File a Complaint
The Harris County Precinct 4 Constable’s Office thoroughly investigates all
complaints filed against department personnel. Maintaining public trust is the highest
mandate of law enforcement and allegations of misconduct are taken seriously by
Constable Mark Herman. It is important that members of the public are confident
their complaints will be addressed quickly and impartially, with the same level of
professionalism they have come to expect from the Harris County Precinct Four
Constable’s Office.

If you wish to file a complaint against one of our personnel, you may do so with any
departmental supervisor. The supervisor will listen to your complaint and forward it to
the administrative offices where it will be assigned for investigation. If your complaint
is against a peace officer, Section 614.022 of the Texas Government Code requires
that in order for a complaint to be considered by the head of a state agency, a fire
department or police department, the complaint must be in writing and signed by the
person making the complaint. This section also requires that the officer being
complained on is provided a copy of the complaint against them. Complaints alleging
criminal activity on the part of the employee will be investigated by the Harris County
Constable Pct. 4 Internal Affairs Division and when appropriate, may be referred to
the Public Integrity Division of the Harris County District Attorney’s Office.
Complaints involving procedural or policy issues are normally investigated and
handled by the employee’s supervisor.

A member of this agency will be assigned to investigate your complaint. You should
expect to hear from that person within a couple of days. The investigator will attempt
to arrange for a convenient time and location to conduct a formal interview with you
and possibly have you complete a statement regarding the incident. The
employee(s) involved will be instructed not to contact you unless it is in response to
a police service need.

Following the conclusion of the complaint investigation, you will be notified of the
status of your complaint and the outcome of the investigation.

of this brochure and ask to speak with the Sergeant on duty.

To submit your commendation / complaint, you may do one of the following:

• Reduce the commendation / complaint information into writing, sign it and


mail it to the address listed below.
• Call us Monday - Friday 8:00am to 5:00pm at 832-927-6228 or 832-927-
6229.
• Download and complete the commendation / complaint form. Once the
form has been completed, mail it to the address listed below:
