Proposals shall be submitted in electronic format and through the Rocky Mountain E-Purchasing website
(https://www.bidnetdirect.com/colorado). It is advisable that bidder be familiar with this website in order to
successfully submit their bids. It is the sole responsibility of the bidder to see that their bid response is received on
time. (Park County does not have access to, or control of, the vendor side of Rocky Mountain E-Purchasing and is
not responsible for any problems that may arise with bid submittals). Bids will not be considered which are received
after bid response time stated.
The award of the bid will not be announced at the time of the bid opening, bids will be reviewed, and a decision
of award will be made at a later date. All bidders will be notified as to the winner, of the bid, at that time.
Park County reserves the right to reject any or all bids, or accept any presented which meet or exceed the
specifications which are deemed to be in the best interest of Park County, and will not necessarily be bound to accept
the low bid. The County also reserves the right to waive formalities or informalities contained in said bid, and to
negotiate any optional items with the successful bidder.

1. MEETINGS

C. Contractor will be available to meet additionally up to 4 times to meet in person
either in Denver, Conifer/Bailey or Fairplay.
2. WEBSITE MANAGEMENT
The contractor will oversee the functionality and development of the departmental
website assets; evaluate and manage website performance; facilitate hosting and server
management; and develop, maintain and update website content.
Contractor tasks will include:
1. Consult on a timely basis with staff & recommend improvements to the user
experience
2. Plan, implement, manage, monitor and upgrade website assets as needed
3. Respond in a timely fashion and troubleshoot all website issues and security
breaches
4. Ensure the protection of websites assets and update HTML, CSS and JavaScript
regularly
5. Conduct content audits to eliminate redundant and/or duplicate content
6. Ensure quality and efficiency by conducting regular reviews
7. Ensure compliance with all laws and regulations

3. SOCIAL MEDIA
The contractor will manage 2 departmental social media accounts and any
coordinated campaigns. Each account has its own Facebook and Instagram accounts:
● South Park National Heritage Area
● Explore Park County
Contractor tasks will include:

1. Integrate all channels of marketing (social media, SEO, content marketing, email,
print and digital marketing)
2. Monitor, moderate and respond to audience comments
3. Create, manage and/or post shareable posts, videos and images
4. Create a regular publishing schedule and promote content through social
advertising
5. Deliberate planning, strategy and goal setting
6. Development of brand awareness and online reputation
6. SPNHA SYMPOSIUM
The SPNHA Symposium is a day-long event focusing on the history and heritage of
South Park. It usually takes place in Fairplay and we have a tentative date of 14th
August 2020. It typically features a variety of individuals presenting on various
research topics.
The contractor will record, edit and produce the presentations. Individual sessions
will be made available on YouTube for the public interest. Additionally, a short promo
video (2-4 minutes) will be created for a variety of uses.

This is a pilot program. The contractor will work with staff to formulate a test
program designed to heighten awareness of the benefits of tourism best practices for
local business owners. This Deliverable has a fixed cost of $2,000 for 2020. The
contractor will provide a general concept that will be further consolidated during 1 – 2
in-person meeting with staff.
