3. INSULATION RESISTANCE TEST METHODOLOGY

A. Circuit homeruns at panelboards shall be the testing point which includes the
feeder. All wires for power provision should be splice for interconnection of to all
convenience outlets. Same procedure shall be applied for all light outlets and
switches (including ground wires).
B. Insulation resistance shall be performed to the wires only and to the wires
terminated at wiring devices and circuit breakers. In order, to achieve an
accurate data during the testing procedure, only the wires shall be tested. With
the process, troubleshooting would be easy if any problem arises. The testing
instrument to be used shall be accredited by the develop.
C. Setting the equipment of 500Vdc & 20MΩ respectively, and per the test
instruction stated, the insulation tests shall be administered to the following
points;
Line-1 to Ground (L1-G), Line-2 to Ground (L2-G) and Line 1 to Line 2 (L1-L2) for
single phase and Line-1 to Line-2 , Line-2 to Line-3 (L2-L3) and Lines-3 to Line-1 (L3-
L1) for three phase.
D. To determine if the insulation testing conducted to individual circuits, have
PASSED or FAILED, the Philippine Electrical Code (PEC) shall be applied. Per PEC
series of1985 Part 1,Art 2.3.1.37 Requirements for Electrical Installation stated that
for INSULATION RESISTANCE, in order that a reasonable factor of safely maybe
provided, the following table of insulation resistance is suggested as a guide
where the insulation is subject to test:
a. For circuits of 2mm2, or 3.5mm2 conductors – 500,000 ohms
b. For circuits of conductors as fixed Table 5.3.1.16 to 5.3.1.19 as follows:
25 to 50 amperes, inclusive------------------- 250,000 ohms
51 to 100 amperes, inclusive -----------------100,000 ohms
101 to 200 amperes, inclusive----------------50,000 ohms
201 to 400 amperes, inclusive----------------25,000 ohms
401 to 800 amperes, inclusive----------------12,000 ohms
Over 800 amperes--------------------------------5, 000 ohms

The above listed values shall apply to installation with voltages of 600 volts or less. For
voltage above 600 volts, the minimum insulation resistance shall be 1,000,000 ohms per
thousand volts or fraction thereof. The foregoing values to be determined with all
fixtures, switches, receptacles and wiring devices in place and connected.

c. Where climactic conditions are such that the wiring or equipment is exposed
to excessive humidity. It may necessary to modify the foregoing provisions.
E. Failed insulation testing indicated damage wire and subject for investigation and
re-testing. If insulation test fails again, the wires need to be pulled out for
replacement.

4. OPEN CIRCUIT & CONTINUITY TEST FOR AUXILIARY SYSTEM METHODOLOGY

Equipment Used: Should be accredited and approved by Federal Land, Inc.

A. Open Circuit Test:

Check that the wires or cables being tested have no accidental grounding a
short circuit. Testing points are the end terminals of all the wires and cables,
either from the terminal box/cabinet or from the modular box. The reading of the
tester must be infinity from any combination of two terminals.

B. Continuity test:
After checking open circuit, splice all the end terminals together so that they are
all interconnected on one end. The reading of the tester on the other end must
be zero (0) from any combination on two terminals.

Failed testing indicates damage wire and subject for investigation and re-testing. If
insulation test falls again the wire need to be pulled for replacement.
5. LIGHTING PROTECTION AND GROUNDING SYSTEMN TESTING METHODOLOGY

A. Blocking-out and roughing-ins for the ground must be done during the
foundation works.
B. After the concrete pouring for the foundation, 3/8”  x 3.0m ground rods shall be
buried to the blocked-out portion leaving at least 150mm from the finish floor line
for testing.
C. After securing all the necessary grounding rods in place, the system is now ready
for testing using the following equipment accordingly:

Note: Dry weather condition is required for the testing.

All the grounding busses shall be tested individually. The first step in the testing
procedure is to have all the 3 terminals\probes of the earth tester be terminated
to the grounding rod (to be tested) and the other 2 retractable probes be
pinned to the earth at about 5 to 10 meters apart from each. This procedure is
typical for all grounding points.

As per the Philippines Electrical Code (PEC), the satisfactory reading should be
5Ω or lower in order to pass the earth resistance test. Testing should be done in
three trials and the final reading shall be the average of the three trials.

D. After gathering all the necessary data, the next procedure is to have all the
grounding rods be interconnected/bonded with bare copper wire (No.4/0) BY
MEANS OF Cadweld. Repeat procedure #3 but this time only one ground rod
shall be tested since all the rods were already interconnected.

Note: Before doing the interconnection procedure make sure that each ground
has passed the earth resistance test and the area/room from which the ground
rods are located is secured.
E. After the successful testing of the bonded ground rods, the block-outs must be
concreted leaving only one for future testing requirement.
