We wish to submit the manuscript entitled “Orientation and position descriptors for non-static sign
language recognition” for consideration to the journal IET Computer Vision. We confirm that this
work is original and has not been published elsewhere nor is it currently under consideration for
publication elsewhere.

Regards to the significance and novelty of the work, this paper presents an efficient method for non-
static sign language recognition, employing an improved segmentation for the Region of Interest
(ROI) using Color Clustering with K-Means, which allows to characterize only the concerning data
regarding to the sign language and minimizing the overlap of the hands with the body in cases where
it’s possible. This method improves the extraction of our presented descriptors based on orientation
and position.

Additionally, the usage of HOG as a global orientation descriptor avoids a segmentation stage and
minimizes the required amount of data for a successful classification requiring less than the 10% of
the whole data for a high classification result. Finally, the proposed classifiers do not require a
training stage improving the computational time required.

We believe that the analysis and proposal of this work could be of interest for IET Computer Vision
readers. Also, IET Computer Vision is the most appropriate scientific space for our research, because
studies related to sign language recognition have already appeared in IET Computer Vision, and we
would like to increase the contributions to these research areas.
