OF ESHS REQUIREMENTS
In preparing detailed specifications for ESHS requirements, the specialists should refer to
and consider:
 project reports e.g. ESIA/ESMP
 consent/permit conditions
 required standards including World Bank Group EHS Guidelines
 relevant international conventions or treaties etc., national legal and/or regulatory
requirements and standards (where these represent higher standards than the WBG
EHS Guidelines)

The detail specification for ESHS should, to the extent possible, describe the intended
outcome rather than the method of working.

The ESHS requirements should be prepared in manner that does not conflict with the
relevant General Conditions of Contract and Particular Conditions of Contract.
MINIMUM REQUIREMENTS FOR THE BIDDER’S CODE OF CONDUCT
A minimum requirement for the Code of Conduct should be set out, by the Employer taking
into consideration the issues, impacts, and mitigation measures identified for example in :
 project reports e.g. ESIA/ESMP
 any particular GBV/SEA requirements
 consent/permit conditions (regulatory authority conditions attached to any permits or
approvals for the project)
 required standards including World Bank Group EHS Guidelines
 relevant international conventions, standards or treaties, etc., national legal and/or
regulatory requirements and standards (where these represent higher standards than
the WBG EHS Guidelines)
 relevant standards e.g. Workers’ Accommodation: Process and Standards (IFC and
EBRD)
 relevant sector standards e.g. workers accommodation
 grievance redress mechanisms.
The types of issues identified could include. risks associated with: labor influx, spread of
communicable diseases, sexual harassment, gender based violence, illicit behavior and
crime, and maintaining a safe environment etc.]
[Amend the following instructions to the Bidder taking into account the above considerations.]
A satisfactory code of conduct will contain obligations on all Contractor’s personnel (including
sub-contractors and day workers) that are suitable to address the following issues, as a
minimum. Additional obligations may be added to respond to particular concerns of the region,
the location and the project sector or to specific project requirements. The code of conduct shall
contain a statement that the term “child” / “children” means any person(s) under the age of 18
years.

The issues to be addressed include:

1. Compliance with applicable laws, rules, and regulations

10. Sanitation requirements (for example, to ensure workers use specified sanitary facilities
provided by their employer and not open areas)
11. Avoidance of conflicts of interest (such that benefits, contracts, or employment, or any
sort of preferential treatment or favors, are not provided to any person with whom there
is a financial, family, or personal connection)
12. Respecting reasonable work instructions (including regarding environmental and social
norms)
13. Protection and proper use of property (for example, to prohibit theft, carelessness or
waste)
14. Duty to report violations of this Code
15. Non retaliation against workers who report violations of the Code, if that report is made
in good faith.
The Code of Conduct should be written in plain language and signed by each worker to indicate
that they have:

 received a copy of the code;
 had the code explained to them;
 acknowledged that adherence to this Code of Conduct is a condition of employment;
and
 understood that violations of the Code can result in serious consequences, upto and
including dismissal, or referral to legal authorities.

A copy of the code shall be displayed in a location easily accessible to the community and
project affected people. It shall be provided in languages comprehensible to the local
community, Contractor’s personnel (including sub-contractors and day workers),
Employer’s and Project Manager’s personnel, and affected persons.
PAYMENT FOR ESHS REQUIREMENTS
The Employer’s ESHS and procurement specialists should consider how the Contractor will
cost the delivery of the ESHS requirements. In the majority of cases, the payment for the
delivery of ESHS requirements shall be a subsidiary obligation of the Contractor covered
under the prices quoted for other Bill of Quantity items or activities. For example, normally
the cost of implementing work place safe systems of work, including the measures necessary
for ensuring traffic safety, shall be covered by the Bidder’s rates for the relevant works.
Alternatively, provisional sums could be set aside for discrete activities for example for HIV
counselling service, and, GBV/SEA awareness and sensitization or to encourage the contractor
to deliver additional ESHS outcomes beyond the requirement of the Contract.

Environmental Management Plan

1. Mitigation measures during pre-construction and construction

The project is an existing packing and grading unit going for upgrading and expansion of the
capacities of the existing infrastructure. The impacts during the pre- construction and
construction on the environment would be basically of temporary nature and are expected to
reduce gradually on completion of the construction activities.
.

1.1 Air quality mitigation measures

For the proposed project site leveling and grading will be carried out if required, wherever
possible to maintain the natural elevations they will not be disturbed, only leveling activity will
be carried out for providing roads, sewage network, storm water system. According to the
engineering assessment; most of the excavated mud generated for providing basement shall be
reused within the project boundary for leveling during road formation, the excess if any will
be given to local contractors for disposal in low lying areas, road constructions, etc. as per the
local existing rules.

Most of the construction dust will be generated from the movement of construction vehicles
on unpaved roads. Unloading and removal of soil material shall also act as a potential source
for dust nuisance. The control measures proposed to be taken up are given below:

 Water sprinkling on main haul roads in the project area will be done, this activity
will be carried out at least twice a day, if need arises frequency will be increased
on windy days, in this way around 50% reduction on the dust contribution from the
exposed surface will be achieved.
 The duration of stockpiling of excavated mud will be as short as possible as most
of the material will be used as backfill material for the open cut trenches for road
development.
 Temporary thin sheets of sufficient height (3m) will be erected around the site of
dust generation or all around the project site as barrier for dust control.
 Tree plantations around the project boundary will be initiated (where ever required)
at the early stages by plantation of 2 to 3 years old saplings using drip irrigation or
by regular watering so that the area will be moist for most part of the day.
 All vehicles carrying raw materials will be instructed to cover with tarpaulin /
plastic sheet, unloading and loading activity will be stopped during windy period.
 To reduce the dust movement from civil construction site to the neighborhood the
external part of the building will be covered by plastic sheets

1.2 Water quality mitigation measure

During site development necessary precautions will be taken, so that the runoff water from the
site gets collected to working pit and if any over flow is, will be diverted to nearby greenbelt /
plantation area.

During construction activity all the equipment’s washed water will be diverted to working pit
to arrest the suspended solids if any and the settled water will be reused for construction
purposes, and for sprinkling on roads to control the dust emission, etc. The construction
workers will be using the toilets of the existing facility.

1.3 Noise mitigation measure

Noise generating equipment will be used during day time for brief period of its requirement.
Proper enclosures will be used for reduction in noise levels, where ever possible the noise
generating equipment will be kept away from the human habituation. Temporary thin sheets of
sufficient height (3m) will be erected around the noise generating activity or all around the
project site as barrier for minimizing the noise travel to surrounding areas. Therefore, impact
on noise environment due to proposed project would be insignificant.

All vehicles entering into the project will be informed to maintain speed limits, and not blow
horns unless it is required.

Personal protective equipment like earmuffs, helmets covering ears would be provided to the
workers working near noise generating equipment and would see that workers use the
protective gadgets regularly.

1.4 Solid waste mitigation measure

The solid waste generated during construction period being predominantly inert in nature,
construction and demolition waste does not create chemical or biochemical pollution. However
maximum effort would be made to reuse and recycle them. Most of the solid waste material
will be used for filling/ leveling of low-laying areas, as road construction material, if any excess
given to local contractors for lifting and dumping in low lying areas. All attempts would be
made to stick to the following measures:

 All construction waste shall be stored within the site itself. A proper screen
will be provided so that the waste does not get scattered.

 Attempts will be made to keep the waste segregated into different heaps
as far as possible so that their further gradation and reuse is facilitated.
 Materials, which can be reused for purpose of construction, leveling,
making roads/ pavement will also be kept in separate heaps from those
which are to be sold or land filled.
 Construction waste generated will be deposited at collection center made
by local body or handed over it to the authorized processing facilities of
construction and demolition waste

1.5 Ecological aspects

During pre-construction period, there could be clearing of vegetation in order to prepare


the site for construction, the top soil from the construction area will be collected, stored
separately and used for greenbelt development. A comprehensive greenbelt program will
be planned to improve the ecological condition of the region.

1.6 Site security

Adequate security arrangement would be made to ensure that the local inhabitants and the
stray cattle are not exposed to the potential hazards of construction activities. Round the
clock security personnel will be appointed to restrict entry of unwanted people to the site.

1. Mitigation measures during decommissioning and closure

The proposed project is long term activity no decommissioning and closure of the unit
is envisaged. The major activity will be seasonal, in non-season period the required
staff will be available for carrying out day to day maintenance activities.

2. Environmental impacts of mitigation measures

The mitigation measures are to eliminate, reduce or control the adverse


environmental impacts of the project. The impacts of these measures are quantifiable

as the measurable parameters of air, water and soil should be meeting the standards
fixed by the regulatory bodies time to time.
3. Environmental Monitoring Program

Regular monitoring of environmental parameters is very important to assess the status


of environment during project operations. With the knowledge of baseline conditions,
the monitoring program will serve as an indicator for any deterioration in environmental
conditions due to operation of the proposed project. This shall enable taking up timely
measures to mitigate any adverse impacts on the environment. Based on the predicted
and assessed impacts as well as the baseline environmental status of the project area,
an environmental monitoring program is suggested for implementation during various
stages of the project cycle.
3.1 Establishment of Monitoring, Evaluation and Reporting Mechanism

The environmental monitoring is systematic collection of samples of the environmental


parameters like air, water, soil, noise in order to observe and study the environmental
changes is any due to the project activity. The monitoring program will help the project
on maintaining the standards as per the existing guidelines. The monitoring program
also gives action plan for how to maintain the standards for each parameter.
Based on the predicted and assessed impacts as well as the baseline environmental
status of the project area, an environmental monitoring program is suggested for
implementation during various stages of the project cycle. All monitoring strategies and
programs have reasons and justifications which are often designed to establish the
current status of an environment or to establish trends in environmental parameters. In
all cases, the results of monitoring will be reviewed, analyzed statistically and
submitted to concerned authorities.
The project shall implement the environment monitoring program in line with the
planned schedule. The proponent shall ensure that necessary requisite facilities are
made available and budgetary provision is made as and when required to ensure regular
efficient environmental monitoring activities. The monitoring program will have two
phases:
 Construction phase
 Monitoring phase

Construction Phase

The generic environmental measures that need to be undertaken during project


construction stage are given in Table 1.
