Ladies and Gentlemen of the UPDEPP Econ 191 Class:

In view of the anticipated suspension of classes to allow students to leave for their respective
homes in observance of All Saints & Souls Day, which would be in conflict with the scheduled
2nd Exam, such exam nevertheless proceeds according to schedule, but in a different format
as follows:

1. This exam is a take-home exam.

2, The duration is 3 hours but you are given a maximum of 6 hours from 7 pm (today - Oct 31)
to 1 am (tomorrow - Nov 1) to finish and submit your answers.
3. The questions are sent via email and the answers are sent to my email starting at 1:01 am
of Nov 1.
4. There are 6 items requiring a 2-page answer for each item. The 1st page is an Illustrated
Conceptual Framework and the 2nd page is an Explanation of the Illustrated Conceptual
Framework.
5. The questions or tasks:
(a) On Markets vs. Controls: The debate on economic growth and development that is driven
by market factors, OR government controls, OR a combination of both indicates favoring
the latter - a combination of both market factors and some government
intervention. Illustrate the relationship of these factors as these play for and/or against
each other to reach thedesired outcome. You may use an example.

(b) On Sustainable Development: With sustainable development as the desired outcome, how
would ENTREPRENEURSHIP (defined in terms of a skills set among men/women in their
ability to identify, evaluate, and exploit opportunities) play out to make this possible in the
context of the 3 pillars of sustainable development identified as environmental, social, and
economic. Again make an illustration. Then explain the illustration.

6. The following items can make or break government services in a government's quest for
economic growth and development. Venture into identifying and describing a PUBLIC
POLICY/PLAN/PROGRAM for each of the 4 items so that these can become positive
contributors to national economic growth and development:
