EXECUTIVE SUMMARY
1. GENERAL
West Bengal is one of the fastest growing States in India. State’s economy has grown manifolds in the recent
past and likely to grow further as per the present trends registered in the past couple of years. Increase in the
economy has led to increase of loading on the infrastructure corridors available within the country. Surge for
better infrastructure, developed road corridor facilities for sustained growth of economy have been well realized
and recognized by the Govt. of West Bengal in line with the rising trends of economy.
The total organization setup of Public Works Department, Government of West Bengal has been entrusted with
the construction, improvement and maintenance of the road sector all through the state. The authority has
decided to widen & strengthen the Sikharpur-Kulti Canal Road (FROM 3+500 KMP to 12+550 KMP) in the
district of South 24 Paraganas.
The design and construction is to be performed in two steps – namely the preparation of Detailed Project Report
by a technical consultant followed by the construction by a private concessionaire. P.W.(R)Dte. has accordingly
taken up preparation of Detailed Project Report for the road in the agenda.
The project road does not falls under the territory of East Kolkata Wetland.

BHANGOR ROAD

The climatic condition of this region is tropical savanna climate. Winter starts early in November and ends in the
middle of February. Summer lasts till the middle of June. Soon after this the rainy season commences and
continues till the end of August.
The average rainfall in this region is above 1500mm.There are two harvesting seasons in area, one from
middle of March to end of May(75 days) and other is from start of October to middle of December (75
days).
January is the coldest month in this region. The mean minimum temperature in the month of January varies

from 11 C to 15 C. The highest temperature is often registered in May (often exceeds 38 C), which is the
hottest month.
The Zonal Terrain is classified as plain terrain. Existing areas in this zone mainly comprises of dense
settlements at stating point of the road and agricultural areas at the end point of the road. There are vacant
lands and garden areas also present surrounding existing settlement blocks. The area is moderately flat
land.
There are as such, ample evidences of flood and waterlogging in recent past.
There is as such no major river but one natural channel (Khal) runs alongside the project length of the
road.
3.1. CONNECTIVITY
The road connects North 24 Parganas with South 24 Parganas, Kolkata and Sunderban.
It provides connectivity to the goods traffic moving from South 24 Parganas towards North 24
Parganas.
Newtown, the new township and IT hub at Raharhat is located near the Project road.
The project corridor connects the Cognizant Campus at Bantala and IT Hub at Rajarhat and New Town
Satellite City in route.
This is well connected with the state capital, Kolkata through Lauhati and SH3A.
Pakapole market, Gabtala market is located on the road. These markets are wholesalers of fish and
vegetables.
The nearest Rail Junction is Champahati station (About 15.00 Kms of starting point of the project road).
Social Impact Assessment is carried out by way of site visits, collection and analysis of the secondary data
for social information along the corridor. The area is thickly populated with minority communities. Large
number of schools, Madrassah, primary health centers abut by the side of the road. The local economy is
agrarian in nature. Pisciculture is also widely practiced. Improvement of Connectivity will enhance
economic profile of the Inhabitants. The impact will generally be positive as the transportation facilities will
improve and provide faster and better connectivity to these habitations. Since the road connects North 24
Parganas to South 24 Parganas, a large number of commercial vehicles ply through this road. Brick Fields
abut by the side of this road. The road has very good connectivity status. Local markets abuts by the side
of the road. The road serves at-least 1, 00,000 local inhabitants directly. The development of this corridor is
perceived to be crucial from the perspective of developing economic profile. There are primary and high
school abutting by the road. The existing civic amenities along the road are:

This road has a tremendous economic impact on the rural& semi-urban population. The inhabitants of the
area are mostly rural inhabitants. The road will connect to Rajarhat-Newtown, which will increase the
employment capabilities of the local people. Amenities like residential areas, shops, markets, healthcare
facilities, educational institutions, entertainment facilities and fish markets are located in the close vicinity of
the road. Lauhati & Sikharpur are a developing residential are and important commercial center for the
whole of South 24 Parganas, so inhabitants from backward areas of the district will have direct connectivity
to modern amenities and will able to sell their supplies in the markets here.Backward minority communities
will get better education and healthcare facilities. This road runs through residential areas, a good number
of public building, banks and more importantly connects a number of markets. So, quite a considerable
number of commercial vehicles ply every day. The following is a comprehensive table indicative of the key
economic activities in the region.
Apart from the said considerations, the development of this corridor is perceived to be crucial from the
perspective of developing economic profile of the region resulting in increasing demand for organic
growth in infrastructure.

After scarifying of the bituminous layer and then rolling of the existing hard-crust . It is assumed that the effective
granular layer is 340.000 mm. This layer is used as the sub-base of the strengthening portion.
Cross Drainage structure is a vital infrastructure element of a road network. Maintaining serviceability of CD
Structures and consequently retaining their level of reliability during their lifetime therefore deserves high priority
from techno-economic consideration. During preliminary reconnaissance survey and Detailed Corridor Survey
the inventory & condition of the existing Cross Drainage structures were evaluated. The chainage and the
dimensions of the existing and proposed Cross Drainage structures are presented below:
Closed spaced Eucalyptus Bullah Wall has been proposed at stretches where Pavement edge drop has been
noticed.
The stretches where UC Bullah Walling has been proposed are recommended are tabulated below:
5.6. DRAINAGE
Water logging has been observed throughout the year in the populated areas damaging road surfaces severely.
To overcome such situation proposal for the saucer drain in RHS & LHS in built-up area has been considered to
drain out the surface water easily & to safe guard the road surface from water logging.
The chainage wise length of surface drain has been tabulated below:
In order to appreciate and understand the nature and amount of traffic plying on the roads a 7 day 24 hours
Classified Traffic Volume Count was carried out.
Soil survey has been done by collecting samples of local soils from the embankment / sub-grade of the
proposed road in accordance to the guidelines of IRC: SP: 20-2012. The important tests carried out on the soil
intended for use for subgrade are as under
i) Sieve Analysis
ii) Atterberg’s Limits
iii) Standard Proctor Test
iv) Soaked &Unsoaked CBR test
The design standard axle has been carried out according to Cl. 4.6.1 of IRC 37-2012, page 9 and the
traffic in the year of completion of the road project has been estimated as per equation 4.6.1 of the above
page 9 of IRC 37: 2012 mentioned clause.
24 hour Axle load survey was conducted to determine the Vehicle Damage Factor of the Project road.
The findings and consideration are as follows:
The following findings elaborate the design considerations made in the pavement design.
Design Traffic: 42.35 & 10.8 MSA for Granular Layer & Bituminous Layer
Design CBR: 3.3 %
Design Guidelines: IRC – 37:2012
Since the pavement is being designed based on soil characteristics from sub-grade/sub-base course, same
specification is being followed at widened portion as well as strengthening portion.

Quantification for road work has been divided into two parts, viz., the constant thickness layers i.e.
subgrade, granular and bituminous layer and variable thickness layer i.e. earthwork
Earthwork has been quantified based on the existing and proposed road-sectional data at regular
intervals.
Homogeneous sections of project corridor have been identified in respect of cross-sectional elements to
quantify various items of work.
Rehabilitation requirements for existing Cross-drainage Structures have been suggested based on the
findings of the condition surveys and quantified item-wise thereafter.
Quantification for newly proposed Cross-drainage Structures has been made on the basis of General
Arrangement Drawings.
Quantities of items to be used in the construction of surface Drain, Protective Work etc have been derived
from TYPICAL CROSS-SECTIONS.
