The only DHS Alert we have received thus far was from the NOC (forwarded to the PEMA ExStaff
earlier.). I forwarded that to Meghan.

We remain in touch with the ITRR analysts in Jerusalem but have not shared any of that
outside PEMA. This type lED attempt on an airliner was mentioned in voice intercept, HUMINT
from ITRR reports as far back as early November; you may recall those.

Will keep you informed as soon as ground truth unfolds. Nothing lately from the NOC or TSA.
All three TSA regional directors, the 3 regional FBI offices, and both UASI leadership &
intel POC have been notified.

I have provided intelligence reports from this morning 's report that could impact on Pennsylvania.

Disruption and Possible Probing at Nuclear Site


A bomb threat led to the evacuation of a nuclear facility construction site in Georgia on 8 March 2010. The
Vogtie Electric Generating Plant currently consists of two operating nuclear power units, which were not
targeted . The go-ahead for the third unit was received in August 2009 and land clearing has proceeded apace
ever since, with power plant construction slated to begin next year or in 2012.

The bomb threat was reportedly received by the Shaw Group construction project manager. Law enforcement
was called in and employees were evacuated until the all-clear was given.

While the motivation behind the bomb threat has yet to be publicly disclosed, if it is fully known , the bomb
threat is the type of activity ITRR analysts believe can be expected in the run-up to an anti-nuclear-weapons
International Day of Action on 3 April 2010. Anti-nuclear activists in Europe are planning, perpetrating and
encouraging "direct actions" as practical field training for the April event, with probable solidarity "actions" in
North America .

In addition , bomb threats are often used by adversarial elements as powerful pre-operational probing
techniques. They learn from observation about the targeted facility's weaknesses, emergency protocols and
routines , as well as about law enforcement's response.

In Pennsylvania, nuclear facilities such as those of Beaver Valley, Limerick, Peach Bottom and Three Mile
Island may be targeted for protests or other direct actions in coming weeks through 3 April 2010. Additionally,
environmental activists have repeatedly cited Pennsylvania as a leader in nuclear waste production (although
the state does not have a disposal site), and nuclear waste through shipments. (Also see PAIB nos. 44 and 50)

Jim, is there any more information concerning this group? Have other demonstrations been
conducted else\;here and what was the scope? We regularly have anti-war demonstrators on the
Penn Street Bridge holding signs and getting motorists to beeping their horns but they have
not caused a problem and have not attempted to block the street or traffic in any way.

The Pennsylvania Office of Homeland Security has posted copies of all its intelliqence bulletins to its
website, so anyone can now see the basis of Governor Ed. Rendell's recent cancellation of a $125,000
state contract with the Institute of Terrorism Research and Response, the company that supplied
information for the bulletins.

The governor cancelled the contract - but did not fire or discipline any of his many staffers who knew of
the "questionable" content of the bulletins - after news reports revealed ITRR had been tracking anti-
drilling activists opposed to development of the Marcellus Shale.

Although many of the notices of rallies and protests in the intelligence bulletins could have been gleaned -
as the governor said - from newspapers, the most recent bulletins make It clear that ITRR was specifically
tracking anti-drilling groups to determine which local public meetings they planned to attend.

The Office of Homeland Security then distributed this information to drilling companies as well as law
enforcement agencies.

In an email to a retired US Air Force officer who made some of the bulletins public, Homeland Security
Director James Powers wrote "We want to continue providing this support to the Marcellus Shale
Formation natural gas stakeholders while not feeding those groups fomenting dissent against those same
companies. "

Rendell called the program "appalling" and "ludicrous" and apologized to the groups who had been
tracked. Those included groups that rallied in support of the governor's own poliCies. He also said the
information should never have been sent to the drilling companies.

Leaders in both the House and the Senate have indicated they intend to look into the tracking program,
but they have stopped short of saying they intend to launch an investigation. Rep. Babette Josephs,
chairwoman of the House State Government Committee that oversees the Homeland Security Office,
called for the release of the intelligence bulletins on Thursday.

"If this information is not fully disclosed," she said, "I intend to file a Right To Know request with the
Office of Open Records and conduct committee hearings on the matter."

1. IDF Gaza Flotilla Raid Continues to Make Waves; Jihadists React Protests continue in
various locations worldwide in the wake of the clash between IDF soldiers and anti-Israel
activists attempting to violate a maritime embargo on Gaza this week (see PAIB nos. 91 and
92). (Israeli security services have issued a travel advisory recommending that all Israeli
civilians leave Turkey immediately.)

The most volatile anti-Israel protests have been in Turkey, Israel, France, Iran and Greece,
with protests also taking place throughout the Arab countries, as well as in the United
States, Italy, the United Kingdom, Sweden, Norway, Cyprus and elsewhere. In Pennsylvania, a
protest was organized by anti-Israel activists outside the Israeli consulate in Philadelphia
on 1 June 2e1e.

In addition, jihadist communications in the wake of the confrontation have included specific
statements and calls for retaliatory attacks against Israelis, Jews and Americans.

The AI-Aqsa Martyrs Brigades, the Fatah movement's armed wing, released a statement saying
the "crimes" were "carried out by the Zionist-US occupation forces ... against the Muslim
activists., .. " The group promises: "There will be a punishment for this despicable crime .
... We calIon all the factions to [attack] Israel and the settlements ... to react
immediately, , ., We call on all the Arab countries to expel Israeli ambassadors from their
countries and not just condemn [the crime],"

A separate internal jihadist communication named Jewish tourists and businesspeople worldwide
as high-priority targets for abduction. In the words of the targeting guidance, "You can
kill, attack, take captive: businessmen, tourists." It is the intent of the terrorists to use
hostages "to release prisoners in the Jewish prison."

Other jihadist communications warned, in a message addressed to "the Islamic nation in the
East and the West", that "the response is coming, Jews and Americans." The jihadiists then
"call on all the Muslims to operate as follows: attack Jews and American interests wherever
they are; attack US warships wherever they are, and especially those ... that enter the
Arabian Gulf; we calIon all sons of the Islamic nation to join the jihad fighters for the
sake of Muslims and Islam; and to the family of jihad everywhere, we call on you to help your
brothers in Gaza and to intensify your quality operations against the enemies of Allah."

Israel and Turkey


ITRR recommends that Pennsylvania students, researchers and faculty at the ma·ny overseas
programs in Israel (such as those of Temple University, Drexel University, University of
Pennsylvania, and various Jewish and Christian religious seminaries), as well as business
travelers in the country, heighten situational awareness at this time. Security risks come
from violent protests and lone-wolf attacks, as well as organized terrorism. ITRR further
recommends adhering carefully to any instructions provided by Israeli security forces.

University of Pittsburgh summer school students in Turkey are advised to maintain heightened
situational awareness at the current time. Specifically at risk are areas around the Israeli
embassy and those sites known to be frequented by Israeli and Western tourists.

Pennsylvania
Worldwide, more demonstrations against Israel are expected to be concentrated on Israeli
embassies and consulates in coming days (such as the consulate in Philadelphia) . Today, 2
June 2010, anti-Israel activists from the Pittsburgh Palestine Solidarity Committee, the
Women's International League for Peace and Freedom, and Code Pink are planning a protest
rally at the Federal Building (600 Grant st.) in Pittsburgh.

More generally, all Jewish and Israeli-identified assets worldwide are currently under
increased threat of uncontrolled protests or physical attack. Such assets include high-
profile Jewish institutions, synagogues or communal events.

ITRR researchers are continuing to monitor jihadist and anarchist communications for
indications of lone wolf calls to arms or protest events in Pennsylvania.

2. World Environment Day Events in Pittsburgh From 2-5 June 2010 Pittsburgh will be hosting
a series of environmental awareness events, culminating with the United Nations Environment
Program's World Environment Day (WED). As first noted in PAIB no . 84, WED has been preceded
by nearly two months of mainstream global environmentalist activities under international
auspices.

ITRR researchers note that past World Environment Days have sometimes been met with marches
and protests in various locations around the I.orld.

As recent communications among eco-terror sympathi zers have targeted corporate and state
entities that are ostensibly involved in environmental conservation activities, ITRR analysts
are monitoring for Pittsburgh targeting among such adversarial elements. As of this writing,
no specific risk indicators have been identified by ITRR.

3. Radicals Again Call to 'Seize BP' Assets The radical anti-capitalist ANSWER Coalition is
planning a series of protests and undefined "actions" against the BP energy corporation from
3-5 June 2B1B. What the group is calling "Seize BP Days of Action" are slated to take place
in dozens of cities throughout the United States.

A separate grassroots protest and boycott of BP is expected to take place on 6 June 2B1B. The
potential response to the latter event is unknown at the current time, because organizational
efforts are not apparent beyond a Facebook group dedicated to the issue.

ITRR analysts note that the above calls for anti-BP demonstrations come on the heels of a
previous call to "seize BP" on 12 May 2B1B (as cited in PAIB no. 82) and a campaign to
blockade BP service stations nationwide (as cited in PAIB no. 88; see there for a list of BP
stations in Pennsylvania). As noted previously, BP stations are only one of the
multinational's corporate holdings that may be targeted by determined environmentalists. The
BP group includes Amoco, ARCO and BP, as well as the AM/PM outlets and Castrol motor oil.
ITRR analysts believe that varying types of protests are likely to be held at BP and
subsidiary locations throughout Pennsylvania.

Security personnel and law enforcement should be aware of the planned protests, which may
include illegal or violent "direct action" by radical anti-capitalist, anarchist or
environmentalist elements in attendance. Primarily, however, law enforcement is likely to
have to focus on crowd control, as well as identifying and isolating uncontrolled
participants.

4. Protest in Allentown Against Arrest of FIJA Activist

On 11 May 2B1B, an activist of the Fully Informed Jury Association (FIlA) was arrested for
allegedly assaulting a US Marshall. Supporters of the activist and FIJA believe he was
wrongly arrested and therefore intend to hold a march and rally at the Allentown Federal
Courthouse on 4 June 2B1B.

Activists will meet at the plaza at 7th and Hamilton St. in the morning and "march through
Allentown with signs, banners and pamphlets." The march will take them to the Federal
Courthouse at 5th and Hamilton St.

The event is being promoted as a "peaceful demonstration ... for the public to show their
support for George Donnelly .... " Organizers said, "The only reasonable response is to return
with at least dozens of peace lovers. We want to match their aggression with love, times
lBB!" They will be distributing pamphlets, protesting and filming the event.

Donnelly was arrested as he filmed his fellow FIlA members' pamphleting efforts at the
courthouse. After his arrest, FIJA says, Donnelly "remains under house arrest pending further
action by the judge."

FIlA is primarily involved in advocacy on behalf of what they see as the legal rights and
obligations of jurors, within the context of the law. As the Allentown protest organizers
have been careful to promote a peaceful, law-abiding event, ITRR analysts expect that law
enforcement personnel will primarily be called upon to provide crowd control.

ONGOING RESEARCH

Update: Would-Be Protesters Disappointed; EPA Postpones

The Environmental Protection Agency (EPA) has announced that a public meeting on hydraulic
fracturing that it was originally to hold in Binghamton, New York, will be postponed to an as-yet
undecided date, possibly in September. The decision was prompted by the indications of an
unexpectedly large turnout, more than 5,000 people, and the inadequacy of available halls to
safely host them all at this time. The original meeting was singled out by anti - drilling and pro-
drilling activists as a key event in determining the fate of natural gas drilling; therefore, activists
on both sides are expected to redouble efforts for the updated event, ITRR analysts believe the
above targeting guidance focusing on the EPA - by both environmentalists and landowners'
advocacy groups - may lead to local activist actions at the offices of the EPA in Philadelphia. In
addition, the agency "has field operations and laboratories" in Pittsburgh, according to EPA
publications. (PIB nos. 118 and 121)

CrimethInc. Targeting Law Enforcement

CrimethInc" a supposedly "leaderless" anarchist movement, has decided to hold what it is


calling a "decentralized convergence" throughout August. The group is encouraging anarchists in
North America to take any action they feel will be effective in order to make the anarchist
presence felt in their respective local areas. Activists have provided supporters theoretical
analysis and practical guidance to, as they put it, "fuck the police." CrimethInc. activists and the
Northeast Anarchist Network (NEAN) will likely be stepping up activities (legal and illegal) in the
northeastern United States throughout August 2010. Heightened situational awareness is
advised throughout the next two months at those sites that have previously been targeted by
anarchist activity (such as governmental institutions and icons, law enforcement personnel,
banks, and energy and corporate facilities). Researchers are currently monitoring the anarchist
networks for additional targeting indicators in Pennsylvania. (PIB nos. 103 and 121)

Militia Members Await the 'Tipping Point'

Recent communications from extremist militia forums indicate a growing restlessness and self-
reinforcing feeling of impending confrontation with the federal government. These have been
increasing in frequency and severity in the past several months, with new communications
opening the floor for a discussion of what the actual "tipping point" might be that justifies

armed Americans attacking their government. Several of the more militant militia groups have
supporters in Pennsylvania. (PIB nos. 63, 65, 68, 73, 88, 102 and 121)

Risk of Adversarial Targeting at Coal-Gen 2010

Coal-Gen 20-Ten, the coal "industry's most dynamic event", is to be held at the David L.
Lawrence Convention Center in Pittsburgh on 9-12 August 2010. No specific adversarial
communications have yet been identified. However, maverick protest events or direct action by
militants may be expected at or near the Coal-Gen 20-Ten event. Branches of financial
institutions such as JP Morgan Chase, Citi Bank, Goldman Sachs and Bank of America are
potential targets of anti-coal mining activist protests, campaigning or more radical "direct
actions." Other companies in Pennsylvania previously identified as targets of ecological activists
were the coal companies directly involved in mountaintop removal coal operations, power
companies that burn this coal and the offices of Duke Energy. (PIB no. 119)

Anti-Abortion 'Direct Action' with Dead Animals

Anti-abortion militants in Chicago have apparently placed dead animals in packages left at
abortion centers. The tactic has led to police alerts of potential IEDs at the targeted locations.
While ITRR has not identified specific unusual anti-abortion events in Pennsylvania in the near
term, analysts have noted ongoing agitation in pro-life communications. As high-profile pro-life
actions in one region can provide activist inspiration elsewhere, the above-mentioned
intimidation tactics may be seen at other abortion clinics.

Non-confrontational pro-life educational booths are scheduled to be manned 9-14 August 2010
at the Butler Farm Show (Butler County) and at the Greene County Fair (Greene County). (PIB
no. 117)

Targeting Notes: Climate Action Camp

On 18-25 August 2010, a Climate Action Camp is planned for Glasgow, Scotland. Organizers
cited tar sands oil extraction and other mining operations in North America as motivational
events, as well as singling out the Royal Bank of Scotland and Barclays Bank as key targets. This

Update: Anti-Arizona Protests Take a Dangerous Turn

Protests against Arizona continue by those opposed to the new Arizona immigration legislation
SB 1070, even after a federal court issued an injunction against implementation of the most
controversial clauses of the law. The latest events have included highway blockades, vigorous
protests that led to many arrests and disruption of an Arizona Diamondbacks baseball game.
Anarchists have called for "direct actions in our local communities" in response to the new law.

Opponents of the law in Pennsylvania may target visiting Arizona VIPs, delegations or Arizona-
related events with protests or "direct action" in the coming weeks and months, including
Diamondback baseball games in Pittsburgh in September 2010 . Counter-protests by supporters
of the Arizona legislation may precipitate violent confrontations between opposing protesters
requiring law enforcement intervention. (PIB nos. 98, 102, 106 and 119)

Update: Euro-American Heritage Fest in Lackawanna County

Radical White nationalists are promoting an event called the Euro-American Heritage Fest 2010
(AKA European American Heritage Celebration). It is slated to take place on 14 August 2010 in
Moosic (Lackawanna County). The Euro-American Heritage Fest 2010 has been publicized on
racist forums. Potential violence due to excessive alcohol consumption (despite a ban on alcohol
at the event), clashes with anti-racist protesters or with police would not necessarily be limited
to the Fest fairgrounds and may be triggered in any of the surrounding areas. (PIS no. 111)

Anarchy Summer Camp in August

The Anarchy Summer Camp, called in order to "prepare for the upcoming International Monetary
Fund demonstrations this fall," is scheduled for 6-9 August 2010. ITRR analysts reiterate that
there has been an escalation in rhetoric and tactics among anarchist and far-left groups for more
than a year, including arson, bombings, vandalism and "direct action." Further acts of anarchist
terrorism and vandalism - inspired by the Toronto G20 "actions", the Trois-Rivieres, Quebec,
bombing and the above Summer Camp - can be expected throughout North America in the near
term. Military recruitment centers, police, banks and multinational companies in Pennsylvania -
specifically in areas of significant anarchist activity - are advised to increase situational

Medicine as 'Silent Weapons'

New jihadist communications intercepted by ITRR researchers have focused on the use of
medicines as poisons to silently and surreptitiously kill large numbers of victims.

Focusing on Christians in Egypt ("The time has come for the jihadists in Egypt to start to use
silent weapons to kill Christians"), one of the communications provides the following specific
guidance for a mass poisoning attack:

"You get a dozen wedding cakes before the beginning of a wedding and you leave them for the
family that organized the wedding. They are distributed among the guests. The result? No less
than 20 deaths .... "

Further targeting guidance provided by the jihadist writer says: "You should find a church in
another area, so that nobody will recognize you and security will not follow your trail."

The communication also suggests a specific poisonous plant for the deed: "[U]se a castor oil
plant with the scientific name of ricinus communis."

A separate communication provides a longer list of drugs that jihadists believe can be used to
kill their victims: Pindone; Phenindione; Sintrom; Previscan; Apegmone; Acenocoumarol;
Fluindione; Tioclomalol [unclear which drug this refers to - ITRR]; and Warfarin (Coumadine).
The drugs named are actually used as blood thinners and to prevent blood clotting.

The communication calls such medicines "a very powerful weapon" and details why this is so:

1. "It is easy to use, you can poison the enemy by adding to water or food after cooking."
2. "Strong bleeding is caused a few hours after taking the drug."
3. "While the enemy can not understand exactly what the drug is, it will be hard to save his
life, especially if he has a brain hemorrhage."
4. "The medicine is easy to obtain .... "

ITRR analysts note that pooling of information such as above has, in the recent past, resulted in
the creation of intelligence of sufficiently high quality to conduct terror operations.

More specifically, ITRR analysts note that poisoned food has been used against African Union
forces in Somalia and has been attempted in other theaters. Furthermore, in communications
from January 2010, ITRR analysts noted, jihadists encouraged infiltration of Western military
forces and "companies that provide food to the enemy military," in order to "poison the food
with lethal tox ins or to put ex plosives in the shipments."

As noted in PIB no, 52, media reports in February 2010 indicated that five Arabic-speaking
foreign-language specialists who were being trained by the US military were being investigated
for evidence of plans to poison American soldiers at Ft, Jackson, North Carolina, The details of
the alleged plan included injecting poison into the food delivered to soldiers at the base,

A jihadist journal distributed by AI-Qaeda includes an explicit threat against Prince Mohammed
Bin-Nayef of Saudi Arabia from May 2010 (see PIB no, 90), taunting: "Will your honor die
because of food in the next few days? Only Allah knows,"

The above events and targeting communications should encourage a greater awareness of force
supply line security, as well as indicating the vulnerability of civilian food and water supplies to
sabotage, Due to the sharing of information and motivational cross-pollination among terrorists,
security personnel should review and tighten protocols for the protection of water and food
supplies in Pennsylvania, as well.

Specifically, based on previous targeting efforts by domestic and foreign jihadists, Pennsylvania
military facilities may be singled out for food and water supply contamination, These facilities
include: Carlisle Barracks; Letterkenny Depot; Tobyhanna Army Depot; Fort Indiantown Gap
National Guard Training Center; and the Naval Support Activity installation in Mechanicsburg,

Egypt
ITRR analysts are treating the above-mentioned communication, coupled with previous recent
jihadist communications, as a continuing indicator of jihadist intent to conduct terror operations
in Egypt.

Recent targeting guidance focused on religious minorities and the government of Egypt (see PIB
no, 120), This includes a 2010 attack against a Jewish facility,

Pennsylvania students attending the American University in Cairo, Egypt (BEG), business
travelers and tourists to Christian religious sites and events should be advised of the current
increased danger of terrorist activity, Additionally, government offices, major hotels and Sinai
resorts have also been preferred jihadist targets in Egypt.

Black Nationalist Protest Events in Philadelphia

The International People's Democratic Uhuru Movement (InPDUM), a pan-African nationalist-


socialist group, has called for three rallies this month in support of imprisoned Black convicts and
against what it is calling "war on the Black community,"

1. Monday, 16 August 2010, at the Uhuru Solidarity Center (3733 Lancaster Ave,) in West
Philadelphia,
2, Monday, 23 August 2010, at Black & Noble, on Broad & Erie (in North Philadelphia),
3, Tuesday, 24 August 2010, at the Philadelphia Criminal Justice Center (13th and Filbert
St,)

The latter event coincides with the start of the trial of Diop Olugbala, also known as Wali
Rahman, and a leader of the InPDUM, He is facing felony charges of aggravated assault on a
police officer, According to InPDUM, "The struggle to free Diop is part of the struggle to defend
the rights of Africans to resist."

The most recent communication from InPDUM includes a call "for the white community to
defend the democratic rights of the African community in Philly!"

As of this writing, there are no indications of planned violence or civil disobedience on behalf of
Diop or the other inmates; however there are several local and national factors and influences
that raise the risk level for such violence at this time .

ITRR analysts note that the movements to free convicted ethnic minority murderers has been
essentially "adopted" by extremist left-wing anarchists worldwide as one of their anti-state
causes. Those jailed for attacks on law enforcement or related charges, including involvement in
terrorism, are referred to by the far-left and the Black radicals alike as "political prisoners."
Supporters of the pan-African agenda may come to reject peaceful means, which they will see as
having failed them thus far.

ITRR analysts believe that police responsibilities at the above-mentioned events will primarily
include handling crowd and access control issues. Nonetheless, the gatherings have the potential
of drawing a broad, dangerous cross-section of opportunistic activists. ITRR has not received
information regarding necessary police permits obtained by the sponsoring group.

Adversarial Protest Strategizing

In continuation of planning for anti-drilling protest actions, involved activists are engaged in a
dispute over how (or if) to target the Cabot Community Picnic at the Montrose High School
(Susquehanna County) on 14 August 2010.

As noted in PIB no. 118, the Gas Drilling Awareness Coalition has released a special
communication harshly ridiculing and criticizing this event. However, the activists themselves
are far from agreed as to a course of action.

One activist said that he or she was "compiling a fact sheet against Cabot ... to make up
hundreds of flyers and stick them under windshield wipers during the event and hand them out
if people want to see the 'real facts'." In addition, the activist "would like to try to get a group of
people together that want to ask Cabot questions that put them on the spot and try to get
people to understand the truth."

Another activist is against militant measures: "Driving wedges between use is a disservice to all.
The enemy here is the corporations, let the victims have their picnic. They will never see us for
what we are if we blind them with resent[mentj."

Yet another activist agreed, saying, "While the 'in your face approach' is an excellent way to
approach many gatherings, especially when fund-raising and/or recruitment might seem
promising, I agree that the Cabot Picnic is probably not such a gathering."

Nonetheless, the latter individual adds guidance for collecting information at the event: "My
suggestion would to go as observers ... mingle with the crowd. Keep our ears open .... Who knows
what information could be gleaned either in preparing the next step in the struggle, future gas

company projects we might not have been aware, or you might overhear someone sympathetic
to our cause but doesn't know where to turn to. Infiltrate, observe, retreat, report ."

On the other hand, a more vigorous approach had its supporters as well: "To not go allows the
denial of the collateral damage to continue. I'd say be present, be cordial and make them
squeamish about eating at Cabot's table just by your presence."

Similarly: "I want the community to see me there. I am a witness to the destruction of all I hold
dear and I will witness their carnival - I live here . It is not a fun event for me - I would assume
my warrior sisters and brothers, members of the resistance would also be there ... showing we
are NOT a bunch of lunatics would be helpful .. stay home if you are going to act like an idiot."

There have been ongoing prolific communications on both sides of the issue, with all agreeing,
"Let's not let this opportunity slip away."

ITRR analysts believe that police responsibilities at the above-mentioned event will primarily
include handling crowd and access control issues. Nonetheless, in light of the dispute cited
above, ITRR analysts caution local officials and law enforcement regarding the potential for some
confrontations between anti-drilling environmentalist militants and gas drilling company
employees.

ITRR has not received information regarding any police permits requested by anti-drilling activist
groups .

Take Note: Key Muslim and Jewish Holidays

ITRR researchers take note of important upcoming Jewish and Muslim holidays, which may
present additional risk factors in the coming months.

This year, the Jewish High Holidays fall on the following dates:

• Rosh HaShanah - from the evening of 8 September through 10 September 2010.


• Yom Kippur - from the evening of 17 September through 18 September 2010.
• Sukkot - from the evening of 22 September through 24 September 2010.
• Simchat Torah - from the evening of 29 September through 1 October 2010.

There is generally an extremely significant increase in attendance at Pennsylvania synagogues


during the High Holiday season.

For Muslims, the Ramadan month-long fasting and reflecting period begins this year on 11
August and lasts through 9 September 2010. During Ramadan, devout Muslims refrain from
eating during daylight hours, generally concluding each day with a meal known as Iftar.

In the midst of the Muslim holy month there is the marking of Lailat AI-Qadr ("Night of Power"),
which falls on 5 September this year.

Ramadan is followed by a three-day festival known as Eid AI-Fitr, starting on 10 September
2010.

Both Jews and Muslims use a lunar-based religious calendar, such that the above dates are
correct only for 2010.

As noted in several previous PIB editions, recent chatter among jihadists, anarchists and radical
anti-war elements discuss targeting for attacks on Jewish and Israeli assets worldwide, which
include the Israeli consulate in Philadelphia, high-profile Jewish institutions, synagogues,
communal events and pro-Israel gatherings of all kinds.

ITRR analysts reiterate the necessity for heightened security measures and situational
awareness at Jewish houses of worship in Pennsylvania. This will become increasingly significant
as the Jewish High Holiday season approaches.

In addition, the expected increased media focus on the nation's Muslim community during
Ramadan, coinciding with the controversy surrounding the "Ground Zero Mosque" in New York
City, may provide the necessary impetus for lone-wolf acts of violence or vandalism at
Pennsylvania mosques.

ITRR researchers are continuing to monitor relevant communications for indications of lone- wolf
calls to arms or protest events at the houses of worship in Pennsylvania.

1. Increased Tempo of Jihadist Chatter Focusing on US Homeland

ITRR researchers have identified new jihadist communications indicating an intent to conduct
terror operations in the US in the near term. It seems to fit in with an increased tempo of such
communications currently focusing on the American homeland.

Describing Muslim "rage" at US State Department insults against "a sister of ours," and "threats
and mocking" of the international jihad, an unidentified jihadist addresses Americans directly in
an Arabic communication. He expresses the intent to return to major operations within a major
American city.

The jihadist states, "We attacked you once in Detroit ... and we attacked you again ... in New
York." Of the next attack, he asks, "Will it be in Chicago? Will it be in Los Angeles? Will it be in
Boston?" However, in a subsequent communication the same writer declares, "We attacked you
twice in New York, but it didn't hurt you. The third time will be a major blow."

ITRR analysts note that, in the same communication, the jihadist calls for lone-wolf or small cell
. actions by stating, "Sons of the Islamic nation: don't wait for the leaders, but take the initiative
and start to work .... " .

As noted above, the latest communications came in quick succession after other threats against
CONUS. These include:

* A "Message from an Islamic Soldier to America and its Citizens Around the World" (see PIB no.
113) - a jihadist warning in English that "there are a lot of Muslim men who are very interested
by fighting you .... but if you think that your new sonographic devices in your airports preclude
us from reaching our targets, i (sic) tell you that you have not understood the lesson well." He
further added, "i (sic) d'ont (sic) advice (sic) you to believe that your aircraft carriers or ships
are safe in sea and your planes are safe in air or they are far from the fire of our fighters and
their ambushes .... "

The "next shock," the communication warned, is "coming soon .... God willing, we will attack you
from where you don't expect. God willing, we will attack you in the sea, land and air." It
concluded, "In the near future, God willing, in a new chapter in the battle with you. God willing,
the next attacks will make you forget shock of 11/9."

* In the same jihadist forum (see PIB no. 113), Arabic communications were exchanged
theorizing about the impact a "dirty bomb" would have were it detonated on Wall Street.

* AI-Qaeda in the Arabian Peninsula (AQAP) just released its first official magazine in English and
a text excerpt from the magazine by its American rising star, Anwar AI-Awlaki. In the magazine

and the sermon, Awlaki makes it abundantly clear that Islam demands attacks on America and
Americans at the current time (see PIB no. 106)

ITRR analysts see some significance in the fact that the communications focusing on striking the
American homeland have been issued in quick succession, and that they have come from both
AI-Qaeda heavy hitters and unidentified (but apparently active) jihadists.

As mentioned in several previous editions of the PIB, maritime ports and airports, rail and light
rail, as well as large public venues in Pennsylvania remain desirable targets for jihadist attacks
along the lines detailed in recent adversarial communications. ITRR analysts reiterate past
advisories that increasing international traffic at Philadelphia International Airport, along with its
central location, significantly raises its profile as a target for jihadist agents. As the second-most
well-traveled airport in Pennsylvania, and as a US military transit point with facilities for military
personnel and their families, Pittsburgh International Airport would also be a high-profile target
for such terrorists.

The continuing jihadist search for methods to foil technology-based security measures should
focus attention on the need to heighten awareness of behavioral and situational clues indicating
hostile intent. Personnel responsible for Pennsylvania mass transportation or other public venues
should note the possibility of explosive devices concealed as otherwise innocuous items. This can
include everything from cardboard boxes posted for delivery, sports paraphernalia, prosthetic
limbs, or more familiar and effective means.

2. Targeting: Hydroelectric Plants

A cell of up to five terrorists, assumed to be jihadists, attacked a hydroelectric facility in the


Russian Caucasus region on Wednesday, 21 July 2010. The attackers killed two guards, briefly
took control of the station by confining the employees, and then destroyed three plant
generators using at least four separate explosive devices.

The facility had to be shut down, but the dam itself was not breached. It is unknown at this time
if the attackers' intention was to cause major flooding by cracking the dam or merely to destroy
the hydroelectric plant.

******ANALYSIS****** T/I/W Rating: MODERATE

On 2 December 2009, in a statement claiming responsibility for the 27 November 2009 double
bombing of the Nevsky Express in Russia, the IEC reiterated its adherence to the worldwide
jihadist strategy of focusing on the enemy's infrastructure assets, insofar as such attacks are
feasible. Furthermore, in August 2009 Chechen jihadists of Muwahidun AI-Rusi ("The Russian
Monotheists") claimed to have sabotaged a major hydroelectric plant. As observed in ITRR
analysis at the time (in PIB no. 16), the targeting focus is abundantly clear.

Hence, the new attack on the Caucasus hydroelectric plant is thus far assumed to be part of the
lengthy, ongoing jihad being waged by Muslim separatists in the Caucasus region.

More broadly, ITRR analysts note that there is extensive intelligence, training, experience and
knowledge sharing current among terrorists worldwide. Therefore, jihadists and separatist
insurgents elsewhere are likely analyzing the execution, outcome and results of the attack on
the Caucasus hydroelectric plant for lessons they can apply on their own local front.

If the tactic and targeting displayed in the aforementioned Caucasus attack is deemed effective
among jihadist strategic analysts, such attacks are likely to repeat themselves. Security
personnel and law enforcement agencies responsible for Pennsylvania's hydroelectric facilities
should be advised of the potential for increased jihadist interest in plant and dam vulnerabilities.

Among the highest profile relevant facilities in Pennsylvania are the following:

• York Haven Hydro Station on the Susquehanna River, in the jurisdiction of Dauphin,
Lancaster and York counties.
• Holtwood Hydroelectric Plant, also on the Susquehanna River, in the jurisdiction of
Lancaster and York counties.
• . Safe Harbor Hydroelectric Station on the Susquehanna River, and also in the jurisdiction
of Lancaster and York counties.
• Kinzua Dam on the Allegheny River in Allegheny National Forest, in Warren County.
• Muddy Run Pumped Storage Facility in Lancaster County.
• Seneca Pumped Storage Generating Station in Warren County.

3. Rallies 'to Defend Lancaster County's Civil Rights'

The Committee to Defend Civil Rights in Lancaster, a coalition of civil action groups, is planning
two "Unity Rallies" for 24 July and 29 July 2010. Both events, called to oppose "the elimination
of the County's Human Relations Commission," are to be held in Binns Park in Lancaster County.

After the 29 July gathering in Binns Park, protesters "will march in unity to the public hearing on
the elimination of Lancaster County's Human Relations Commission ."

Speakers at the events include local politicians, church leaders, NAACP branch representatives
and a member of the Pennsylvania Human Relations Commission .

Sponsoring organizations behind the rallies include the ACLU, Congregation Shaarei Shomayim,
Equality PA, Crispus Attucks Community Center, the Governor's Advisory Commission on Latino
Affairs, the Lancaster Coalition for Peace and Justice, the Lancaster County Council of Churches,
the Lancaster City Human Relations Commission Board, the Lancaster City Human Relations
CommiSSion, the Lancaster County Coalition for Religious and Social Justice, the Lancaster
County Democratic Committee, the Lancaster County Democratic Women's AssOCiation, the
Lancaster LGBT Organizing Committee, SEIU Healthcare Pennsylvania, the Spanish American
Civic ASSOciation, Theatre For Transformation, Vision of Hope MCC and the YWCA of Lancaster.

Due to the nature of the sponsoring groups and the contemplated protests, ITRR analysts see no
indication of planned or expected unruly or illegal behavior. Law enforcement responsibilities at
the events will be limited to crowd control and traffic direction (possibly at the 29 July event).

ITRR has not received information regarding necessary police permits obtained by the
sponsoring groups.

4. Update: France Veil Ban Elicits Jihadist Response

New jihadist communications intercepted by ITRR researchers include a vehement reaction to


the recent vote by the French lower house of parliament to ban the full-face veil in all public
venues (see PIB no. 114). The proposed ban will still need to pass the French senate in
September 2010, but it is already apparently going to face a legal challenge claiming that it
violates existing European Union laws.

In the relevant communication, the jihadist commentator says: "All that is left is to wait for
Senate approval of the law. This means that few things are going to happen : they are going to
attack our women; they'll need to remove their veils or pay a fine - a fine for their devotion to
maintaining their dignity."

Impatient to wait for the outcome of the vote or the possible court challenge, the jihadist
continues: "Do we wait until that will happen and put our heads in the sand, and wait until an
international organization will object to that law instead of us? Do we allow those sisters to feel

there isn't a nation behind them? Do we allow the infidels to play with our feelings and symbols
and, by doing so, prove to them that we are a weak nation?"

Rejecting any other path, the communication declares, "Jihad is the way to preserve the religion
and the dignity and security of our sisters. We need to declare war - a war in which everything is
allowed as a response to the war they declared on us. From now on, we need to organize for war
as much as we can."

To this end, the jihadist explains, "The jihad fighters should get together ... as individuals or
groups, in the open or in secret. We need to promote strong operations in France. From now on,
all French women and men are a target since the law has passed. We need operations against
them that they have yet to imagine as a response for passing that law." At the same time, the
objective of attacking now is so that "they don't dare pass the law in its final phase and execute
it. "

Also, the jihadist adds, "the French should feel that the war is coming to France and it will strike
all the national symbols, and that what has happened to the Americans isn't so far from them.
This war will reach all their interests everywhere ... the moment that the dignity of one of our
sisters will be ruined. Then, the stream of blood won't stop flowing."

The war will start in earnest, he writes, "as soon as they will attack the first Muslim woman (will
take off her hijab) .... " Until then, "we should start to kidnap French people - men and women -
just as a response to the decision on the law; and every hijab removed from one of our sisters
will mean the taking of another French soul. ... [As] soon as the law will be implemented, all their
interests around the world will become our target - in Yemen, Somalia, Iraq, Pakistan,
Afghanistan, Algeria, Africa and Palestine. Who is more suitable for carrying out these attacks
than my African brothers? Since [French] interests are spread there and the targets there are
easier to attack."

In addition, the communication warns jihadists everywhere to be conservative with their bluster,
"Every threat that won't be executed will show how weak we are .... "

The new jihadist communications regarding the French veil ban confirm ITRR analysis as noted
in PIS no. 114, in which indications of a current heightened level of risk in France and abroad
were identified.

"In addition to the veil ban, ITRR also cited violent unrest, including weapons fire, in
predominately Muslim areas in recent days. (Correction: In PIB no. 114, the rioters in a separate
area of the identified areas of unrest, Saint-Aignan, were members of the Roma [Gypsy]
community, and not as published.)"

ITRR analysts reiterate that European veil bans have regularly led to jihadist communications
calling for attacks on the nations passing said laws. Local jihadist preachers and international
jihadist communications often incite Muslim youth to act against the nearest "infidel" targets
guilty of "denigrating" Islam.

The current period - while the issue of the veil ban is under public debate and, assuming the law
is passed, in the near term thereafter - would be the most likely time to see such an increase in
violent agitation. As already noted in May 2010 (see PIB no. 91) ITRR analysts have intercepted
communications from AI-Qaeda in the Islamic Maghreb (AQIM) naming France, Spain and
Mauritania as urgent current targets for attack.

Depending on t he level of attention the ban is given in the Western media, as well as by senior
jihadist leaders, ITRR analysts foresee a possible increase in the risk of lone-wolf or self-starting
cells targeting both French cities and French assets worldwide. In addition, unrest in France's
majority-Muslim neighborhoods may see increasing unrest that draws its inspiration from the
veil ban and from recent clashes with police.

Students and researchers from Pennsylvania taking part in exchange programs in France (such
as from the University of Pennsylvania, the University of Pittsburgh, Indiana University of
Pennsylvania, Clarion University of Pennsylvania, East Stroudsburg University, Mansfield
University and Westminster College) should be made aware of the increased risk factors at the
current time. In this regard, the French government has produced a list of 750 "no-go zones"
(officially known as Zones urbaines sensiblesi "Sensitive Urban Zones" in English translation),
considered to be high-risk (see http: //s ig .vill e.gouv .fr/Atlas/ ZUS, in French).

In Pennsylvania, high-visibility French assets that may draw the attention of jihadist adversaries
include the offices of France's Consulate General in Center City Philadelphia and the Alliance
Fran~aise de Pittsburgh, which meets in the University of Pittsburgh's Cathedral of Learning.

1, Interdictions of Domestic Jihadists Indicate Homegrown Risks

Three successful counterterror interdictions publicized this month and last provide current indications of the
risk posed by homegrown jihadists or jihadists operating from within North America.

Two men were arrested at the John F. Kennedy International Airport before they boarded planes to go join
Shabab AI-Mujahideen, a jihadist group busily fighting to take over Somalia. They were charged with
conspiring to commit an act of international terrorism , as they were attempting to join a group tied to AI-Qaeda.

Media reports on the case indicate that the two men had become radicalized recently and that their behavior
had undergone a sea change. This was so disconcerting that family members assisted the authorities in
apprehending them, according to open source reports . Other Somali-Americans have been successfully
recruited into the ranks of the Shabab, with some of them possibly returning to America for eventual activation
as sleepers on behalf of AI-Qaeda or other jihadist entities.

In a separate case, in Ohio, a man and woman of Lebanese background were arrested on charges they
conspired to provide thousands of dollars to the Lebanese Shi'ite terrorist organization Hizbullah. In this case,
according to the prosecution, the co-conspirators - a husband and wife - were to have been paid cash for
facilitating the money transfer. While their Lebanese background may have helped facilitate the recruitment of
the couple, due to their possible sympathies for Hizbullah's role in Lebanon, it is being assumed by
prosecutors that the payment must also have played a role.

On 30 May 2010, an Aeromexico flight was denied permission to enter US airspace when it was discovered
that a man on the no-fly list was aboard. When the aircraft landed in Montreal, the man, Abdirahman Ali Gaall,
was arrested by Canadian authorities. Gaall, a Somali suspected of having links to Shabab AI-Mujahideen, is
reportedly a resident-alien in the US and is married to a North American citizen .

The above three cases are indicative of the ongoing recruitment of American citizens (or legal residents) and
other Western Muslims into the ranks of jihadist organizations. In some cases, the groups desire to create
active cells or individuals they can use against Western assets worldwide, as in the Shabab recruitment
incident; in others, the Western-based Islamists serve as effective mules transporting illicit cash, narcotics,
contraband or needed supplies.

AI-Qaeda has in recent years used more and more spokesmen with Western backgrounds, especially
Americans and Germans . .Evidently, this is a strategic move both to demoralize and increase feelings of
uncertainty among Westerners, but also to recruit more Western Muslims to their ranks.

In this context, ITRR notes the known phenomenon of radicalized Somali-Americans and other US citizens
traveling to the Middle East and Africa for jihadist training . In order to increase awareness of the potential of
such jihadist youths potentially returning to the US for continuing terrorist activity, ITRR recommends that
Pennsylvania law enforcement agencies maintain contacts within their regional Yemeni and Somali expatriate
communities. It should be noted that the information leading to the surveillance and arrest of several would-be
jihadists apprehended in recent years came from within the subjects' communities, and sometimes from within
their own families .

2. (Still) Targeting Law Enforcement

In Hemet, California, law enforcement officers discovered a vintage military rocket on the roof of a market,
pointed in the direction of a nearby police facility. The inert training rocket, with its motor on, was discovered 3
June 2010.

The rocket, if it was indeed intended to be launched at the police station, would be the latest in a string of
attacks targeting Hemet police.

• As noted in PAIS no. 29, a massive bombing of the Hemet/San Jacinto Valley Gang Task Force
headquarters was narrowly averted on 31 December 2009. According to police, a natural gas line was diverted
into the building with the intention of causing an explosion that would have leveled the building and killed
everyone inside.

• The same police personnel were again targeted when a ballistic device attached to a security fence around
the headquarters was triggered , a bullet nearly killing an officer who unlocked the fence gate.

• Riverside County police report that there have been several booby traps set for police officers, including
explosive or ballistic devices attached to vehicles, around the targeted pOlice station and elsewhere. One such
attack involved the attaching of an lED to an unmarked police vehicle when the officers briefly stepped into a
convenience store.

• Several city vehicles and a police firing range were set on fire .

Sources quoted by the Los Angeles Times said that the attacks appear to be the work of a White supremacist
gang .

In PAIS no. 70, ITRR analysts noted a growing trend of aspirational and active targeting of law enforcement
agencies and personnel in North America. The adversarial actors include both criminal and ideological terrorist
elements, with motivational influences ranging from jihadist communications to Mexican organized crime.

ITRR analysts observe that jihadist cells are most assuredly taking note of the feasibility of tactics used by
criminal gangs, and the responses to the tactics, for their own planning of attacks on public facilities (especially
police stations). In PAIS no. 19, ITRR researchers identified communications among Arabic speaking jihadists
discussing targeting law enforcement facilities in the United States. As inspiration for his idea, one jihadist cited
the multiple homicides of police officers in the state of Washington on 29 November 2009.

ITRR analysts suggest that the lessons for North American law enforcement from the foregoing incidents are
clear: heighten situational awareness in the field; maintain vigilance even in the office; monitor the issuing and
disposal of uniforms and equipment; maintain good communication for accountability; and be especially aware
of adversarial pre-operational surveillance and probing.

3. New Eco-Activism Motivation from a PA Court

It was reported and discussed in eco-activist and animal rights forums that a Philadelphia federal appeals court
on 10 June 2010 rejected an appeal by six members of Stop Huntingdon Animal Cruelty (SHAC), five of whom
are currently in prison.

The six animal rights radicals, along with Stop Huntingdon Animal Cruelty USA Inc. (known collectively as the
SHAC 7), were convicted in 2006 under the Animal Enterprise Terrorism Act of interstate stalking and
conspiring to abuse, threaten and harass the workers of at least ten companies . Their targets were either

directly or indirectly involved in commerce with the Huntingdon Life Science (HLS) research center in New
Jersey.

••• ..·ANALySIS .... •• TIIIW Rating: LOW-to-MODERATE

SHAG has targeted HLS, which uses animal subjects for testing, for corporate destruction since 1999. HLS's
three hardened facilities (two in the UK, one in East Millstone, New Jersey) have provided frequent targets for
mass demonstrations. However, in an approach developed by SHAG (which has proven relatively successful in
the past), companies having any business links whatsoever with HLS and their executives are targeted by
activists for harassment, threats , arson , vandalism and , sometimes, assault.

ITRR analysts note that radical groups often point to the failure of legal processes to obtain their ends as proof
of the greater effectiveness of violence or instilling terror. In the case of SHAG, their intimidation tactics have
indeed produced fruit in the form of scaring certain companies away from business with HLS. Therefore , the
exhaustion of legal means of overturning the SHAG 7 convictions this month may be a trigger for stepped up
animal rights activism or eco-terrorism targeting HLS business partners or similar targets.

In past years, animal rights activists in Philadelphia have advocated "to take it the homes of executives of
some of HLS's top customers". More commonly, protests have been held at commercial outlets deemed to be
associated with HLS in some way by animal rights activists.

For example, as cited in PAIS no. 39 , ITRR analysts identified a clear determination among animal rights
activists to focus on AstraZeneca over its product testing at HLS. Among the global facilities of AstraZeneca
identified by SHAC and in related intelligence sharing forums were the company's US corporate headquarters
in Wilmington and a research facility in Newark (both in Delaware) , as well as a sales office in Wayne,
Pennsylvania.

In another 2009 example of targeting by animal rights activists, the Philadelphia Animal Defense League
protested at the Staples outlet on Chestnut st. in Philadelphia. The stated reason for the protest was that
"Staples delivers office supplies to Huntingdon Life Sciences". A brief heated confrontation ensued with the
manager of the store.

SHAC, which is primarily based in the United Kingdom, regularly identifies global facilities of companies doing
business with HLS. Top corporate targets of SHAC with Pennsylvania facilities include:

1. Novartis - or as its local subsidiary is known , Protez Pharmaceuticals - in Malvern (30 Spring Mill Dr.).
2. FedEx in Sharon Hill (501 Elmwood Ave ., Elmwood Court).
3. The Sayer Corporation, with US headquarters in Pittsburgh.

Another company, Covance Inc., under the name Covance Research Products Inc., in Denver, Pennsylvania ,
was singled out by Stop Animal Exploitation Now! for alleged animal abuse violations .

31 May 2010: The Memorial Day Parade in Philadelphia is a highly symbolic event and location.
As lone-wolf, small-cell and international jihadist cells have all targeted such ~vents and
locations in the recent past, security personnel are advised to heighten situational
awareness around the parade, including recruiting civilian vendors and others in the parade
vicinity as intelligence multipliers .

1 June 2010: A rally to support suspected jihadist terrorists, the "Fort Dix 5", will take
place at the US Court House at 601 Market street in Philadelphia.

1-6 June 2010: A pro-immigration, anti-border organization known as Stop Deportation, in


conjunction with other anti-nationalist groups, has called for a series of actions and
protests for what it is calling the European Week of Action Against the Deportation Machine.
Targets of their actions include governmental and private facilities.

*** Special Update: Deadly Violence Aboard Gaza Flotilla According to open sources, online
live video clips and unofficial security reports, serious violence ensued when Israeli forces
boarded ships taking part in an attempt to force their way through an Israeli sea embargo on
the Hamas regime (see PAIB no. 91). In the ensuing clashes, an unknown number of activists
were killed during clashes with Israeli forces and reports indicate that dozens \vere injured.
At least ten Israeli soldiers were injured in the confrontation.

IDF reports indicate that passengers on the Gaza-bound flotilla attacked the soldiers with
weapons, including knives and live fire.

In reaction to the events, Israeli Arab leaders have called for a general strike and protest
marches. The Islamist Hamas regime in Gaza has called for a Day of Rage and a general strike,
while the Palestinian Authority has called for three days of mourning. Israeli security
forces are currently on alert for disturbances countrywide, with particular emphasis on
Jerusalem's Old City, Jaffa and the central Galilee.

Elsewhere, dozens of people have been demonstrating in front of the Israeli consulate in
Istanbul, Turkey, and in Jordan. Similar demonstrations took place in several Arab countries.

******ANALYSIS ****** T/ l/W Rating: MODERATE-to-SEVERE

As of this writing, ITRR researchers are assessing the global response to this incident,
including in jihadist and anarchist circles. Adversary communications will be monitored for
lone wolf calls to arms.

ITRR recommends that Pennsylvania students, researchers and faculty at the many overseas
programs in Israel (such as those of Temple University, Drexel University, University of
Pennsylvania, and various Jewish and Christian religious seminaries), as well as business
travelers in the country, heighten situational awareness at this time. Security risks come
from violent protests and lone-wolf attacks, as well as organized terror attacks. ITRR
further recommends adhering carefully to any instructions provided by Israeli security
forces.

Worldwide, many demonstrations against Israel are expected to be concentrated on Israeli
embassies and consulates in coming days. Such demonstrations may turn very violent .
Furthermore, all Israeli-identified assets worldwide are under increased threat of
uncontrolled protests or physical attack. In Pennsylvania, this primarily means the Israeli
consulate in Philadelphia.

As noted in PAIS no. 91, the Gaza coast events may add fuel to the fire of increased chatter
noted by TAM-C analysts among jihadists, anarchists and radical anti-war elements discussing
hostile attacks on Je~.ish and Israeli assets worldwide, such as high-profile Jewish
institutions, synagogues or communal events.

** * Anti-Mosque Protest Near New York's 'Ground Zero'


New York City municipal authorities have approved the construction of a 14-story mega-mosque
and Muslim cultural center near "Ground Zero", the site of the 11 September 213131 terrorist
attacks that brought down the Twin Towers. In reaction, a group known as Stop Islamization of
America (SIOA) is planning to protest against the decision on 6 June 213113 just outside
Zuccotti Park.

The protesters see the construction of a mosque in the area where a mass murder was
perpetrated by Muslim fundamentalists as insensitive.

The new center is to be named Cordoba House, recalling the Spanish city of the same name that
was conquered and ruled by Islamic rulers for 525 years. It is expected to open its doors on
the tenth anniversary of the 9/11 attacks.

******ANALYSIS****** T/I/W Rating: MODERATE

ITRR analysts note that the protest was moved out of Zuccotti Park after police withdrew a
permit issued earlier for the event in the park. TAM-C researchers do not know at this time
if the protesters have obtained or will require a new police permit to go forward.

While law enforcement will be primarily called upon to focus on crowd control, there is also
the possibility of counter-protests at or near the event.

In Pennsylvania, Muslim community activists may seek to express their rage over the anti-
mosque activism in New York in either organized or spontaneous protests. Additionally, anti-
Muslim protests or vandalism may be initiated in response to the events. Red flag dates for
such incidents include the planned SIOA protest day and thereafter.

Protest Actions Targeting Gov. Rendell


Pennsylvania Governor Ed Rendell has been singled out by anti-gas-drilling activists for protest
actions. In communication forums used by such activists, there has been calls to protest at
several of the governor's public speaking engagements, as well as at his home. Directing action
at a public official's personal residence indicates a new level of aggressiveness and an increased
risk of ideologically motivated vandalism. (PIB nos. 132, 133 and 134)

Computer Virus Targeting Critical Infrastructure Assets


ITRR researchers are tracking the sophisticated new Stuxnet virus, which targets supervisory
control and data acquisition (SCADA) systems, specifically those of critical infrastructure
facilities. Of regional note is that Siemens Water Technologies Corporation (SWTC), targeted by
the Stuxnet worm, is headquartered in Warrendale (Allegheny County). The company has
facilities in Darlington (Beaver County) and Chalfont (Bucks County), as well. See PIB no. 128
for a list of SWTC customers in Pennsylvania. (PIB no . 128)

Direct Action Focusing on 'Factory Farms'


Several anti-authoritarian, anti-globalization and environmental groups have taken part in
"direct action and civil disobedience training" in Brooklyn, New York. The training apparently
focused on "industrial agriculture" and "mUlti-national agribusiness." Pennsylvania is home to
many such "factory farms." Counties with a high concentration of these farms include Lancaster,
Chester, Lebanon, Blair, Mifflin, Juniata, Perry, Franklin and Berks counties (a 2003 breakdown

Protest Against Arizona Diamondbacks in Pittsburgh


Opponents of the controversial Arizona immigration legislation SB 1070 are planning to hold a
protest against the upcoming baseball game between the Pittsburgh Pirates and the Arizona
Diamondbacks. The protesters are planning to gather at or near Pittsburgh's Roberto Clemente
(Sixth Street) Bridge on 17-19 September 2010, the dates the Diamondbacks are scheduled to
play in PNC Park.

According to organizers of the "Rally Against Racism," as they call it, "SB1070 was over the top
for American baseball played by Hispanic athletes of color."

The protest is sponsored by the Pittsburgh Anti Sweatshop Community Alliance and Industrial
Workers of the World. For more information, supporters were encouraged to visit the
movethegame.org website.

******ANALYSIS****** TjljW Rating: LOW-to-MODERATE

ITRR analysts see no current indication of expected unruly or illegal behavior at the above-
mentioned Roberto Clemente Bridge protest. Law enforcement responsibilities at the event will
most likely be limited to crowd control and traffic direction, as necessary. In addition, counter-
protests by supporters of the Arizona legislation may precipitate confrontations between
opposing protesters requiring intervention.

ITRR analysts further note that the MoveTheGame website has announced its decision "to take
our campaign inside the stadiums." According to the activists behind MoveTheGame,
"Everywhere the Diamondbacks play, protesters are running on the field and unfurling banners
telling Bud Selig to Move the 2011 All-Star Game from Arizona." A similar attempt to disrupt the
game may also be made in Pittsburgh.

More generally, other protest actions against SB 1070 have included highway blockades and
vigorous protests that led to many arrests. Anarchists have called for "direct actions in our local
communities" in response to the new law. Opponents of the law in Pennsylvania may target
visiting Arizona VIPs, delegations or Arizona-related events with protests or "direct action" in the
coming weeks and months (see PIB nos. 98, 102, 106 and 119 for more on this issue).

ITRR has not received information regarding necessary police permits obtained by the groups
sponsoring the Roberto Clemente Bridge protest.

9. Jihadist Targeting of Nuclear Energy Infrastructure


New jihadist communications intercepted by ITRR analysts include an explicit call to target
nuclear power plants in Spain.

The communications includes pictures of the named facilities and provide tactical guidance for an
attack from North Africa . One jihadist points out that "a team of jihad fighters" can reach Spain
by speedboat, since "it is only 15 kilometers between us and Spain."

At one point, the communication includes the question: "Will the assistance for this come from
within Spain or another of the neighboring countries?"

The nuclear facilities specifically identified in the targeting guidance communications include :
Almaraz, Santa Maria de Garona, Asco, Jose Cabrera, Cofrentes, Trillo and Vandellos .

******ANALYSIS****** T/I/W Rating: MODERATE

Spain
ITRR analysts note that the above guidance promoting a terrorist attack against Spanish
interests is one of many similar recent communications .

As noted in PIB no . 133, for example, another recent jihadist communication threatens, "We tell
the Spanish people: get ready to get what you decided and voted for .... I am sure that Madrid,
Barcelona, Malaga and Saragossa will become famous and important in worldwide papers and
satellite channels."

In May 2010 (see PIB no . 91) AI-Qaeda in the Islamic Maghreb (AQIM) named France, Spain and
Mauritania as urgent current targets for attack. Additional current risk factors include the ban on
full-face Islamic veil in public buildings and indoor markets enacted in several Spanish
municipalities (see PIB no. 100).

In addition to the Spanish mainland, ITRR analysts note, there is increased risk indicators
'pointing toward a possible attack on Western interests in Algeria and Morocco. The Spanish
municipalities of Ceuta and Melilla, in Morocco, have been singled out by jihadists as high-profile
targets.

ITRR analysts see a current increase in the risk of lone-wolf, self-starting cells or organized
global jihadists targeting Spanish assets worldwide. Attacks would likely focus on high-visibility
targets. ITRR analysts further note the mentioned use of a speedboat, which denotes recognition
that a Mumbai-style attack on one of Spain's many coastal cities is possible .

Students and faculty at Spanish educational facilities through exchange programs such as the
University of Pennsylvania's Penn-in-Alicante program, its School of Dental Medicine's program
in Madrid, and the University of Pittsburgh's summer and business school programs should be
made aware of the potential for increased risk of jihadist attack in Spain. Pennsylvanians in
Spain are advised to monitor the local media for further developments and situational awareness
regarding the controversial veil ban.

Nuclear Infrastructure
ITRR analysts note that international jihadists have previously focused on nuclear power facilities
as desirable high-profile targets.

As cited in PIB no. 30, in 2009 five Muslim US citizens of various ethnic backgrounds are
suspected of plotting attacks in Pakistan and Afghanistan, including at nuclear power facilities. In
2007, jihadists claimed to have carried out a successful attack on the Pelindaba nuclear facility
in South Africa.

In a different type of incident, as noted PIB no. 16, dozens of employees at a nuclear plant in
India were apparently deliberately poisoned with tritium in their drinking water. The sabotage
was blamed on disgruntled employees; however, the possibility of a far worse scenario involving
radicalized jihadist employees at a Pennsylvania nuclear plant should not be ruled out.

While American nuclear facilities are hardened targets, the above call for attacks on Western
nuclear power plants reinforces the need for the highest level of security at such facilities. In
Pennsylvania, the Beaver Valley, Limerick, Peach Bottom and Three Mile Island nuclear plants
should be considered potential targets for jihadist attack.

Terrorists seeking to cause maximum devastation or major psychological impact place such
facilities at or near the top of their "high-profile targets" list. Even an unsuccessful attempt at
attacking an American nuclear power plant would likely succeed in causing sufficient fear to
disrupt the power industry.

10. Jihadist Targeting of Electricity Infrastructure


A new jihadist communication intercepted by ITRR analysts includes a call to attack electricity
generators providing power to the Green Zone in Baghdad, Iraq.

Citing the crippling effects of a successful attack against electrical generation facilities, the
communication says it can "paralyze their movement and stop their communications and hinder
their fight against Islam. I don't think that you need martyrdom to target those generators. You
just need a strong explosive device."

11. Internecine Muslim Conflict Reaches into the West


Islamists in the British city of Surrey have issued printed threats and incitement against
members of the heterodox Ahmadiyya sect of Islam.

According to local media, Urdu-language leaflets have been distributed declaring that the "doors
to heaven will be open" to anyone who murders an Ahmadiyya Muslim. Police opened an
investigation into the phenomenon in August.

A large Ahmadiyya community and mosque is located in Surrey.

Many British Muslims speak Urdu and hail from Pakistan, where Ahmadiyyas have been attacked
by suicide bombers in their mosques and otherwise persecuted. According to ITRR analysts, the
Urdu-language call to murder members of the Ahmadiyya sect in the United Kingdom is an
attempt to import the violent Pakistani internal jihad against heterodoxy into the West.

While the US has a more diverse and dispersed Muslim community than the UK, the ongoing
cross-pollination among jihadists may lead to hostile acts focused on local branches of the
Ahmadiyya sect. In Pennsylvania, identifiable Ahmadiyya facilities include:

• The Nasir Mosque, 5120 N. 10th St., in Philadelphia, which belongs to the Ahmadiyya
