These notes are intended to assist in the calculation of the charges payable when a submission is
made under the Building Regulations.
The following tables show charges for particular types of work and are made under the Building
(Local Authority Charges) Regulations 1998.
If you have any difficulties calculating the charges, please contact the Building Control Group on

VAT - All charges (except a regularisation charge) are subject to VAT at the appropriate rate.
Full Plans Submissions -The fee payable may be split into two parts; ‘the plan charge’ (which
must accompany the deposit of plans) and ‘the inspection charge’. An invoice will be issued for the
inspection charge after the first inspection has been carried out.
Building Notice - The total basic charge must be paid when the notice is submitted to the Council.
Regularisation Application – The charge is 120% of the full basic charge (ex. VAT) and is
payable upon submission of the application.
Exemption from charges – Works to provide access and/or facilities for disabled people to
existing dwellings and buildings to which the public have access are exempt from charges.

The licence fees payable for Premises Licences and Club Premises Certificates are based upon the rateable
value in the local non-domestic rating list for the time being in force. The fees payable are set in Bands,
depending upon the rateable value, in accordance with the table below.
In addition to the main fees payable upon application, an annual charge is also payable on the anniversary of the
date of the original grant. The relevant fee must also be submitted in respect of variation applications.
In the case of applications relating to premises in the course of construction, they are assigned to Band C. In the
case of premises without a rateable value, they are assigned to Band A.
A multiplier applied to premises in bands D and E where they are exclusively or primarily used for carrying on the

Applications for variation of conditions applicable to a Premises Licence or a Club Premises Certificate

In the case of variations to premises licences, where the variation relates in any way to the provision of alcohol, the
following variation fees shall be payable where the application is made at the same time as the application for an
initial grant of the premises licence.
No variation fee is payable during transition stage for variations of club premises certificates, where such
applications are made at the same time as the application for the initial grant of the Club Premises Certificate.
Exceptionally Large Events
Where the maximum number of persons to be allowed on the premises at the same time is more than 5,000, an
additional fee is payable, in accordance with table below.
Exemptions
Certain exemptions to fees apply in the case applications for premises, club premises certificates, annual fees for
such premises, and related variation applications.
a) Educational institutions comprising schools and colleges (in specified circumstances), and
b) Premises which form part of a church hall, chapel hall or other similar building or a village hall, parish hall

2. Emergency Parking by medical/nursing staff on emergency medical duty - should a PCN be issued in
such circumstances, the authority may review this if suitable supportive evidence is supplied by the
employer or the practitioner to justify the emergency parking need as part of the representation for an
appeal.
3. Parking on zig-zag lines, single yellow lines or double yellow lines or where it causes obstruction shall
not be allowed (except in justifiable emergencies)
4. 2009/2010- Organisations with existing permits either free or subsidised will be informed that the
allocation of the existing permits is being reviewed and all applicants will need to justify their continued
need and that the existing arrangements will be replaced by an updated policy on 1st April 2010, to
reflect a sustainable approach. Until that time all existing arrangements will be honoured on a pro rata
basis.
b. Charitable Organisations
A discount of 50% based on the appropriate charges for 2010/11 may be available for annual
discretionary permits to registered local charitable organisations (excluding charity shops) working
locally. This would be conditional upon submission of a satisfactory Green Travel Plan
demonstrating serious commitment to reducing permit needs and encouraging other modes of
transport. This will be monitored for any future renewal applications. Such parking will be limited to
within the Town Centre to Seaway and Farringdon multi storey section car parks.
7. The Council reserves the right to change its policies and charges as it sees fit without any prior notice.

Zone A)
