On 16th November, FPSS arranged an

On 05 October, FPSS
screened a patriot classic -
'Jinnah', the movie. The
auditorium was fully packed

Dr. Shehzadi Zamurrad Awan


attended the 2nd World Women's Studies Conference, 5 - 6 May 2016, Colombo, Sri Lanka,
and 3rd International Conference on Social Sciences, 19 - 20 September 2016, Bali, Indonesia. Dr.
Awan presented 'Relevance of Education
for Women Empowerment in Pakistan' at
Colombo, and 'Value of Domestic Abuse
Legislation to discourage violence
against women in Pakistan' at Bali.
She was the only academic representing
Pakistan at the conference in Bali. At
Colombo, she was awarded the 'Best
Presentation of the Session', and her
paper got published in the Journal of
International Women Studies,
Bridgewater State University,
Massachusetts, USA.
Dr. Awan says, "Such engagements are
very relevant for cross-cultural interaction between academics working in a mutual field of concern,
and the illumination of scholarship trends elsewhere. The exposure is also an important lesson in
training our students to effectively engage with the international community."

Dr. Farooq Hasnat was commissioned in 2011 by Praeger Publishers,


USA to write Global Security Watch: Pakistan – the first book to “deal with
a variety of emerging security issues of the country and their regional and
international implications.” This volume of the Global Security Watch,
"examines the issues of utmost importance for Pakistan's stability and
strategic balance, and explains their significance from the global
perspective. Each chapter in this book addresses specific security
challenges of Pakistan, both domestic and international. Given that
"Pakistan's ability to combat extremism within its borders and its policy
towards Afghanistan will play a large role in determining the success of U.S.
military actions in Afghanistan," Dr. Hasnat contends that the US
government is interested in Pakistan at the moment primarily, and perhaps
exclusively, for that purpose. He urges that we must develop a self-reliant
foreign policy amidst a transforming regional and global security balance.

Introducing: Faculty Profiles

Dr. Muhammad Younis


Dr. Muhammad Younis, is the Chairperson of Political Science
Department in FCCU. He is a Ph.D. in Political Science from the School
of Public Administration, Hua Zhong University of Science and
Technology, China. He recently proposed and chaired a panel
on Exclusivist Ethnonationalism and future of Federalism in Pakistan in
the 45th Annual International Conference on South Asia, University of
Wisconsin, Madison, USA. Earlier in July, he presented the paper Ethno-
federalism in Pakistan at the 24th World Congress of Political Science
held by IPSA in Poznań, Poland. His research interests include
Federalism, Democracy, and Pakistan's Politics. He counsels the students
to conduct themselves with integrity, and embrace the core values of FCC.
Research Interests: Federalism, Pakistan Politics, Democracy, International Organizations.

Dr. Farooq Hasnat


Dr. Farooq Hasnat is a Professor at the Department of Political Science. He is
an Adjunct Scholar at the Middle East Institute, Washington, D.C. He
completed his PhD in Regional Security Affairs from University of South
Carolina and University of the Punjab, Lahore. He was Professor/Chair of the
Department of Political Science, University of the Punjab, Lahore. Dr. Hasnat
was appointed to the Pakistan Chair at the Center for Strategic Studies at the
University of Jordan, Amman for four years. He also served as the Deputy Chief
of the Political Affairs Wing of Cabinet Division, Government of Pakistan. He is
a Senior Research Fellow at the Islamabad Institute for Strategic Studies.
Professor Hasnat was also a visiting Researcher in the Department of Political
Science at University of Innsbruck, Austria. He has authored five books including
Global Security Watch: Pakistan, and Security Problems of the Persian Gulf: Conflicts and their
Resolution. He is a co-editor of Security for the Weak Nations: A Multiple Perspective and Pakistan:
Unresolved Issues of State and Society. He has published extensively on Pakistan and the Middle East in
research journals and newspapers of Pakistan, Iran, Jordan and the United States of America.

Dr. Wajid Ali Ranjha


Dr. Wajid Ali Ranjha is an Associate Professor at the Department of Political
Science. His first Masters was in International Management from the
Thunderbird School of Global Management, USA and his second Masters
was in Social and Political Thought from the University of Sussex UK, where
he was a Chevening Scholar. He did his Ph.D. in Politics from the University
of Adelaide, Australia; his dissertation was published by the University of
Adelaide, as an eBook, titled Critical Theory, Modernity and the question of
Post-Colonial identity. Dr. Ranjha has also attended numerous conferences
worldwide. He taught for several years in Australia and New Zealand before
joining FCC. He welcomes FCC’s growth as an academic institution, and
hopes that the Political Science programs will become increasingly research-oriented in the near future.
His areas of interest are philosophy, social theory, and political theory.

Shakeela Noor Sindhu
Shakila Noor Sindhu has been an Assistant Professor at the Department of
Political Science since August 2003. She served as Chair from 2008 to 2011.
She earned her Masters and MPhil degrees in Political Science from
Government College University, Lahore. She started her career from the same
University as Lecturer in Political Science, and later moved to the Government
of Punjab Services for around a year. She is currently a PhD Scholar at Pakistan
Study Centre – University of the Punjab Lahore. Last month, she presented a
paper titled Impact of Inter and Intra Provincial Disparities on Pakistani
Federation in the 45th Annual Conference on South Asia in Wisconsin
University, Madison-Wisconsin, USA (October 20-23, 2016), and earlier in 2015
she presented her paper Creation of Pakistan in the 2nd International Conference on Education, Social
Sciences and Humanities, held in Istanbul-Turkey from 8th to 10th of June 2015. The Article was also
published in IJASOS – International e-Journal of Advances in Social Sciences. Research Interests:
International Political Economy, Public Opinion and Governance.

Muneeza Mirza
Muneeza Mirza is an Assistant Professor at the Department of Political
Science. She is an M.A., and M.Phil. in Political Science from the University
of Punjab, Lahore. She finds Forman Christian College to be a place like home
since 2010, when she joined FCCU in 2010.
Research Interests: Civil society, Water Politics, Pakistan Politics

Dr. Shehzadi Zamurrad Awan


Shehzadi Zamurrad Awan has been an Assistant Professor at the Department of
Political Science for five years. As an academic she has found FCC to be a true source
of inspiration, and a pathway to expanding her academic horizons. Previously, she
was teaching at Kinnaird College. Her PhD from University of the Punjab is titled
Punjabi Women in the Changing Socio-Cultural Environmental of Pakistan: 1977-
2012. She has attended four international conferences, and was recently awarded
the best presentation of the session at a conference in Colombo, Sri Lanka. She has
published seven research articles, and three will be published shortly. She
frequently writes for Urdu and English newspapers, on socio-cultural and political
issues of Pakistan, and occasionally on foreign policy issues, too. She also maintains
a blog on politicalvibes.blogspot.com.
Research Interests: Social Political issue and Gender Rights.

Dr. Ryan Brasher


Dr. Ryan Brasher obtained his Ph.D. in Political Science from Indiana University, Bloomington. Dr.
Brasher specializes in Comparative Politics and International Relations. He is the Coordinator of FC
College's MPhil program in Political Science, and an Assistant Professor at the department. He is away
for Fall 2016, and teaching at Erskine College and Presbyterian College in South Carolina, as visiting
professor. In July, he presented the paper "Political Ideology and Infrastructural Power in Post-Imperial
Buffer States" to the International Political Science Association, Poznan, Poland. In April 2015, Dr. Ryan
was the Main Conference Organizer of the 2nd International Conference, “Ethno-Federalism in Punjab
and Beyond” held by the Department of Political Science, FC College. His PhD Dissertation 'Political
Ideology and Infrastructural Power in early 20th Century Afghanistan and Iran' and a paper 'Ethnic

Sociology, were published in 2014 and 2011, respectively.
Dr. Nighat Noureen
Dr. Nighat Noureen, PhD, MPhil, M.A (Silver Medalist) Political Science,
University of the Punjab, is an Assistant Professor at the Department of
Political Science. She is the author of the book The Role of Judiciary in
Democratization: Case Study of Pakistan published by Lambert Academic
Publishing, Germany. She was a permanent faculty member at UMT from
2008 to 2012, and has served as visiting faculty at various universities from
2012 to 2015. She is a member of the World Council of Religions as a
Minority Rights Defender, and a trainer for capacity-building workshops
promoting peace and harmony in Pakistan. Her present interests include
federalism, terrorism, religious extremism, War on Terror, ideological and
philosophical dynamics of Al-Qaeda, social transformation in FATA, politics of migration and national
security, Afghan refugee crisis and politics of sectarianism in Pakistan. She is an energetic individual
with high motivation and striving commitment towards teaching and research.
Research Interests: Pakistan Politics, Religious Extremism, War on terror in Pakistan, Judicial
Activism

Introducing Visiting Faculty:


Sumeera Hassan
Sumeera Hassan, is an alumni of Political Science Department at Forman
Christian College graduating class of 2012. Sumeera has won International
Fellowship offered by the Ministry of Foreign Affairs Azerbaijan in 2013, and
later in 2015 she won an International Research Fellowship by the Azerbaijan
International Development Agency. Having acquired the research experience,
she headed up towards Europe and completed European Masters in Human
Rights and Democratization funded by the European Union under the
European Inter University Center for Human Rights. She, then completed her
dissertation at the University of Maastricht-The Netherlands on “The Right to
Education focusing on the Pakistani Madrasas”. She also acquired a field
experience on the Balkan, and Kosovo Region- under the EU Security Policy. Having one master in Public
Policy and other in Human Rights Law Sumeera is presently serving as a visiting faculty member at the
Department of Political Science at Forman. Sumeera intends to build strong research skills and critical
thinking among students during her short visit to Pakistan.
Research Interests: Human Rights[Right to Education], Philosophy and Social Anthropology.

Muhammad Qasim
Muhammad Qasim is a new faculty member at the department of Political
Science. This is his first year at FCC. He has a B.S. Business and M.Phil. Political
Science from FCC. His areas of interest are Post-Colonial Theory and State
Formation Theory.
Research Interests: Power and resistance discoveries, Form of Powers,
Post-Colonial Theory

Muhammad Sharreh Qazi


Muhammad Sharreh Qazi is serving at Forman as a Visiting Faculty. Sharreh
has completed his Masters in Strategic and Nuclear Studies from the National
Defense University and is currently completing his PhD. His interest lies in
International Relations, Nuclear Studies, and Strategic Culture.

Salman Akbar Warraich


Salman Akbar Warraich was recruited to the Punjab Civil Service after he passed the
PMS in May 2016. He is currently under training as an Assistant Commissioner. He
intends to serve his country by joining CSS in the future.

Altaf Shah, was one of the liveliest people in his class. He is going to Universität
Heidelberg, Germany, for an interdisciplinary Masters course in South Asian Studies.

Qudsia is studying for her Master’s degree at Universität Heidelberg, and has cleared

and worked hard for instructors I admired.

I was never an overly-ambitious person, but I
always wanted to be highly educated.

I would say I was an all-rounder at academics
and extra-curricular activities.

Student Reflections

Kashmir Issue Can Threaten World Peace

Kashmir issue has become more complicated because of nuclearization of
both the countries. In the past, the issue was being dealt differently, but now
the situation has changed. The world has to realize that this issue should be
solved through peaceful means, otherwise the whole world may face an
uncertain future. First of all, both the countries ought to settle their minor
issues, and hence make themselves politically and economically stable.
Subsequently, they should move for the peaceful settlement of the Kashmir
dispute. Here, part of the responsibility lies with the U.N, especially the
Security Council, and other key international actors. Simultaneously, the leadership of both
countries should maintain feelings of confidence between each other to counter negative
propaganda.
It goes without saying, that a key role must be played by the national, regional and international media to
stabilize tempers. The media on both sides of the border must engage in unbiased reporting. The clock is
ticking fast – after all how long can the people of Kashmir bear the brunt of a bloody occupation. The time
will come when they feel exhausted, and take decisive action, producing a precarious situation for the region,
and the world at large. Both sides must sacrifice some strategic interests for the greater good.

A Bitter Truth

In spite of the escalating tensions between Pakistan and India, some people still cling hopes of
restoring peace, through dialogue between the political elites of both the countries. The recent wave
of tensions came in the wake of the Uri attack on 20th September 2016, in which 20 Indian military
men lost their lives. Out of the blue, the Indian Government and their mainstream media alleged
involvement of Pakistan’s non- state actors. In anti-Pakistan
hysteria, they related Mumbai attack, Pathankot attack and Uri
attack to declare Pakistan as a state that sponsored terrorism. Both
countries have been incessantly pulling each other’s leg on
international forums since then. Some commentators on both
sides, in their best spirits, have tried to tame the political
conditions. Unfortunately, history is full of such faithful, but failed
attempts. Let us analyze a leaf of history which reveals a bitter
truth. In March 1946, the newly elected Labour Party, in Britain
sent a Cabinet Mission to India to settle the communal problem. One of the provisions, in the
Cabinet Mission was to set up an Interim Government based on General Election of 1945. Lord
Wavell, the British Viceroy to India, suggested that one of the major portfolios must go to the Muslim
League. Lord Wavell and the Indian National Congress, mutually agreed that the Home Ministry
may be given to the League; Sardar Patel opposed vehemently. Rafi Ahmad Kidwae, another
Congress member, proposed an alternative, suggesting that the Finance Ministry would be
appropriate; his proposal was unanimously accepted by all with the exception of Maulana Abul
Kalam Azad. This decision was not made in a congenial spirit rather with a partisan motive: Finance

was a technical subject and it was assumed that none in the Muslim League had the professional
expertise to deliver in that role, and ultimately the portfolio would return to the Congress. Liaquat
Ali Khan, despite some early reservations, accepted the role and resiliently performed the job. Later,
Congress regretted this decision, because Liaquat Ali Khan vetoed any measures that were anti-
League. This was the first time, that the political leadership of sub-continent was on the same page
with respect to the key issue of the Interim Government, but the hypocritical nature of Congressmen
left the Muslims of the sub-continent in no-man’s land. The ploy proved to be a blessing in disguise
for the League, for it strengthened the belief in the need for a separate homeland for the Muslims of
the subcontinent. It is this distrust that forms the basis of the cleavage between the two nations, and
unless the political leadership of both countries can effectively diffuse these emotions, there will
never be peace.

ago, this finish line may have seemed quite
distant but now you have reached the ultimate
goal. Behold: It wasn't the 'distant' future, and
now you probably find that it definitely wasn't the
summit of all summits! While we recall the fond
memories that you have left behind, you must
embark on new challenges and explore novel paths.
Remember, as you move forward, the people of your country and the, steering
wheel of Pakistan's ship will soon be in your hands. In fact, it already is a
farsighted vision, fundamental integrity, and unqualified hard work -tenants that
you ought to embody. While you are at it, do not forget your family, your
teachers, your friends and all the acquaintances you
made-they all contributed in one way or the other in
conveying you to your present. We will miss your
