(Slide 1) The San Carlos CPS’ PGS Compliance Stage under the PNP PATROL
Plan 2030 has undergone a massive change and transformation in the
implementation of its duties and responsibilities. It becomes a useful and effective
tool in carrying out its functions amidst the present fight against corruption,
criminality, illegal drugs and other lawless elements. The personnel of San Carlos

CPS, both men and women, have to work hard in fulfilling their duties as
expected from them.
(Slide 2) To start with, you can see the overall content will focus on the output of
the six elements of the Compliance Stage, Performance Governance System.
These are the Formalization of the Advisory Council, Cascading Strategy to
Individual Level, Alignment of Budget to the Strategy, Review of Dashboard
Accomplishments, IMPLAN to COMPLAN and lastly, the Collation of Emerging
Best Practices in San Carlos CPS.
(Slide 3) Let us take a closer glimpse of the San Carlos City Profile wherein you
can see that it has a distance of 144.5 km (via Coastal Road) and 86 km. (via
Translink highway) from Bacolod City. It has a vast area of 45, 150 hectares
classified as a 2nd Class Component City. It is composed of 18 Barangays with the
population of 137, 330 (as of 2017).
(Slide 4) Some of San Carlos CPS Internal and External realities or shortcomings:

 Police to population ratio is far from an ideal strength.


 Some of the personnel lack specialized trainings related to its designations.
 Lack of personnel’s proficiency due to multiple designations and
immediate directives from higher Headquarters.
(Slide 5) Police to population ratio is far from an ideal strength. This means one
policeman in every 2, 327 people. As a remedy for such inadequacy we
coordinated with the LGUs. We maximize the utilization of force multipliers
through continuous recruitment of BINs, Barangay Peace-keeping Action Team
and other force multiplier. The images reflected show the pulong-pulong we did
with the various force multipliers. These are the people who helped the PNP in
providing necessary information in performance of its functions.
(Slide 6) Some of the personnel lack specialized trainings related to its
designations. One of the San Carlos CPS’ needs in order to be more
knowledgeable and be equipped with the information necessary to enhance its
functions more effectively.
(Slide 7) Lack of personnel’s proficiency is due to multiple designations and
immediate directives from higher Headquarters. There are multiple designations
and immediate directives as to the re-assignment to other stations, etc. which
result to multi-tasking causing them to be ineffective to its original function.

As their prerogatives, San Carlos CPS conducts regularly the Police Information
and Continuing Education (PICE) every Monday and conferences intended to
remind its personnel their designated task in line with the PNP mandates.
(Slide 8) The crime situation of San Carlos City in 2015 is 5.81% lower than 2014.

The PNP incurred 1, 278 crimes in 2014 and 910 crimes in 2015 which is 28.79%
lower. The Barangay has 1, 275 in 2014 and 1, 101 in 2015 with 13.65% reduction
rate. The OLEA has 62 crimes enlisted. The prevalent crime in San Carlos City is
theft.
ELEMENTS OF COMPLIANCE STAGE
(Slide 9) Now let’s tackle the first element of the Compliance Stage, the
Formalization of the City Advisory Council.
(Slide 10) There it is, the composition of San Carlos CPS’ City Advisory Council-
Police Transformation and Development.

(Slide 11) These are the resolutions made by the San Carlos City Advisory Council:

 Drug Symposiums to the Elementary and Secondary Level both private


and public for their awareness in Illegal Drugs Effects and the Menace of
Drugs to the body.
 Additional ammunitions and magazines for PNP Personnel of San Carlos
CPS.
 Additional PNP Personnel of San Carlos CPS
 CCTV Installation to enhance the internal and external monitoring of the
PNP Personnel of San Carlos CPS
 Construction of Police Clearance and Intel Office.
(Slide 12) The Oath Taking of the City Advisory Council Officers headed by yours’
truly.
(Slide 13) These are the conducted City Advisory Council Regular Monthly
Meetings held every first Monday of the month.

(Slide 14) And these are the Regular Monthly Meetings of the Council together
with the Technical Working Group.
(Slide 15) Next is the second Element of the Compliance stage; Cascading of
Strategy To Individual Level.

(Slide 16) San Carlos CPS strengthened the implementation of the Alignment of
Individual Performance Card to Unit Dashboard.
(Slide 17) These are some of the measures conducted by San Carlos CPS to ensure
alignment not just internally but externally as well.; focusing on the PNP
P.A.T.R.O.L. Plan 2030 on its mission and vision through the initiation and
conduct of PNP P.A.T.R.O.L. Plan 2030 and regular operations’ review and the
conduct of stakeholders’ (LGUs/ NGOs) monthly meeting to support PNP’s
programs and initiatives.
(Slide 18) Let’s proceed to the third element, the Alignment of Budget.
(Slide 19) San Carlos CPS has conducted 8 initiatives/ programs with the
allocated budget from MOOE 2015 amounting to P919, 158.00.
The Busog Lusog Feeding Program and Pulis Hour headed by the Police
Community Relation section with the allocated budget amounting to P10,000
and P12, 000.
The Handom sa Kaugmaon, Kinder buddies Paghiusa sa Pamilya and Ice Cream
Day conducted by Women’s and Children’s Protection Desk section with P3,000,
P2,000, P6,000 and P8,000 budget respectively.
The police operation services by the Operation Section consumed the biggest
amount among the 8 initiatives, which is P753, 758.00.
Lastly, the Retirement Honor for the benefit of our retiree headed by the Admin
Section with the budget of P10, 000.
Garnering the total of P804, 758.00, this is 90% of the MOOE for the Calendar
year 2015.
(Slide 20) The fourth element is the Review of Dashboard Accomplishments.
(Slide 21) San Carlos CPS conduct a regular operations’ review.
(Slide 22) The comparative crime statistics implied the 368 reduced on the crime
volume of San Carlos City from its 1,278 (2014) and 910 (2015). This implies the
effectivity of the implementation of Mission and Vision in line with the PNP
P.A.T.R.O.L. Plan 2030.

2015.

Efficiency
There is a significant reduction on the AMCR (2014-2015) due to the
increase rate in CSE and CCE.
(Slide 25 & Slide 26) You can see the status of San Carlos CPS review of
dashboard accomplishments.
The reduction of street crimes and improvement of average respond
time (green) exceed the target.
Those who are below target, as initiatives several measures and
interventions are applied.
(Slide 27) The Campaign against Illegal Drugs (Violation of R. A. 9165)
is one of the accomplishments of San Carlos CPS.

Explain:
(Slide 30) Through the hardwork of San Carlos CPS Personnel along
with the collaboration of the community, we were able to capture
many of the most wanted persons. One of the reasons of San Carlos
CPS’ outstanding performance is the capture of 7 out of 10 Most
Wanted Persons.

(Slide 32) The world nowadays is run by technology; one way to
connect is by improving Police Community Relation through social
media. The creation of San Carlos CPS’ Twitter Account with 515
followers and 1,891 tweets and official Facebook Account with 1, 762

friends. Everyone in the community can be aware of the different


activities initiated by San Carlos CPS.
(Slide 33) With full cooperation of San Carlos CPS’ personnel, 100%
completion of E-Learning Exam is achieved.

(Slide 34) Another way of information dissemination is through Media
Interviews by addressing the queries and concerns of the community.
(Slide 35) In order to reach the masses effectively, the distribution of
EIC Materials and posting of PNP Hotlines in public areas are initiated.
(Slide 36) We are down to the last element which is the Collation of
Emerging Best Practices.
(Slide 37) As you can see, these are the San Carlos CPS Best Practices
conceptualized by the Women and Children’s Protection Desk to give
aid to the less fortunate people in the community such as the “Ice
Cream Day” and “Busog Lusog Feeding Program”.
(Slide 38) In addition to the best practices stated previously are the
“Kinder Buddies” by being a regular host of Local Educational Tour
and “Handum sa Kaugmaon” to fight against child labor.
(Slide 39) Other best practices are “Panaghiusa sa Pamilya” which
conducted a massive lecture about R. A. 9262 empowering women
with their rights and “Pulis Hour” which is a one hour live radio
interview to answer some questions and to bring them closer to the
community.
(Slide 40) To effectively fight and prevent crimes, San Carlos CPS
initiated the creation of Anti- Theft, Robbery and Criminality Action
Group (ATRACA) and Joint Anti- Bank Robbery Action Committee.
(Slide 41) “Joint Task Force Echo” initiated by San Carlos CPS to
enhance security measures and intensify the active defense strategy
against criminalities and other rebel attacks in the different AOR.
“Pagkilala Awards” is initiated to give honor to those who did an
exemplary performance with their duties.
(Slide 42) “Pulis sa Barangay” is the visiting of various Barangays to
address some of their problems and giving advices as well which aims
to reduce the bulk of work on the part of the police since some
problems can be resolved in their own level.

(Slide 43) “Retirement Honor” San Carlos CPS revitalizes the important
tradition to pay tribute, honor and recognition to the retiree for their
undying dedication to their job until the last day of their career as
PNP Personnel.

Our commitment for Good Governance is to promote the PNP
P.A.T.R.O.L. Plan 2030’s mission and vision by adapting and strict
implementations of the PNP mandates.
Reduce crimes by 50% and increase the crime solution efficiency by 5%.
Implementation of tight security measures and maintains peace and
order especially on city-sponsored activities and its neighboring towns
and cities.
