Hyderabad: Man accused of
killing his wife and two chil-
dren six months ago, commit-
ted suicide by slitting his throat
on Wednesday. The accused
identified as one Harinder
Goud surrendered before the
police after his crime but was
released on bail recently.
It may be mentioned here
that Harinder Goud had killed
his wife Jyothy and his two chil-
dren Nithish and Sahasra at his
in-laws house on Ugadi festival
day. He strangulated them to
death after sending his in-laws
outside the house. Later,
Harinder surrendered before
Meerpet police. He was taken
into custody and remanded.
After his release from jail on
bail recently, Harinder was
staying alone in a room. The lo-

these two cases was identified due to the

on Wednesday conducted a special
drive against o�enders indulging in
serial thefts, and detained two no-
torious cattle thieves under Preven-
tive Detention Act. The o�enders,
Akthar Ali and Mohammad
Noushad, who hail from Uttar
Pradesh, have been working at Al-
Kabeer cold storage slaughter house
at Patancheru. They hatched a plan
to steal cattle from Pahadishareef
and Balapur areas on city outskirts.
During nights, they would slaughter
the cattle and sell the meat to shop-
keepers. The Pahadishareef police
recovered bu�aloes, a cow and a
bike all worth Rs 4.5 lakh besides a

the department heads and collec-
tors to visit villages in the coming
10 months.
The o�cials would focus on ef-
fective implementation of 10 flag-
ship welfare schemes such as
Public Distribution System
(PDS), Chandranna Bima, NTR
Bharosa, NTR Vydhya Seva, Anna
Canteens, SC/STs welfare and
development schemes, Chan-

Naidu that 77 per cent of satis-
faction level achieved in PDS, he
asked the o�cials to act on erring
dealers to streamline the PDS
and achieve cent per cent satis-
faction level of people.

on the temple premises, leading
to the holy hillock turning to be
a dumping ground for plastic.
Though the use of plastic is
banned in the historic temple,
the prohibition appears to be
confined only to the rule book
and limited to pledges. At the
hillock, toy sellers and coconut
vendors still pack dolls and puja
items in plastic carry bags before
handing them over to customers.
According to o�cial informa-
tion, on an average, 10,000 to
15,000 devotees visit Yadadri
daily in normal days and 30,000
to 50,000 on weekends and aus-
picious days. At least, half of the
visitors o�er coconuts to Lord
Laxminarasimha Swamy during

day announced that he would
launch a massive plantation pro-
gramme of 1,00,116 saplings in
Gajwel town alone on August 1 as
part of Telanganaku Haritha
Haram (TKHH) programme.
The Chief Minister appealed to
peoples’ representatives, o�cials,
police, students, women, youth,
businessmen and common people
to take part in the plantation of
saplings. In addition to this, he
also instructed to plant 20,000
more saplings in the forest lands
on the same day.

players required for maintenance of MuSCs, in order
to develop methods to protect muscle from wasting
in aging and disease.
Dr Jyotsna Dhawan along with Ajoy Aloysius has
worked on the subject where they have been able to
identify a pathway in normal mice where the stem
cells awakened during an injury and worked towards
regeneration. The latest paper from Dr Jyotsna
Dhawan’s lab at CCMB was published in “Science Sig-
naling” on July 24.
In patients affected with muscular dystrophy, ei-
ther the stem cells get exhausted due to the constant
work load or they require outside intervention
wherein they can work towards repairing, Dr Jyot-
sna said. Meanwhile, Ajoy stated that this finding
will help to devise new therapeutic strategies to en-
hance the stock of muscle stem cells in diseased
muscles. “Pursuing this line of research can poten-
tially improve muscle regeneration and reduce mus-
cle wasting,” he said. Summing up, CCMB director
Dr Rakesh Kumar Mishra said that findings of this
study uncovers an important phenomenon in biol-
ogy and also presents a new area for medical inter-
vention in diseases related to muscle.

URBAN BODIES TO GET BIG FILLIP

add a few more municipalities, cor-
porations and other civic bodies tak-
ing the number to 146 from present
74 in the state.
He said: “The Chief Minister has
promised to provide Rs 55,000 crore
budget to Municipal Administration
during the next three years and the
planning is going on as per this allo-
cation.” He further said that people
migrate to urban areas in search of
quality livelihood and the govern-
ment cannot stop the migration but
can control it.
The Minister listed out the works
done by various wings of the munic-
ipal department. He said that mu-
nicipal administration and urban de-
velopment department had brought
171 reforms in the state and this had
helped in 100 per cent business lib-
eralisation. Regarding the Hyder-
abad Metro Rail, the minister said
that already 30-km stretch was in-
augurated, and the LB Nagar stretch
would be started in August. By No-
vember, the Hitec City segment
would be inaugurated. The DPR was
being finalised for the second phase
of Metro towards the Hyderabad
Airport.
The minister said that the govern-
ment was planning to expand the
Greater Hyderabad Municipal Cor-
poration from the existing 30 circles
and six zones. He said that the issue
would be discussed in the cabinet
meeting and a decision would be
taken. He said that the municipal
bonds were oversubscribed, and cor-
poration could use Rs 200 crore for
several development works. The
over subscription shows the GHMC
was performing better. He said that
the government would construct 1
lakh double bedroom in GHMC. He
also said that the government was
taking up a township at Sangareddy
with over 15,000 units. This will be
the biggest township ever to be con-
structed by a government, he added.
He said that for road develop-
ment, the government had formed
the Hyderabad Road Development
Corporation Limited (HRDCL). He
said that never in the history of the
state, road works were being taken
up in Hyderabad. For the beautifi-
cation of River Musi, the minister
said that Musi River Development
Corporation was formed for beauti-
fication of the river up to 57 km.
Presently, drone survey was being
taken up by the department. He said
that the GHMC and HMDA had
taken up restoration of 20 lakes each
in the city.
The minister also said that two
reservoirs with a capacity of 10 tmc
ft would come up at two places in the
city. Administration sanctions were
given to Keshavapuram reservoir
with 10 tmc ft with Rs 4,775 crore
and another reservoir of 10 tmc ft
would come up at Devaranagaram
in Chautuppal.
The minister recalled that three
municipalities Siddipet, Boduppal
and Peerzadiguda had got South
Zone Swachh Sarvekshan award-
2018 and Hyderabad was selected as
best capital city under Swachh
Sarvekshan.
Rao said that city cannot be made
into world class city overnight and
it would take some time. He said that
a new era being started by the gov-
ernment to develop cities, towns of
the state and the State is going to be
a role model for the country.

lenges of climate change and work to
preserve its biodiversity; and, adopt
clean and efficient energy sources.
"We will strengthen our cooperation
and mutual capabilities in combating
terrorism and extremism," he said,
as some of the African countries are
roiled by terrorist attacks.
The Prime Minister referred to the
increasing global engagement in
Africa and said India and Africa
"must all work together to ensure
that Africa does not once again turn
into a theatre of rival ambitions, but
becomes a nursery for the aspira-
tions of Africa’s youth." Calling for
democratisation of the global insti-
tutions, he said India’s own quest for
reforms in these organisations would
be incomplete without an equal place

o-education is a place
where apart from gaining
knowledge one gets to in-
teract with the opposite gender,
which instils confidence in pupils
to easily socialise with the other
gender when they come out of the
school/college. However, the
schools these days have set restric-
tions for girls and boys. Students,
especially girls, are told not to in-
teract or mingle with boys, main-
tain distance, dress in a certain
way, etc. However, this creates a
stigma in both genders and they
begin to lack the social skills in ad-
dition to misconstrued notions of
behaviour.

IX student from a popular corpo-
rate school in Hyderabad said, "In
my school, girls and boys can’t talk
to each other from high school. If
we talk to each other then we are
punished for doing that. We all
(boys and girls) are scared to talk
to each other in this environ-
ment.”
However, schools must realise
that co-education is a place where
students are taught to overcome
their notion of stereotypical gen-
der roles and to make them do that
it is important to interact with
each other without creating a con-
cept of gender segregation, ac-
cording to experts.

corporate college, I found that it
was way di�erent than my school.
We were asked to stay away from
boys and the college also had a sep-
arate walkway for boys and girls.
The lecturers at my college always
felt that girls are inferior to boys,
which a�ected me negatively. It
made all the girls in the college feel
that we weren’t capable of doing
things.”
Certainly, girls are a�ected
more often in the case of mis-
guided rules in co-ed educational
institutes. While it is the teachers
who impose such rules; there are
also those who feel it’s important
to let students mingle. Talking
about why co-education is impor-
tant John Ramesh, a teacher from
Meridian school said, “As a
teacher, I do not feel right to di�er-
entiate between a girl and boy. All
children are equal and talented. It
depends on how the children have
been trained to cope with the so-
ciety; it is good that they get
trained to mingle with the oppo-
site gender early in life and lack of
it will create a sudden change
when they go out of school/col-
lege. I am against this concept of
gender segregation as it a�ects the
behaviour of a child.”
Sometimes parents are also

BJP’ill be out, but Cong won’t be in

S
outh Indian regional party Tel-
ugu Desam moved and National
Party Congress spearheaded no-
confidence motion against another na-
tional party BJP-led government. But
it is defeated, leaving many lessons to
be learnt and several conclusions to be
drawn. As expected, the underdog
Chief Minister of Andhra Pradesh,
who despite knowing that he would
certainly lose the battle, fought on, de-
scribed the whole a�air as a fight be-
tween morality and majority hinting
that morally he won!
Both Congress and BJP claimed to
be true alternatives to each another.
The way AICC president Rahul
Gandhi hug PM Modi and the latter
called him back and patted him re-
minds everyone of the saying “let us
together fool all others” as if there can-
not be an alternative to both BJP and
Congress.
One picture that has clearly
emerged is that the BJP is on the move
to get defeated in the next general elec-
tion, but the Congress is certainly not
going to replace it – come what may.
While one of the BJP’s initial allies the
Telugu Desam moved no-trust motion
against it, another ally Shiva Sena
walked out from the House. BJP, how-
ever, found a new ally in AIADMK. A
couple of other splinter parties which
are in alliance with NDA also, despite
voting in favour of BJP, supported the
special status issue raised by TDP and
thus expressed no-confidence in the
government indirectly. Telangana
Rashtra Samithi is perhaps the one
and only party which not only received
a word of commendation and appreci-
ation from Prime Minister Modi but
also presented its case perfectly and
did not hesitate to criticise the govern-
ment on pertinent issues and asserted
its rights. It finally rightly distanced it-
self from both Congress and BJP by ab-
staining in the voting. TRS thus con-
fined rightly and strictly to its demand
of a non-BJP and non-Congress na-
tional alternative.
The question now is what next?
What would be the likely outcome as
and when elections are held? What are
the chances of national and regional
parties and who would be victorious?
Though it’s a million-dollar question,
it has certainly an answer in itself. It is
exactly in this context we should look
at the call given by Telangana Chief
Minister K Chandrashekar Rao a cou-
ple of months ago that India requires
a qualitative change in the political sys-
tem.
Yes… India needs a qualitative and
momentous change as there is a polit-
ical vacuum as seen through the entire
process of no-confidence motion
where literally every opposition party
that supported the motion miserably
failed in pointing out the specific rea-
sons for no-confidence. At the same
tone, Modi and his BJP as well as NDA
allies equally failed in projecting the
government, the reason being it has
nothing to highlight in its four-plus
years of governance. There is a crystal
clear political vacuum, as the present

WHO’LL LEAD INDIA?
There is a political vacuum as seen through the entire
process of no-confidence motion. Assessing the mood
of the people at large and the polarisation that is likely
to take place, there is every possibility for a change as
and when elections are held. But the Congress is
certainly not going to replace BJP – come what may.
It would be the regional parties together that would
emerge victorious to form government at the Centre,
with leaders like KCR taking a possible lead
ruling coalition led by BJP, and the so-
called projected alternative, Congress,
cannot provide the momentum that
India needs and needs very critically.
If one analyses the speech of Modi
while replying to the no-confidence
motion, barring perhaps some harsh
realities like, his observation on TRS
as a matured party, it mostly appeared
as a routine, like a customary budget
presentation speech!
It’s time that the country needs a
new direction as 70 years have passed
since attaining independence and still
we are struggling for basic minimum
needs as evident from the observations
of opposition during the no-confidence
motion and the inability of Prime Min-
ister to e�ectively counter it. When
countries like China, Japan, South Ko-
rea, Singapore, Taiwan, Malaysia, In-
donesia, Thailand, Vietnam, Philip-
pines and many more could
accomplish miraculous growth, what
prevented the same in India is a ques-
tion to be answered by both Congress
and BJP which ruled this country al-
ternately.
The national political parties and the
prevailing political system failed the
nation, as was evident from their
speeches during the no-confidence
motion. None of the national parties
mentioned about the reform agenda
that the country badly needs now.
None of them spoke about how coun-
try’s wealth could be leveraged, how
states could be empowered, how to get
rid of poverty and how to set a devel-
opment-centric national agenda. None
of the national political parties exhib-
ited the mindset of out-of-the-box
thinking which the need of the hour is.
The opportunity that both the national
parties got during the debate was only
utilized for hurling remarks with per-
sonal antagonism. There was no talk
or suggestion on aspects like reform
agenda that includes structural
changes to leverage the country’s
strength, economic reforms, constitu-
tional reforms, electoral reforms, judi-
cial reforms as well as administrative
and governance reforms. These are
what Chief Minister Telangana K
Chandrashekar Rao has been often
mentioning as part of his national
agenda for a qualitative change. At a
time when the whole world was anx-
iously witnessing the proceedings of
the no-confidence motion, both the na-
tional parties could have spelt out them
to project our country globally.
This apart, assessing the mood of the
people at large, and the polarisation
that is likely to take place as well as
possibilities of a change at the Centre,
there is every possibility for a change
as and when elections are held. The sta-
tistical data amply proves it. The data
collected scientifically shows that nei-
ther Congress nor BJP has an advan-
tage to get the magic mark.
In the southern states of Kerala,
Tamil Nadu, Pondicherry, Telangana
and Andhra Pradesh as well as West
Bengal and Odisha, which account for
165 Lok Sabha seats, there is absolutely
no scope for BJP. This leaves BJP to
win 273 seats from out of the remain-
ing 378 from all other remaining states,
which will be a herculean task. With
one after one, its allies deserting BJP,
it is also equally doubtful that NDA as
a whole could garner that strength. BJP
perhaps may have a smart political
game in north-east states, Union Ter-
ritories, Jammu and Kashmir and Goa
which together account for just 38
seats.
As far as Congress party is con-
cerned it may have comparatively bet-
ter prospects than BJP in states like
Uttarakhand, Himachal Pradesh, Gu-
jarat, Rajasthan, Chhattisgarh and
Madhya Pradesh, which account for
100 seats in Lok Sabha. States where
less scope for Congress if there is no
alliance with regional parties are UP,
Bihar, Jharkhand and Maharashtra
which together account for 182 seats.
Even for BJP in these states it is a di�-
cult go. However Congress has an edge
in Kerala, Karnataka, Punjab, Haryana
and North-East and Union Territories
accounting for 101 seats even though
there are regional parties.
It’s only in MP, Chhattisgarh, Ra-
jasthan, Gujarat, HP and Uttarakhand
the presence of regional parties is not
there. They have a total of 100 seats.
Without aligning with either Congress
or BJP, the regional parties will win at
least 275 seats (More than the magic
mark) out of 425 in UP, West Bengal,
Tamil Nadu, Odisha, Telangana, Kar-
nataka, AP, Delhi, Maharashtra, Jhark-
hand, Assam, Punjab, Bihar, Jammu
and Kashmir, Haryana and Kerala.
This leaves with little or no doubt
that the BJP will be out after next elec-
tions, but Congress will not be in, and
it would be the regional parties to-
gether that would emerge victorious to
form a government at the centre. This,
when it comes to power, is likely to
push the national agenda for a quali-
tative change in politics and gover-
nance with regional party leaders like
KCR taking a possible lead at the na-
tional level.

Balancing trade wars

A
global trade war has broken out. The
United States fired the first salvo and
there has been retaliation by the Euro-
pean Union, Canada, China and even In-
dia. Tari�s on certain imported goods
have been increased in a tit-for-tat reac-
tion. Analysts see it as a limited war in
the understanding that Donald Trump
is all for “free-trade.” But this view denies
the fact that a tectonic shift is taking
place in the world. It is a war for ascen-
dency to global leadership; a contest be-
tween the US and China.
China is heaving its might on the
world. President Xi Jinping's Belt and
Road Initiative is an open call for its
global influence. In July 2017, China
launched the ambitious plan to invest in
the technology of the future—artificial
intelligence. There are dark (uncon-
firmed) whispers about how it is going
about acquiring many new-age technolo-
gies by rolling over western companies
operating in vast markets.
The last century belonged to the US
and Europe with Russia as the commu-
nist outlier. China became mighty all be-
cause of the emer-
gence of the free
trade regime in the
world. Just some 35-
odd years ago, it was
behind the iron cur-
tain. But then the
World Trade Organi-
zation (WTO) was
born in January 1995.
China’s trade
boomed. It took over
the world’s manufac-
turing jobs. India, too,
found its place by
servicing outsourced
businesses like tele-
marketing. “Shang-
haied” and “Banga-
lored” entered the
lexicon—as jobs (and
pollution) moved
continents. This way,
globalisation fulfilled
its purpose to usher
in a new era of world
prosperity. Or so, we
thought.
Instead, globalisation has made the
world more complicated and convoluted.
In early 1990s, when the discussions on
the General Agreement on Tari�s and
Trade (GATT) were at its peak, there was
a clear North-South divide. The then de-
veloped world pushed for opening up of
trade. It wanted markets and protection
through rules on “fair” trade and intel-
lectual property. The then developing
world was worried what the free trade
regime would do to its nascent and weak
industrial economies. More importantly,
there were fears of what these new open
trade rules would do to its farmers, who
would have to compete with the dispro-
portionately subsidised farmers of the
developed world.
In 1999 tensions flared up at the WTO
ministerial meet in Seattle. By this time,
reality of globalisation had dawned and
so it was citizens of the rich world who
protested for labour rights, worried
about outsourcing of their jobs and en-
vironmental abuses. But these violent

protests were crushed. The next decade
was lost in the financial crisis. The new
winners told the old losers that “all was
well”.
Today Trump has joined the ranks of
the Leftist Seattle protesters, while India
and China are the new defenders of free
trade. The latter in fact want more, much
more of it. But again, is it so straightfor-
ward? All these arrangements are built
on the refusal to acknowledge the crisis
of employment. The first phase of glob-
alisation led to some displacement of
labour and this is what Trump is griping
about. But the fact is that this phase of
globalisation has only meant war be-
tween the old elite (middle-classes in the
world of trade and consumerism) and
the new elite. It has not been long enough
or deep enough to destroy the founda-

tions of the livelihoods of the vast ma-
jority of the poor engaged in farming. But
it is getting there.
But this is where the real impact of
globalisation will be felt. Global agricul-
tural trade remains distorted and deeply
contentious. The trade agreements tar-
geted basics like procurement of food-
grains by governments to withstand
scarcity and the o�er of minimum sup-
port price to farmers. Right now, the In-
dian government is making the right
noises that it will stand by its farmers.
But we will not be able to balance this
highly imbalanced trade regime if we
don’t recognise that employment is the
real crisis.
It is time that this round of trade war
should be on the need for livelihood op-
portunities. Global trade talks must dis-
cuss employment not just industry. It
must value labour and not goods. This is
what is at the core of the insecurity in
the world. It is not about trade or finance.
It is about the biggest losers: us, the peo-
ple and the planet.

ignation to the Speaker and will personally submit
it to him in Mumbai .
The Shiv Sena, a constituent of the BJP-led state
and Central governments, has 63 MLAs in the 288-
member House. The Maratha community has been
demanding quota under OBC category in govern-
ment jobs and education.

demands since the last two days and have observed

even stripped in West Bengal and he also wanted to know
what the state government was doing. This elicited noisy
protests from TMC members. The BJP member also
talked about alleged lynching incidents in Kerala and Left

against it. As the House met following the adjournment,
Somaiya said Home Minister Rajnath Singh should make
a statement on the lynchings in these states.

Photographer apologises after outrage over hunger images

New Delhi/London: A series of photo-
graphs on hunger in India that show vil-
lagers posing next to tables full of food
has sparked a backlash online and been
branded as exploitative "poverty porn"
by critics.
The pictures by Italian photographer
Alessio Mamo, which show children cov-
ering their eyes next to fake meals, went
viral after the World Press Photo Foun-
dation shared them on Instagram.
Mamo apologised in a statement on
Tuesday after several Instagram and
Twitter users criticised the "Dreaming
Food" series, with many posting the
hashtag #PovertyPorn in protest.
"This is extremely insensitive. There
are better ways to raise awareness than
to try and snatch dignity away from peo-
ple," Instagram user shraddhanjalis said
in a post. "A little empathy would go a
long way. Poor people are not props."
Yet other social media users defended
the series as an attempt to shock and
engage the public on the issue of
hunger. "The only goal ... was to let
western people think, in a provocative
way, about the waste of food," said
Mamo, who took the photos in 2011 in
UP and MP.
"Maybe I did it in the wrong way, but I
worked honestly and respectfully with
all the people involved. I only had the in-
tention to let people think," his state-
ment said. In response to the online
backlash, World Press Photo - home to
one of the world's leading news photog-
raphy prizes - said in a statement that
photographers were responsible for se-
lecting which pictures to post on the or-
ganisation's Instagram account.

Justifying the financial
limit of Rs 100 crore for in-
voking the provision of this
new law, Goyal said it was
being done to catch the big
offenders and not to clog
the courts. The Enforce-
ment Directorate will be
the investigative agency

VIJAY MALLYA
The UK's Court of Appeal has re-
fused Vijay Mallya the permission
to appeal against a High Court
order in favour of 13 Indian banks
to recover funds amounting to
nearly 1.145 billion pounds, in an-

extradition trial in a UK court over
fraud and money laundering

nal in India being registered by the
English high court, setting a legal
precedent.
The Court of Appeal judges
looked into Mallya's application
seeking permission to appeal and
decided against it yesterday.

guidelines (for the media). Let
them frame their own guide-
lines and be guided by that.

individual or collective guide-
lines of the press.

maintaining objectivity while
reporting on cases that could

the identity of the witnesses and
accused might affect trial in
many ways.

New Delhi: Claiming that Rail-
ways was used for "political
reasons" earlier, Railways
Minister Piyush Goyal on
Wednesday slammed the pre-
vious governments for not be-
ing able to bring in bullet
trains.
"Earlier, Railways was used
for political reasons. So many
schemes were announced, but
there was scarcity of budget to
work on all the schemes. We
ensured that wherever the
land is available and the work
is important, it is being done
on a priority basis.
"Our plan is to have separate
toilets for men and women,
water facilities, upgraded
waiting rooms and other facil-
ities in every station in the
country," he told the Lok
Sabha in response to a ques-
tion. "The Prime Minister has
a vision to make India a tech-
nology power so that people
get world-class facilities. The
bullet train technology has ar-
rived in India after a delay of
50 years because Prime Min-
ister Narendra Modi has come
now."

lakh crore for 50 years at an
interest of 0.1 per cent from
Japan. We want to develop a
network of speed rail in the
country.
"The government also en-
sured transfer of technology,

Islamabad: Voting in a tense
election to choose a new govern-
ment in Pakistan ended on
Wednesday, with at least 35 peo-

State suicide attack and poll-re-

Islamabad: In a historic first,
women of a conservative tribal
district of Pakistan bordering
Afghanistan on Wednesday cast
their ballots as the country went
to polls, according to a media
report.
Since Pakistan's first general
elections in the 70s, the women
in Upper Dir, which was once a
Taliban stronghold, had been de-
prived of using their right to
franchise on the pretext of cul-
tural taboos. Queues of women
could be seen outside the
polling stations in constituen-
cies NA-5 and PK-12 of Upper Dir
as polls opened across the coun-
try, Geo News reported.
The Election Commission of
Pakistan (ECP) had earlier said
that any area where women are

NTPC to raise

New Delhi: State-owned
NTPC on Wednesday said its

up by five per cent and rentals
firmed up by eighter per cent in
the first six months of 2018, ac-
cording to real estate consultancy
firm Knight Frank India.
The consultancy firm on
Wednesday launched the ninth
edition of its flagship half-yearly
report - India Real Estate. It pres-
ents a comprehensive analysis of
the residential and o�ce market
performance of Hyderabad for the
period January – June 2018 (H1
2018).

IIT-Madras welcomes Nemo’s bright colours protect it from predators

Hyderabad: Indian Institute of
Technology Madras welcomed the
new batch of undergraduate stu-
dents with a unique orientation
programme recently for not just
the students but also their parents.
The objective is to help both stu-
dents as well as parents to adjust
to the changes after entering the
campus. The Institute encourages
students to develop their overall
personality and skills, rather than
just the academic knowledge.
A total of 863 students have
been admitted to IIT Madras this
year in the B Tech. and B Tech- M
Tech Dual Degrees programmes
and 46 have been admitted to the
five-year M a program.
The Institute Orientation Pro-
gramme for the new students be-
gan today, 24th July 2018. It in-
cluded a presentation on the
Academic Credit System and ses-
sion on the mental health coun-
selling program among other
things.
Addressing a joint session of
new students and parents, Prof
Bhaskar Ramamurthi, Director,
IIT Madras, said, “As students, you
activities and manage your time,
you will do well. There are many
agencies and helping hands avail-
able at the Institute. In case, you
face any di�culty, just reach out
to them.”
Urging the parents to be sup-
portive of their children, Prof
Bhaskar Ramamurthi said, “You
must allow your wards to find what
interests them and encourage
them to immerse themselves in it.
Give your children, freedom to dis-
cover themselves.”
The students were also taken on
a tour of various facilities such as
Central Workshop, Central Li-
brary and Computer science and
various laboratories.
Highlighting the unique initia-
tives taken by IIT Madras, Prof
M.S. Sivakumar, Dean (Students),
IIT Madras, said that the Institute
wants to sensitise parents and stu-
dents to the style of living and
learning on IIT Madras campus.
“Parents now have to realize that
their role will gradually shift from
being a parent to a friend as their
ward goes through the phase of
adolescence to adulthood.”
The institute is working to build
not only academic competency but
skills in extracurricular activities
averse. These qualities are vital to
take up entrepreneurships and be-
come job generators instead of job
seekers and develop a sense of so-
cial connect as well.
Further, Prof Sivakumar said,
“We are also encouraging the stu-
dents to become team players by
setting up projects that will require
them to collaborate with several
others. As many of the new stu-
dents would have had little leisure
in the last couple of years, as they
would have spent a lot of time
preparing for JEE, we also want
them to develop passion in one ac-
tivity outside their academics.”
The Institute has augmented
the infrastructure on campus.
Among the new facilities added for
this year's batch include large
reading halls exclusively for the
First Year hostel students. A food
court, capable of accommodating
600 students, is coming up shortly
near the Hostel Zone. This is in-
tended to facilitate students con-
duct team meetings, discuss ideas
and collaborate on curricular and
co-curricular activities.

unharmed and protected by the

not believe in complaining and
will not make tough conditions
an excuse for its performances in
what is expected to be a gruelling
five-Test series against England.
There were reports that In-
dian team management is not
happy with pitch and outfield at
the Essex county ground, the
venue of their only warm-up
game that was curtailed to three
days owing to heat wave in Eng-
land. But Shastri in his inimitable
style said his team doesn't make
excuses.
"My philosophy is very simple
– (in) your country, I don't ask
questions. (In) my country, you
don't ask. I said (to groundsmen)
leave it, and don't take anything
o�,” Shastri said during a media
conference.
“One thing, on this trip, you
will never see this Indian team
giving an excuse as regards the
conditions or the pitch. Our chal-
lenge is to beat them. We take
pride in performing wherever we
go and we want to be the best
travelling side in the world. The
last person to complain will be
this Indian team (sic), so I want
to clarify this very clearly,” Shas-
tri reiterated what has been a
standard answer from the time
he took over as head coach.
He further dispelled any
doubts about complaints regard-
ing the pitch or the outfield,
which is very rugged and bears
only patches of grass.
“There was good grass on that
(pitch). The groundsmen asked
if we wanted the grass to be taken
o�. I said 'absolutely not'. (It is)
your prerogative. You give (the
wicket), we play, so when you
come to my country you can

New Delhi: The Union Sports
Ministry is open to the idea of
considering outstanding per-
formers of next month's Asian
Games for this year's National
Sports Awards, which will be held
on September 25 instead of the
conventional August 29 to ensure
that athletes don't miss out due
to their participation in the con-
tinental showpiece.
Every year, the National Sports
Awards ceremony is held on Au-
gust 29 at the Rashtrapati
Bhawan to commemorate the
birth anniversary of hockey leg-
end Major Dhyan Chand as the
National Sports Day.
The Asian Games will be held
in the Indonesian twin cities of
Jakarta and Palembang from Au-
gust 18 to September 2.

BCCI to pay up
New Delhi: The Board of Control
for Cricket in India (BCCI) has
decided to pay a penalty of Rs
9.72 crore imposed on its former
treasurer MP Pandove by the
Enforcement Directorate (ED)
for alleged violation of Foreign
Exchange Management Act
(FEMA) during 2009 edition of
the Indian Premier League (IPL)
in South Africa.
It is learnt that Pandove had
applied for indemnity under
Rule 34 of BCCI constitution
where the organisation pays on
behalf of the member if he is
slapped with a penalty while dis-
charging his function.
Pandove was the treasurer of
BCCI in 2009 when IPL was
shifted from India to South
Africa due to general elections.
Under FEMA, BCCI ought to
have taken Reserve Bank of In-
dia's (RBI) permission before
transferring the money to South
African banks but an ED inves-
tigation found that the Board had
then neither informed nor taken
permission from RBI for the
transaction. While BCCI was
levied a penalty of Rs 82.66 crore,
its former president N Srini-
vasan had a fine of Rs 11.53 crore
imposed on him. Fugitive IPL
commissioner Lalit Modi was
slapped with a fine of Rs 10.65
crore apart from Pandove.
While BCCI has approved the
penalty amount to be paid on be-
half of Pandove (a copy of letter
is with PTI), the letter states that
if Pandove is "found guilty of any
wilful act or default, the said
amount will be recovered". The
letter also states that if Pandove
can successfully challenge the or-
der and get a refund, he will have
to deposit the amount back to
BCCI with necessary accretions
(accrued interest).

Francis Rosario
passes away
Secunderabad: Former foot-
ball international Francis
Rosario passed away at his res-
idence in early hours of
Wednesday. He is survived by
his wife and two daughters. Be-
sides representing MCH, he
achieved a high point when he
skippered the Andhra Pradesh
team. The funeral will be held
at Narayanguda cemetery
Thursday afternoon. Mean-
