Subject:- Committee Report for Analysis of Rates of the work - Construction of main
project road from RD -50m (Chichingle nalla) to RD 1000 m of total length of 1050 m
for Kwar HE Project, Kishtwar (Pkg I).
Committee duly constituted by the competent authority, comprising of (i) Sh. Suraman
Sharma, SM (C), (ii) Sh. F.A. Beg, SM (C) and (iii) Sh Devendra Singh, Manager
(Finance) , went through the Interim Deviation Statement of above mentioned work for
Analysis of Rates for items deviated beyond 1.25 times BOQ quantity. The work has been
awarded on open Tender basis for Rs3,45,92,759/- only. The total value of work executed
as well as likely to be executed (anticipated) comes to the tune of Rs 5,1881125.70 /- only
and so there is deviation of Rs 1,72,88,366.70/- only which is 49.98 % over the awarded
value. (Copy enclosed at CP- ).
It is observed that there is positive deviation beyond 1.25 times BOQ quantity in item no
3(i), 3(ii), 5, 6, 7, 8, 11 (ii) & 12 (i) of the BOQ Items.
In view of above, rates for items no. 3(i), 3(ii), 5, 6, 7, 8, 11 (ii) & 12 (i) of the BOQ Items
are to be analysed as these items are executed / likely to be executed beyond 1.25 times of
BOQ quantity as per deviation statement submitted by the end user.
Analysis of Rates is required as per Clause 18 of GCC of the Contract Agreement for
payment of quantity deviated beyond 1.25 times of BOQ.
On basis of above norms / inputs, Analysis of Rates has been carried out (detailed analysis
is placed on CP side). The Contractor has submitted his rate. BOQ Rates, Analysed Rates,
Rates quoted by Contractor & are compared in the tabulated form as under :-
From the above table, it is evident that Rates quoted by the contractor is less than the
analysed rates for all items.
Recommendation of Committee:-
The committee opines that rates of items asked by Contractor are reasonable and justified.
Hence, committee recommends following rates for adoption by competent authority of
quantity beyond 1.25 times BOQ.

As per Clause 11.1 & Remarks 11.2 (C) Section-I of DOP, the competency for approval of
Rates falls within the purview of the JMD.

Subject:- Committee Report for Analysis of Rates of the work - Construction of main
project road from RD 1000 to RD 1995 of total length of 995m for Kwar HE Project,
Kishtwar (Pkg II).
Committee duly constituted by the competent authority, comprising of (i) Sh. Suraman
Sharma, SM (C), (ii) Sh. Ranjeet Kumar, SM (C) and (iii) Sh Devendra Singh, Manager
(Finance) , went through the Interim Deviation Statement of above mentioned work for
Analysis of Rates for items deviated beyond 1.25 times BOQ quantity. The work has been
awarded on open Tender basis for Rs 1,61,95,478/- only. The total work done on the basis
of quantity entered in MB (till date) and BOQ rates comes to Rs2,43,29,633/- only and so
there is deviation of Rs81,34,155/- only (Copy enclosed at CP-7).
It is observed that there is positive deviation beyond 1.25 times BOQ quantity in item no
1(i), 1(ii), 3(ii), 12(i) & 13 of the BOQ Items. The Contractor vide letter no.- Nil dated
15.10.2019 has requested for payment of R.R. Masonry in Cement mortar 1:6 as Extra Item
(complete Rate) as non-availability of boulders at site. Further, as per statement of end user
recorded at NP-1, item no. 3(i) is also likely to be exceeded 1.25 times BOQ quantity.
Random rubble masonry (RR 1:6) complete item is to be analysed as extra item as per
comment of end user. It is pertinent to mention here that in BOQ, there is only labour rate
for RR masonry (1:6) work (Not a complete item).
In view of above, rates for items (no. 1(i), 1(ii), 3(i), 3(ii), 12(i) & 13 of the BOQ Items
and Extra Item for Random rubble masonry (RR 1:6) complete item are to be analysed.
Analysis of Rates is required as per Clause 18 of GCC of the Contract Agreement for
payment of quantity deviated beyond 1.25 times of BOQ & for Extra Item.

From the above table, it is evident that Rates quoted by the contractor is less than the
analysed rates for all items except Item no12.
Recommendation of Committee:-
The committee opines that rates of items (except item no. - 12) asked by Contractor are
reasonable and justified. Rate of Item no. 12 analysed by the committee is reasonable.
Hence, committee recommends following rates for payment of quantity beyond 1.25 times
BOQ quantity and for Extra Item.
As per Clause 11.1 & Remarks 11.2 (C) Section-I of DOP, the competency for approval of
Rates fall within the purview of the JMD.
The Contractor vide letter no.- Nil dated 15.10.2019 has requested for payment of Item
No11 (i) (R.R. Masonry in Cement mortar 1:6) of BOQ as substituted item since no
payment of hard rock has been considered to the contractor. The item 11 (i) of BOQ is not
complete item but labour rate item only considering that during excavation there would be
availability of hard rock / boulder at site.

Name of Work:- Construction of main project road from RD 1000 to RD 1995 of total
length of 995m for Kwar HE Project, Kishtwar (Pkg II). Interim Deviation thereof.
The work ‘Construction of main project road from RD 1000 to RD 1995 of total length of
995m for Kwar HE Project, Kishtwar (Pkg II)’ amounting to Rs1,61,95,478/- only has been
awarded on open tender basis to M/s Akhter Hussain Lone S/o Ab Gani Lone R/o Padyarna
Kishtwar (J&K) vide LOA no. - CVPP/Kwar/SM (P&C)/2018-19/02 dated 12.04.2018. The
allocated Time for completion of the work is Six month.
During the course of execution of the work, Deviations in execution of some items have
occurred as per site condition. Some items are required for completion & proper
serviceability of this road and have proposed in the Interim deviation statement. The

excavation has been done considering safety & stability in steep hill slope prone to sliding.
To protect the slope failure and loss of properties of villagers, Breast wall & drain required
throughout the length of the road. There is no such provision in BOQ and so is the reason
of deviation. The details of item-wise deviation statement are placed on CP side.
As per Deviation statement, total value of work likely to be executed is Rs3,07,46,712/-
only and there is deviation of Rs1,45,51,234/- only which is +89.85% excess over the
awarded value of Rs1,61,95,478/- only.
There is positive deviation of over 1.25 times BOQ quantity for item no 1(i), 1(ii), 3(i),
3(ii), 11(i), 12(i) & 13 for which committee may be constituted for Analysis of Rates for
payment of quantity beyond 1.25 times of BOQ. The Contractor has requested for payment
of these items on the basis of BOQ rates.
In terms of Clause 11.1 & Remarks 11 (e); the competency to accord technical approval
falls within the purview of the Chief General Manager.

(-) 50m (Chichingle Nallah) to RD 1000 m of total length of 1050m for Kwar HE Project,
Kishtwar (Pkg- I)’.

Beg, SM (C), (ii) Ranjeet Kumar, SM (C) and (iii) Mansoor Ahmad Kazi, Dy Manager
(Geology), visited the site of above mentioned work on 10.10.2019 for determining the RD
wise Rock Classification. The Contractor was intimated for his presence but he was unable

to visit the site and asked the committee members to carry out the task and he would accept
the Classification unconditionally.
The RD wise classification of the work is as under:-
It is evident from above table that Ordinary Rock exists in 65 m length & All kind of Soil
exists in 935 m length.
