Code of Civil Servants

Basic Rules
1. Presidential Regulation Number 11 Year 1959 on Oath of Officer of Civil Servants and
Members of the Armed Forces;

2. Government Regulation No. 21 of 1975 on Oath / Promise of Civil Servants;


3.Circular letter of Head of the State Personnel Agency Number 14/SE/1975, on Guidelines
for Taking Oath / Promise of Civil Servants
4. Government Regulation No. 42 of 2004 on the Mental Development of the Corps and the
Code of Civil Servants;

Oath / Promise of Civil Servants


As an element of the State apparatus and public servant civil servant has the morals and
manners are beyond reproach, which is capable of carrying out duties in a professional and
responsible in carrying out the task of governance and development, and clean from
corruption, collusion and nepotism.
Every civil servant must be cautious to God the Almighty, are required to provide
services fairly and equitably to the community with loyalty and obedience is based on
Pancasila, the Constitution of 1945, the State, and the Government.

attitudes, behaviors, and actions of Civil Servants, both inside and outside the department.
In order to attempt to build civil servants who clean, honest, and aware of his
responsibility as an element of the State apparatus and public servant, each civil servant shall
appoint Oath / Promise of Civil Servants.
Oath / Promise of Civil Servants is a statement of ability to perform an obligation or
abstain from doing any restrictions.
A Civil Service raise oath based on religious belief / trust to God Almighty, this
indicates that the statement of ability in the oath that is spoken is also intended to God
Almighty.
Candidates for the Civil Service after the appointed civil servant shall appoint Oath /
Promise of Civil Servants. Civil Oath spoken before the competent superior.
Every civil servant must obey the oath spoken with his best and did not violate the oath
of it while it is located as Civil Servants.
Oath of the Civil Service set out in Government Regulation No. 21 of 1975 on Oath /
Promise of Civil Servants.

Worded oath of the Civil Service are as follows:


"By Allah, I swear / pledge.
That I, to be appointed as civil servants, will faithfully and fully obedient to the Pancasila,
Constitution of 1945, the State, and the Government.
That I will obey all laws and regulations in force and carry out official duties entrusted to me
with a full of devotion, awareness, responsibility;
That I will always uphold the honor of State, Government, and dignity of civil servants, and
will always put the interests of my own country than the interests of a person or group;
That I will uphold the secret things which by their nature or according to my orders must be
kept secret;
That I will work with an honest, orderly, meticulous, and eager for the interests of the State.
"
Oath / Promise Position
The appointment of a Civil Servant to assume office as particularly important positions that
have a broad scope is a great confidence from the State. In performing the task required of
dedication, honesty, sincerity, and a great responsibility.
Due to the Civil Servants who are appointed to assume certain positions at the time of his
appointment shall appoint the State Oath of Office before the superior authorities according
to religion or belief in God Almighty.

Oath of Office Affairs of the Republic of Indonesia under Presidential Decree No. 11 of 1959
on Oath of Office of Civil Servants and Members of the Armed Forces is as follows.
"By Allah I swear,
That I, to be appointed in this position, either directly or indirectly, by way or pretext
whatsoever, give or undertakes to provide four things to anyone;
That I will be faithful and obedient to the Republic of Indonesia;
That I will from a secret hold is something That by its nature or should I keep under the
command;
That I will from not receiving a gift or a gift of anything and of anyone else, the which I

position or a job;
That I was in running the office or my job, I always will be more important interests
than the interests of my own country or group;
That I will consistently uphold the honor of State, Government, and Public Servant;
That I will work with an honest, orderly, careful and eager to State interests. "

Pronunciation oath conducted by government-recognized religions, namely:

a. begins with the words "By God" to adherents of Islam;

b. concludes by saying "May God help soya", for Protestant Christian / Catholic;

c. begins with the greeting "Om Parama Atah Wisesa", to the Hindu religion;

d. begins with the words "By Sang Hyang Adi Buddha", for Buddhists.

Procedure for Taking Oath

Taking oath in a ceremony performed solemn. Who attended the ceremony were:

Basic values which must be upheld by the Civil Service includes:

g. professionalism, neutrality, and high moral standing;

Code of Ethics of Civil Servants

In the performance of official duties and the daily life of every civil servant must be guided
by ethics and the state, in governance in the organization, in society, serts of self and fellow

a. fully implementing Pancasila and the Constitution of 1945;

a. carry out the duties and powers according to applicable regulations;

b. maintain confidential information;

c. implement any policies established by the competent authority;

d. build a work ethic and improve organizational performance;

e. cooperating work cooperatively with other relevant units in the achievement of objectives;

f. have competence in the performance of duties;


g. submissive and obedient to the operational standards and procedures of work;

h. develop creative thinking and innovative in order to increase organizational kineri;

i. oriented towards improving the quality of work.

Ethics in the community include:

a. make simple lifestyle;

b. serve with empathy, respect, and polite selfless and without coercion;

c. provide rapid, accurate, open and fair and not discriminatory;

d. responsive to the state of society lingkunga;

e. oriented to improving the public welfare in executing the task.

Ethics of self include:

c. avoid conflicts of personal interest, group, or class;

d. initiative to improve the quality of knowledge, abilities, skills and attitudes;

Ethics against fellow Civil Servants:

a. mutual respect for fellow citizens who embrace the religion / faith is different;

b. maintain a sense of unity and integrity among civil servants;

c. mutual respect among peers either vertically or horizontally in a work unit, agency, or
outside agencies;

d. appreciate differences of opinion;

e. uphold the dignity of the Civil Service;

f. maintain and establish cooperative partnerships among civil servants;

Code Enforcement

Civil Servants who violate the Code of Civil Servants shall be liable to moral. Moral sanction

Assembly Code

The Code Council is temporary, that is only formed when there is a civil servant suspected of
violating the code of ethics. In the case of Government agencies have vertical institutions in

the region to establish the formation of the Assembly Code of Conduct.
