ELECTION GUIDELINES AND PROCEDURE 2014

I. PURPOSE AND USE

These guidelines and procedures are intended to guide orderly, fair, transparent, and consistent
conduct of the nominations and elections of officers of the Parish Youth Commission of Saint Raphael the
Archangel, Legazpi City. They are for the use by the Nominations and Elections Committee and all members
of PYC.

II. NOMINATIONS AND ELECTIONS COMMITTEE

1. The PYC Core Officers shall serve as the facilitator during the nomination proper.
2. The Elections Committee shall be composed of the following: (a) Youth Spiritual Director, (b) Youth
Coordinator, (c) Assistant Youth Coordinator, (d) Outgoing Youth Leader, and (e) one (1) representative
from each PYC youth group to be designated by their respective presidents and is not an official
candidate for election.
3. The Nomination and Election Committees shall manage nomination and election processes in a fair
and open manner.

III. NOMINATION GUIDELINES

1. The call for nominations for all positions to be elected shall take place on the last weekend of January
during the PYC General Assembly.
2. The nominations shall be done through raising of hands.
3. A member should be nominated by a qualified voter for him/her to qualify as an official candidate.
4. Eligibility requirements for all the nominees shall be verified by the Nominations Committee (with the
help of the body) before they can be declared as official candidate.
5. If a member was nominated but wants to refuse the nomination due to valid reasons, he/she can
object for his/her nomination right after the closing of the nomination for that specific position.
6. The list of the names of the official candidates shall be released one (1) week after the nomination
proper.
7. No individual shall be nominated for two positions in the same election.
8. The person should be present during the Nomination Day to qualify as an official candidate. However,
members who are nominated but absent from the meeting should have a statement in writing
addressed to the Spiritual Director explaining the reason for not being around during the nomination
proper and expressing his/her willingness to be nominated and elected for a specific position but will
be subject for approval.
9. There should be atleast three (3) official candidates for every position. If at the close of the nomination
period, only one (1) or two (2) candidates were nominated for a specific position, the Election
Committee has the authority to fill-in the number of lacking candidates for the position. The Election
Committee shall inform first the member who has been selected and must accept the nomination
before he/she can be declared as an official candidate.
10. The Outgoing Youth Leader is not allowed to be nominated and elected for the next term for any
electoral position but may be designated as Assistant Youth Coordinator after his/her term by the
Spiritual Director.

IV. ELECTION GUIDELINES

1. The election will be a Ballot Election.


2. Each qualified voter shall be entitled to (1) vote per position.
3. There shall be no absentee or proxy voting.
4. In order to be eligible for voting, a member shall possess ALL of the following:
a. Atleast 13 years old and must not be above 40 years old on the day of the election;
b. Single;
c. An active member (must have attended atleast one (1) PYC Activity during the previous term)
of the youth choir groups of the Youth Commission of Saint Raphael Parish ; or a new member
of a PYC youth group atleast one (1) month prior to the Election Day; or a duly elected/
appointed BYC Coordinator or Youth Leader of his/her respective barangay which is under the
said parish.
5. Each youth group president shall submit to the Election Committee an official list of their members
who possess all the qualifications of a voter atleast 1 week before the Election Day.
6. If on the day of the election, a member fails to find his/her name on the Official Voter’s List submitted
by their presidents, the member shall ask his/her president to justify to the Election Committee that
he/she is a qualified voter and a technical error was committed before he/she will be allowed to cast
his/her vote.
7. Only one (1) candidate shall be elected for each of the following positions: (a) Youth Leader, (b)
Assistant Youth Leader, (c) Secretary, (e) Treasurer, (f) Youth Social Apostolate Team Head, and (g)
Youth Formation Team Head.

V. ELECTION PROCEDURE

1. The election shall be held once a year on the 2 nd Sunday of February at the 2nd Floor of Saint Raphael
the Archangel Parish Pastoral Center.
2. Voters may cast their ballots from 6:30 in the morning until 6:00 in the evening including lunch break.
3. Upon entering the polling place, each voter must show his/her ID Card upon the request of the
Election Committee.
4. The voter must affix his/her signature beside his/her name on the Official Voter’s List.
5. Only one ballot shall be given to a voter.
6. A member of the Election Committee initials each ballot as it is given to the voter, and keeps a record
of the number of ballots distributed. Only the Elections Committee is allowed to issue, receive or
process ballots from the voter.
7. The voter may choose from the list of the candidates on the Bulletin Board. If possible, always write
the full name of the candidate of your choice.
8. After voting, he/she must drop the ballot on the ballot box located near the Election Committee.

VI. TABULATION

1. Results shall not be tabulated until the voting has closed.


2. Observers shall be allowed during the counting of the ballots, provided that the observers do not, in
any way attempt to interfere with or influence the activities inside the polling area.
3. If a candidate’s name was written on a wrong position, the vote shall not be counted.
4. Using of nicknames of the candidates that are not familiar to the Election Committee shall not be
counted.
5. The person with the most votes is deemed elected to the position.
6. Tie votes shall be resolved through toss coin to be facilitated by the Chairman of the Election
Committee.

VII. GUIDELINES FOR CANDIDATES

1. It is understood that candidates agree to abide by the guidelines and procedures set by the PYC.
2. Candidates for office must be a person who possesses all the qualifications of a voter.
3. Use of campaign materials is strictly not allowed.

VIII. NEWLY ELECTED OFFICERS

1. The newly elected officers shall assume their office one (1) month after the Election Day.
2. The newly elected officers shall serve for a term of one (1) year.
3. The newly elected officers may not hold a similar position in any PYC youth groups on the same year
to avoid partiality. If he/she has been elected as president of a youth group prior to the PYC Election,
he/she must resign as president of his/her group.
