current recession as not having a patch on that.
“We are seeing the market begin to move. People
can only stop in their house for so long, they
have to move. We are seeing turnover now.”
Bill puts the current recession down to greed
and the market over heating. “We had 120%
mortgages which is crazy. There had to be re-
adjustments and that is what we are seeing now.”
He pointed out that there are a lack of first
time buyers at the moment. Students coming
out of university can’t afford it and many couples
are spending their money on getting married
first, meaning they can’t afford to buy houses.
Where the industry once relied on first time
buyers, it is now focused on the 60+ age group
who are investing their pension money in two
or three bedroom houses as an alternative.
Those people who can’t afford to buy houses
are now helping the lettings market boom. 14%
of properties owned in the UK are owned by
people who are letting them out.
Despite the recent recession, Bill said there is
phenomenal growth within the residential
market. “We have been under-developing now
for two or three years. In Herefordshire there
are 18,000 new houses programmed for
development over the next five to ten years.”
Bill sees the market developing focus on
those in their 50s-60s over the next few years.
“They are the ones who are going to be looking

to their costs whilst operating in the UK.” He
did, however, highlight a fundamental problem.
“Under EU competition law, any tax imposed
by a Member State cannot be discriminatory.
A road user charge imposed on foreign vehicles
must also therefore be paid by domestic-based
vehicles. In introducing a user charge, what we
do not want is for the costs of UK-based carriers
to rise as well. Two schemes therefore need to
be introduced in parallel – a road user charge
and a mechanism to compensate UK carriers
through lower taxes elsewhere.”
So, in short, European law prevents the UK
government from charging European visitors
