1.0 GENERAL
B. Where the works interface with Saudi Telecom (STC) and King Abdulaziz City for
Science and Technology (KACST), the equipment/materials and installation shall comply
with STC and KACST regulation and standards.
A. This specification specifies the minimum requirements of a Security Access System for
the controlling of personnel access to buildings, offices, warehouses, secured areas or any
locations specified in the project.
1.4 REFERENCES
A. The selection of material and equipment, and the design, construction, maintenance, and
repair of equipment and facilities covered by this specification shall comply with the
latest edition of the references listed below, unless otherwise noted.

1.5 DEFINITIONS
A. Security Access System : A security system that authenticates the identity of persons. It
allows or denies them passage to a facility.
B. Security Access Server : A computer server that keeps the updated staff records, traffic
history, system alarms, etc. It is connected to the remote
controllers and the company business server for personnel
information.

C. Remote Controllers : Remote controllers are located at remote security access points to
interface with badge readers, electromechanical door locks, panic
switches. It also communicates with the security access server to
authenticate the staff information.
D. Badge / Card Readers : Electronic devices that read the badge information and forward to
the remote controllers.
E. Electromechanical door lock : A door lock that can be operated by applying an electrical
signal or using a key. It is under the control of the remote
controller.
F. Panic Switch : An electrical switch, usually located by the building door, to allow staff to
open an electromechanically locked door during an emergency situation. It
is connected to the remote controller.
1.6 SUBMITTALS
A. The Contractor shall submit to MARAFIQ the following items for review and approval
before commencing work:
1. Access Control System architecture drawings, cable layout and routing details.
4. Certificate of compliance stating that the materials used conform to all requirements
of this Specification.
B. After installation and commissioning of the equipment, the Contractor shall submit the
following:
2. All test results and commissioning reports to show that all tests specified was
performed and all requirements have been met.
A. The Contractor shall be responsible for the quality of work and shall develop and propose
programs and methods of construction and testing such as to achieve the specified quality
to the approval of MARAFIQ.
B. In the absence of any of the above, best accepted industry practice shall be employed
throughout.
A. All the equipment/materials installed indoor shall be suitable for continuous operation
under the following service conditions:

A. All the equipment/material shall be tested at factory. The Contractor shall notify
MARAFIQ in writing not less than 30 days prior to the scheduled starting date of the
factory tests.
B. MARAFIQ reserves the right of deputing their representative for witnessing the factory
test.
C. Upon completion of factory test, and before shipment of the equipment/material, the
Contractor shall submit 5 certified copies of test reports not later than 10 days after the
completion of all factory tests for review/approval of MARAFIQ.
1.11 COORDINATION
A. The Contractor shall be responsible for the proper coordination of all phases of the work
under this Contract.
B. It shall be the responsibility of the Contractor to coordinate the work and equipment as
specified herein with work to be performed and equipment to be furnished under other
Sections of the specifications in order to assure a complete and satisfactory installation.
A. The Contractor shall deliver, handle, and store equipment and materials in accordance
with the following requirements:
1. Ensure equipment and materials delivered to site originally packed, securely wrapped
and labeled by the manufacturer in unopened containers. Protect materials during
delivery by complying with manufacturer’s direction.
2.0 PRODUCTS
2.1 GENERAL
A. All goods and products covered by these Specifications shall be procured, when available,
from an in-Kingdom manufacturer. Procurement of all goods and products manufactured
out-of-Kingdom shall be approved MARAFIQ.
A. General Design
1. The seller shall provide necessary engineering and design to ensure the Security
Access System will reliably function as specified in this document.
2. Security access system shall be designed to monitor and control site ingress / egress
of personnel, visitors, using picture ID badges and badge readers at points of
entry/exit and locations that require access control.
3. The Security access system shall be designed with no single point of failure. System
shall be able to accommodate future expansion to additional sites
4. Security access system shall distinguish between the rights of personnel and other
persons for access to the buildings, offices and rooms.
5. The security access system shall be able to activate passage gates and
electromechanical door locks to allow authorized personnel through the entrances or
doors.
6. Unauthorized personnel shall be deny access and the system shall generate an alarm
and display a warning message in the security access system. Each incident shall be
record in the security access server with a date and time stamp for future reference.
7. All security access solutions must be fault tolerant, with fallback that will allow
continued connectivity if failure occurs.

8. The Contractor shall include remote management tools that at a minimum, provide
full system management real time reports of performance, alarm notifications in text
and graphic formats, to support the operations and maintenance of the security access
system.
9. The Security access system shall be designed and configured to yield an MTTR of
not more than 1 hour if spares are available on site.
10. Equipment warranty shall be included for a minimum of 10 years, starting at full
system acceptance for passive elements.
B. Construction
1. The Contractor shall coordinate the features of materials and equipment so that they
form an integrated system.
3. The technical characteristics of the security access system hardware, access method
and data transmission rate shall comply with industrial standards.
4. The Contractor shall provide all required software that is applicable for Security
Access System and their associated hardware.
7. The Contractor shall provide and install all necessary cable and related hardware in
Security Center to connect all existing security systems within MARAFIQ to ensure
uniformity and updated personnel information in the system.
9. The Contractor shall include remote management tools that at a minimum, provide
full system management real time reports of performance, alarm notifications in text
and graphic formats, to support the operations and maintenance of the Security
Access System.
2.3 MATERIALS
A. Hardware Requirements
1. The Security Access System shall include a Host Controller and Remote Field
devices.
2. Remote field devices shall consist of access control card (badge) readers,
controllers, electromachnical door locks, door contacts, door/window position
switches, passive infrared motion detectors, microwave motion detectors,
ultrasonic motion detectors, panic buttons, reed switches as well as dual
technology devices and the like as necessary.
3. The Security access system shall include a badging Station usually located at the
guard house. The badging station shall at a minimum include a computer that is
linked to the Security Access Server, a digital camera with connections to the
badging computer, photographic lights and background, badge printers, blank
badges,
4. The security access system shall have a secure redundant server to store
personnel information databases. The server database shall be capable of linking
to the Human Resources database for updated personnel information.
5. The design of the electromechanical door lock shall be in an unlocked position in
case of a power failure.
6. The badge information format shall meet industrial standards.
7. The security access servers, workstations, and printers shall be located in
communication equipment room with HVAC system.
8. The remote controllers and field devices will be located in environmentally
controlled heated/ventilated enclosures as required.
9. The field devices will be installed indoors or outdoors. They shall be rated for
appropriate area classifications.
10. The delivered system shall include 5 toolsets for maintenance personnel to
service the SMS. Each toolset shall be provided with appropriate toolboxes or
carrying cases.
11. The security access server, workstations, and remote controllers will be powered
from UPSs.
12. The security access system hardware will be equipped with the means to connect
protective grounding.
B. Operation Software
1. The Security Access software shall be based around an industry standard multi-
tasking, multi-threading, multi-user operating system.
2. The networking software shall use the industry standard TCP/IP LAN protocol.
3. The primary and hot-standby security access servers shall be capable of acting as
a file server for displays and photo images.

4. All LAN connected security access workstations shall be able to view custom
displays and photo images from the security access server.
2. Alarm Management - System shall detect system and field devices power failure
alarm, and unauthorized access alarm.
3.1 GENERAL
A. The Contractor is responsible for coordinating the installation and activation of the
distribution system to ensure that a complete and fully operational Security Access
System is available for immediate use once a facility is complete.
C. All equipment used to transport and place the cable shall be subject to MARAFIQ
approval.
D. The Contractor shall be responsible for providing operating and supervisory personnel
with adequate knowledge and experience. All work shall be done in a workmanlike
manner by competent personnel under the supervision of personnel who have prior
experience in the placing of wires and cables including fiber optic cables.
E. A set of working drawings shall also be at the site at all times during the works. All work
shall be subject to acceptance by MARAFIQ. Deviations from the Contract Drawings and
specifications shall not be permitted, except upon prior written permission of MARAFIQ.
3.2 INSTALLATION
A. Installation of the Security Access System, cables, conduits/fittings, wiring devices
and termination of these equipments shall be as per the Contract Drawings and NEC
Articles.
B. All systems installation and activation work shall be performed according to the
latest manufacturing technology and MARAFIQ rules and regulation.
C. Cable shall be installed in PVC conduit or shall be direct buried, cables exposed to
sunrays are not allowed.
D. Wiring system shall be installed only when the raceways system has been completed.
The inside of all conduits shall be thoroughly clean of any dirt, moisture or other
foreign material before pulling wire and cable.
E. No splices or joints shall be used in low voltage feeders or branch circuits except at
accessible splices or junction boxes or outlet boxes.
G. Grounding system shall be installed to equipment and other related accessories where
required, and these grounding connections shall be implemented in accordance with
the Contract Drawings and NEC Article 250.
H. Install cable identification tag on each cable at panel board gutters indicating the
branch circuit, feeder number, panel board number or as indicated in contract
documentation, and these tags shall be installed in easily visible and readable from
front access.

operation.
4. Upon completion of all testing, the Contractor shall submit 5 copies of certified
reports attesting that each test has been performed in accordance with the
approved test procedures. The report for each test shall include the name of the
person in-charge of the test and the date of performance. All factory and field
test reports shall be included in Operation and Maintenance Manual.
5. Care shall be taken that the test apparatus does not damage the equipment or
other related accessories during the testing.
6. Commissioning shall be in accordance with MARAFIQ specifications.
