As we know, the African American community has been disproportionately impacted by displacement and our seniors are especially vulnerable when they have to move to find housing they can afford, and lose their connections to family, community and social and civic institutions, PCR is uniquely able to support this target population of African American and other low-income seniors because of your 22 year history of providing affordable housing, culturally specific resident services, and senior homeownership retention programs. ‘The Urban League of Portland provides one of the only African American culturally specific senior service programs in the state, serving a diverse range of seniors aged 60 and older. We provide or connect seniors with services that allow them to remain safely in their homes and communities. Sincerely, Claw Qyore Eileen Devine, LCSW Community Resource and Referral Center National Program Manager VA Central Office Homeless Programs July 17, 2015 Good Morning Members of the Housing Council and Director Van Vliet My name is Maxine Fitzpatrick, | am the Executive Director of Portland Community Reinvestment Initiatives, known as PCRI. | am here today with PCRI staff and development consultant to briefly address the Housing Council regarding the recommendation of Oregon Housing and Community Services not to fund Kafoury Court, a project proposed by PCRI for funding in the 2015 NOFA. |, and the board of directors of PCRI, disagree in the strongest terms with this recommendation and have formally registered our protest to the decision | am here today for two reasons — of course | want the result of our protest to be the funding of the Kafoury Court project, but as important is to call your attention to the urgent need to change the OHCS funding allocation system that perpetuates inequitable outcomes for people of color. First, let me tell you why the Kafoury Court project emerged as a PCRI priority and why we feel so strongly that it must be built ~ in 2012 an article in Portland Monthly Magazine caught my eye. Mary Grace, an elderly woman who formerly resided on Portland’s NE Dekum Street was displaced from her home because of rising rents. Although Mother Grace (as many people refer to her) relocated to Beaverton where rent was cheaper, she returned each week to attend church services. “People won't visit me ‘cuz I'm too far out,” Mother Grace says, “So | go back to church. because everyone knows your name.” For her this was a trip to maintain those deep to her community. Mother Grace's story is not uncommon for the 10,000 African Americans who have been involuntarily displaced from their homes in North and Northeast Portland, but it was our call to action and our duty to serve our seniors. ‘As we explored further the need for this housing, we discovered that among the likely residents for Kafoury Court were some of our community's most honored members, aging Veterans who were not finding housing affordable to them, and close to the centrally located services they need and deserve. When built, Kafoury Court will provide 42 critically needed affordable apartments for low-income seniors and veterans on property that PCRI owns on NE Grand Avenue in the heart of NE Portland’s King neighborhood one block from medical services and frequent bus lines, and a short distance from the Urban League’s Multicultural Senior Center. Because of its location, and PCRI’s culturally specific services for African- ‘American households, Kafoury Court will allow seniors to remain in or return to their neighborhoods, connected to their community. Supportive partnerships with the Urban League of Portland and the Community Resource and Referral Center of the VA Portland Healthcare System will provide culturally specific services for residents, as described in the PCRI application. With the proliferation of recent and updated reports of the disproportionate poverty and the impacts of 15 years of ongoing involuntary displacement experienced by African ‘Americans in Portland, there can be no question about the need, yet this project that directly addresses the unmet housing needs of African-American seniors and veterans, and others who have been displaced because they could not find affordable housing, is not recommended for funding. Notable in OHCS 2014 strategic planning documents is the declaration that “Historic and institutional disparities based on race, ethnicity, history of poverty, and geography must be overcome. The State values an equitable system and will remove barriers that perpetuate disparate outcomes.” The Plan also states a desired outcome that Communities of color and other historically disadvantaged groups can see how OHCS efforts serve to reduce disparities. The OHCS NOFA funding system does not reflect these values and the resulting decision. not to fund Kafoury Court is wholly inconsistent with these declarations and perpetuates the existence of disparate outcomes in housing for the intended res lents. OHCS' NOFA application limits how this story of disparity can be and is told. Racial ‘equity is not a factor when discussing need. The application narrative is restrictive, and does not allow an opportunity to expound on racial equity as a qualifying need, despite the state's stated and prevalent racial equity goals. Yes, we are here asking in the strongest of terms that Kafoury Court be funded in this, round. More importantly — we are asking that the policies that lead to inequitable and unequal outcomes be revisited and revamped to comply with the State’s equity goals. I call on the State and the Housing Council to champion immediate and accountable change to the State’s funding allocation prioritization, replacing them with priorities that will address the racial inequities that exist in its current allocation processes. Current prioritizations have left out the housing needs of Oregonians of color, who historically and consistently experience the disparate impact of such policies and consequently suffer with the most egregious housing conditions, i.e. mass involuntary displacement and lack of housing affordability. ‘As well, I call on the State of Oregon and the Housing Council to mitigate historical allocation prioritizations that led to the current status. This can be done by giving precedence to involuntary displacement - in the same manner it gave precedence to the redevelopment of Columbia Villa and the preservation of existing housing - by prioritizing and allocating future tax credits specifically to address the result of prior allocation policies leading to the current conditions of disparate impacts. While the Portland housing market is still one of the most affordable of the major West Coast cities, there is a sense of change in the air. The indicators and analysis within this report provide the opportunity to assess policy and programming at new levels of detail and with much more current cost data. Examining production and affordability for various household types and unit compositions will allow more targeted interventions into the housing market. Somewhat in contrast to what many would expect, the ‘number of housing units produced and added to the city ;housing stock in 2014 sil falls below pre-recession production, levels. That said, permitting for multifamily housing units in 2014 matched and exceeded historic levels for the frst ime since the recession, As the Portland Plan has emphasized, an inereasing proportion of residential development in the last decade has been focused on multifamily residential in the Central City and along high-density corridors in neighbor- hoods throughout the city. This development has been largely driven by multifamily units focused on studio apartments, and/or single-bedroom units. By contrast, single-family production and construction permitting levels still find themselves below pre-recessionary level, hous However, affordability issues are not only the result of the stagnation in housing production in the years following the recession. As emphasized in recent reports from the Portland Gity Economist, income inequality and income stagnation continue to hurt working families. Wages, adjusted for inflation, have seen minimal growth in the last two decades. While recent estimates seem to indicate that wages are ticking Lup slightly as the economy slowly recovers from recessionary impacts, these gains are not shared amongst renter households and Communities of Color. These vulnerable communities continue to see ther inflaion-adjusted wages fal, while housing. costs are growing at rates faster than inflation.
