Background
 Increasing globalisation and climate change, security threats growing in scale
and sophistication

 Demand from european citizens to increase their security accordingly to these


new stakes

 Crisis and disasters ignoring boundaries and plans

 Multi-agency crisis and disaster response

 EU specific challenges: open space with 28 member states responsible for


security, 28 governments and different territorial organizations, 24 official
languages…..

What are standards ?

 Documents providing, specifications, guidelines or characteristics that can


be used consistently to ensure that materials, products, processes and
services are fit for their purpose.

 Standards are concrete and shared outcomes, workable for all


stakeholders developed by consensus of experts

 Investments and powerful lever to strengthen societal security

 Common language
 Harmonized processes and practices
 Developing and taking up useful and used research and innovation
 Technical compatibility of material or interoperability of systems or data
 More cost-effective outcomes for both end-users and suppliers

 Shared solutions to societal, commercial or technical Issues
 Trust between stakeholders (users, first responders, policy makers,
