can be used. After losing 4 months we
floated the inquiry for the blower.
During technical quote review the
pioneer designer of this blower,
Dressor Roots, was rejected since they
do not offer as per API and this is their
own design.. Later IOCL material made
an “ error “ in making FOA and almost
for six months Vendor did not accept
the FOA. Finally these were the last
equipment to be delivered and even
now ( Feb 23 ,2010 ) one Motor and
LCP are not delivered.

2.Reformer Inquiry/ poor B/L

sizing of safety valve discharge lines
was done after the lines were offered
for 30% model review and bulk MTO
was ordered

First point is that enough resources


should be deployed by Process after
the kick off meeting and issue all
process documents quickly before
Detailed engineering documents are
issued for next step i.e. procurement.
Secondly why licensor’s documents
need so many revisions ? Licensor who
is giving guerentee to the client issues
a package which needs so many
changes ? An assesment is required
about the extent of review and
updation of Licensor’s documents is
done by JE Process.

After Piping issues all the isometrics


substantial changes happen on the Line
list and P&Is for utility distribution
lines. Those should appear in Final
issue of P&I.

5.Mismatch of pressures between


PSA unit and Reformer.

PSA unit is free issue to JE. Off gases


from PSA tail gas drum flow to burner
of Reformer. Reformer burner vendor (
John Zink ) needs some min pressure.
Max pressure guaranteed by UOP
leaves very little delta P for piping in
between which has control valves. JE
has increased the line size from 30” to
34”.This has been recorded with IOCL
since early 2008 with agreement that
there is no other solution.
