METHODOLOGY

Research Design

This study used mixed method research design. An approach to inquiry and

research that combines quantitative and qualitative methods into one study in order to

provide a broader perspective. Mixed methods research involves collecting and analyzing

both quantitative and qualitative data. The quantitative data includes closed-end

information that undergoes statistical analysis and results in a numerical representation.

Qualitative data, on the other hand, is more subjective and open-ended. It allows for the

“voice” of the participants to be heard and interpretation of observations (Cresswell, 2014).

This mixed method research design is appropriate for this study since it is a

combination of quantitative and qualitative. In this study, the characteristics that was

accounted, including the profile of the respondents which is the barangay officials. Also, it

was applied in highlighting the level of awareness and the extent of adoption of the

respondents on the parliamentary procedure as well as to give emphasis to the significant

relationship between the level of awareness and the extent of adoption of the barangay

officials on Parliamentary Procedure. This focused on the level of awareness and the extent

of adoption of the barangay officials on Parliamentary Procedure in the First Class

Municipalities in La Union. On the other hand, the qualitative approach was used to

validate the results of the survey questionnaires. Triangulation of the data result was

employed to validate the different results of the study.

The researchers also interviewed the respondents for the validation of the results of

questionnaire and another one is the documentary analysis, where the researchers compiled

and analyzed the minutes of the meetings, memorandum, ordinances and resolutions of the

said barangays.

Sources of Data

There are six First Class Municipalities in the Province of La Union namely Agoo,

Bacnotan, Balaoan, Bauang, Naguilian and Rosario that were selected as the locale of this

study. The respondents of this study were the barangay officials which consist of barangay

captains, barangay kagawads and SK chairmen. Barangay captains were interviewed by

the researchers and on the other hand, barangay kagawads and SK chairmen answered the

questionnaire

The researchers used the Raosoft Software Application to compute the sample size

of the respondents which is 299. After which, stratified random sampling formula were

utilized to get the total number of respondents from each barangay and that was classified

into three classifications.

Instrumentation and Data Collection

The researchers used a survey questionnaire to gather quantitative data as their

research instrument in this study and it was composed of two parts. The first part of the

questionnaire contains the data on the profile of the respondents, which includes their age,

sex, highest educational attainment and number of years in service. The second part of the

questionnaire contains the questions on the level of awareness and the extent of adoption

of the respondents on parliamentary procedure. Barangay Kagawads and SK chairmen was

the respondents in survey questionnaire.

The questionnaire was adopted from the study of April V. Zaballa-Luzon (2018)

entitled “Awareness and Adoption of Parliamentary Procedure in the Local Government

Units of the Fifth District of Camarines Sur: Basis for Extension Program”. The

questionnaire was validated by experts with a grand mean of 4.94 which is described as

High Validity. The reliability value was measured using Cronbach’s Alpha and has a value

of 0.891 which is higher than the 0.70 required in order to consider a questionnaire reliable

and consistent.

The researchers also interviewed the barangay captains to gather more information

about parliamentary procedure. Lastly, the researchers compiled and analyzed documents

such as minutes of the meetings, memorandum, ordinances, resolutions and barangay

accomplishment reports to triangulate the results of the survey questionnaire.

Analysis of Data

To determine the data on the socio-demographic profile of the respondents the

statistical tool that the researchers used was the frequency count and percentage. On the

other hand, weighted mean was utilized to measure the level of awareness and the extent

of adoption of the barangay officials on parliamentary procedure.

To interpret the results for the level of awareness of the barangay officials on

parliamentary procedure the following descriptive equivalent (DE) were used by means of

the scale below:

To treat the significant relationship between the level of awareness and the extent

of adoption of the barangay officials on parliamentary procedure, the researchers used

SPSS specifically the Spearman’s Rho as the distribution is not normally distributed.
