INTRODUCTION

Background of the study

Domestic work is among the oldest and most recognized as an important household

responsibility for women worldwide. It is an industry that has roots in the global slave trade,

colonialism and other forms of servitude. In today’s globalized economy and feminized

international migration, several factors make domestic work indispensable for the economy

outside the household to function. More women are joining the labour force and working longer

and more intense hours. Unfortunately, fewer governments have public policies that help workers

reconcile work and family life as more and more child and family care services have been

slashed, posing serious problems for rapidly ageing societies. All these factors have increased the

demand for domestic workers who maintain vital household routines, thereby allowing millions

of others to go out to work (Erika & Christine, 2012)

The Philippines is now one of the world’s two top labour exports where the government

actively promotes outmigration as a politically expedient development strategy to deal with the

country’s weak economy. Sending migrants abroad have become an industry and the women are

being described as the “modern-day heroes” mainly because of the remittance they are sending

back to the country have been showed to constitute the single largest source of foreign currency

for the Philippine economy (Kanlungan 2009).

In Barangay Panay Sto. Niño South Cotabato there are three old domestic helpers who work

abroad. According to ex captain of Barangay Panay, Danilo F. Manua those domestic helpers

coming from Panay are great heroes of their locality because they choose to leave outside the

country for a long time than to stay around their family that they can't provide their needs of their

children. And absolutely a hero because working outside the country is not easy and expectedly

they encountered many challenges.

This study is important and necessary for the researchers because there are a lot of cases in

the Philippines where families are separated from each other and problems remains. There are

those who leave their aging parents to care for others, just to earn more. The fact that they're

going to have to stay in a strange land for a long time is a sad reality. It's not easy to adapt to

different cultures and traditions. However, our government falls short in providing decent jobs

for its people so our countrymen will forced to leave.

Review of related literature

This chapter presents a review of literature on present study. These are focuses on

challenges and experiences of Filipino domestic workers.

OFWs are celebrated within the current Philippine context and hailed as the bagong bayani (new

heroes) in popular media. Nonetheless, OFWs face serious risks and individual- and institutional-

level abuses (Stenum, 2011), and many are burdened with legalities of international border

crossing and issues of acculturation (Fresnoza-Flot, 2009).

Working hours of domestic helpers are among the longest and most under-regulated in

the world. It's usually defined as work which takes place in a private "household". UNEGEEW,

(2013) stated that domestic and care work play a critical role in the economic and social well-

being of almost every-country. Domestic helpers include maids, cooks, yayas (nannies), drivers

and all around helpers. According to Fresniza-Flot ( 2009) cited by Parreñas (2005) Women are

expected to carry out domestic duties and mothers are expected to be the main caregiver

responsible for the typical family context. Luebker, (2013) Domestic work performs a multitude

of duties that allow for the maintenance of households and for the care of individuals-allowing

employers to enter into the workforce to fill higher skilled jobs or otherwise maintain or reach a

desire lifestyle.

The two central elements of the definition of domestic work in Convention No. 189 are

that it is performed within an employment relationship and in or for a household (i.e. regardless

of the specific tasks that the domestic worker performs). Existing statistical classifications, i.e.,

by occupation, status in employment or industry, were not designed with the primary objective of

identifying domestic workers. However, the International Standard Industrial Classification

(ISIC), in its still widely-used Revision 3.1, matches this definition well. Its Division 95

“Activities of private households as employers of domestic staff” includes “[…] the activities of

households as employers of domestic personnel such as maids, cooks, waiters, valets, butlers,

laundresses, gardeners, gatekeepers, stable lads, chauffeurs, caretakers, governesses, babysitters,

tutors, secretaries etc. It allows the domestic personnel employed to state the activity of their

employer in censuses or studies, even though the employer is an individual” (ISIC Revision 3.1).

Live-in domestic workers are those classified as ‘domestic helpers’ in the variable ‘relationship

to household head” in the roster of household members. Live-out domestic workers are those

whose occupation falls under ISIC Division 95, and who can have any relationship to the

household head or be a household head themselves except “domestic worker” (ILO, 2011).

The researcher strove to engender a relationship with each participant that was as close to

hindi ibang tao (loosely translated, “not different from us”) as possible, to treat research

participants as having equal status, to protect the welfare of participants, to employ research

methods appropriate to the population, and to use the participants’ language (Pe-Pua, 2006).

Other researchers have identified the transformed ways by which OFWs “parent” their

children across distance, for instance, using remittances and electronically mediated

communication such as cell phones, Skype, and social media (Madianou & Miller, 2011).

Several current and projected trends suggest growth in the need for domestic workers in

the near future including the increased entry of women into the workforce paired with almost

global gender norms for women to perform household duties, increases in segments of the

population that need care (e.g., ageing populations in some countries), and simply an increasing

demand to maintain or achieve a certain lifestyle that necessitates additional domestic assistance

(UNEGEEW, 2013)

The case of rural-to-urban internal migrants working in the domestic sector is not as well

understood. Although sharing many similarities, domestic migrants differ somewhat from their

peers who migrate abroad. Internal migrants are typically younger and have fewer resources than

their international counterparts. Overall, they have less education, originate from poorer areas of

the country, and have fewer years of work experience (ILO, 2013). Working as a yaya entailed

being away from one’s home and being separated from family. Participants described this

situation as difficult but as their only economically viable option. Poverty is a pervasive problem

in the Philippines that affects one third of the population, with this situation especially dire in the

rural areas where 80% of the country’s poor reside (RPP, 2013).

Article 147 requires employers to treat house help in a "just and humane manner" with

no physical violence. . Article 148 requires the employer to provide suitable and sanitary living

quarters, adequate food, and medical attendance to the house helper free of charge

Domestic workers tend to have lower wages, fewer benefits, and less legal or social

protections compared to most other wage workers, with the probable exception of casual day

laborers and industrial outworkers. Further, although home is widely viewed as a “safe haven”

and some domestic workers feel protected in the private sphere of a private home. There is

growing evidence that domestic workers are exposed to a wide range of unhealthy and hazardous

working conditions (Peggie S., 2011)

Finally, our current understanding of family and parenting needs to incorporate social,

demographic, and cultural change. As transitions within the caregiving context arise, for

example, as a result of migration; significant shifts in human development and family

functioning are likely to emerge (Greenfield, 2009 cited by Kagitcibasi, 2007).

Statement of the problem

Generally this study dealt with in experiences of domestic workers. Specifically, this

study sought answers to the following questions

1.) What are the experiences of Filipino Domestic workers?

2.) What are the challenges encountered by the Filipino Domestic workers?

Significance of the Study

This research, which focused on Filipino domestic worker experiences, is significant to

the following:
To the students, that they must be find out what was the working conditions of being a

domestic worker for those who having an ex domestic workers family outside the country.
To the parents, as the one who have a huge part and responsibilities usually undertaking

the job as domestic worker, this study would help them to reassert and focus more on their fields

and cater better learning experience, especially for the parents who would be planning to find

jobs abroad.

To the community, that they may have rights to providing decent jobs for their people so

their countrymen will not be force to leave.

To the researchers, it is necessary to gather and understand the data of the research and improve

the interactional and socialization skills

Scope and Delimitations of the study

This study was undertaken in Barangay Panay Sto Niño, South Cotabato and limits its

coverage on old Filipino domestic workers only. Its main purpose is to identify the common

problems and challenges that they encounter and to propose possible solutions regarding these

problems. This study considers every aspect of workers’ personal information that has an impact

on their job performance such as their status, background, their language and ethnicity, their

gender and age.

Definition of key terms

Domestic worker is a person who performs a multitude of duties that allows for the maintenance

of households.

Challenges to say or show that (something) may not be true, correct, or legal

Community a group of people who live in same area (such as a city, town or neighborhood)

Experiences are a skill or knowledge that you get by doing something.

Filipino a native of the Philippines Island It is also a citizen of the Republic of the Philippines.

Migrant is a person who goes from one place to another especially to find work.

METHODOLOGY

This study entitled, “Bagong bayani: exploring the experiences of Filipino domestic workers”

utilizes a qualitative research approach.

Research design

This study is descriptive and based on qualitative research methods in exploring the

experiences and challenges of Filipino domestic workers.

Respondents of study

The respondents were chosen through purposive sampling. The researchers made use of 3

old Filipino domestic workers as respondents. After choosing the respondents, each of them were

given a survey questionnaire to answer.

Locale of the study

This study was conducted in Barangay Panay, Sto. Niño, South Cotabato.

Research Instrument

This study utilized an interview guide questionnaire. The designed question focuses on

the Lived experiences of Filipino domestic workers and the challenges that they encountered.

The interview guide questionnaire will be prepared by the researchefrs after doing a research.

The researchers’ interview guide questionnaire were prepared and showed to the adviser for

validation, comments, suggestion and revision. After that, revisions of the interview guide

questionnaire were done.

The researcher incorporated the comments and suggestions of the adviser and prepared

the second draft of the interview guide questionnaire. Since the researcher conducted a research

interview using the research questions and guide questions, the researcher interviewed the

participants individually through direct interview using oral conversation to conduct the study.

Data Gathering Procedure

The researcher transcribed the data from the interview. The researchers read and reread

the transcription and coded the answers for the research questions. After coding, the researchers

extracted the coded data and grouped them according to themes that answered the research

questions. The group data were assigned to themes that describe the core ideas taken from the

interview.

RESULT AND DISCUSSIONS

This section presents the results and discussions of main findings of the study from the

questionnaire.

Experiences

The table 1 shows the hardship experiences by domestic workers. Hardships include

home-sickness and environmental adjustment.

- The experiences I've had ... the very first thing I've experience the

homesick, the second I learned really working in terms specifically

inside the house what's the proper waste of all those who are

perfectly in it all and the sanitation is really the most their priority is

when you work abroad. (IT2L12-15)


Abused -What? They do not feed well with their people, only noodles and

limited food. (IT3L36, 37)

-That's when they do not give food, yes, it's really hard to get, so

that the people there are slim. (IT3L48, 49)

The Table 1 presents the experiences of Filipino domestic workers. According to the participants

they experience homesickness to their family and abused made by their boss during their

working days as domestic helper.

Homesickness Mostly, domestic helpers answered homesickness of their family. The domestic

worker shared their hardship during their working days in abroad as domestic helper. According

to the participants:

A Domestic workers cannot avoid being homesick in their absence while they are away. This is

one of the hard parts as domestic helper during their migration in many years in abroad.

Abused. It is the worst part of domestic helper while they are doing their job. The domestic

helper shared their difficulties while they are serving their boss. This is illustrated by a comment

from the participant:

What? They do not feed well with their people, only noodles and limited food. (IT3L36, 37)

That's when they do not give food, yes, it's really hard to get, so that the people there are slim.

Abused is the worst experience as domestic workers. This is one of the scary parts of their jobs

because sometimes they will not feed well and they yelled if there something does wrong.

Challenges

Challenges encountered on working abroad. The difficulty includes, keeping sacrifices,

maltreated and source of strength.

Work adjustment - First timer? my first experience as a first timer is not just as

much as I need to adjust in terms because ... for example the

Chinese because ... their taste in food, they make you feel like a

helper as soon as they get their taste food. If you compare their

taste to the food of the Filipinos it is very different from those

who are less likely to eat food than those in comparison with

Filipinosand secondly, you really need to deal with them as your

new boss because you do not know their behavior. Then third

time I have all the experience, from budgeting, ahm household

chores and then you really care for two kids and that I

experience there from new born you really care for. (IT2L27-35)

Emotional problem - Of course first of all trust in God and learn to love yourself

also, be inspired and just take it easy. You do not have to ... and

you handle it when you’re homesick and your goals are similar.

-just pray, because you cannot really call them alone, of course,

you have friends to ask for their comfort (IT2L52, 53)

The Table II presents the challenges encountered by the Filipino domestic workers. Based

on what the participants stated they encountered on how to keep on sacrificing for the sake of

their family and how to adjust their working areas and also they have encountered emotional

problem which is the challenge for them to overcome it even it is hard.

Keeping sacrifices. Domestic helpers are keeping on sacrificing to force and leave behind their

family for the sake of their children. According to the participants:

the challenges of being a DH there because I have financial difficulties for my children. (IT1L73-

74)

It gave me a challenge that I was more than willing to work for my family’s needs. (IT1L90, 91)

ahhh because of my children’s’ need for their studies I chose to work and leave them to give them

their essentials. (IT1L96, 97)

A Domestic worker keeps on sacrificing for the sake of their family and to support the needs and

necessities of their children.

Work adjustment is one of the difficult situations encountered by DH because of the

environment, nature, climate and culture, the DH who work in the newly area are must adopt the

changes and the only one will do is to adjust. According to the participant:

helper as soon as they get their taste food. If you compare their taste to the food of the Filipinos

They are adjusting to their surroundings much longer in the climate and culture of their work.

These are one of the challenges as a DH because they need to associate with their boss and the

people around in their working area.

Emotional problem. Praying, and resting/sleeping were the most frequently cited ways of

dealing with problems. They explained that thinking of their families and communicating with

God and their friends helped them through hard times and gave them joy and happiness. This is

illustrated by a comment from the participant:

Of course first of all trust in God and learn to love yourself also, be inspired and just take it easy.

The domestic helper participants stated that spirituality and religiosity formed a major source of

strength for them; especially praying was mentioned by the workers as an important way of

coping with emotional problems.

Insights from the study

While doing the research, the researchers discovered experiences and challenges of

domestic workers. The researchers learned that being domestic helper is not an easy because it’s

hard to them to get far away from their family. It’s painful imagine, there are those who leave

their aging parents to care for others, just to earn more. It's quite a pity because the fact that

they're going to have to stay in a strange land for a long time is a sad reality. It's not easy to adapt

to different cultures and traditions. However, our government falls short in providing decent jobs

for its people so our countrymen will forced to leave.

The relationship between knowledge, attitude and practices was examined. The findings indicate

that the knowledge levels of domestic workers are relatively high. Sources of such knowledge

were mainly radio/television, relatives and friends and churches. So that, we salute for those who

are domestic workers because they are known as Bagong bayani of the day and they represent as

a strong man because they endure all things how hard it is.
