Five Housing Market Predictions For 2020

In 2019 we saw interest rates drop,
housing inventory remain low and hot
markets continue to heat up. Will those
trends persist in 2020? Will home sales
remain stagnant in the new year? Will an
influx of new housing inventory come onto
the market? Will younger consumers stop
renting and start owning?
Here are five predictions that are likely
to shape the 2020 housing market and
help us answer these questions and
more:
Rising rents will lead to more millennial
buyers.
Contrary to widely held beliefs, most
millennials actually do want to own homes
as opposed to renting apartments. In a
Chase Home Lending study, 70% of
millennials surveyed said they would be
willing to cut back on activities like spa
trips, shopping and going to the movies to
save money for a home purchase. That
says a lot for this generation.
One major factor that's been holding
millennials back from homeownership is an
inventory constraint issue in the hottest
markets. It has become increasingly
difficult to buy a home in cities like
Nashville; Austin, Texas; and Raleigh,
North Carolina. In those cities, job growth
has outstripped housing, leading to a
sparse housing supply below the $300,000
price point. While young buyers in these
markets possess the job security and
earning potential to purchase homes, not
enough good housing options exist at their
price point. This has led to crowds of
buyers waiting on the sidelines in 2019.
But there's a counteracting force that is
beginning to shift the dynamic. New, luxury

apartment inventory is flooding markets like
Atlanta; Phoenix; Portland, Oregon; and
Dallas, pushing up the median rent price
and making the rent-versus-own argument
a bit more balanced. A Realtor.com survey
found that rising rents were the influencing
factor that triggered 23% of millennial
home buyers to make the decision to buy
instead of rent. Expect this phenomenon to
become more pronounced in 2020 and to
influence more and more millennials to
take the plunge into homeownership.
Baby boomers will sell their homes at a
higher clip.
Zillow recently published a study that
found baby boomers are preparing to sell
approximately 27% of America’s homes
between now and 2040. Many of these
homeowners will ultimately be seeking
newer, low-maintenance homes with fewer
stairs to climb and smaller yards to
maintain. So, think of that four-bedroom,
two-and-a-half-bath home in the suburbs
that was built in 1985, has had one owner
and has never been sold. There will be
several thousand of those coming onto the
market in 2020. This should help unclog
the inventory pipeline problem that we
currently have in the U.S.
There will be a new construction boom.
Due to the shortage of existing homes
for sale, potential buyers are increasingly
considering new construction properties. At
the same time, in December 2019 the
National Association of Home Builders
reported that home builder confidence
reached the highest level in 20 years.
Mortgage data suggests the same, as
mortgage applications to purchase newly
built homes were up 27% annually in
November 2019, according to the
Mortgage Bankers Association.

According to economists at Fannie Mae,
new housing starts are expected to reach
their highest level since 2007 — the
beginning of the housing crisis. In fact,
Fannie Mae’s Economic and Strategic
Research Group predicts builders will
expand production by 10% in 2020. And
this trend is unlikely to slow after 2020. The
forecast for 2021 shows more than 1
million newly built single-family homes,
which would mark a post-recession high.
This would be well below the annual peak
of about 1.7 million single-family housing
units in 2005, but still a big improvement
over the last few years.
Home prices will keep climbing, but
growth rates will slow.
The S&P CoreLogic Case-Shiller Home
Price Indices, which track U.S. residential
real estate prices, noted a year-over-year
increase of 3.3% as of October 2019 and
suggested a similar trajectory for 2020.
According to Craig Lazerra, managing
director and global head of index
investment strategy at S&P Dow Jones, “If
people were waiting to see if house prices
would actually decline, as they did in [the
Great Recession] ... that’s probably not
going to happen, at least given the current
economic backdrop.”
In 2019, the biggest home price gains
occurred in cities like Phoenix; Tampa; and
Charlotte, North Carolina, which all
registered price increases of more than
4.8% year over year. States in the Sunbelt
and cities in Texas appear to show big
gains again in 2020. Luckily for home
buyers, the days of double-digit, year-over-
year price increases are likely gone, even
in the hottest markets.
Gentrification will continue in the
fastest-growing cities.
Evolving socioeconomic and racial
dynamics will persist in urban cores of
America's fastest-growing cities. According
to a recent report by the New York Times,
urban neighborhoods are attracting
wealthier home buyers in a pattern that
frequently makes it more challenging for
middle-class home buyers to purchase
properties in the neighborhoods where
their families may have lived for the last 40
years.
That said, many city planners agree that
some forms of gentrification have yielded
positive results for citizens of larger cities
where impoverished communities were
previously stuck in neutral for decades.
Washington, D.C.; Philadelphia; and
Atlanta are examples of cities that I have
observed manage gentrification in
thoughtful ways, leading to positive change
for longtime residents and new residents
alike.
Overall, home buyers can expect the
housing market to remain stable in 2020.
This sentiment appears to be validated by
economists, lenders and builders alike. A
possible wild card could be the 2020
presidential election. But even in a big
election year, and no matter the outcome,
with unemployment at record lows and
consumer sentiment near all-time highs, it
is unlikely the housing market will suffer a
downturn in 2020.

2020 looks to be a great year for
homebuilders in El Paso. Mortgage
rates are low, home prices are
expected to increase, and the Texas
Association of Builders (TAB) installed
an El Pasoan as its President for only
the third time since its founding in 1946.
Many of you attended TAB’s
Installation Banquet in Austin. It was
extremely gratifying to share that
experience with my friends and family
from El Paso.
I am passionate about keeping
homebuilding affordable for working El
Pasoans and I am incredibly honored to
represent the industry. As I work to
increase TAB’s membership and
otherwise assist with day-to-day issues,
I will keep El Paso and EPAB in my
mind.

The truth was cast at the last IBS
show in Las Vegas. Nobody can do
this show like this city. It is an
incredible ballet of workers,
transportation, set ups, exhibitors,
food vendors and security. The IBS
show is simply made for Las Vegas
and Las Vegas is made for the IBS.
With the thousands of displays
large and small the Las Vegas
Convention Center (LVCC) has the
floor space and workers for this
show. It also has the hotels, the
shows, the gaming, the allure that
many of us like when you’re at a
business event. And Las Vegas
really has the edge on all fronts.
Many of you in our association really
enjoy Vegas just for fun, but this
show allows you to do both with flair.
Las Vegas is unrecognizable for
anyone who hasn’t gone there in the
last ten years with all the
construction and buzz there now. It
has gone from a gangster led bad
boy palace to a more recreational
hub, a destination hub actually. The
show itself is amazing and hard to
see everything there. I posted some

give you a small sampling of
interesting new things or people. I

$329,700.
Regionally, and on a year-to-date
basis, new home sales are 10.1%
higher in the Midwest and 31%
higher in the West. Sales are down
11.8% in the Northeast and 15.4% in
the South.

We arrived in El Paso as franchise owners of 6 local
Wendy’s Restaurants. Fast food is also where we first
started to love construction as we remodeled and built
new locations.
HOW DID YOU COME UP WITH THE NAME DEAL 2
DEAL?
 Being the proud parents of 6 kids, we wanted to
build a legacy that we would some day pass on. Deal 2
Deal just made sense.
HOBBIES? 
Golf is my adopted participant sport. But we
love spending time with our 9 grandkids, so what ever
they are doing has become our favorite thing to do.
HOW DID YOU DECIDE TO START BUILDING HOMES?
 EPAB? Being around like-minded people is the biggest

 Integrity.
That word encompasses many things, but we firmly
believe that we must do right by our clients, right by my
suppliers and vendors, right by our employees. We
understand that this home will probably be the biggest
purchase someone will make, and certainly one of the
most important. We’re not perfect but we strive to be
perfect at solutions should issues arise. If something
doesn’t feel right, we won’t do it, even to the point of
changes to a finished home because it just didn’t feel
right. We try to infuse that into our subs and employees.
WHO INSPIRED YOU TO START BUILDING HOMES?
Do you have a mentor or someone you look up to in
home building?
When we started in El Paso two individuals who helped us
immensely are Mark Dyer and Robert Baeza. They would
say do this, don’t do this, and that comes from their
invaluable experience. While we strive to create a different
style of our own we are constantly looking to infuse new
item into each home.
DO YOU HAVE A FAVORITE STYLE OF HOME YOU
LIKE TO BUILD?
 You may be surprised but I’m a
traditionalist. I don’t have a special like for a style but
rather we want to build what the customer is asking us for.
The market and the customer, those determine the style
we build.
WHAT’S BEEN THE MOST INTRIGUING THING YOU
HAVE FOUND OUT ABOUT BEING A MEMBER OF THE
benefit, I think. I’m amazed that there are people who are
here for all of us, no matter the subject matter or situation.
The economy of scale because we benefit from larger and
smaller home builders who have our interest at heart.
They are our secret partners as we hope we are for
others.

EPAB announces 2020
Parade of Homes location
and builders
The 2020 Parade of Homes will be held in October at
Los Nogales Estates off Borderland and Westside in El
Paso’s upper valley. The subdivision is owned by
E.P.V.W., LLC and headed up by Jim Volk. The
subdivision has been very active because the lots are
much bigger than what is currently available in nearby
areas. “I know that we are one of the very few
subdivisions that has these larger lots, and the
consumers want to have the ability to build larger homes
with room,” said Mr. Volk. There will be six homes in the
Parade.
The six confirmed builders for the Parade and include
Bella Vista Custom Homes, ICON Custom Builder, Deal
2 Deal Custom Homes, Pacifica Homes, Crown Heritage
Custom Homes and Winton Homes. It was Mark Dyer
and Herschel Stringfield at Winton who suggested the
subdivision for a Parade. “We feel like this will bring
back larger homes to a Parade, something that we
haven’t had in a while,” said Mark Dyer. “I think we will
have less homes but larger homes that we think the
public is hungry to see,” Dyer continued.
The homes are going to be in the $450,000 range plus
and offer some special features. “When we get into this
size home you know that they will be filled with dazzle,”
builder Juanita Garcia told the Outlook. “We’re excited
to present our home in this Parade,” she said.
Conde Engineering, Inc. are the engineers on the
subdivision, located inside the city limits of El Paso. The
listing agents for the subdivision are Jennifer and Sue
Woo.
The Parade of Homes is a trademarked event and is
exclusively licensed to the El Paso Association of
Builders in El Paso and Hudspeth Counties. More

Sales of New Homes Fell in December, but the Future Looks
Bright for the Home-Building Industry
The numbers: Sales of newly-
constructed homes in the U.S.
dropped 0.4% on a monthly basis in
December to a seasonally-adjusted
annual rate of 694,000, the
government reported Monday.
That’s compared with a seasonally-
adjusted pace of 697,000 set in
November, which was revised
downward from the original report
released last month. Because of the
sample size of the new-home sales
data collected by the U.S. Census
Bureau, the report can have swings
and significant revisions, as was also
seen in the September and October
data releases.
While new-home sales dropped on
a monthly basis, they were up 23%
from the previous year in December.
The average rate of new home sales
in 2019 was 681,000, which was
10.3% higher than 2018’s pace.
What happened: The median sales
price for new homes was $331,400 in
December, which was up from the
previous month. The government
estimated there was a 5.7-month
supply of new homes available for

sale, up slightly from November as
well.
New-home sales increased in the
West (up 31%) and the Midwest (up
10%). Meanwhile, sales volume fell
15% in the South and 12% in the
Northeast.
Big picture: While new-home sales
have now fallen for three consecutive
months, most signs indicate that the
new-home market should be strong
in 2020.

“I keep coming to the IBS to see new
things I can use for my customers, but
I never get to all the vendors,” said

and it’s fun, but it is also tiring,” he
concluded. The show features literally
thousands of displays. One of those
member companies showing their
product is StrucSure Home Warranty.
Scott Whisenant represents El Paso
for StrucSure told the Outlook what it’s
like. “Our display is really designed to
share our story with the thousands of
attendees, something we do so that
we’re remembered,” he said. “We’ll
have some giveaways and product
brochures but mostly we want to meet
one on one so we can get facetime,”
Scott said.
Appliances are a big exhibitor and
Whirlpool excels at this show.
“Whirlpool is a major display at the
show every year and this year is no
exception,” said Sam Shallenberger
from Morrison Supply, a Whirlpool
distributor. “All of our vendors and
suppliers set up some really cool
displays where our members can see
the latest in products,” he told the
Outlook.
Edgar Garcia, President of the EPAB
and custom home builder enjoys the
IBS. “I think that this show is good for
us to find the new stuff, but it’s also a
great way to thank my staff who I bring
to the show,” he said. “We always will
find something different that my
customers appreciate in their Bella
Vista Custom Home. Edgar’s
comments were echoed by Juanita
Garcia from ICON Custom Builder.
“You never know what you might find,
and it’s Las Vegas,” she gleefully said.
“Las Vegas is easy for us to get to and
a lot of fun as well, so it’s really a win-
win.”
The IBS is the biggest show that the
National Association of Builders does.
Justin Reyes, NAHB area rep for El
Paso agrees with all the good stuff and
some things people don’t really
remember. “I think that the education
part is what is undervalued many
times, whether its builders or
associates, and especially for
associations,” Reyes told us. “Our
meetings are great as are the
opportunities to grow your business
are all under one roof,” he concluded.
This is the final year for the show to
be held in Las Vegas. The IBS moves
to Florida for the next two years. “It
will be different for us, a little harder to
get to, but a nice change,” said Sal
Masoud, next years President. The
Builders Outlook will bring you

the year as the future comes to life
during the year.

post-apocalyptic nightmare right about
now? If it looks anything like ours, piles of
laundry, stacks of unread magazines from
last year, and even the Secret Santa gift
you received from your co-worker (the one

junk drawer.
“The key to this space is your cords,”
says Emma J. Carter of It’s a Lifestyle.
“Once you have cords tucked away, this
piece of furniture starts serving its specific
purpose.”
To tackle cord overload, Carter
recommends unplugging everything,
untangling them, and investing in some
velcro ties to keep things organized. Have
some extra unwanted cords? Donate them
to your nearest Goodwill.
