Eligibility Criteria for the Summer 2009 MTEP


Applicants for the Summer 2009 Marquee Tourism Events Fund were identified by an Advisory Committee of senior
government officials and industry leaders, based on an assessment of tourism events to be held in Canada in
summer 2009 that were likely to contribute the most to strengthening Canada's visitor economy and reputation as a
world-class tourist destination. The assessment was based on the following criteria:

• attendance in 2008;
• percentage of tourists in 200B;
• cash operating budget in 200B;
• years during which the tourism event has existed;
• consecutive days of programming;
• proposed or existing international marketing strategy;
• current and potential impact on tourism-related spending in Canada;
• current and potential impact in promoting Canada as a premier international tourism destination; and
• regional representation.

Eligibility Criteria for the MTEP-Tier 1
A Tier 1 event is defined as an annual recurring tourism event that meets all of the following criteria:
• a minimum overall attendance of 250,000;
• a minimum percentage of 10 percent of attendees are tourists;
• a minimum cash operating bUdget of $2 million;
• evenUorganization has been in existence for a minimum of 3 years;
• programming lasts for at least 3 consecutive days; and
• evenUorganization has an existing international marketing strategy that incorporates overnight tour packages.

Eligibility Criteria for the MTEP-Tier 2


A Tier 2 event is defined as an annual recurring tourism event that meets all of the following criteria:
• a minimum overall attendance of 50,000;
• a minimum percentage of 10 percent of attendees are tourists;
• a minimum cash operating budget of $500,000;
• evenUorganization has been in existence for a minimum of 3 years;
• programming lasts for at least 3 consecutive days; and
• evenUorganization has an existing domestic marketing strategy and an existing or proposed international
marketing strategy that would incorporate overnight tour packages.

(b) What are the names of the organizations that applied for funding?

o The MTEP was launched on April 6, 2009, and 165 applications were received by the deadline of May 8, 2009.
o 60 tourism events were approved for funding under the first year of the program.
o The remaining ineligible and unfunded events cannot be disclosed as they are protected as third party information

(c) What were the amounts applied for by each organization?


• Funding requested under the MTEP for any tourism event could be no greater than 20 percent of the cash operating
budget of the last iteration of the tourism event, up to a maximum of $3 million per fiscal year for Tier 1 applications
and up to a maximum of $1 million per fiscal year for Tier 2 applicants.
• Funding under the MTEP is project-based. Eligible capital projects could be funded up to 50 percent while the other
categories of eligible expenses could be funded up to 75 percent. Programming costs relating to artists' fees could be
no more than 50 percent of the total funding made available for that tourism event.

(d) What were the decisions given for each application and the justification provided for each decision?
• The MTEP is a temporary two-year stimulus program with the goal of providing a much needed boost to the
Canadian tourism industry, which faced several challenges at the beginning of the global recession. It supports
tourism events in all parts of the country.
• The MTEP is a discretionary program and all final funding decisions are made by the Minister of Industry.

(e) How much of the budgeted funds have not been allocated to projects?
• Budget 2009, Canada's Economic Action Plan, announced $100 million over two years for marquee festivals and
events .
• Any unused funds will be returned to the Consolidated Revenue Fund

(f) How were the successful applications chosen?


• MTEP officials reviewed each application to ensure that it was complete and that all required documentation was
enclosed, as reqUired in the application form and in the application guide.
• Officials determined if an event met all the eligibility requirements. For example, officials verified that the

established minimum thresholds for attendance and percentage of tourists had been met.

• Officials reviewed whether requested funding was within program funding limits, based on financial information
submitted. For example, a funding request could be no more than 20 percent of the cash operating budget of the
event's preceding year, and it had to demonstrate a 50 percent threshold for artists' fees.

• Officials also reviewed whether activities proposed to be funded were eligible and if every expense was eligible.
• All applications were assessed based upon the information provided by the applicant.
• Those events that received funding put forth acceptable proposals to the Government of Canada that met the
clearly defined eligibility criteria.
• The Minister of Industry is responsible for all the final decisions on applications received.

(g) What are the projected impacts on tourism in terms of the number of domestic and foreign visitors for the
successful applications?
In 2009, successful applicants projected tourist attendance at the 2009 iterations of their events ta be 159,810 an
average per event with MTEP support. These figures are based on solely estimates submitted by successful
applicants in support of their 2009 applications. The averages are based on estimates presented in 45 of 60
applications in which projections of tourist attendance in 2009 are available. Tourist attendance includes both
domestic and international tourist attendance.

In 2010, successful applicants projected tourist attendance at the 2010 iterations of their events to be 118,586 on
average per event with MTEP support. These figures are based solely on estimates submitted by successful
applicants in support of their 2010 applications. The averages are based on estimates presented in 45 of 47
applications in which projections of tourist attendance in 2010 are available. Tourist attendance includes both
domestic and international tourist attendance.

Methodologies used by applicants to calculate their projections may be different from one year to the next, therefore
yielding inconsistent results across years. As such, comparisons between years should be made with caution.

(h) What are the projected economic benefits for the approved projects'"
In 2009, successful applicants projected event revenues at the 2009 iterations of their events to be $5,395,127 on
average per event with MTEP support. These figures are based solely on estimates submitted by successful
applicants in support of their 2009 applications. The averages are based on estimates presented in 49 of 60
applications in which projections of total attendance in 2009 are available.

In 2009, successful applicants projected visitor expenditures at the 2009 iterations of their events to be $31,110,399

applicants in support of their 2009 applications. The averages are based on estimates presented in 41 of 60
applications in which projections of total attendance in 2009 are available.

In 2010, successful applicants projected event revenues at the 2010 iterations of their events to be $9,002,017 on
average per event with MTEP support. These figures are based solely on estimates submitted by successful
applicants in support of their 2010 applications. The averages are based on estimates presented in 43 of 47
applications in which projections of event revenues in 2010 are available.

In 2010, successful applicants projected visitor expenditures at the 2010 iterations of their events to be $30,954,949
on average per event with MTEP support. These figures are based solely on estimates submitted by successful
applicants in support of their 2010 applications. The averages are based on estimates presented in 35 of 47
applications in which projections of visitor expenditures in 2010 a available.

Methodologies used by applicants to calculate their projections may be different from one year to the next, therefore
yielding inconsistent results across years. As such, comparisons between years should be made with caution.

In 2009, unsuccessful applicants projected event revenues at the 2009 iterations of their events to be $4,535,948 on
average per event with MTEP support. These figures are based solely on estimates submitted by unsuccessful
applicants In support of their 2009 applications. The averages are based on estimates presented in 18 of 22 eligible
applications in which projections of event revenues in 2009 are available.

In 2009, unsuccessful applicants projected visitor expenditures at the 2009 iterations of their events to be $7,583,010
on average per event with MTEP support. These figures are based solely on estimates submitted by unsuccessful
applicants in support of their 2009 applications. The averages are based on estimates presented in 14 of 22 el1gible
applications in which projections of visitor expenditures in 2009 are available.

In 2010, unsuccessful applicants projected event revenues at the 2010 iterations of their events to be $5,697,525 on
average per event with MTEP support. These figures are based solely on estimates submitted by unsuccessful
applicants in support of their 2010 appl1cations. The averages are based on estimates presented in 30 of 38 eligible
applications in which projections of event revenues in 2010 are available.

In 2010, unsuccessful applicants projected visitor expenditures at the 2010 iterations of their events to be
$31,212,570 on average per event with MTEP support. These figures are based solely on estimates submitted by
unsuccessful applicants in support of their 2010 applications. The averages are based on estimates presented in 21
of 38 eligible applications in which projections of visitor expenditures in 2010 are available.

Methodologies used by applicants to calculate their projections may be different from one year to the next, therefore
yielding inconsistent results across years. Further, the samples used to estimate average visitor expenditures for
unsuccessful applicants in 2009 and 2010 were markedly different. As such, comparisons between years should be
made with caution.

concurrence de 1 million de dollars par exercice dans Ie cas des requerants de niveau 2.
• Le financement prevu aux termes du PMTR est par projet. Les projets d'immobilisations admissibles peuvent etre
finances jusqu'a concurrence de 50 pour 100, tandis que Ie financement des autres categories de depenses
admissibles peut atteindre 75 pour 100. Les coats de la programmation lies aux cachets des artistes ne peuvent
