Dear Mr. Solloway:
As you may know, SBHRC withdrew their major subdivision and preliminary land development
plan application to Plainfield Township, stopping the local review process. Although a by-right
use, the plan was not recommended for approval by the Plainfield Township Planning
Commission and agreement could not be reached within the timeframe set by the Board of
Supervisors on the few remaining issues. The application was withdrawn to avoid denial
‘Tremendous progress was made in addressing concerns raised by residents and other interested
parties, and SBHRC believes it will be successful in reaching an agreement with Plainfield
Township. The nuisance mitigation and control plan (NMCP) is in a final draft form awaiting
approval, and the environmental monitoring plan has been endorsed by the Township
environmental consultant. SBHRC is scoping a more detailed environmental impact study (EIS)
of the project with Plainfield Township with the intent of completing the study prior to
resubmission,
‘Completing the EIS and finalizing the last few NMCP details will take time and we request that
the Department suspend review of the SBHRC general permit application pending at your office
to preserve the work performed by SBHRC and your staff. We will submit a similar request to
PA DEP Northeast Regional Office under separate cover for the following permit applications:

SBHRC is confident that an agreement with the Township can be reached within the next twelve
months and will resubmit for local approval at that time. SBHRC would then advise the
Department of the submission, provide any plan changes based on discussions with the
Township, and respond to any outstanding technical deficiencies.
