Introduction

Subiccon Corporation is a duly registered with the Securities and


Exchange Commission (SEC) with Company Registration No. A1997-20400.

For several years, the proponent has been involved in construction


business. Due to proficient on every field of engineering and construction works,
Subiccon Corporation acquired extensive infrastructure projects on the private
and government sector such as buildings, roads, bridges, site developments and
other related engineering works.

Due to the shortages and increasing demand of aggregates for the


company’s existing asphalt and concrete batching plants, the proponent
expanded its existing concrete batching plant by installing/constructing one (1)
set of Aggregate Crushing Plant with a capacity of 250 Tons Per Hour (TPH).

The existing concrete batching plant and the newly constructed aggregate
crushing plant of Subiccon Corp. located at Brgy. Nagbayan, Castillejos,
Zambales was granted an Environmental Compliance Certificate (ECC)
Amendment with ECC Reference Code No. III-9706-093-303A issued on June
11, 2018. (See attached ECC Amendment)

Purpose / Rationale

This Engineer’s Report was prepared and submitted to the Department of


Environment and Natural Resources (DENR) - Environmental Management
Bureau (EMB) – Region 3 as the primary requirement in securing a “Discharge
Permit” (Wastewater Source Pollution and Control Facility). It also discussed the
domestic and industrial wastewater, solid waste, hazardous waste and air
emission from the operation of the plant and the corresponding control
measures.

Location and Area

The project site is located at Brgy. Nagbayan, Castillejos, Zambales


covers a total land area of 18,357 square meters with geographical coordinates
of 14⁰ 56’ 19” north latitude and 120⁰ 10’ 40” east longitude.

Castillejos is bounded on the north by municipality of San Marcelino. It is


32 kilometer from Olongapo City Proper, 60 kilometer from Iba and 147 kilometer
northwest of Manila. Travel time is 3 ½ hours from Manila, one hour from Iba and
½ hour from Olongapo City.

The plant site is accessible to all types of four-wheeled vehicle and can be
reached via the Olongapo-Bugallon Road (National Highway) which is
approximately 4-5 kilometers away from the town proper. All types of land
vehicles can use this route, jeepneys ply the said national highway and available
during most times of the day. The existing site is within an industrial area. (See

Process Description of Aggregate Crushing Plant

The newly installed/constructed equipment/machineries consists of one (1)


set of Aggregate Crushing Plant with a capacity of 250 tons per hour. The
process technologies to be deployed by Subiccon Corp. are similar to those that
are in existence in other crushing plants operating locally.

The process flow is described hereunder as follows:

The flow process of operation of the 250 tons per hour capacity of the
aggregate crushing plant consists of hauling and stockpiling of raw materials.
The quarry materials will undergo a series of processes, namely crushing,
screening and washing. Wet process is introduced to upgrade the quality of
materials and to eliminate dust emission.

Quarry (rock) materials from the quarry site are delivered to the crushing
plant by truck haulers. Materials are fed directly to the crusher and/or stockpiled
within the site.

Materials which is a mixture of fine, coarse and medium size boulders are
dump to the feeder hopper and then to the vibrating feeder where all fine
materials goes directly to the primary conveyor while coarse and bigger sizes
proceed to jaw crusher. Crushed materials from the jaw crusher would be
conveyed to the primary and delivery conveyor, respectively to be fed to the
vibrating screen.

Vibrating screen is equipped with high pressured water spray. The


aggregates then goes into the secondary hopper and is gradually fed into the
secondary crusher (cone type). The crushed materials then goes to the three (3)

compartments or decks vibrating screen equipped with water spray system which
serves as cleaner and air pollution control device. This unit controls, screens and
separates different sizes of aggregates.

First deck produces Gravel 1”, second G-3/4” and third is divided into two
(2) sections which produces G-3/8” and Sand. At the 3/8” screening, the gravel
will be screened to the vibrating screen and will be distributed to its appropriate
conveyors while sand and clay passes to a sand classifier where a clean high
quality of processed or washed sand is produced. (See attached Flow Process and

Identification of Pollution Sources

The most common pollution sources of the plant during operation will be
generated from the process equipment of aggregate crushing machineries.
These machineries are the main sources of air and water pollution in terms of
Total Suspended Particulates (TSP) and Total Suspended Solids (TSS)
respectively. On the other hand, solid waste, hazardous waste and domestic
wastewater management are other environmental impacts during the plant’s
operation.

All of the aforementioned wastes from their sources if left unattended and
disposed into the environment without treatment or proper method of acceptable
disposal will cause pollution and environmental problems.

Pollution Activities and Pollution Abatement

● Solid Waste Management

The Solid Waste Management Plan is based on segregation, recycling


and re-use. Waste segregation refers to the practice of separating and storing
different materials found in the solid waste in order to promote recycling and re-
use of resources and to reduce the volume of waste for collection and disposal.
Garbage cans with labels for segregations will be positioned in strategic places to
accommodate wastes generated by both personnel and customers. Waste

recycling refers to resource recovery activities. This involves collection and


storage of recyclable materials either for immediate re-use or for sale to junk
buyers and recyclers.

The facility currently generates very few solid wastes in the form of office
garbage and domestic refuse. Recyclable materials are collected and stored in
designated containers daily and sold to recyclers at the end of each month.
Totally disposable solid wastes are regularly picked up by the barangay garbage
collection unit for disposal. Though negative and long-term, the impact of solid
waste accumulation at this point is insignificant and also properly addressed by

● Air Quality Management

The potential source of air pollution is the aggregate crushing plant


equipment. The principal air pollutant to be considered from the said equipment
is particulate matter emissions. To attain the emission limits in terms of
particulate matter, an air pollution control devices (water spray system) had been
installed and proper maintenance will also be implemented.

The vibrating feeder and vibrating screen (3-deck) are equipped with high
pressured water spray system which serves as cleaner and air pollution control
device.

Although dust and other dust pollutants are expected not to exceed the
DENR Standards, the following measures will be undertaken:

▪ Regular and proper maintenance of crushing plant equipment and

its corresponding control devices will be done;

▪ Equipment identified to cause substantial adverse environmental


impact will be immediately replaced

▪ Water sprinkling of dusty roads at the plant will be regularly done


especially during dry season.

● Hazardous Waste Management

The plant will generate hazardous waste such as used oil, used batteries
and busted fluorescent lamps. These materials will be separated from the regular
waste and properly stored, labeled and disposed according to R.A. 6969
guidelines. A DENR accredited recyclers/treaters and transporters will be hired
by the proponent prior to disposal/hauling of hazardous wastes from the plant.

● Domestic Wastewater Management

Toilet facilities for employees are already equipped with septic tanks for
treatment of domestic wastewater. In compliance with the new Sanitation Code of
the Philippines, the septic tank is of the triple chamber type with no leaching field.
Effluent flows into the vault through the inlet hole located at the center of the vault
chamber. Settable solids in the incoming wastewater settle and form a sludge
layer at the bottom of the tank. Because in the long term, accumulation of scum
and sludge can reduce the effective volumetric capacity of the tank; the contents
of the septic tanks shall be pumped periodically. To further minimize polluting
effluent, management shall put premium on cleanliness, customary sanitation in
the workplace and periodic de-clogging of wastewater passages.

Moreover, the aggregate crushing plant of Subiccon Corp. is a newly


constructed plant, the septic tanks are still functioning well and the company
commits that in case of overflow, the proponent will commission an accredited
siphoning company to conduct siphoning of our septic tanks.

● Industrial Wastewater Management

During the plant’s operation, wastewater will inevitably be generated from


washing of raw materials (aggregates and sand). Wet process is introduced to
upgrade the quality of material. The principal water pollution parameter to be
affected is Total Suspended Solids (TSS).

Approximately 12.0 cubic meters per day of wash water is generated


during normal operation of the crushing plant. The wash water containing of silts
materials will be diverted and treated into the plant’s wastewater treatment facility
consisting of three (3) chambered settling tank prior to discharge into the nearby
receiving body of water.

Settling Tank (Chamber #1) - Receives directly all wastewater


coming from the crusher through reinforce concrete
canal and by means of gravitational system about
70% of solid particles of silts settle down.

Settling Tank (Chamber #2) - Water continuous to flow with the


remaining 30% of silted water also settle down as it
flow to the next tank.

Settling Tank (Chamber #3) - Clear water reached the final


section of the tank through settling. In case of need
of additional water supply for the crusher, this clear
water can easily diverted to the plant by means of a
water pump.

Total volume of WTF = 90.0 cubic meters

An estimated volume of 3.0-4.0 cubic meters per day is expected to be


discharge. As much as possible, the proponent will implement a zero water
discharge wherein the treated wastewater diverted at the final stage of the
settling tank will be pumped out and will be reused/recycled to the next batch of

crushing/washing activities of aggregates and will also used as water sprinkling


at the unpaved roads or dusty places of the plant. (See attached Plans and

Personnel Protection

Workers to be assigned at the plant will be provided with Personal


Protective Equipment (PPE) and other protective clothing as required by the
nature of their works. Implementation of occupational safety rules shall be strictly
enforced in the plant’s premises. Fire extinguishers and first aid kits shall be
placed at the plant’s key areas.

Environmental Monitoring Plan

The company will implement proper monitoring activities in order to keep


track of the quality of its environment and possible changes thereto. These
would include air and water sampling, ocular observation and routine checkup of
facilities. The undersigned is expected to oversee the implementation of all
environmental monitoring action within the premises of the plant and will
coordinate with the management, DENR personnel and other pertinent
government agencies on this account. It is also our responsibility to ensure that
negative impact mitigating measures that have earlier been identified are
properly executed. (See attached PCO Accreditation)
