The proposed project is the development and design of Eco-Tourism Port Facilities and Extension of
Balayan Baywalk. The objective of the study is to develop comprehensive detailed engineering design of a four-
storey hotel, a two-storey multi-purpose hall, a pavilion, a cold room for fish storage, an elevated water tank, a
bridge and the extension of Balayan Baywalk. This project will be constructed at Brgy. 4, Balayan, Batangas with
lot area of 0.7 hectares.
For several years, the municipality of Balayan has been focused on the improvement of the agriculture,
commerce, fishing and manufacturing industries. However, the local government realized the potential of the
tourism sector with the stunning sights and wide array of diverse landscapes incorporated with good food and
grand feasts that have brought tourists to the municipality. Even so, the town lacks the facilities to accommodate
such volume of people. Balayan now aims to develop ecotourism as a major development program by providing
infrastructures aligned towards the expansion of tourism. In line with this, the municipality plans to construct the
said additional facilities to the existing causeway and port that will cater the increasing potential of the port. The
project also includes the proposed extension of the Balayan Baywalk as it is considered as one of the tourist
attractions in the municipality.
Moreover, it is evident that the improvement of the tourism sector in Balayan can provide supplemental
income for communities and can contribute to increasing awareness of conservation issues. The proposed project
will benefit not only tourists but also traders, locals and the community in general.
A. General Objectives
• To develop a comprehensive detailed engineering design of the Eco-Tourism Port Facilities and the
Extension of the Balayan Baywalk in Barangay 4, Balayan, Batangas that will help promote tourism and
contribute to the overall progress of the Municipality.
B. Specific Objectives
• Provide the following submittals:
a.) Engineering plans of the structures that conform to the requirements and standards of the National
Building Code of the Philippines (NBCP), National Structural Code of the Philippines (NSCP), and
other standards in line with the study.
b.) Cost Estimate and Construction Project Management of the project.
c.) Conformity of the project with respect to economic, environment, social, political, ethical, health and
safety, manufacturability, and sustainability.
The proposed design of Eco-Tourism Port Facilties and Extension of Balayan Baywalk considered the standard
requirements and regulation of NSCP, NBCP, DOT, DPWH and Fire Code of the Philippines in planning and
construction of emergency response facilities and theories and concepts in structural design, water resources
engineering, basic electrical engineering and construction project management. Prior to the implementation of
the project, the final design for the improvement are reviewed by professional engineers

XIV. Functional Relationships with the Collaborating Agencies (Duties / Tasks of the Cooperating Agencies):
The Municipality of Balayan, the client and immediate beneficiary of this service will provide BatStateU with
the technical description of the lot and other pertinent documents/supplies needed for the activity.
The Municipality of Balayan will allow and assist the students of the BatStateU, specifically the Civil
Engineering students, to conduct data gathering for their capstone design. These data gathered will be used under
the supervision of the company personnel and the adviser at the dates and time established by the parties.
Moreover, the said project will be evaluated by the Committee on Oral Examination assigned by the Civil
Engineering Department.
The university recognizes the need to strengthen the services to and network with local and national government
office to make functional its goal of development research and extension services. Thus, the project leader and
coordinators offer partnership with local and national government office such as the Municipality of Balayan
regarding the project, “Proposed Design of Eco-Tourism Port Facilities and Extension of Balayan Baywalk in
Barangay 4, Balayan, Batangas”.
A Memorandum of Understanding will be prepared as proof that both parties, the University and the
Municipality of Balayan, have agreed upon the terms and conditions of the extension of the said project.
To ensure sustainability of the project, the outputs of the capstone design to be conducted will be given to the
Municipality of Balayan for its possible utilization whether in form of system improvement or product
development.
