2. OBJECTIVE

The Fuse Cutout must be suitable for High Voltage Distribution lines and Transformer,
acting as an overload protector and a device for opening and closing load current. All the
metal parts of the fuse cutout are free from erosion and rust.

The purpose of this document is to present and describe the method of testing for Fuse
Cut out.

3. PRE-COMMISSIONING AND FUNCTIONAL CHECKLIST

All installation and testing works must cover the general procedures for the testing of
Fuse Cutout. The testing will consist of two associated phases; the investigation (test
analysis) and the visual inspection (perceptual analysis). Electrical field tests will be
limited to those hereinafter specified for the Fuse Cutout. Visual examination shall be prior
to, during, and after the energization of the electrical installations. Visual inspection
includes:

1. Looking for unusual condition such us overheating, vibration, etc.

2. Looking for mechanical defects

3. Looking for material that does not meet requirements.

4. REQUIRED DOCUMENTS / MATERIALS

 Project Manager & Staff must attend the inspection

 Prior to inspection Engineers must inspect the area to avoid unnecessary delay of
inspection

 Engineers must prepare documents, brochure and shop drawings if it’s necessary
for easy checking and prepare test data.

 Engineers must submit a list of remaining works with target completion date

 Inspection will be visual, functional and actual running test with complete testing
instruments

 Engineers must prepare necessary tools for inspection

 After inspection prepare punch list report with target completion date

 Client will confirm all completed punch list and/or prepare pictorial report especially
for the concealed items for necessary approval

 Approved submittals of Fuse Cutout

 Factory Test Records

 Schematic Wiring Diagram

 As-Built Drawings

5. PRIOR TO ENERGIZING THE FUSE CUTOUT, ALL CHECKS, INSPECTIONS AND


TESTS INDICATED BELOW SHALL BE CARRIED OUT:

A) Inspect for damage and missing parts


B) Inspect loose bolts and nuts
C) Inspect insulators
D) Check Torque on bus bolts
E) Check insertion of Fuse Cutout

6. TEST FUSECUTOUT OPENING TIMINGS.

Test contact resistance of Fuse Cutout.

To test the Fuse Cutout, test prod is pointed to line and load side terminal of each pole,
micro ohms reading of each pole must not exceed the recommended values of the
manufacturer.

 Test instrument to be used is a Low Resistance Tester (CHAUVIN


ARNOUX, MEGGER, KYORITZU, RISHAB, FLUKE brand)
 Attached calibration certificate
 Attached test form
 Attached recommended values for reference

7. FUSE CUTOUT

VISUAL AND MECHANICAL INSPECTION

a) Inspect physical and mechanical condition.

b) Inspect anchorage, alignment, and grounding, if applicable.

c) Prior to cleaning the unit, perform as-found tests.

d) Clean the unit.

e) Inspect bolted electrical connections for high resistance using one of the
following methods:

 Use of a low-resistance ohmmeter

 Verify tightness of accessible bolted electrical connections by


calibrated torque-wrench method in accordance with manufacturer’s
published data.

 Perform a thermo-graphic survey

f) Verify correct blade alignment, blade penetration, travel stops, latching


mechanism, and mechanical operation.

g) Verify that fuse size and types are in accordance with drawings, short-circuit
study, and coordination study

h) Verify that each fuse holder has adequate mechanical support and contact
integrity

i) Perform as-left tests

ELECTRICAL TEST

a) Perform resistance measurements through bolted connections with a low-


resistance ohmmeter. Measure contact resistance across each cutout.

b) Perform insulation-resistance tests for one minute on each pole, phase-to-


phase and phase-to-ground with switch closed and across each open pole.
Apply voltage in accordance with manufacturer’s published data, perform an
over-potential test on each pole, phase to ground with cutout closed. Ground
adjacent cutouts, if applicable. Test voltage shall be in accordance with
manufacturer’s published data.

a) Compare bolted connection resistance values to values of similar connections.


Investigate values which deviate from those of similar bolted connections by
more than 50 percent of the lowest value. Bolt-torque levels should be in
accordance with manufacturer’s published data.

TEST VALUES – ELECTRICAL

a) Compare bolted connection resistance values to values of similar connections.


Investigate values which deviate from those of similar bolted connections by
more than 50 percent of the lowest value.

b) Microhm or millivolt drop values should not exceed the high levels of the normal
range as indicated in the manufacturer’s published data. If manufacturer’s data
is not available, investigate values which deviate from adjacent poles or similar
switches by more than 50 percent of the lowest value.

c) Insulation-resistance values should be in accordance with manufacturer’s


published data. In the absence of manufacturer’s published data. Values of
insulation resistance less than manufacturer’s recommendations should be
investigated. Over potential tests should not proceed until insulation-resistance
levels are raised above minimum values

d) If no evidence of distress or insulation failure is observed by the end of the total


time of voltage application during the over potential test, the test specimen is
considered to have passed the test.

VI. THERMOGRAPHIC SURVEY

As a minimum, equipment to be inspected shall include all current-carrying


devices.

1. VISUAL AND MECHANICAL INSPECTION.

A) Inspect physical and mechanical condition.

B) Remove all necessary covers prior to thermographic inspection. Use


appropriate caution, safety devices and personal protective equipment.

2. THERMOGRAPHIC SURVEY REPORT


Provide a report which includes the following:

A) Description of equipment to be tested.

B) Discrepancies.

C) Temperature difference between the area of concern and the reference


area.

D) Probable cause of temperature difference.

E) Areas inspected. Identify inaccessible and / or unobservable areas and /


or equipment.

F) Identify load conditions at time of inspection.

G) Provide photographs and / or thermograms of the deficient area.

H) Provide recommended action for repair.

3. TEST PARAMETERS

A) Inspect distribution systems with imaging equipment capable of detecting


a minimum temperature difference of 1°C at 30°C.

B) Equipment shall detect emitted radiation and convert detected radiation


to visual signal.

C) Thermographic surveys should be performed during periods of maximum


possible loading.
