Manual scavenging
An India Government Action Plan by end July 2015 that includes:
 Full implementation of the law on Manual Scavenging
 Re-deployment of existing manual scavengers employed in the public sector
 Access to toilets for all the population – including in the rural areas
Violence against women

Immediate implementation of the recommendation of Rashida Manjoo UN Special Rapporteur
for Violence against women 2014 report following her visit to India and the actions set out the
Verma Report. Key actions required:
 better governance in police stations associated with dealing with reports of violence and
rapes in India. There should be complete and accurate reporting
 fast track legal redress for justice for victims and their families
 full implementation of the Action Plan put forward to the new Government by Women
in India to deal with violence against women
Improved representation of women in public life

 The quota of 33% Caste-based women in Indian Parliament announced by Government
was welcomed. However, if the quota did not reflect the Caste composition of women in
India‘s population – this was not acceptable to Conference.
Education – postsecondary
A Government Action Plan that sets out by July 2015:
 how to access and opportunities can be improved
 a review of how the Government‘s ‗Right to Education‘ policy is working in practice and
how failures in this area must be addressed
Solidarity of the Dr Ambedkar Movement

The Dr Ambedkar Movement must build and improve solidarity at a:
 Political level
 Government level
 NGO level
 International level
Dalit literature
 Better sharing and access to Dalit Literature at an international level
Media bias
TV and News channels to address:
 Lack of representation of Dalits in media, media, films and other forms of mass
communication
 Improve representation of local issues that are generally just debated in News Channels
in New Delhi. For example when its rape, there is to talk about it in the mainstream
media but there are many other issues that affect Dalits
 Soaps and dramas perpetuate old status quo of families and there are very few role
models of empowered Dalit women
 Dalits must create their own TV channels and other forms of media engagement
Intergenerational issues/gaps
Key actions to address this:
 Sharing of good practice
 Exposure of younger generation to role models and social activists
 Profiling younger key leadership positions
Economic Development
 Principles and Guidelines for the Effective Elimination of Discrimination based on Work
and Descent into their anti-discrimination, human rights and employment policy
development frameworks
 Economic upliftment of the discriminated groups by providing affirmative action in
supplier diversity
 Demonstrable tangible improvement in opportunities available as a result of
globalisation. Specific affirmative measures at multinational corporations
 Access to capital for business start-ups
 Improve access to market
The Dalit Chamber of Commerce in India – a strong delegation from the Chamber attended
the Conference - and its functions for over a decade were seen by Conference as a positive
step that ensures Dalits economic empowerment
Governments in Caste affected countries must recognise discrimination based on

`Descent‟ as recognised in the International Convention on the Elimination of Racial
Discrimination.
 We need to work together to advocate the UN‘s International Convention.
