ELECTRONIC HEALTH RECORDS (EHR) In 1989, the Institute of Medicine (IOM) of the National Academy of Sciences convened a committee and asked the question, “Why is healthcare still predominantly using paper-based records when so many new computer-based information technologies are emerging?” Two major conclusions resulted from the committee’s deliberations. First, computerized patient record (CPR) is an essential technology for healthcare and is an integral tool for all professionals. Second, the committee after hearing from numerous stakeholders recognized that there was no national coordination or champion for CPRs.
