National Budgetary System and the Current Budget of the Government

I. BACKGROUND

A government budget is the financial plan of a government for a given period, usually for
a fiscal year. Government budgeting is a crucial exercise of allocating borrowed funds and
allocating revenues in order to achieve national objectives, strategies, and programs. It
entails the management of government expenditures to create the most impact from the
production and delivery of goods and services.

II. REACTION/ INSIGHTS

Protection of intellectual property should be promoted for a number of reasons. First, it

stimulates and ensures fair competition, and to also protect the consumers by enabling
them to make informed choices between different goods and services. Second, it provides
protection for the results of investment in the development of new technology, thus
providing means to finance development and research activities. Lastly, intellectual
property rights spurs economic growth, creates new jobs and industries, and enhances the
quality and enjoyment of life.

In this digital age, protection of intellectual property rights can easily be violated by
anyone. Distribution of music, films, art, photos, etc. can be downloaded on the internet
easily without proper authorization from the owner. Due to the ease with which digital
files can be downloaded, unauthorized copying of any intellectual property has been a
major problem not just in the Philippines but also in all countries. It primarily affects E-
commerce businesses (artists, SMEs, producers, etc.).

Stricter laws should be implemented to put a stop to this unauthorized distribution of

intellectual property because it does not only affect the owners themselves but it also
causes millions of dollars loss in revenue for them.

We shall also promote the dissemination of knowledge and information regarding

intellectual property rights so that we can promote as well national development and
progress. We need to streamline the procedures in patent registration, trademark and
copyright to liberalize the registration on the transfer of technology, and to enhance the
enforcement of intellectual property rights in the Philippines.

III. RECOMMENDATION/S

There are a number of ways in which the owners or creators can protect themselves from
illegal distribution of their works on the internet.

They should always clearly indicate ownership in their works and even if they do, they
should never permit third-party downloads as well. This is to make sure that only
authorized persons can access their intellectual property.

Our government should also write stricter laws and controls regarding the sharing of
intellectual property on the internet. They need to make sure that every work uploaded
 or shared digitally is registered as it will safeguard not only the creator’s work but also the
creators themselves.

IV. CONCLUSION

Intellectual property rights are like just other rights that need be protected and
safeguarded. In this day and age where everything is easily shared online, owners should
ensure that their works are registered and properly copyrighted. This will control and
prevent the unauthorized distribution of their works. Monetary loss will also be prevented
if controls are in place.

With the help of the government, knowledge and information about intellectual property
rights should be disseminated to people. Any person that gets caught because of illegal
sharing of intellectual property should be subjected to whether administrative or legal case.
