SALT LAKE CITY — Even though Mitt Romney’s sta-
tus as one of few Republicans willing to publicly criticize
President Donald Trump is well known is his adopted
home state, his unequivocal speech before voting yes on
impeachment Wednesday caught many in Utah by sur-
prise.
Republicans in the state are unusually divided on the
president, so while some were heartened to see Romney
cast what he described as an agonizing vote dictated by Romney
his conscience, Trump supporters were left angry and frustrated.
Still, with four years to go before any re-election campaign, Romney
has a long time to explain his vote to an electorate with a deep well of
goodwill that gives him a celebrity-like status.
“There will be ramifications,” said Jason Perry, director of the Uni-
versity of Utah’s Hinckley Institute of Politics. But “people do ultimately
care about what he says, even if they don’t agree with him.”
Romney appeared emotional during his speech on the Senate floor.
He told reporters that he’d been waking up in the early-morning hours
as his mind churned over what to do, and cited a Church of Jesus Christ
of Latter-day Saints hymn about doing the right thing despite the con-
sequences.
Romney’s key role in saving the troubled 2002 Olympics in Salt Lake
City paired with his status as the first major-party presidential candi-
date from the state’s predominant faith widely known as the Mormon
church has made him well-known and liked in the state where he moved
after his failed 2012 presidential run.
Many Utah voters share Romney’s wariness about Trump. A nation-

agency and four oth-
er people embezzled
millions in federal
money meant for
the poor and instead
channeled some of it White

tion program for a former pro wres-
tler, the state auditor said Wednes-
day.
Former Mississippi Department
of Human Services Director John
Davis, former wrestler Brett DiB-
iase and four others have been in-
dicted and arrested, Auditor Shad
White said.
White characterized it as the
largest public corruption case in
Mississippi for at least the past 20
years. He said the total of losses
from federal Temporary Assistance
for Needy Families money has not
been determined. Spokesman Lo-
gan Reeves said the second largest
case had involved embezzlement of
$1.2 million.
White said Wednesday that some
of the money was used to fraudulent-
ly pay DiBiase to teach drug abuse
classes in Mississippi even though
DiBiase was in a luxury drug reha-
bilitation program in Malibu, Cali-
fornia, at the time.
White said all six have been in-
dicted on fraud and embezzlement
charges by a state grand jury in
Hinds County.
Those indicted and arrested are
Davis; DiBiase; former Department
of Human Services employee Latim-
er Smith; Nancy New, who is owner
and director of the Mississippi Com-
munity Education Center and New
Learning Resources; her son Zach
New, who is assistant executive di-
rector of the education center; Anne
McGrew, an accountant for the edu-
cation center.
Hinds County sheriff’s spokes-
man Capt. Tyree Jones said all six
were released without bail. It was
not immediately clear whether they
are represented by attorneys.
White says the News and their
accountant were the ones who re-
ceived the contract from the federal
Temporary Assistance for Needy
Families money and improperly
routed it to DiBiase. Mississippi
gets a block grant of the money,
made up of funds that once was used
to make welfare payments to low-in-
come people, and is supposed to use
it on activities that help poor people.
The education center and the asso-
ciated Families First for Mississippi
received multiple grants to provide
youth development, parenting edu-
cation, workforce readiness, literacy
promotion, addiction education and
obesity education. The New family
is also accused of stealing money
for their private businesses and to
invest in medical device companies.
“I don’t care how politically con-
nected a person may be. You do
not have the right to treat taxpayer
money as your own or to lie to the
taxpayers about what you’re doing
with that money,” White said in a
news release.
OKs teacher pay raise,
plan goes to House

JACKSON — A plan to give Mississippi teachers
at least a $1,000 pay raise won unanimous approval
Wednesday in the state Senate, and now it goes to
the House.
Republican Lt. Gov. Delbert Hosemann says he
wants it to be part of a multiyear plan to increase
some of the lowest salaries in the nation.
“All members came together today in an effort
to continue to show our public educators they have
our support and, most importantly, our respect,”
Hosemann said after Wednesday’s bipartisan vote.
Senate Bill 2001 would give $1,000 across-the-
board raises to most teachers and to all teachers’
assistants.
Teachers in the first two years of their careers
would receive raises of $1,100. That’s an effort to
boost the beginning salaries.
The National Education Association says the
average teacher salary in the U.S. was $60,477 for
the 2017-18 school year. Mississippi had the lowest
average that year, at $44,926.
The average teacher salary in Mississippi for the
2018-19 school year was $45,105, according to the
state Department of Education. That is the most re-
cent figure available.
During Mississippi’s election-year legislative
session in 2019, the state approved a $1,500 teacher
pay raise that took effect for the current school year.

that.”
How the plan developed
The park was originally
designed and built by the
Starkville Fire Depart-
ment with the intent the
public would use it, and
when that wasn’t happen-
ing, SMSA started holding
events there as a strategy
to get the public to take ad-
vantage of the park, Prath-
er said.
“At the time, you didn’t
realize it was really there,
you didn’t realize how big
and pretty it was, so the
more we used it, the more
the public started using it,”
she said.
In addition to the King
Cotton Crawfish Boil,
the park is home to the
annual Night Market ev-
ery September and the
twice-weekly farmers mar-
ket from May to August,
among other events. The
market moved to the park
from the Lampkin/Jack-
son intersection in 2015.
The park is also avail-
able for events such as chil-
dren’s birthday parties,
Prather said.

needed to be more accessi-
ble and user-friendly with
so many people using it,
not just for planned events
but for recreation as well,
said Murdock, former
board chairman for the
Starkville CVB.

Doesn’t see objectivity in letters
I read Raymond Gross’ letter to
The Dispatch from February 5th and
saw a similarity between the two of
us. I’m not sure that realization goes
both ways.
The similarity? We are both
biased. To the same extent? I don’t
think so. In my own February 5th
letter, I questioned Speaker Pelosi’s
actions during the State of the Union
address — and that angered Mr.
Gross — even though I am a Demo-
crat. An apparent difference? Unlike
Mr. Gross, I question both sides, at
least some of the time.
Example: Mr. Gross didn’t men-
tion President Trump’s refusal to
shake Speaker Pelosi’s outstretched
hand prior to the speech. Did Gross
notice? Can’t say. If he did, he either
thought it excusable or avoided it as
inconvenient. Either is worrisome.
In fact, I cannot recall any time Mr.
Gross has shown that kind of objec-
tivity in a letter to The Dispatch —
and I’ve read a lot of them. As far as I
can tell, he finds his side to be above
criticism.
To be fair, I haven’t done so in
my letters often. But I have done it.
I can only conclude from Mr. Gross’
writing that he is either unwilling or
incapable of looking inward. Reminds
me of President’s Trump’s ‘perfect’

Feds investigate Mississippi prisons after string of deaths

DOJ investigation examining whether state corrections officials are
adequately protecting prisoners from physical harm and whether
there are adequate health care and suicide prevention services

JACKSON — The Justice
Department has opened a civ-
il rights investigation into the
Mississippi prison system after
a string of inmate deaths in the
past few months, officials said
Wednesday.
Federal prosecutors are
looking into conditions at four
state prisons after the deaths
of at least 15 inmates since late
December. The investigation is
examining whether state cor-
rections officials are adequate-
ly protecting prisoners from
physical harm and will look
into whether there are adequate
health care and suicide preven-
tion services.
The investigation by the Jus-
tice Department’s civil rights
division will specifically focus
on conditions at the Mississippi
State Penitentiary at Parchman,
the South Mississippi Correc-
tional Institution, the Central
Mississippi Correctional Facil-
ity and the Wilkinson County
Correctional Facility, the Justice
Department said.
The Wilkinson facility holds
state prisoners, and the state
pays a private company, Man-
agement & Training Corpora-
tion, to operate it.
The use of such investiga-
tions examining the patterns
and practices of law enforcement
agencies has been curtailed un-
der the Trump administration
compared with their use during
the Obama administration.
Some of the inmate deaths in
recent weeks happened during
confrontations between in-
mates. Some were suicides.
Violence is a recurring prob-
lem in Mississippi prisons,
where many jobs for guards are
unfilled. Officials with the state
Department of Corrections have
said for years that it’s difficult to
find people to work as guards
because of low pay, long hours
and dangerous conditions.
The deputy legal director for
Southern Poverty Law Center,
Lisa Graybill, said in a state-
ment Wednesday that Missis-
sippi prisons “have a brutal
history rooted in slavery and
convict leasing.”
“It is time for the federal gov-
ernment to step in and do what
the Mississippi Department of
Corrections has failed to: end
the violence and ensure hu-
mane living conditions,” Gray-
bill said. “Dozens have died and
hundred of others live in squalid
conditions with standing sew-
age in freezing temperatures
as a result of ... Mississippi’s ne-
glect. Mississippi’s prisons are
overcrowded, understaffed, and
aren’t safe for anyone.”
Health department inspec-
tions show Parchman has had
longstanding problems with
broken sinks and toilets in cells,
holes in cell walls, widespread
mold and mildew in showers,
and sanitation problems in
kitchens.
Entertainment mogul Jay-Z
and rapper Yo Gotti are paying
attorneys who are suing the
state on behalf of inmates over
conditions in the prisons. The
lawsuit filed in mid-January
says the prisons are “plagued
by violence” and inmates are
forced to live in decrepit and
dangerous conditions.
Republican Gov. Tate Reeves
said in his State of the State
speech on Jan. 27 that he has
told the Department of Correc-
tions to take steps to shut down
Parchman’s Unit 29, but the de-
partment has not said how long
that will take.
The department’s interim
commissioner, Tommy Taylor,
said after Reeves’ speech that in-
mates in Unit 29 have clean wa-
ter to drink and warm water for
showers. He said some inmates
had not been allowed to shower
for several days while prisons
were on lockdown because of
the violence. He said those no
longer on lockdown have had a
chance to shower and have been
given new clothes.
Taylor also said toilets have
been repaired and crews are
patching holes that allowed rain
into buildings. He said workers
are also repairing problems
with electrical systems and
heating.

WASHINGTON — FBI Director
Chris Wray said Wednesday that
Russia is engaged in “information
warfare” heading into the 2020
presidential election, though he
said law enforcement has not seen
ongoing efforts by Russia to target
America’s election infrastructure.
Wray told the House Judiciary
Committee that Russia, just as it
did in 2016, is relying on a covert
social media campaign aimed at
dividing American public opinion
and sowing discord. That effort,
which involves fictional personas,
bots, social media postings and
disinformation, may have an elec-
tion-year uptick but is also a round-
the-clock threat that is in some
ways harder to combat than an
election system hack, Wray said.
“Unlike a cyberattack on an
election infrastructure, that kind
of effort — disinformation — in
a world where we have a First
Amendment and believe strongly
in freedom of expression, the FBI
is not going to be in the business of
being the truth police and monitor-
ing disinformation online,” Wray
said.
The FBI and Department of
Homeland Security are on alert for
election-related cyberactivity like
what occurred in 2016, when Rus-
sians hacked emails belonging to
the Democratic campaign of nom-
inee Hillary Clinton and probed
local election systems for vulnera-
bilities.
But, Wray said Wednesday, “I
don’t think we’ve seen any ongo-
ing efforts to target election infra-
structure like we did in 2016.”
His appearance came two days
after Democratic presidential cau-
cuses in Iowa were marred by a
malfunctioning app that caused a
delay in the reporting of results.
Though local and federal officials
have stressed that the problems
weren’t caused by a foreign intru-
sion, the error played into existing
unease surrounding election se-
curity and risked amplifying con-
cerns among American about the
integrity of the voting process.
LOS ANGELES — U.S. Sen. Dianne Feinstein
is calling for federal rules that crash-warning sys-
tems be required on commercial helicopters like
the one that crashed in foggy weather last month
outside Los Angeles, killing Kobe Bryant and
eight other people.
The helicopter carrying Bryant and the others
did not have a device called the Terrain Aware-
ness and Warning System that signals when an
aircraft is in danger of hitting ground.
The National Transportation Safety Board had
recommended the system be required for helicop-
ters. But the Federal Aviation Administration only
requires it for air ambulances.
“In order to ensure such a tragedy never
happens again, I ask that the FAA commence a
rulemaking process to require all commercial
helicopters operating in the U.S. to have terrain
awareness and warning systems,” Feinstein,
D-California, wrote in a letter Tuesday.

you follow the guidelines

be hashed out,” he said.
“We need to look at school
systems that do not use
corporal punishment but
have alternative, ways of
dealing with behavior like
that, and we need to see
how successful they are.”

Leach and his newly an-
nounced assistants added
four players to Mississip-
pi State’s 26-player class.
“I was really im-
pressed,” Leach said of
visiting with the new
signees and those who
pledged to MSU during
the early signing period
in December. “First of
all I think they’re qual-
ity athletes and quality
players. The other thing
it reinforced was how im-
portant football is in the
state of Mississippi, and
it reinforced what Missis-
sippi State means to this
state and the opportunity
it provides for those stu-
dent-athletes.”
Most notably, the
Bulldogs officially added
graduate transfer quar-
terback KJ Costello. A
Stanford product, Costel-
lo concluded his time in
Palo Alto completing 495
of 791 passes for 6,151
yards and 49 touchdowns
compared to just 18 in-
terceptions in 28 career
games.
Leach, who previously
coached three of Costel-
lo’s high school team-
mates at Washington
State, said his relation-
ship with the players and
Heritage Academy seniors Ethan Bumgarner, Brantley Prescott, KJ Smith, Carter Putt and Davis Fitch all signed

wife: I’m trying to figure

all,” Harrison said.
It’s a good problem to
have for Harrison. His
team romped to a state
title without a single loss,
allowing fewer than 10
points per game and en-
acting the mercy rule Fri-
day after Friday.

island. Christopher John-
son might be.
Many opposing teams
found that out the hard
way this season when
their best wide receivers
were matched up against
the lanky Columbus High
School cornerback. The
6-foot-2 senior simply
“eliminated parts of the
field,” Columbus coach
Joshua Pulphus said.
Before long, colleges
began to take notice.
Johnson received schol-
arship offers from East
Mississippi Community
College, East Central
Community College, Co-
piah-Lincoln Community
College and even NCAA
Division I program Loui-
siana Tech.
But he couldn’t shake
the school that wanted
him the most: Mississippi
Gulf Coast Community
College.
“From Day 1, they kept
it real with me,” Johnson
said. “They kept coming
by the school, coming by
my house.”
For the Bulldogs, that
persistence eventually
paid off. On Wednes-
day, Johnson signed his
national letter of intent
to play football at Gulf
Coast.
